Ortega y Gasset
Abstract
A piece of parliamentary combat: the right sought the electoral fight and the left must win it with exemplary tactics, without the verbal explosions it is prone to. The cabinet’s failure lies above all in its incapacity to govern, and Ortega counterposes liberalism as “the generous politics par excellence”, which obliges one to legislate for everyone and especially for the enemy.

Hace meses, las derechas resolvieron «dar la batalla» —¿recuerdan ustedes? Comenzaron a gemir verbosas sus prensas. Vociferaron en sus círculos y clubs, murmuraron en sus tertulias, esnobizaron en sus camarillas. Se hizo política en los despachos de los bancos, en la pradera del golf, en la penumbra de las sacristías. Por fin, alguien cedió, y llamando, contra toda oportunidad, a este Gobierno, le entregó entero su haber: decreto de disolución, suspensión de garantías, presión sobre el partido conservador. Hubo consagraciones en los cerros y hubo en los barrancos reparto a lo Calígula de senadurías vitalicias. En tales circunstancias, las elecciones significaban un ademán de desafío; cayó el raído guante feudal en las urnas, y de ellas lo recogió con democrático modal el pueblo liberal y socialista. Hoy, en el Congreso, comienza la batalla contra los que se obstinaron en darla. Nadie puede quejarse, y menos los feudales: todo ha acontecido como en las justas más galanas del buen tiempo viejo.
Atraídas, pues, a la contienda por obra y gracia y torpeza de las derechas, las izquierdas sólo tienen que pensar en una cosa: ganarla bien y pronto. Mas para ello es necesario que desarrollen una táctica ejemplar. Hacen falta energía y persistencia, pero no bastan ambas cosas. Si la enfermedad patrimonial de las derechas es el abuso de poder y la faz hipócrita, suelen las izquierdas padecer, asimismo, una propensión mística a las escenas ruidosas, a satisfacerse con pronunciar palabras explosivas que están mejor archivadas en los barrios bajos del diccionario. Se comprende que la indignación contra los abusos de poder, sorprendiendo un momento al más alerta, provoque en él un vómito verbal con alguna participación del pupitre. Pero esta vez creemos que no deben las izquierdas permitirse ni siquiera esas sorpresas. No porque hayan faltado las abusos de poder, sino precisamente porque ha habido de ellos hartazgo. La situación del Gobierno es de extremo desprestigio, porque lo trajo una caprichosa y agresiva soberbia, porque gozó de inusitados privilegios que ha malversado, porque sin el decoro de un pretexto ha malherido la Constitución y ha segado la libertad de imprenta, porque ha conducido en breves días a la Corona por los más superfluos vericuetos, y en fin, porque sus hombres, después de practicar en la oposición la oratoria de Catón, han mostrado desde el Poder el apetito de Pantagruel.
Sin embargo, todos esos pecados no califican exactamente la situación del Gobierno en estas horas. Más, mucho más que todo eso ha determinado el fracaso del Ministerio en la opinión, otra causa que conviene subrayar ante la atención de las izquierdas militantes. Resulta que en poquísimas jornadas este Gabinete, tan pretencioso, ha demostrado su incapacidad para gobernar seria y altamente. Nada como esto malquista hoy con la nación a una política. Siente España un poderoso deseo de perfeccionar su vida, mejorándola material y espiritualmente. Anhela una gobernación cordial, respetuosa de todos los modos de sentir individuales, fomentadora de todo lo que es honrado ensayo. Demanda programas claros en que, a la vez, se dibujen amplios, gratos horizontes y se indiquen razonadamente los medios concretos de llegar hasta ellos. Sobre todo está cansada de actuaciones particularistas: hoy es una clase quien pretende acomodar a su interés gremial toda la nación; otro día es un Gobierno, como el actual, que gobierna en cofradía y para los suyos.
Frente a esto, sólo puede ser solución el triunfo de la emoción liberal en los ámbitos españoles. El liberalismo es la política generosa por excelencia. No en balde liberalismo y generosidad fueron palabras casi sinónimas en nuestro padre el latín. Los principios liberales obligan por sí mismos a legislar para todos, muy especialmente para el enemigo. Por ello creemos que deben las izquierdas no contentarse con acometer bravamente a este Gobierno, que, a la verdad; parece ya un esqueleto de uniforme; convendría, a la par, ir definiendo y explanando un plan de vida nacional más risueño y atractivo que estas tristes monsergas de la «energía» y el «hacer sentir la autoridad». Al bote de lanza contra este Gobierno enfático acompañen siempre vocablos de aliento a la raza y una apelación constante a todas las fuerzas nacionales de modo que en la empresa liberal se sientan llamados y aludidos cuantos tienen algo que hacer en la España de hoy y algo que esperar en la de mañana.
