Abstract
On the 1917 revolt of the Juntas de Defensa: effective power now resides in them, and Spain lives “under the government of the hoplites”. Ortega invokes Jennings’s biological law of trial and error to justify the collective urge to experiment, and describes the state as an articulation of prestiges: since 1898 Spain has been liquidating hers without replacement, and is now “an invertebrate Spain” whose arch totters because the keystone has shifted.

Voces se oyen cantoras de un optimismo que muchos no acertamos a compartir. Desde hace veinte años, la vida española es tan inerte y estéril, que basta a un suceso parecer anormal para que nos prometa ser ventajoso. La mejora de España no se presenta por ninguno de los puntos cardinales con fisonomía concreta e inequívoca; pero sentimos todos un vivo deseo de cambiar de postura, movidos por la vaga esperanza de que una diferente colocación de los miembros disminuya nuestros dolores. Hay, pues, un afán de ensayar, sin ningún proyecto definido de ensayo.
Esto ha acontecido alguna vez en todos los pueblos, y aún, según los nuevos biólogos, acontece regularmente en todos los seres vivos. Del infusorio al hombre —dice Jennings— rige a la vida la ley de «ensayo y error». Trial and error. El organismo ensaya al azar movimientos, esperando que alguno de ellos le sitúe favorablemente en su contorno. Poder vital quiere decir capacidad de ensayos, y, en un pueblo, sobre todo, más grave que el mucho fracasar es el poco ensayar.
Durante los años postreros ha crecido notablemente en España la simpatía por las innovaciones; y la manera cómo la conciencia pública ha recibido los hechos radicales de estos días significa expresión de ese vital impulso hacia el ensayo y el saludable brinco. No censuro, pues, a los optimistas por su optimismo. Obscuro español frecuentador de las meditaciones, me limito a aplaudirlos, a envidiarlos y a ensayar una cierta discrepancia.
La calidad de la hora es tal, que sólo es digno de ella quien quiera ser sincero. Digámoslo, pues: hace una semana que la forma de Gobierno ha cambiado en España. El Poder eficiente reside en las Juntas de Defensa del Arma de Infantería. Con un bello nombre clásico diremos que vive España bajo el gobierno de los hoplitas. Frente a los aires turbios e irreales, frente a la atmósfera espectral de la política de ayer, este hecho tan grave, tan peligroso, tiene la ventaja de ser claro, conciso, taxativo. Ahorremos, pues, en lo posible, ante pareja realidad, el uso de tópicos evanescentes. En esta aguda sazón, todo hombre honesto y capaz de emoción patriótica sólo en una cosa puede pensar: en extraer de este acontecimiento el máximo de provecho nacional. Sólo en eso puede pensar, porque no existe de seguro un sólo español reflexivo que crea posible retrotraer la vida española al día anterior a la declaración en rebeldía de las Juntas militares.
Yo estoy cierto de que ni el mismo señor Dato piensa así. No obstante, representa en nuestra política lo que el nivel del mar en la topografía. No se trata ya de que no deba España volver diez jornadas atrás, sino que sea cualquiera nuestra voluntad, ella no podrá. He aquí someramente expresadas las razones en que se funda esta convicción. Un Estado es una articulación de prestigios personales y corporativos que, apoyándose unos en otros y nutriéndose recíprocamente, ejercen el Poder, imponen cohesión a los grupos internos. Desde 1898 la historia de nuestro país es la de una liquidación de prestigios, de órganos cohesivos, que no han logrado substitución. Mejor o peor, la España de la Restauración y la Regencia tenía una estructura. La España del siglo XX es una España invertebrada. Consecuencia fatal de ello fue que con el beneplácito más o menos expreso de las gentes se iba acumulando todo el Poder naciente en una sola institución. Los mismos republicanos solían hablar de un «gran elector» como instrumento inevitable en una sociedad de opinión pública adormecida y exenta de otros poderes prestigiosos.
A la manera que en los arcos mal construidos, la estabilidad dependía exclusivamente de la piedra clave.
