Ortega y Gasset
Abstract
A toast in Buenos Aires: fresh from a course on social themes, Ortega treats “the foreigner” not as a singular person but as an institution and a magistracy — the strangers’ hut of primitive peoples, Plato’s “divine stranger” — explaining his prestige by the fact that he is the unknown, a void that fantasy fills with jewels. He cites Simmel on the confidences made to a stranger in a railway carriage: “the morality of the tangent”.

Most Excellent President of the Nation, ladies, gentlemen.
The three men whom, after Mr. Vehils spoke, we have had the pleasure of listening to are three illustrious Argentines alongside whom I could, at most, claim equal treatment. But they, with hospitable generosity, have insisted on divesting themselves of a portion of the time that equally corresponded to us and on forming for me — whether I wanted it or not — a small fortune of minutes that await to see me squander them before you.
Very well! I am not going to take advantage of it, but neither do I have the right to oppose it: it is the eternal and admirable rite before the foreigner. In nothing better than they, they grant me a preference, not dedicated to my individual person, in which case I would not have accepted it, and I do not accept it after all because I am not going to avail myself of it, but to a leisure that I serve at this moment, to a magistracy that I exercise by a transient chance. Gentlemen: I am not now myself; I am nothing less than the foreigner, and beneficiary of his melancholy privileges. The foreigner! the man who is not, but who arrives and goes away.
Since I have lived these last two months absorbed in the labour of a course on social themes, I have not yet managed to emerge from them, and you must forgive me that I still see everything under the perspective of social phenomena. Well then: it is known that in the settlements of primitive peoples there is almost always a hut or cabin, almost always the best of the place, the amplest, the cleanest, which is called ‘the house of foreigners’. In it the stranger, the passer-by is received, attended, feted and listened to. Well then, through an essential contradiction, so frequent in human things, the foreigner, who in that primary stage of civilisation is the born enemy when he presents himself in a throng and as a collectivity, is at the same time, when he arrives alone or in a minimal group, a creature as if superior, who arouses almost religious emotions and seems a little divine. Plato, almost always when he speaks of the foreigner who arrives at Athens, usually calls him ‘the divine stranger’. Strange, strange usage, which in more subtle, less palpable forms, persists throughout all human history down to our time, and makes these gentlemen today, at least my equals, outrank me and pretend that I speak longer!
The ‘foreigner’ is not the singular person; he is an institution and, as I said, a magistracy, an impersonal hollow that one after another fills everyone who performs this most humble doing: arriving and going away. What a theme, gentlemen, what a theme to speak of it thoroughly on an opportune occasion! Why, all things being equal, this prestige of the foreigner as such? I am not going to settle it now in any way; let us only say that the foreigner is always, more or less, the unknown, and the human imagination, which in its first movement is always generous, fills that void which is the unknown with its fantastic jewels and opens to the foreigner a credit of all virtues and all graces. Clearly, with this we usually do nothing but prepare ourselves a disappointment. But the human imagination does not renounce on that account — the day the imagination renounces, humanity will perish. From the disappointment that one foreigner produces in us, there is reborn, before a new foreigner, a new sprout of illusion, a new flaring of hopes; because the imagination is a constant conflagration, a phoenix of fire, that ignites and re-ignites perpetually in its own ashes.
The foreigner is the passer-by who grazes for a moment our existence. The subtlest man there was in Europe around 1910, Georg Simmel, used to say — I have heard it from him many times, he was my teacher at the beginning of the century —, he used to say that the most radical confidences have been made by one man to another man totally unknown to him, whom he met for a few hours, in a railway carriage or in the bar of a station. Two existences, which a moment before completely ignored each other, enjoy a sudden and fugitive brushing in the immensity of space. It is the morality of the tangent, and perhaps it explains the tenacious myth of the foreigner.
I have always been a very bad geometer because, secretly impassioned, when the theorem proposes that I consider the relation between the tangent and the curve, I am distracted from the theorem and find myself imagining what will be the intimate shudder of the curve upon feeling that that tangent, which comes from vague ultranzas, from distant faraways, perhaps from infinities, reaches it and touches it for a single instant and at a single point, to continue without delay its flight of migratory bird toward other ultranzas, toward problematic faraways, toward new infinities — a condensed symbol of how fleeting our life is and everything in it; our life, which, moved, passes itself — I mean that life spends its life having to say of things and persons: ‘They are coming! They are coming!’ and almost without being able to catch breath: ‘They are going! They are going!’ It is the morality of the tangent. And here I am, gentlemen, that among the many things one has been going being and doing, here I am now obliged to play the tangent. To which precise curve?