Al fracaso secular de las derechas españolas en la empresa de hacer un pueblo, tiene que responder el liberalismo con un ideal constructor más claro y más amplio, más amigo de la vida y más suscitador de entusiasmos.
Creemos, pues, que en la batalla iniciada sobre la energía y la persistencia, deberán hacer gala las izquierdas de serenidad, de reflexión y de talento gubernamental. Preparen durante la lucha la futura gobernación y demuestren al país que si combaten sañudamente es por algo que lo merece: por una patria donde se respire libertad y justicia, eficacia y buen humor.

Months ago, the right resolved to «give the battle» —do you remember? Their verbose presses began to groan. They vociferated in their circles and clubs, murmured in their tertulias, snobized in their camarillas. Politics was made in the offices of the banks, in the meadow of the golf, in the penumbra of the sacristies. Finally, someone yielded, and calling, against all opportunity, this Government, delivered to it whole its estate: decree of dissolution, suspension of guarantees, pressure on the conservative party. There were consecrations on the hills and there was in the ravines a Caligula-like distribution of life senatorships. In such circumstances, the elections signified a gesture of defiance; the threadbare feudal gauntlet fell into the ballot boxes, and from them the liberal and socialist people picked it up with democratic manner. Today, in the Congress, the battle begins against those who insisted on giving it. No one can complain, and less the feudal ones: everything has happened as in the gayest jousts of the good old times.
Attracted, then, to the contest by work and grace and clumsiness of the right, the left only has to think of one thing: to win it well and soon. But for this it is necessary that they develop an exemplary tactic. Energy and persistence are needed, but both things are not enough. If the patrimonial illness of the right is the abuse of power and the hypocritical face, the left usually suffers, likewise, a mystical propensity to the noisy scenes, to satisfy themselves with pronouncing explosive words that are better archived in the low neighborhoods of the dictionary. It is understood that the indignation against the abuses of power, surprising a moment the most alert, provokes in him a verbal vomit with some participation of the desk. But this time we believe that the left should not allow itself even those surprises. Not because the abuses of power have been lacking, but precisely because there has been of them surfeit. The situation of the Government is of extreme discredit, because a capricious and aggressive arrogance brought it, because it enjoyed unusual privileges that it has misappropriated, because without the decorum of a pretext it has wounded the Constitution and has mowed down the freedom of the press, because it has conducted in brief days the Crown through the most superfluous meanderings, and in short, because its men, after practicing in the opposition the oratory of Cato, have shown from the Power the appetite of Pantagruel.
Nevertheless, all those sins do not exactly qualify the situation of the Government in these hours. More, much more than all that has determined the failure of the Ministry in the opinion, another cause that it is convenient to underline before the attention of the militant left. It turns out that in very few days this Cabinet, so pretentious, has demonstrated its incapacity to govern seriously and highly. Nothing like this makes a politics today be on bad terms with the nation. Spain feels a powerful desire to perfect its life, improving it materially and spiritually. It yearns for a cordial governance, respectful of all the modes of individual feeling, fosterer of everything that is honest essay. It demands clear programs in which, at the same time, broad, pleasant horizons are drawn and the concrete means of arriving at them are indicated reasonably. Above all it is tired of particularist actions: today it is a class that pretends to accommodate to its guild interest the whole nation; another day it is a Government, like the present one, that governs in confraternity and for its own.
Faced with this, the only solution can be the triumph of the liberal emotion in the Spanish spheres. The liberalism is the generous politics by excellence. Not in vain were liberalism and generosity almost synonymous words in our father the Latin. The liberal principles oblige by themselves to legislate for all, very especially for the enemy. Therefore we believe that the left should not content itself with bravely attacking this Government, which, in truth, seems already a skeleton in uniform; it would be convenient, at the same time, to go defining and unfolding a plan of national life more smiling and attractive than these sad rigmaroles of the «energy» and the «making feel the authority». Let the thrust of lance against this emphatic Government always be accompanied by words of encouragement to the race and a constant appeal to all the national forces so that in the liberal enterprise all those who have something to do in the Spain of today and something to expect in that of tomorrow feel themselves called and alluded to.
To the secular failure of the Spanish right in the enterprise of making a people, the liberalism must respond with a constructive ideal clearer and broader, more friend of the life and more arouser of enthusiasm.
We believe, then, that in the battle begun over the energy and the persistence, the left should make a display of serenity, of reflection and of governmental talent. Let them prepare during the struggle the future governance and demonstrate to the country that if they fight fiercely it is for something that deserves it: for a homeland where liberty and justice are breathed, efficacy and good humor.