Pues bien; sería frívolo eludir el reconocimiento de que la clave española se ha estremecido y el arco periclita. En estos momentos de disgregación, de disociación orgánica, la realidad de las Juntas militares corta el último cíngulo de autoridad normal que ceñía el cuerpo español. ¿Con qué intención? ¿Con qué propósito? Según todas las noticias, con el puro y noble afán de reivindicar para el Ejército un régimen de seriedad, corregir abusos, asegurar aquellos medios materiales y técnicos sin los cuales el órgano de la defensa nacional es un triste fantasma inválido.
Movidos de este anhelo, los militares se han situado más allá de la ley, y el pueblo entero ha recibido con desusada y misteriosa simpatía —éste es un dato esencial— el airado ademán de la clase militar. Las demás clases sociales han visto en ella una hermana mayor que, harta de vejámenes, pide con urgencia aire respirable; y como todas encuentran dentro de sí sobra de malestar y padecen injusticias y viven arrastrando sus pobres esperanzas hambrientas, no hubieron menester noticias detalladas sobre las quejas del ejército. De antemano sienten que si no todas fueron justas, basta con muchas que lo son. Por caso extraordinario no hemos oído ahora el «yo tengo más motivos que tú», querella que sería funesta en la actual coyuntura y que en todo tiempo es estéril.
Creo que los verdaderos amigos del Ejército deben invitarlo a que no olvide la actitud adoptada por el resto de los españoles en esta hora solemne de su demanda, porque en esa actitud está la cifra del inmediato porvenir.
Tal es en esquema el conflicto. Pensemos un poco la solución. ¿Qué cabe hacer? Todo el mundo parece conforme en que se atienda lo substancial de las peticiones; pero esto claro es que no resuelve el conflicto histórico planteado, y menos que a nadie satisfaría al Ejército. Su actitud ha sido un ejemplo. Sólo quien tenga una fantasía pueril, dócil al ensueño, dudará de que ese ejemplo va a ser seguido por otras clases sociales. Hoy una, mañana otra, se alzarán con sus greuges y reivindicaciones, y, siguiendo al límite el ejemplo, saltarán fuera de la ley. Y el Ejército, garantía postrera de ésta, no podrá tan llanamente como antes mantener a las otras clases, menesterosas también de amor, solicitud y respeto, dentro del cíngulo mágico. Las hermanas menores paralizarán con una sola mirada suplicante a la hermana mayor, que lleva, como Minerva, casco y lanza y fuerte corazón. No creo que a ningún leal amigo del Ejército preocupe hoy otra cosa tanto como esta consideración.
Consecuencia: el problema no está en atender estas o aquellas urgencias militares. El problema está en hacerlo borrando a la par la anormalidad de la situación. En este sentido se puede decir sin paradoja que el acontecimiento de Barcelona es mucho más grave que una revolución. La razón es clara: una revolución, o es vencida y tiende automáticamente a restablecer la legalidad que ella atacaba, o triunfa, y entonces nace de ella, no menos automáticamente, una nueva legalidad. En ambos casos la violencia queda reabsorbida en un estado legal. Mas en el caso presente, ningún Gobierno elegido al modo usual puede absorber la ilegalidad de las circunstancias en que nació. Queda ésta en el ambiente como los muertos sin óbolo para el barquero quedan inficionando el aire e incubando en él una epidemia de ilegalidad, esto es, de violencia. Por esto es literalmente más grave que una revolución, porque puede ser una serie de revoluciones.
Hay, pues, motivo para temer que los partidarios de soluciones ficticias sean los verdaderos promotores de la revolución, sin saberlo, como era prosista el gentilhombre burgués.
Reflexionemos con un poco de vigor antes de insistir ni quitar gravedad al problema y pensar si no es lo serio, lo patriótico y «lo ordenado» hacer fecundo y salutífero el gravísimo suceso por el único procedimiento posible: llevar lo ya hecho a sus extremas consecuencias. Lo hecho es un rompimiento de la legalidad básica de España, es un acto que anula la Constitución. Nada eficazmente constitucional: nada con plenitud de autoridad puede nacer de una Constitución tajada de arriba abajo. Sólo hay una solución: reconstituir la Constitución. Para ello sería necesario un poder transitorio más amplio que los existentes en 31 de mayo. En un abrazo fraterno, renovador, volvería al seno de la ley aquel órgano de la vida española que está fuera de ella. Dicho de otro modo: Cortes constituyentes.