This hour is, in effect, a point on a curved line formed by the trajectory of twenty-five years, now completed, in the work of the ‘Institución Cultural Española’. But the history of this Institution is, in turn, only a segment of the huge and moving curve that represents, in my impassioned geometry, the evolution of the relations between Argentina and Spain. Nothing less than that! Did you believe that what was said above was only literature? I have already said, I have already made a matter of record recently, that I never do only literature. How could it not be thrilling to take charge of the enormous reality to which this ceremony belongs, to which this ceremony is tangent?
But it turns out, gentlemen, that I have already thrown to the wind a good handful of the minutes that these gentlemen have granted me, and I am going to have to content myself with insinuating, first about that segment, and if any time remains, about that great curve, something at least, something that gives us something to think about.
The history of the ‘Institución Cultural Española’ is, as I have said, a chapter of the relations between Spain and America. The precision of what that chapter means could only be fully achieved if one could tell in its entirety the history of those relations from when Spain creates these transatlantic peoples up to the present date. Because, well, well, we cannot understand anything historical — and everything human is historical, and man is in substance nothing more than history — if we do not situate it and place it with all rigour in its place, within that enormous chain which is history. The reason for this is of a proverbial simplicity; it is this: what happens to man today happens to him in that form and in that way because yesterday something else happened to him, and so on successively; and we do not understand what happens today if they do not tell us the tale of what happened yesterday and the day before, because it is the key and the cause of the present. The reason of human things is a reason whose reasoning consists in telling, in telling stories; it is narrative reason, it is historical reason. The second love of a man is inevitably of another style than the first, because that second love is born already bearing on its shoulders the experience of the first. History is a melody of experiences in which each note presupposes all the preceding ones and emerges from them. That is why the song of history must be sung in full. Speaking plainly: there is no history fully such except universal history; all the others are amputated members and dismemberments.
No necesito probarlo.
Clearly we cannot dream today even of telling a part of that history of the relations between Argentina and Spain; roughly and in abbreviation, about what the ‘Institución Cultural Española’ has meant, the following can indeed be said: since its secession and independence at the beginning of the last century, Argentina did — as Mr. Ibarguren has recalled today — what all the colonies that conquered their freedom have always, always done, with exemplary uniformity: to live approximately for a hundred years with their backs turned to the metropolis, suspicious and hostile towards it. Argentina withdrew from Spain and especially from its culture, and, parallel to what North America did, though in a more extreme manner, sought the disciplines of French civilisation. It did perfectly; there was at that time nothing better for this country to do. But, let it be well understood, that withdrawal from Spain and its culture occurred only in the stratum of Argentine collective life that depends on the will of men. But in the person, as in the nation, the will operates only on the surface: the deep zones of being do not obey it, but are subject to the inexorability of destiny.
Argentina had been Spain, and what someone was inevitably continues to be — albeit in that peculiar form of ‘having been’, just as the mature man is mature thanks to his youth continuing to act in him in the form of having been that young man he was. If from the mature man that permanent and as it were embalmed youth were amputated, he would become ipso facto an inexperienced youth. Our youth carries on its shoulders our maturity; our maturity lives perched upon our youth, and is, to a certain extent, its fertile exploitation.
The Spain that Argentina was endures, then, whether one wills it or not, in the most subterranean depths of your being and continues there, tacit, working its secret chemistries; that is why during the century that follows this country’s independence, despite the decided and deliberate will existing in broad groups of this nation to make it hermetic to the Spanish influence, Spain, as could not be otherwise, continues to influence, albeit in a less visible form, in a form as if surreptitious, atmospheric or of diffuse osmosis. I need not prove it. Mr. Ibarguren has just egregiously skimmed for us the abundance of those proofs. Nevertheless, those groups partly achieve their purpose — a purpose, I repeat, that was the most reasonable in that season — of substituting the cultural contact with Spain for the learning of the forms of intellectual, artistic and social life peculiar to France. At the beginning of this century it can be said, without grave error, that foreign authors were barely read here. But behold, with the century there begins in Spain a renaissance of every order, but especially intellectual and artistic. At this moment, around 1914, the ‘Institución Cultural Española’ is born, with the design of once again attracting the attention of the most cultivated groups of Argentina to the scientific production and, roundabout, to the artistic and literary production of Spain. The ‘Institución Cultural Española’ was a machine created to this end, and it cannot be denied that its efficiency was lightning-like. It is not necessary to tell this portion of the tale, because it is known to all in its general lines, and in its more precise lines Mr. Houssay has just refreshed it in our memory, with fruitful sobriety.