Mesi fa, le destre risolsero di «dare la battaglia» —ricordano? Cominciarono a gemere verbose le loro stampe. Vociferarono nei loro circoli e clubs, mormorarono nelle loro tertulias, snobizzarono nelle loro cricche. Si fece politica negli uffici delle banche, nella prateria del golf, nella penombra delle sagrestie. Infine, qualcuno cedette, e chiamando, contro ogni opportunità, questo Governo, gli consegnò intero il suo avere: decreto di dissoluzione, sospensione delle garanzie, pressione sul partito conservatore. Ci furono consacrazioni sui colli e ci fu nei burroni distribuzione alla Caligola di senature vitalizie. In tali circostanze, le elezioni significavano un cenno di sfida; cadde il logoro guanto feudale nelle urne, e da esse lo raccolse con democratico contegno il popolo liberale e socialista. Oggi, nel Congresso, comincia la battaglia contro coloro che si ostinarono a darla. Nessuno può lamentarsi, e meno i feudali: tutto è accaduto come nelle giostre più galanti del buon tempo vecchio.
Attratte, dunque, alla contesa per opera e grazia e stoltezza delle destre, le sinistre devono solo pensare a una cosa: vincerla bene e presto. Ma per ciò è necessario che sviluppino una tattica esemplare. Ci vogliono energia e persistenza, ma non bastano entrambe. Se la malattia patrimoniale delle destre è l’abuso di potere e la faccia ipocrita, sogliono le sinistre patire, ugualmente, una propensione mistica alle scene rumorose, a soddisfarsi col pronunciare parole esplosive che stanno meglio archiviate nei quartieri bassi del dizionario. Si comprende che l’indignazione contro gli abusi di potere, sorprendendo un momento il più vigile, provochi in lui un vomito verbale con qualche partecipazione del banco. Ma questa volta crediamo che le sinistre non debbano permettersi nemmeno quelle sorprese. Non perché siano mancati gli abusi di potere, ma precisamente perché ce n’è stato sazietà. La situazione del Governo è di estremo discredito, perché lo portò una capricciosa e aggressiva superbia, perché godette di inusitati privilegi che ha malversato, perché senza il decoro di un pretesto ha malferito la Costituzione e ha mietuto la libertà di stampa, perché ha condotto in brevi giorni la Corona per i più superflui meandri, e in fine, perché i suoi uomini, dopo aver praticato nell’opposizione l’oratoria di Catone, hanno mostrato dal Potere l’appetito di Pantagruele.
Tuttavia, tutti questi peccati non qualificano esattamente la situazione del Governo in queste ore. Più, molto più di tutto questo ha determinato il fallimento del Ministero nell’opinione, un’altra causa che conviene sottolineare dinanzi all’attenzione delle sinistre militanti. Risulta che in pochissime giornate questo Gabinetto, tanto pretenzioso, ha dimostrato la sua incapacità di governare seriamente e altamente. Nulla come questo rende oggi malvisto alla nazione una politica. Sente la Spagna un poderoso desiderio di perfezionare la sua vita, migliorandola materialmente e spiritualmente. Anela a una governazione cordiale, rispettosa di tutti i modi di sentire individuali, fomentatrice di tutto ciò che è onesto esperimento. Domanda programmi chiari in cui, insieme, si disegnino ampi, gradevoli orizzonti e si indichino ragionevolmente i mezzi concreti per giungere fino ad essi. Soprattutto è stanca delle attuazioni particolaristiche: oggi è una classe che pretende di accomodare al suo interesse corporativo tutta la nazione; un altro giorno è un Governo, come l’attuale, che governa in confraternita e per i suoi.
Di fronte a questo, può essere soluzione soltanto il trionfo dell’emozione liberale negli ambiti spagnoli. Il liberalismo è la politica generosa per eccellenza. Non per nulla liberalismo e generosità furono parole quasi sinonime nel nostro padre il latino. I principi liberali obbligano per sé stessi a legiferare per tutti, molto specialmente per il nemico. Perciò crediamo che le sinistre non debbano accontentarsi di assalire bravamente questo Governo, che, a dire il vero, sembra già uno scheletro in uniforme; converrebbe, insieme, andare definendo e spiegando un piano di vita nazionale più ridente e attraente di queste tristi filastrocche dell’«energia» e del «far sentire l’autorità». Al colpo di lancia contro questo Governo enfatico accompagnino sempre parole di incoraggiamento alla razza e un’appellazione costante a tutte le forze nazionali di modo che nell’impresa liberale si sentano chiamati e implicati quanti hanno qualcosa da fare nella Spagna di oggi e qualcosa da sperare in quella di domani.
Al fallimento secolare delle destre spagnole nell’impresa di fare un popolo, deve rispondere il liberalismo con un ideale costruttore più chiaro e più ampio, più amico della vita e più suscitatore di entusiasmi.
Crediamo, dunque, che nella battaglia iniziata sull’energia e la persistenza, le sinistre dovranno far mostra di serenità, di riflessione e di talento governativo. Preparino durante la lotta la futura governazione e dimostrino al paese che se combattono rabbiosamente è per qualcosa che lo merita: per una patria dove si respiri libertà e giustizia, efficacia e buonumore.