¿Hay otra manera de prestar fecundidad nacional y no sólo de clase a la actitud de las Juntas militares? Descúbranoslo el que tenga mejor fortuna. Yo no he pretendido sino dar pretexto con estos pensamientos, que muy probablemente serán bienintencionados errores, a que se discuta en forma concreta el remedio al presente y… a un porvenir tan próximo como pavoroso. Quien ame sinceramente al Ejército de España y a la esperanza deberá oponerse a la perpetuación de las actuales circunstancias. Todo, menos detenerse a acomodarse en ellas. Recuérdese el aforismo de Talleyrand: «Con las bayonetas se puede hacer todo. Todo, menos una cosa: sentarse en ellas». De todas suertes, se abre una época en que todos los hombres honrados tendrán que hacer en sus corazones vendimia de energía y lealtad.
Voices are heard singing of an optimism that many of us cannot manage to share. For twenty years, Spanish life has been so inert and sterile that it suffices for an event to seem abnormal for it to promise us it will be advantageous. Spain’s improvement does not present itself from any of the cardinal points with a concrete and unequivocal physiognomy; but we all feel a lively desire to change posture, moved by the vague hope that a different arrangement of the limbs may diminish our pains. There is, then, an eagerness to try, without any defined project of trial.
This has happened at some time in all peoples, and still, according to the new biologists, happens regularly in all living beings. From the infusorian to man —says Jennings— the law of “trial and error” governs life. Trial and error. The organism tries movements at random, hoping that one of them places it favorably in its surroundings. Vital power means capacity for trials, and, in a people, above all, more grave than failing much is trying little.
During the latter years the sympathy for innovations has grown notably in Spain; and the manner in which public consciousness has received the radical facts of these days signifies an expression of that vital impulse toward trial and the healthy leap. I do not censure, then, the optimists for their optimism. An obscure Spaniard, frequenter of meditations, I confine myself to applauding them, to envying them, and to attempting a certain discrepancy.
The quality of the hour is such that only he who wishes to be sincere is worthy of it. Let us say it, then: it is a week that the form of Government has changed in Spain. The efficient Power resides in the Defense Juntas of the Infantry Arm. With a beautiful classical name we shall say that Spain lives under the government of the hoplites. Facing the turbid and unreal airs, facing the spectral atmosphere of yesterday’s politics, this fact, so grave, so dangerous, has the advantage of being clear, concise, categorical. Let us spare, then, as much as possible, in the face of such a reality, the use of evanescent commonplaces. In this acute season, every honest man capable of patriotic emotion can think of only one thing: of extracting from this event the maximum of national profit. Only in that can he think, because surely there does not exist a single reflective Spaniard who believes it possible to draw Spanish life back to the day before the declaration of rebellion of the military Juntas.
I am certain that not even Mr. Dato himself thinks so. Nevertheless, he represents in our politics what the sea level is in topography. It is no longer a question of whether Spain should not go back ten days, but that, whatever our will may be, it cannot. Here are summarily expressed the reasons on which this conviction is founded. A State is an articulation of personal and corporate prestiges which, leaning one upon another and nourishing each other reciprocally, exercise Power, impose cohesion on the internal groups. Since 1898 the history of our country is that of a liquidation of prestiges, of cohesive organs, which have not managed to find a substitute. Better or worse, the Spain of the Restoration and the Regency had a structure. The Spain of the twentieth century is an invertebrate Spain. The fatal consequence of this was that, with the more or less express approval of the people, all the nascent Power was being accumulated in a single institution. The republicans themselves used to speak of a “great elector” as an inevitable instrument in a society of dormant public opinion, devoid of other prestigious powers.
In the manner that in badly built arches, stability depended exclusively on the keystone.
Well, then; it would be frivolous to elude the recognition that the Spanish keystone has trembled and the arch is in danger. In these moments of disintegration, of organic dissociation, the reality of the military Juntas cuts the last girdle of normal authority that girded the Spanish body. With what intention? With what purpose? According to all reports, with the pure and noble zeal of vindicating for the Army a regime of seriousness, correcting abuses, securing those material and technical means without which the organ of national defense is a sad invalid phantom.
