Abstract

A report on the parliamentary brawl between partisans of the Juntas de Defensa and those of workers’ and soldiers’ councils: Ortega lumps them together in imperialist impulse, militarism and taste for illegality (“Cierva and Trotsky, two opposed accidents of one and the same military substance”). The absurdity is that, both being minorities, neither solution can win, and the only victor is the conflict itself, while social liberalism goes unrepresented. Political reporting.

El miércoles hubo en el Congreso gran pelotera entre los partidarios de las Juntas de defensa y los que, acaso sin saberlo, son partidarios de los Consejos de obreros y soldados. Ambas tendencias coinciden en muchas cosas: coinciden en proceder de un análogo ímpetu imperialista, coinciden en aceptar la pólvora como procedimiento de la contienda política; son, pues, con distinto signo, radicalmente militaristas. (Cierva y Trotsky, los dos extremos de la diagonal europea que va de Madrid a Petrogrado, son dos accidentes contrapuestos de una misma sustancia militar). Unos y otros sienten una gran fruición por las situaciones ilegales; no los irrita el imperio de la ilegalidad, con tal que sea la administrada por cada uno de ellos. Coinciden, por último, en cierta peregrina hipocresía, diríamos paradójicamente en una hipocresía de buena fe, que les permite escribir programas y pronunciar palabras que no expresan nunca exactamente lo que en sus actos ejecutan y en sus latentes intenciones germina.

Estábamos por decir que si la mayoría de los españoles pensase como los unos o como los otros, nos parecería la situación menos lamentable, menos deprimente de lo que es. Ambas son, a nuestro juicio, dos soluciones frenéticas de los problemas públicos; pero, al fin y al cabo, son dos soluciones. Lo absurdo es que no participando de ellas más que una exigua minoría de españoles, no podrán triunfar ninguna de las dos, y en tanto queda mudo el resto mejor y mayor de la opinión; lo absurdo es que el Parlamento está acaparado por aquellas voces mientras la enorme masa del liberalismo social o, si se quiere, socialismo liberal, no tiene en el hemiciclo adecuada representación. Confirman nuevamente las escenas de estos días lo que tantas veces hemos dicho: que los jefes liberales, al ocupar lugares para los cuales les falta por completo el prestigio, impiden la presencia en la política parlamentaria del buen sentido público. Usufructuando el papel de representantes de una opinión que no representan, carecen de autoridad para hacerse oír y dejan, en cambio, inaudita la opinión que seudorrepresentan. Así, a la postre, acontece que ante el conflicto de nuestra vida pública, ni triunfa la solución Cierva ni triunfa la solución Trotsky; quien sale triunfante de toda solución es el conflicto mismo, cada vez más rollizo, más intenso y más intacto.

Ha sido un penoso azar que la dolencia retuviese lejos de las Cortes a don Melquiades Álvarez. Acaso sus palabras hubiesen acertado con suficiente dignidad a condensar el pensamiento del gran torso de España frente a los gritos que dan sus extremidades.


Cuando el señor Lerroux pronunció la primera parte de su discurso, dijimos que nos había parecido mal. La segunda parte confirmó nuestro juicio y el que Cervantes tenía de todas las segundas partes. En fin, las rectificaciones del condottiero radical no sirvieron para otra cosa que para ratificar el desastre.

Muchos han censurado el discurso de Lerroux por hallarlo incompatible con su pasado político. Otros porque parecía una delación contra determinados individuos que, en realidad, son ajenos a los delitos en cuestión. Sin decir que estos aspectos nos parezcan mal o bien, diremos que no nos importan mucho o no son los que más nos importan. Convendría ir abandonando el hábito de juzgar todas las acciones políticas desde un punto de vista exclusivamente biográfico.

Del discurso del señor Lerroux nos parece a nosotros mal, ante todo, el discurso mismo. Que lo haya pronunciado él y no el obispo de Mondoñedo, resulta un detalle casi insignificante, capaz sólo de prestar al hecho un sesgo anecdótico. Después de todo, el caso es el de siempre. Renan decía que los mayores antirrevolucionarios de hoy son los revolucionarios de ayer. Ocupados en hacer su revolución, no admiten que vaya alguien a intentar hacer otra distinta. La regla es ventajosa, porque si los revolucionarios de ayer se sumasen a los de hoy, y así sucesivamente, henchirían el planeta y no habría contra quién revolucionar. Ahora bien, esto sería funesto. Oportet haereses esse —decía la Iglesia en su mejor tiempo. Conviene que haya herejes. Es útil al Estado que haya revolucionarios, con tal que no sean muy numerosos. Ellos imponen la evolución a la inercia de los demasiado felices, constituyen el fermento de la sociedad que impide su putrefacción; son, como decía sonriendo Epicuro, la sal que conserva el pernil del cerdo. No es, pues, razonable enojarse porque el señor Lerroux, que hace pocos años hablaba aún de «las humildes estacas vencedoras», oponga hoy el dique de su pecho a otra más joven subversión.

