Abstract

Spain is almost wholly anti-monarchical but has not yet begun to be republican: to be merely “anti” is not to be but to “anti-be”, and such a people is the hollow of itself. Ortega denounces a Republic facing backwards, busy punishing the past, and the “narrow-gauge Machiavellianism” that thinks it is creating republican interests; what is needed is a historical creed founded on two principles, the Nation and Labour.

España, en su casi totalidad, es hoy antimonárquica, pero todavía no ha empezado a ser republicana. Claro está que quien es antimonárquico no tiene más remedio que ser republicano, porque entre los innumerables atributos extrínsecos que la República posee está el de ser la Antimonarquía. Pero manera tal de ser negativamente republicano no sirve para nada. Así no se es nada. Se es anti. Por consiguiente: no se es, se anti-es.

Algo de esto acontece en España desde hace varias generaciones. Nuestro pueblo está lleno de actitudes meramente negativas, que es el modo más grave de hallarse históricamente vacío. Un pueblo así es el hueco de sí mismo. Y lo hueco no pesa. El viento del azar lo trae y lo lleva. Por eso es sumamente grave mantener a una colectividad anti-siendo. Si hoy es anti-lo-de-ayer, mañana puede, sin más, volverse anti-lo-de-hoy.

Desde el primer día he protestado contra el carácter que se daba a la República manteniéndola con la cara vuelta hacia atrás, ocupada en castigar los abusos del pasado.

Ahora bien, yo no veo en los partidos políticos actuales la decisión de traducir al signo positivo la República y hacer posible que, de este modo, la adhesión a ella de los españoles se haga afirmativa. Por eso creo que la situación es más peligrosa de lo que se supone. De ordinario, sólo se considera como peligro la actuación de fuerzas declaradamente hostiles al nuevo Estado, y como, en efecto, esas fuerzas o no existen o son de escaso fondo, los políticos republicanos creen hallarse en el mejor de los mundos. Pero en España no hay que temer nunca a las fuerzas hostiles, sino a la falta de densidad en la adhesión del gran torso colectivo.

Y ¿por qué se pretende que, sin más, sienta la gente —ese tremendo, decisivo personaje que se llama «la gente»— gran fervor republicano? Se trata de organizar un nuevo Estado que tiene aún sus armas en blanco, que no ha ganado aún bazas, que no ha demostrado todavía su capacidad para ir haciendo de un pueblo exánime una nación enérgica. Todos los programas que se agitan tienen un aire particularista. Interesan a un grupo porque rudamente anuncian la lucha contra otro. Aún no se ha dado al país la impresión de que el nuevo Estado no va a ser —como era el antiguo— propiedad particular de una clase o parte de los españoles. No se ha hecho sino tergiversar la Monarquía. Los que abusaban del poder son ahora los abusados. Pienso con esto en la España profunda, que es la de los pueblos menores. Allí se ha sustituido el mando arbitrario o brutal de unos por el mando no menos arbitrario y brutal de otros. A esto se llama «crear intereses republicanos». Un maquiavelismo de vía estrecha ha inspirado a los gobernantes de los últimos meses la idea, no muy genial, de que favoreciendo desde el Poder público a unas clases sociales se las adscribía a la República. Exactamente lo mismo que intentó hacer la Dictadura con su táctica miope. ¡Seis mil quinientos millones de táctica! Aunque fuera ésta más certera, la República no podría ejercitarla. Las arcas están vacías.

No, no es intereses lo que hay que crear, sino espíritu. Un nuevo Estado no se afirma, si no se suscita un nuevo espíritu. Con programas particulares no se embarca a una nación en un nuevo Estado. Es preciso que se haga consistir la República en un credo histórico de contenido tan indiscutible, que tengan que aceptarlo en secreto los mismos que en público finjan combatirlo. Este credo sólo puede hoy derivarse de dos principios: el principio de la Nación y el principio del Trabajo.

Spain, in its almost totality, is today antimonarchical, but it has not yet begun to be republican. It is clear that whoever is antimonarchical has no other remedy than to be republican, because among the innumerable extrinsic attributes that the Republic possesses is that of being the Antimonarchy. But such a way of being negatively republican serves nothing. Thus one is nothing. One is anti. Consequently: one does not be, one anti-is.

Something of this happens in Spain for various generations. Our people is full of merely negative attitudes, which is the mode most grave of finding oneself historically empty. A people like this is the hollow of itself. And the hollow does not weigh. The wind of chance brings it and carries it. For this reason it is supremely grave to maintain a collectivity anti-being. If today it is anti-what-of-yesterday, tomorrow it can, without more, turn anti-what-of-today.

From the first day I have protested against the character that was given to the Republic, keeping it with its face turned backward, occupied in punishing the abuses of the past.

Now then, I do not see in the present political parties the decision to translate into the positive sign the Republic and to make possible that, in this way, the adherence to it of the Spaniards become affirmative. For this reason I believe that the situation is more dangerous than is supposed. Ordinarily, only the action of forces declaredly hostile to the new State is considered as danger, and since, in effect, those forces either do not exist or are of scant substance, the republican politicians believe themselves to be in the best of worlds. But in Spain one must never fear the hostile forces, but the lack of density in the adherence of the great collective torso.