Moved by this longing, the military have placed themselves beyond the law, and the whole people has received with unusual and mysterious sympathy —this is an essential datum— the indignant gesture of the military class. The other social classes have seen in it an elder sister who, weary of vexations, urgently asks for breathable air; and since all find within themselves a surplus of malaise and suffer injustices and live dragging their poor hungry hopes, they had no need of detailed news about the army’s complaints. In advance they feel that if not all were just, many that are just suffice. By an extraordinary chance we have not now heard the “I have more grounds than you,” a quarrel that would be baneful in the present juncture and that in every time is sterile.
I believe that the true friends of the Army should invite it not to forget the attitude adopted by the rest of the Spaniards in this solemn hour of its demand, because in that attitude lies the cipher of the immediate future.
Such is in outline the conflict. Let us think a little about the solution. What is to be done? Everyone seems agreed that the substance of the requests should be attended to; but this, of course, does not resolve the historical conflict posed, and would satisfy the Army less than anyone. Its attitude has been an example. Only he who has a puerile fantasy, docile to dream, will doubt that this example is going to be followed by the other social classes. Today one, tomorrow another, will rise with their grievances and vindications, and, carrying the example to its limit, will leap outside the law. And the Army, the last guarantee of it, will not be able as plainly as before to keep the other classes, needy as they too are of love, solicitude and respect, within the magic girdle. The younger sisters will paralyze with a single suppliant glance the elder sister, who bears, like Minerva, helmet and lance and a strong heart. I do not believe that any loyal friend of the Army is today preoccupied by anything as much as by this consideration.
Consequence: the problem is not in attending to these or those military urgencies. The problem is in doing so while erasing at the same time the abnormality of the situation. In this sense one can say without paradox that the Barcelona event is far graver than a revolution. The reason is clear: a revolution, either it is defeated and tends automatically to reestablish the legality it attacked, or it triumphs, and then there is born from it, no less automatically, a new legality. In both cases the violence remains reabsorbed in a legal state. But in the present case, no Government elected in the usual manner can absorb the illegality of the circumstances in which it was born. This remains in the atmosphere like the dead without an obol for the ferryman remain infecting the air and incubating in it an epidemic of illegality, that is, of violence. For this reason it is literally graver than a revolution, because it can be a series of revolutions.
There is, then, reason to fear that the partisans of fictitious solutions are the true promoters of the revolution, without knowing it, just as the bourgeois gentleman was a prose-writer.
Let us reflect with a little vigor before insisting on or subtracting gravity from the problem and thinking whether it is not the serious, patriotic and “orderly” thing to make fecund and salutary the most grave event by the only possible procedure: carrying what has already been done to its extreme consequences. What has been done is a rupture of the basic legality of Spain, it is an act that annuls the Constitution. Nothing effectively constitutional: nothing with fullness of authority can be born from a Constitution slashed from top to bottom. There is only one solution: to reconstitute the Constitution. For this it would be necessary to have a transitory power broader than those existing on 31 May. In a fraternal, renewing embrace, that organ of Spanish life which is outside the law would return to the bosom of the law. Said in another way: constituent Cortes.
Is there another way of lending national fecundity, and not merely class fecundity, to the attitude of the military Juntas? Let him who has better fortune discover it for us. I have not pretended to do anything but give pretext with these thoughts, which very probably will be well-intentioned errors, for the remedy to the present to be discussed in concrete form and… a future as near as it is dreadful. Whoever sincerely loves the Army of Spain and hope must oppose the perpetuation of the present circumstances. Anything, except stopping to settle oneself comfortably in them. Remember the aphorism of Talleyrand: “With bayonets one can do everything. Everything, except one thing: sit on them.” In any case, an era opens in which all honest men will have to make in their hearts a vintage of energy and loyalty.
Si odono voci canore di un ottimismo che molti non riusciamo a condividere. Da vent’anni, la vita spagnola è così inerte e sterile, che basta a un avvenimento parere anormale perché ci prometta di essere vantaggioso. Il miglioramento della Spagna non si presenta da nessuno dei punti cardinali con fisionomia concreta e inequivoca; ma sentiamo tutti un vivo desiderio di cambiare posizione, mossi dalla vaga speranza che una diversa collocazione delle membra diminuisca i nostri dolori. C’è, dunque, un’ansia di sperimentare, senza alcun progetto definito di esperimento.