Lo que sí está mal es que en un discurso de dos días dedicado a estudiar unos crímenes sociales, no dijese una sola palabra sobre la cuestión social y hablase de aquéllos como si nada, en definitiva, tuviesen que ver con ésta, como si su evitación no dependiese de la política general que al conflicto obrero se aplique. Lo único que el señor Lerroux dijo sobre el problema obrero trasciende todos los límites del buen sentido y se corre un poco hacia lo grotesco. Para el señor Lerroux, la existencia del obrerismo sindical en Cataluña se debe, no más, no menos, a que los Gobiernos apoyaban a los regionalistas y no a él. Sería curioso averiguar cómo el señor Lerroux explica la coincidente explosión de sindicalismo en Londres y en Berlín, en Petrogrado y en Roma, en París y en Buenos Aires.

Confesamos que nos ha entristecido hallar en un hombre de tan clara cabeza como Lerroux esta insensibilidad, esta sincera inconsciencia para el problema social. Sobre este fondo, su discurso tenía que resultar forzosamente anacrónico y, lo que es consecuencia de esto, fabulosamente estéril. No ha aportado ni un dato esencial ni una idea orientadora a la cuestión. Éste es nuestro enojo con el jefe republicano: que no nos ha enseñado nada siendo un viejo maestro en la política catalana.

En general, se advierte en casi todos nuestros hombres públicos, políticos y escritores, que viven en torno a los sesenta años, una impercepción sorprendente para el conflicto obrero. Ni entienden las ideas que laboran el alma proletaria, ni notan las amplitudes y coincidencias de su movimiento, ni advierten la novedad y periculosidad de sus armas, ni tienen simpatía alguna por aquellas emociones esenciales que, entre numerosas aberraciones, serán de histórica fecundidad.

Se trata, por lo visto, de la eterna presbicia, de la incapacidad del viejo para moverse entre las cosas nuevas. Sin embargo, hay políticos menos aventajados en edad que el señor Lerroux e igualmente ciegos.

¿Cabe nada más curioso que haber coincidido el señor Cambó y el señor Lerroux en no enterarse del problema obrero? Dos políticas venían, en varia lucha, disputándose la representación del presente y el porvenir de Cataluña: el regionalismo y el radicalismo. Las dos alardeaban de realistas, de conocer la colectividad humana en general y la catalana en particular. Ahora vemos que se habían olvidado de lo principal. Nos hablaban de todo menos de lo que había de imponerse como sumo problema catalán: la agitación obrera. Cambó y Lerroux han sido los arrieros del cuento, que contaban todos sus burros menos el que les servía de cabalgadura.

El señor Cambó fustigaba una y otra vez la política madrileña, acusándola de abstracta. Lo concreto, lo vivo, lo real, era lo que el señor Cambó traía y llevaba del Tibidabo al Guadarrama en el equipaje de su cráneo. Ahora resulta que se había olvidado de la camisa. El efecto ha sido tal, que el señor Cambó no podrá repetir su argumento.

Cataluña, como Madrid, necesita cambiar de políticos y de política. Los nuevos problemas necesitan nuevas capacidades, o cuando menos, nuevos pensamientos. Nuestra fe, no entibiada, en la necesidad de una amplísima descentralización, nos obliga a advertir hoy, pues la ocasión se ofrece, que para volver a plantear un día la cuestión catalana, después de lo ocurrido, harán falta dos cosas: que los patronos catalanes transformen sus selfatinas y el señor Cambó sus argumentos.


A pesar de tanto vocablo como se ha usado, el asunto de los asesinatos de patronos espera aún ser tratado adecuadamente en las Cortes. Aún no ha sonado una palabra discreta, aún no se ha dibujado un proyecto suficiente de acción gubernamental. Y, en nuestro entender, el error ha estado en dislocar este asunto de la cuestión social donde nace. La gravedad de estos crímenes no es su número, sino la profundidad de su fuente original. Doscientos patronos han caído víctimas del odio de clases, pero mayor mortandad produce, en una sola primavera, la locura de amor.