Now then, when a machine renders such a rapid and ample effect, it is because it was very well made, and if there is a very well made machine, it means that behind it and before it a glorious engineer had devised it.
People, that which I call ‘people’ — and which comes to be the same thing that others mean, without realising it, when they use this word — people, as I have tried to demonstrate sorrowfully in a course at ‘Friends of Art’, are always soulless and inattentive, and do not notice that from a thing being well to being badly there usually goes only the slightest difference, a detail unapparent at a distance. But people look at everything crudely and from very far away; people never see Cleopatra’s nose, which Caesar and Mark Antony — and even the cautious Augustus, who were certainly not ‘people’ — had seen, and from quite close. Well then; in this case everything depended on certain details in the constitutive regulations of that Institution, concerning the way in which the overseas professors were to be elected. The idea of those details and of the whole Institution, the vigilance over its functioning, are due above all and before all to a great Spaniard who is at the same time a great Argentine, to a man of exemplary soul, of steely morality, eminent in his surgical profession, teacher of several generations of Argentine physicians, honour and glory of both nations, that splendid highlander of venerable, tanned and triangular countenance, who is Don Avelino Gutiérrez, to whom I send from here an embrace, I do not know whether filial or fraternal, which I have not yet been able to give him.
To single out this figure is not to forget or stint the recognition of the sacrifices and collaborations that gathered around him and followed his design. To know how to follow, gentlemen, is a virtue equal to knowing how to lead!
The first professor brought by the ‘Institución Cultural Española’ was a man who already then enjoyed universal renown, one of the great masters that his science parades about the world: the great philologist Don Ramón Menéndez Pidal. The following year, the ship of the Indies run brought a very young lad, little known in his own land, nothing in the rest of the world, and naturally completely unknown here, save to that dozen young people who everywhere lie in wait for the young. That hallucinated lad, who arrived without luggage, they used to call by the same name you use to call me. That man too young is far too far from the man too mature that I am, for it not to be licit for me to speak of him as of one deceased or an ancestor. I believe that as a homage — certainly not to myself, but to this people of Buenos Aires — I should tell what then happened.
I arrived, as was just and imperative, with no fluttering of any fame preceding me. I then knew very little; I had little to give. I brought, then, very few things; in strictness, I brought nothing but fire, a little fire to make things. I delivered as best I could my first lecture in the Faculty. The hall was full, with the normal and current fullness of inaugurations; the newspapers gave notice of my beginning with the habitual formulas. But behold, a week later, when Dr. Avelino Gutiérrez — who becomes the father of all the professors the Institution has brought — came to fetch me to take me to the Faculty, we found that Viamonte Street had been occupied by the public force because a huge crowd had piled up in it, had stormed the Faculty and had broken the window panes. And all this turbulence and so much disorder, merely for the eager desire to hear a philosophical lecture by a young Galician lad, eight days before totally unknown!
You will understand that, before facts of such dimensions, the merit of my lecture remains completely outside consideration. It would have had to be excellent — which it was not, far from it — because, as I have indicated, I then had few ideas, I had little to say and even my tongue still babbled; my lecture would have had — I repeat — to have been excellent, and in no case could the exiguous size of the cause correspond to the enormity of the effects. I had been only a pretext for the formidable spring of vehemence and electric transmission of impressions, which Buenos Aires then possessed, to be triggered. Do not believe that everything I have said to the detriment of my work then is feigned modesty; nothing of the sort; it is the pure truth. The proof of it is that now I am going to have the eminent audacity to say — because I believe I ought to say it — something opposite, namely: that if I had then given a lecture like those I have just given at ‘Friends of Art’, of the Faculty of Philosophy and Letters there would not have remained a stone upon stone. Evidently, evidently something has varied in the structure of this city. Will the variation, the change, be favourable or lamentable? I am not going to allow myself to judge it, nor am I going to say in what the variation consists; if I have told the above it was certainly not to please myself by remembering an old hour of faded triumph, but to leave sown in the minds of those who hear me a fruitful preoccupation; but what is evident is that then that effect was produced, and that that effect could not be attributed to me. Because the two facts that made up the mythological event are unquestionable: one, that a riot of crowds occurred merely for wanting to hear, to listen to a man whom neither previous renown nor the favour of the Press had advanced; the other, that my lecture was, clearly, nothing, and in it there was only the one and the greatest thing, given what I was, that there could be: a seething of enthusiasm for my philosophical profession, a certain youthful grace, and, perhaps, a somewhat battered professor’s body. In all, nothing! In all, nothing!