And why is it pretended that, without more, people —that tremendous, decisive character that is called «the people»— feel great republican fervour? It is a matter of organizing a new State that still has its arms blank, that has not yet won tricks, that has not yet demonstrated its capacity for going making of an exanimate people an energetic nation. All the programmes that are agitated have a particularist air. They interest a group because they rudely announce the struggle against another. The country has not yet been given the impression that the new State is not going to be —as the old one was— the particular property of a class or part of the Spaniards. Nothing has been done but to twist the Monarchy. Those who abused power are now the abused. I think with this of deep Spain, which is that of the lesser towns. There the arbitrary or brutal command of some has been substituted by the command no less arbitrary and brutal of others. This is called «creating republican interests». A narrow-gauge Machiavellianism has inspired the governors of the last months with the idea, not very brilliant, that by favouring from the public Power certain social classes they were ascribing them to the Republic. Exactly the same that the Dictatorship tried to do with its myopic tactics. Six thousand five hundred million of tactics! Even if this were more sure, the Republic could not exercise it. The coffers are empty.

No, it is not interests that must be created, but spirit. A new State is not affirmed, if a new spirit is not aroused. With particular programmes one does not embark a nation on a new State. It is necessary that the Republic be made to consist in a historical credo of content so indisputable, that the very ones who in public feign to combat it have to accept it in secret. This credo can today be derived only from two principles: the principle of the Nation and the principle of Work.

La Spagna, nella sua quasi totalità, è oggi antimonarchica, ma non ha ancora cominciato a essere repubblicana. Chiaro è che chi è antimonarchico non ha altro rimedio che essere repubblicano, perché tra gli innumerevoli attributi estrinseci che la Repubblica possiede c’è quello di essere l’Antimonarchia. Ma un tal modo di essere negativamente repubblicano non serve a nulla. Così non si è niente. Si è anti. Di conseguenza: non si è, si anti-è.

Qualcosa di questo accade in Spagna da varie generazioni. Il nostro popolo è pieno di atteggiamenti meramente negativi, che è il modo più grave di trovarsi storicamente vuoto. Un popolo così è il vuoto di se stesso. E il vuoto non pesa. Il vento del caso lo porta e lo riporta. Per questo è sommamente grave mantenere una collettività anti-essendo. Se oggi è anti-quello-di-ieri, domani può, senz’altro, volgersi anti-quello-di-oggi.

Dal primo giorno ho protestato contro il carattere che si dava alla Repubblica mantenendola con la faccia volta all’indietro, occupata a punire gli abusi del passato.

Ebbene, io non vedo nei partiti politici attuali la decisione di tradurre al segno positivo la Repubblica e di far sì che, in questo modo, l’adesione a essa degli spagnoli si faccia affermativa. Per questo credo che la situazione sia più pericolosa di quanto si supponga. Di solito, si considera come pericolo solo l’operare di forze dichiaratamente ostili al nuovo Stato, e poiché, in effetti, quelle forze o non esistono o sono di scarso fondo, i politici repubblicani credono di trovarsi nel migliore dei mondi. Ma in Spagna non bisogna temere mai le forze ostili, ma la mancanza di densità nell’adesione del gran torso collettivo.

E perché si pretende che, senz’altro, senta la gente —quel tremendo, decisivo personaggio che si chiama «la gente»— grande fervore repubblicano? Si tratta di organizzare un nuovo Stato che ha ancora le sue armi in bianco, che non ha ancora vinto bazze, che non ha ancora dimostrato la sua capacità di andar facendo di un popolo esanime una nazione energica. Tutti i programmi che si agitano hanno un’aria particolaristica. Interessano a un gruppo perché rozzamente annunciano la lotta contro un altro. Non si è ancora data al paese l’impressione che il nuovo Stato non sarà —come era l’antico— proprietà particolare di una classe o parte degli spagnoli. Non si è fatto altro che tergiversare la Monarchia. Quelli che abusavano del potere sono ora gli abusati. Penso con questo alla Spagna profonda, che è quella dei paesi minori. Lì si è sostituito il comando arbitrario o brutale di alcuni con il comando non meno arbitrario e brutale di altri. A questo si chiama «creare interessi repubblicani». Un machiavellismo di via stretta ha ispirato ai governanti degli ultimi mesi l’idea, non molto geniale, che favorendo dal Potere pubblico alcune classi sociali le si ascriveva alla Repubblica. Esattamente lo stesso che tentò di fare la Dittatura con la sua tattica miope. Seimila e cinquecento milioni di tattica! Anche se questa fosse più sicura, la Repubblica non potrebbe esercitarla. Le casse sono vuote.

No, non è interessi ciò che bisogna creare, ma spirito. Un nuovo Stato non si afferma, se non si suscita un nuovo spirito. Con programmi particolari non s’imbarca una nazione in un nuovo Stato. È necessario che si faccia consistere la Repubblica in un credo storico di contenuto tanto indiscutibile, che abbiano da accettarlo in segreto gli stessi che in pubblico fingano di combatterlo. Questo credo oggi può derivarsi solo da due principi: il principio della Nazione e il principio del Lavoro.