Pues bien, no creemos que los fusiles valgan mucho contra el odio, como no valen nada contra el amor.

On Wednesday there was in the Congress a great brawl between the partisans of the Juntas de Defensa and those who, perhaps without knowing it, are partisans of the Workers’ and Soldiers’ Councils. Both tendencies coincide in many things: they coincide in proceeding from an analogous imperialist impetus, they coincide in accepting gunpowder as a procedure of political contest; they are, then, with a different sign, radically militarist. (Cierva and Trotsky, the two extremes of the European diagonal that runs from Madrid to Petrograd, are two opposed accidents of one and the same military substance). Both sides feel a great relish for illegal situations; the reign of illegality does not irritate them, provided it is the one administered by each of them. They coincide, lastly, in a certain singular hypocrisy, we would say paradoxically a hypocrisy of good faith, which allows them to write programs and utter words that never express exactly what their acts execute and their latent intentions germinate.

We were about to say that if the majority of Spaniards thought like the one group or like the other, the situation would seem to us less lamentable, less depressing than it is. Both are, in our judgment, two frantic solutions of public problems; but, after all, they are two solutions. The absurdity is that, since only an exiguous minority of Spaniards shares them, neither of the two can triumph, and in the meantime the better and greater remainder of opinion stays mute; the absurdity is that Parliament is monopolized by those voices while the enormous mass of social liberalism or, if you will, of liberal socialism, has no adequate representation in the hemicycle. The scenes of these days confirm anew what we have so often said: that the liberal chiefs, occupying places for which prestige entirely fails them, impede the presence in parliamentary politics of public good sense. Enjoying the role of representatives of an opinion they do not represent, they lack the authority to make themselves heard and leave, in turn, unheard the opinion they pseudo-represent. Thus, in the end, it happens that before the conflict of our public life, neither does the Cierva solution triumph nor does the Trotsky solution triumph; he who emerges triumphant from every solution is the conflict itself, ever plumper, more intense and more intact.

It has been a painful chance that illness kept don Melquiades Álvarez away from the Cortes. Perhaps his words would have succeeded with sufficient dignity in condensing the thought of the great torso of Spain before the cries uttered by its extremities.


When Mr. Lerroux delivered the first part of his speech, we said it had seemed bad to us. The second part confirmed our judgment and the one Cervantes held of all second parts. In short, the rectifications of the radical condottiero served for nothing other than to ratify the disaster.

Many have censured Lerroux’s speech for finding it incompatible with his political past. Others because it seemed a denunciation against certain individuals who, in reality, are foreign to the crimes in question. Without saying that these aspects seem to us good or bad, we will say that they do not matter much to us or are not the ones that matter most to us. It would be well to abandon gradually the habit of judging all political actions from an exclusively biographical point of view.

Of Mr. Lerroux’s speech what seems bad to us is, above all, the speech itself. That he, and not the bishop of Mondoñedo, should have delivered it turns out to be an almost insignificant detail, capable only of lending the fact an anecdotal slant. After all, the case is the same as ever. Renan said that the greatest antirevolutionaries of today are the revolutionaries of yesterday. Busy making their own revolution, they will not admit that someone else might go and attempt a different one. The rule is advantageous, because if the revolutionaries of yesterday joined those of today, and so on, they would fill the planet and there would be no one against whom to revolt. Now, this would be fatal. Oportet haereses esse —said the Church in its best time. It is fitting that there be heretics. It is useful to the State that there be revolutionaries, provided they are not very numerous. They impose evolution upon the inertia of the over-fortunate, they constitute the ferment of society that prevents its putrefaction; they are, as Epicurus said smiling, the salt that preserves the ham of the pig. It is not, then, reasonable to be angry because Mr. Lerroux, who a few years ago still spoke of ‘the humble victorious stakes’, sets today the dike of his breast against another, younger subversion.

What is indeed wrong is that in a two-day speech devoted to studying certain social crimes, he did not say a single word on the social question and spoke of those crimes as if, in the end, they had nothing to do with it, as if their avoidance did not depend on the general policy applied to the workers’ conflict. The only thing Mr. Lerroux said about the workers’ problem transcends all the limits of good sense and slips a little toward the grotesque. For Mr. Lerroux, the existence of syndical workers’ movement in Catalonia is due, no more and no less, to the fact that the Governments supported the regionalists and not him. It would be curious to ascertain how Mr. Lerroux explains the coincident explosion of syndicalism in London and Berlin, in Petrograd and Rome, in Paris and Buenos Aires.