That which I have called ‘electric transmission of impressions’, because it was not the Press that transmitted them, produced in me so penetrating an effect that it has greatly influenced certain ideas of mine about the social body and about the more and the less of elasticity in it. Alongside that and the vehemence, there was then and there will always be the condition that, situations being equal — still more, however unclear the qualities of a Spanish performance may be — it will always find superior resonances in the Argentine soul than those of all the other races. As the converse is also true: anything of some quality that goes to Spain from these Spanish-American countries, and especially from Argentina, will find there superlative repercussions. One need not even speak of things of quality. To refer only to the trivial, I shall tell you the following: I almost never go to the theatre, for reasons it is not the occasion to state now, but when some Argentine theatre company arrives in Madrid, whatever it may be, I have no choice but to attend several performances, because there are always some friends who have never been to South America and who feel an energetic pleasure, simply, in hearing Argentine spoken, and they insist that I accompany them, because, as I am in Madrid something like the ideal consul of an ideal Argentina, my company in such cases seems to guarantee these friends the authenticity of their delight.
This being so, this being so — as unquestionably it is, if one knows how to do, as one must do in every appreciation of complex phenomena, some sums and some subtractions — you will understand to what point — the anecdote I have just related demonstrates it — almost everything that the vulgar say here and there about the difference of our speech seems to me fabulously ridiculous. I am greatly ignorant in matter of linguistics, but what in my judgement urges most to be said on this subject of speech is so palpable, so elementary and so distinct from what is usually said — I do not refer, of course, to the specialists — that I am going to dare, one of these days, to pose the question in my own way, trying to mark certain general lines that seem to me evident.
But what I am driving at is to say that the form of community existing between the Central and South American nations and Spain is a reality that subsists beyond any will or any whim that wishes to deny or destroy it. The sociologists — who are, in truth, people of rather scanty brains — have not yet managed to define for us, nor even to name adequately, that kind of society, of community, in which, to employ the words of St. Paul, the nations ‘move, live and are’. Because it is extremely unusual for the nation, for the national society — even being, as it is, the most intense society that exists — to live isolated and recluse within itself; the normal thing is for the nation to form part of another society, more tenuous but more ample and no less real or effective. An example of this is the European or American community, in which a set of peoples live together exercising certain forms of life; and another example is this de facto community — not merely of desire or vain propaganda — constituted by the peoples of Spanish speech, blood and past, which also consists in the exercise of another determined repertoire of forms of life.
To the extent, gentlemen, that what I call ‘things known in common’ exists, there is social unity, there is community — whether one wills it or not — whatever the independence and even the authority of the States. For there are things that not only do each of us know, but that we also know that others know them too; this that we know together with others we co-know, and that is why it is ‘the co-known’. It constitutes the common treasure of our life; in it we communicate and in it we commune, whatever the contrary obstinacy of our will. After two centuries of immortal petulance, man is now beginning to rediscover that not everything human depends on his will, but that human reality has an inexorable structure, neither more nor less than cosmic matter. And that real structure of the human, if one has a magnanimous soul, there is nothing to do but accept it, it being well understood that it is in order to do afterwards what suits us; but, therefore, accept it, recognise it, not with a recognition of mere idea, but with all our being. Otherwise, note that it is the politics of the ostrich, which, spying a danger in the landscape, sticks its idiotic head under its wing, believing that in this way it has annihilated the landscape, dangers and all. Western man, after two centuries of imitating the ostrich, is now rediscovering all the realities that he has gallantly wished to disown during those two hundred years. And how does he rediscover it? Ah! As reality that we have pretended to deny is always rediscovered: stumbling against it, breaking our heads against it, and once more the coachman of the poet Heine is right, who when the latter asked him what ideas are, answered: Ideas? Ideas… why, they are the things that get into one’s head!