Questo è accaduto qualche volta in tutti i popoli, e ancora, secondo i nuovi biologi, accade regolarmente in tutti gli esseri viventi. Dall’infusorio all’uomo —dice Jennings— governa la vita la legge di «tentativi ed errori». Trial and error. L’organismo prova a caso movimenti, sperando che qualcuno di essi lo collochi favorevolmente nel suo contorno. Potere vitale vuol dire capacità di tentativi, e, in un popolo, soprattutto, più grave del molto fallire è il poco tentare.
Durante gli ultimi anni è cresciuta notevolmente in Spagna la simpatia per le innovazioni; e il modo come la coscienza pubblica ha ricevuto i fatti radicali di questi giorni significa espressione di quel vitale impulso verso il tentativo e il salutare balzo. Non censuro, dunque, gli ottimisti per il loro ottimismo. Oscuro spagnolo frequentatore delle meditazioni, mi limito ad applaudirli, a invidiarli e a tentare una certa discrepanza.
La qualità dell’ora è tale, che solo chi voglia essere sincero è degno di essa. Diciamolo, dunque: è una settimana che la forma di Governo è cambiata in Spagna. Il Potere efficiente risiede nelle Giunte di Difesa dell’Arma di Fanteria. Con un bel nome classico diremo che la Spagna vive sotto il governo degli opliti. Di fronte agli ari torbidi e irreali, di fronte all’atmosfera spettrale della politica di ieri, questo fatto così grave, così pericoloso, ha il vantaggio di essere chiaro, conciso, tassativo. Risparmiamo, dunque, per quanto possibile, dinanzi a siffatta realtà, l’uso di topici evanescenti. In questa acuta stagione, ogni uomo onesto e capace di emozione patriottica non può pensare che a una cosa: a trarre da questo avvenimento il massimo di profitto nazionale. Solo in questo può pensare, perché non esiste di sicuro un solo spagnolo riflessivo che creda possibile ricondurre la vita spagnola al giorno anteriore alla dichiarazione di ribellione delle Giunte militari.
Io sono certo che nemmeno il signor Dato in persona la pensa così. Nondimeno, rappresenta nella nostra politica ciò che il livello del mare nella topografia. Non si tratta già che la Spagna non debba tornare dieci giornate indietro, ma che, qualunque sia la nostra volontà, essa non potrà. Ecco sommariamente espresse le ragioni su cui si fonda questa convinzione. Uno Stato è un’articolazione di prestigi personali e corporativi che, appoggiandosi gli uni sugli altri e nutrendosi reciprocamente, esercitano il Potere, impongono coesione ai gruppi interni. Dal 1898 la storia del nostro paese è quella di una liquidazione di prestigi, di organi coesivi, che non hanno trovato sostituzione. Meglio o peggio, la Spagna della Restaurazione e della Reggenza aveva una struttura. La Spagna del secolo XX è una Spagna invertebrata. Fatale conseguenza di ciò fu che, col beneplacito più o meno espresso delle genti, si andava accumulando tutto il Potere nascente in una sola istituzione. Gli stessi repubblicani solevano parlare di un «grande elettore» come strumento inevitabile in una società di opinione pubblica addormentata e priva di altri poteri prestigiosi.
Alla maniera che negli archi mal costruiti, la stabilità dipendeva esclusivamente dalla pietra chiave.
Orbene; sarebbe frivolo eludere il riconoscimento che la chiave spagnola si è scossa e l’arco pericola. In questi momenti di disgregazione, di dissociazione organica, la realtà delle Giunte militari taglia l’ultimo cingolo di autorità normale che cingeva il corpo spagnolo. Con quale intenzione? Con quale proposito? Secondo tutte le notizie, col puro e nobile zelo di rivendicare per l’Esercito un regime di serietà, correggere abusi, assicurare quei mezzi materiali e tecnici senza i quali l’organo della difesa nazionale è un triste fantasma invalido.
Mossi da questo anelito, i militari si sono situati oltre la legge, e il popolo intero ha ricevuto con inusitata e misteriosa simpatia —questo è un dato essenziale— l’adirato gesto della classe militare. Le altre classi sociali hanno visto in essa una sorella maggiore che, stufa di vessazioni, chiede con urgenza aria respirabile; e siccome tutte trovano dentro di sé sovrabbondanza di malessere e patiscono ingiustizie e vivono trascinando le loro povere speranze affamate, non ebbero bisogno di notizie dettagliate sui lamenti dell’esercito. In anticipo sentono che se non tutte furono giuste, bastano molte che lo sono. Per caso straordinario non abbiamo udito ora il «io ho più motivi di te», querela che sarebbe funesta nella congiuntura attuale e che in ogni tempo è sterile.
