Abstract
Against syndicalism: the union seizes man as a worker and therefore requires another power to defend the rest of the person and guarantee his liberties — the democratic state. The Soviet constitution, which ignores the individual and his rights, is judged “extra-European”; the closing formula is “against syndicalism, liberty” and “all of socialism with all of liberty by way of all of democracy”.

El Sindicato, al nacer, se apodera del hombre como trabajador. Esto quiere decir que el Sindicato, poder parcial, exige y supone otro poder que defienda el resto de la persona humana, que garantice sus libertades individuales. Éste es el Poder público, y ésa —garantizar las libertades— su función esencial. Solemos llamarle Estado.
Los sindicalistas se manifiestan a ratos radicalmente enemigos de todo Estado. Otras veces, nos hablan de un Sindicato único o central, que será algo así como el Estado. Pero en ese Sindicato-único-Estado no podrá el ciudadano intervenir sino al través de su Sindicato, como miembro de él, y lo que necesitamos es un Poder que defienda al individuo de su Sindicato y de todo otro Poder particular.
Por esta razón, tampoco estamos dispuestos a renunciar a la democracia, al Estado democrático, única garantía de la libertad. Esta o aquella institución actual de la insuficiente, ficticia democracia en que hoy vivimos, no nos importa mucho. En su lugar vengan otras mejores. Pero siempre conservándose la relación inmediata entre el individuo y el Poder público.
En la «Constitución de la República de los Soviets», confuso ideal que inquieta a nuestros obreros, no se conoce para nada al individuo y sus derechos. Es una Constitución que parece, no ya arcaica, sino de otra etapa geológica. Nuestros beatos del obrerismo no lo reconocen así. Lo sentimos por ellos. Pero en todo el pasado de Europa, incluyendo la Edad Antigua, no encontramos cosa parecida representando la normalidad de ninguna época. Es natural: la Constitución sovietista es extraeuropea, pertenece, con los elefantes y la teocracia, a la fauna asiática.
La Constitución soviética, en la sección segunda, capítulo V, artículo 9, reconoce como su fin principal el establecimiento de la dictadura del proletariado y aspira a organizar luego una sociedad exenta del poder del Estado.
Como sin éste peligra, no el orden público, cosa importante, pero muy secundaria, sino la libertad individual, que es para nosotros lo primero y lo último en política, claro es que haremos cuanto podamos a fin de demorar todo lo posible la implantación en España de una Constitución sovietista. Rusia, pueblo naciente, puede permitirse el lujo de soportar dictaduras; pero nosotros somos demasiado viejos para tolerar semejante cosa.
Vamos, por el contrario, a todo el socialismo con toda la libertad por medio de toda la democracia. Entre tanto, nos opondremos desde nuestro rincón a la rusificación de Europa.
De modo que nuestra política sobre este punto puede resumirse en los varios sentidos de esta expresión: contra sindicalismo, libertad.

The Syndicate, at birth, takes possession of man as a worker. This means that the Syndicate, a partial power, demands and presupposes another power that defends the rest of the human person, that guarantees his individual liberties. This is the public Power, and that —guaranteeing liberties— is its essential function. We usually call it State.
The syndicalists manifest themselves at times radically enemies of every State. Other times, they speak to us of a single or central Syndicate, which will be something like the State. But in that single-Syndicate-State the citizen will not be able to intervene except through his Syndicate, as a member of it, and what we need is a Power that defends the individual from his Syndicate and from every other particular Power.
For this reason, we are not even disposed to renounce democracy, the democratic State, sole guarantee of liberty. This or that present institution of the insufficient, fictitious democracy in which we live today does not matter much to us. In its place let others better come. But always preserving the immediate relation between the individual and the public Power.
In the «Constitution of the Republic of the Soviets», confused ideal that disquiets our workers, the individual and his rights are not known at all. It is a Constitution that seems, not archaic, but from another geological stage. Our devotees of labourism do not recognize it thus. We are sorry for them. But in all the past of Europe, including Antiquity, we find no similar thing representing the normality of any epoch. It is natural: the Sovietist Constitution is extra-European, it belongs, with the elephants and theocracy, to the Asiatic fauna.
The Soviet Constitution, in section two, chapter V, article 9, recognizes as its principal end the establishment of the dictatorship of the proletariat and aspires to organize later a society exempt from the power of the State.
Since without this there is endangered, not public order, an important but very secondary thing, but individual liberty, which is for us the first and last thing in politics, it is clear that we will do all we can in order to delay as much as possible the implantation in Spain of a Sovietist Constitution. Russia, a nascent people, can allow itself the luxury of bearing dictatorships; but we are too old to tolerate such a thing.
We go, on the contrary, to all of socialism with all liberty by means of all democracy. Meanwhile, we will oppose from our corner the Russianization of Europe.
So that our politics on this point can be summarized in the various senses of this expression: against syndicalism, liberty.

Il Sindacato, nascendo, si impadronisce dell’uomo come lavoratore. Questo vuol dire che il Sindacato, potere parziale, esige e suppone un altro potere che difenda il resto della persona umana, che garantisca le sue libertà individuali. Questo è il Potere pubblico, e questa —garantire le libertà— la sua funzione essenziale. Sogliamo chiamarlo Stato.
I sindacalisti si manifestano a tratti radicalmente nemici di ogni Stato. Altre volte, ci parlano di un Sindacato unico o centrale, che sarà qualcosa di simile allo Stato. Ma in quel Sindacato-unico-Stato il cittadino non potrà intervenire se non attraverso il suo Sindacato, come membro di esso, e ciò che ci occorre è un Potere che difenda l’individuo dal suo Sindacato e da ogni altro Potere particolare.
Per questa ragione, non siamo neppure disposti a rinunciare alla democrazia, allo Stato democratico, unica garanzia della libertà. Questa o quella istituzione attuale dell’insufficiente, fittizia democrazia in cui oggi viviamo, non ci importa molto. Al suo posto ne vengano altre migliori. Ma conservandosi sempre la relazione immediata tra l’individuo e il Potere pubblico.
Nella «Costituzione della Repubblica dei Soviet», confuso ideale che inquieta i nostri operai, non si conosce per nulla l’individuo e i suoi diritti. È una Costituzione che sembra, non già arcaica, ma di un’altra tappa geologica. I nostri devoti dell’operaismo non lo riconoscono così. Ce ne dispiace per loro. Ma in tutto il passato d’Europa, compresa l’Età Antica, non troviamo cosa simile che rappresenti la normalità di alcuna epoca. È naturale: la Costituzione soviettista è extraeuropea, appartiene, con gli elefanti e la teocrazia, alla fauna asiatica.
La Costituzione sovietica, nella sezione seconda, capitolo V, articolo 9, riconosce come suo fine principale lo stabilimento della dittatura del proletariato e aspira a organizzare poi una società esente dal potere dello Stato.
Come senza questo pericola, non l’ordine pubblico, cosa importante, ma molto secondaria, bensì la libertà individuale, che è per noi la prima e l’ultima cosa in politica, chiaro è che faremo quanto possiamo per ritardare il più possibile l’impiantazione in Spagna di una Costituzione soviettista. La Russia, popolo nascente, può permettersi il lusso di sopportare dittature; ma noi siamo troppo vecchi per tollerare una cosa simile.
Andiamo, al contrario, a tutto il socialismo con tutta la libertà per mezzo di tutta la democrazia. Nel frattempo, ci opporremo dal nostro angolo alla rusificazione dell’Europa.
Sicché la nostra politica su questo punto può riassumersi nei vari sensi di questa espressione: contro sindacalismo, libertà.