Ah!
He dicho, señores.

That treasure of the co-known, of what we have lived together, of what is ours through you, of what is yours through us, no one can take from us, not even our own will. Man is nothing but ‘what happens to him’, and that past that has happened to one, to us, to man, is not something that is gone, but on the contrary: because it happened to us, it remains operative within us, as from the wound the scar remains, or as in the sweetness of the autumn grape the summer sun remains prisoner… To the recognition of that common treasure, of that treasure of the co-known, the depths of the Argentine soul must always be open. That porosity toward Spain provides this young people with a rich and deep vein of long past, so that, when you and we reach well into the old chest of our history — whether during the colonial centuries when Argentina was a colony of Spain, or in the decades of independence and hostility, or in the last fifty years in which a part of Spain, by a suggestive adventure of words, is called ‘Spanish Colony of Argentina’ — we shall see how, reaching well to the bottom of that chest, upon touching an ancient family jewel that is common to us, our hands join and press together. Let us not make our mutual understanding depend on the vicissitudes of history, which makes every people oscillate between splendour and misery. We are something common at all times — in the happy hour as in the bitter hour. Anything else would be hardly gallant and less perspicacious. Singing a descant to the popular songs that Mr. Ibarguren has strummed so gracefully before us a moment ago, I dare to recall the one sung by the young Andalusian peasant embracing his guitar, which goes like this:
Go, tell your mother,
if she won’t have me for being poor,
that the world turns many times
and yesterday a tower fell…
The time that had been granted me has not only concluded but is exceeded, so that I find myself unable to say anything about that great curve of the relations between Spain and America from when these peoples were created up to the present date. And it is the case that what I could say would give a peculiar meaning to everything I have spoken of our common past, a meaning very different from that which perhaps at first glance you have perceived. For, though it is believed little probable, I believe that over so gigantic a trajectory something of interest can be said in a short time, but not in so short a time that it is none. But, since it is a question of an idea that I judge of some importance and that may serve — be one or the other the dose of its truth — in historical investigations, I should like, as a homage to the President of the Nation, to expound it here in the most ungracefully laconic and most stripped of all brilliance expression. It is a sacrifice that I impose on myself in compensation for the personal petulances that have slipped into my speech.
It is a question of an idea that would completely invert the perspective used in the consideration of the history of the relations between Spain and America. It is an error — to my mind — to think, as always by mental inertia it has been thought, that these new peoples created in America by Spain were simply Spain, that is, homogeneous to the metropolis and homogeneous among themselves, until one fine day they politically freed themselves from the mother country and initiated destinies divergent among themselves.
Well then: my idea — founded on the study of the colonial fact in all its amplitude; therefore, not only in Spanish colonisation, but in that of the other peoples of East and West, now and in other times — is totally inverse. Under such a new perspective what I see is that the heterogeneity in the way of being man begins immediately, grows and subsists in the colonial stage. The American man, certainly, ceases to be simply the Spanish man, and is from the first years a new mode of the Spaniard. The conquerors themselves are already the first Americans. Liberation is nothing but the most external and ultimate manifestation of that initial dissociation and separatism; so much so, that precisely in the hour subsequent to their liberation, the process already begins to change direction. From then on — whatever the superficial appearances and conventional verbalisms — the truth is that, once constituted in independent nations and marching according to their own inspiration, all the new peoples of colonial origin and the metropolis itself walk, without proposing it or willing it and even against their apparent design, in a convergent direction, that is, that among themselves and at the same level, they will go on resembling each other more and more, will go on being more and more homogeneous. It being well understood, not that they are going to resemble Spain, but that all, including Spain, advance toward common forms of life. It is not, then, a question of anything resembling an eventual political approximation, but of something of much more importance: the progressive coincidence in a determined style of humanity.
This is what I did not want to fail to say, because I believe it is an idea in which studious youth can test and profit, because it has the greatest advantage an idea can have, and that is that — whether truth or error — it is in itself a method of investigation and of concrete work. The sacrifice has consisted in saying it in so little development, in such condensation and with so little grace. I have accepted this sacrifice with the greatest pleasure. After all, at a near date, in La Plata, I hope to develop this thought a little in a lecture which I entitle: ‘Meditation of the Young People’. I have spoken, gentlemen.

Altra cosa sarebbe poco gagliarda e meno perspicace.
Ho detto, signori.