Credo che i veri amici dell’Esercito debbano invitarlo a non dimenticare l’atteggiamento adottato dal resto degli spagnoli in quest’ora solenne della sua richiesta, perché in quell’atteggiamento sta la cifra dell’immediato avvenire.
Tale è in schema il conflitto. Pensiamo un poco la soluzione. Che cosa si può fare? Tutti sembrano concordi che si attenda alla sostanza delle richieste; ma questo, s’intende, non risolve il conflitto storico posto, e meno che a chiunque soddisferebbe l’Esercito. La sua attitudine è stata un esempio. Solo chi abbia una fantasia puerile, docile al sogno, dubiterà che quell’esempio sarà seguito dalle altre classi sociali. Oggi una, domani un’altra, si alzeranno con i loro greuges e rivendicazioni, e, seguendo al limite l’esempio, salteranno fuori della legge. E l’Esercito, garanzia ultima di questa, non potrà così pianamente come prima mantenere le altre classi, bisognose anch’esse di amore, sollecitudine e rispetto, dentro il cingolo magico. Le sorelle minori paralizzeranno con un solo sguardo supplichevole la sorella maggiore, che porta, come Minerva, elmo e lancia e forte cuore. Non credo che a nessun leale amico dell’Esercito preoccupi oggi altro quanto questa considerazione.
Conseguenza: il problema non sta nell’attendere queste o quelle urgenze militari. Il problema sta nel farlo cancellando a un tempo l’anormalità della situazione. In questo senso si può dire senza paradosso che l’avvenimento di Barcellona è molto più grave di una rivoluzione. La ragione è chiara: una rivoluzione, o è vinta e tende automaticamente a ristabilire la legalità che essa attaccava, o trionfa, e allora nasce da essa, non meno automaticamente, una nuova legalità. In entrambi i casi la violenza resta riassorbita in uno stato legale. Ma nel caso presente, nessun Governo eletto al modo usuale può assorbire l’illegalità delle circostanze in cui nacque. Questa resta nell’ambiente come i morti senza obolo per il barcaiolo restano a infettare l’aria e a incubare in essa un’epidemia di illegalità, cioè di violenza. Per questo è letteralmente più grave di una rivoluzione, perché può essere una serie di rivoluzioni.
C’è, dunque, motivo di temere che i partigiani di soluzioni fittizie siano i veri promotori della rivoluzione, senza saperlo, come era prosatore il gentiluomo borghese.
Riflettiamo con un poco di vigore prima di insistere o di togliere gravità al problema e di pensare se non sia la cosa seria, patriottica e «ordinata» rendere fecondo e salutifero il gravissimo avvenimento per l’unico procedimento possibile: portare ciò che è già fatto alle sue estreme conseguenze. Il fatto è una rottura della legalità fondamentale della Spagna, è un atto che annulla la Costituzione. Nulla di effettivamente costituzionale: nulla con pienezza di autorità può nascere da una Costituzione tagliata da cima a fondo. C’è una sola soluzione: ricostituire la Costituzione. Per questo sarebbe necessario un potere transitorio più ampio di quelli esistenti al 31 maggio. In un abbraccio fraterno, rinnovatore, tornerebbe al seno della legge quell’organo della vita spagnola che è fuori di essa. Detto altrimenti: Cortes costituenti.
C’è un altro modo di prestare fecondità nazionale e non soltanto di classe all’atteggiamento delle Giunte militari? Ce lo scopra chi ha miglior fortuna. Io non ho preteso che di dare pretesto con questi pensieri, che molto probabilmente saranno errori benintenzionati, a che si discuta in forma concreta il rimedio al presente e… a un avvenire tanto prossimo quanto pauroso. Chi ami sinceramente l’Esercito di Spagna e la speranza dovrà opporsi alla perpetuazione delle circostanze attuali. Tutto, meno fermarsi ad accomodarsi in esse.