We confess that it has saddened us to find in a man of so clear a head as Lerroux this insensibility, this sincere unconsciousness toward the social problem. Against this background, his speech could not but turn out anachronistic and, what is a consequence of this, fabulously sterile. He has brought to the question neither one essential datum nor one orienting idea. This is our grievance with the republican chief: that he has taught us nothing, being an old master of Catalan politics.

In general, one perceives in almost all our public men, politicians and writers, who live around sixty years of age, a surprising imperception toward the workers’ conflict. They neither understand the ideas that labor the proletarian soul, nor notice the amplitudes and coincidences of its movement, nor perceive the novelty and perilousness of its weapons, nor feel any sympathy for those essential emotions which, among numerous aberrations, will be of historical fecundity.

It is, evidently, the eternal presbyopia, the incapacity of the old man to move among new things. Nevertheless, there are politicians less advanced in age than Mr. Lerroux and equally blind.

Is anything more curious than the coincidence of Mr. Cambó and Mr. Lerroux in failing to take note of the workers’ problem? Two politics were coming, in various struggle, disputing the representation of the present and the future of Catalonia: regionalism and radicalism. Both boasted of being realist, of knowing the human collectivity in general and the Catalan one in particular. Now we see that they had forgotten the principal thing. They spoke to us of everything except what was to impose itself as the supreme Catalan problem: the workers’ agitation. Cambó and Lerroux have been the muleteers of the tale, who counted all their donkeys except the one that served them as mount.

Mr. Cambó lashed again and again the Madrid policy, accusing it of being abstract. The concrete, the living, the real was what Mr. Cambó carried back and forth from the Tibidabo to the Guadarrama in the luggage of his skull. Now it turns out he had forgotten his shirt. The effect has been such that Mr. Cambó will not be able to repeat his argument.

Catalonia, like Madrid, needs to change politicians and politics. The new problems demand new capacities, or at least, new thoughts. Our faith, unwaning, in the necessity of a very ample decentralization obliges us to warn today, since the occasion offers itself, that to raise again one day the Catalan question, after what has happened, two things will be needed: that the Catalan employers transform their selfactinas and Mr. Cambó his arguments.


In spite of as many words as have been used, the matter of the murders of the employers still awaits being adequately treated in the Cortes. A discreet word has not yet sounded, a sufficient project of governmental action has not yet been drawn. And, in our understanding, the error has consisted in dislocating this matter from the social question where it is born. The gravity of these crimes is not their number, but the depth of their original source. Two hundred employers have fallen victims of class hatred, but greater mortality is produced, in a single spring, by the madness of love.

Well then, we do not believe that rifles are worth much against hatred, just as they are worth nothing against love.

Mercoledì ci fu nel Congresso una gran zuffa tra i partigiani delle Giunte di difesa e quelli che, forse senza saperlo, sono partigiani dei Consigli di operai e soldati. Ambedue le tendenze coincidono in molte cose: coincidono nel procedere da un analogo impulso imperialista, coincidono nell’accettare la polvere da sparo come procedimento della contesa politica; sono, dunque, con segno diverso, radicalmente militaristi. (Cierva e Trotsky, i due estremi della diagonale europea che va da Madrid a Pietrogrado, sono due accidenti contrapposti di una stessa sostanza militare). Gli uni e gli altri sentono una grande fruizione per le situazioni illegali; non li irrita l’impero dell’illegalità, purché sia quello amministrato da ciascuno di essi. Coincidono, infine, in una certa peregrina ipocrisia, diremmo paradossalmente in un’ipocrisia di buona fede, che permette loro di scrivere programmi e pronunciare parole che non esprimono mai esattamente ciò che nei loro atti eseguono e nelle loro latenti intenzioni germina.

Stavamo per dire che se la maggioranza degli spagnoli pensasse come gli uni o come gli altri, la situazione ci parrebbe meno lamentevole, meno deprimente di quel che è. Ambedue sono, a nostro giudizio, due soluzioni frenetiche dei problemi pubblici; ma, in fin dei conti, sono due soluzioni. L’assurdo è che, non partecipandovi più che un’esigua minoranza di spagnoli, non potrà trionfare nessuna delle due, e intanto resta muto il resto migliore e maggiore dell’opinione; l’assurdo è che il Parlamento è accaparrato da quelle voci mentre l’enorme massa del liberalismo sociale o, se si vuole, del socialismo liberale, non ha nell’emiciclo adeguata rappresentanza. Confermano nuovamente le scene di questi giorni ciò che tante volte abbiamo detto: che i capi liberali, occupando posti per i quali manca loro del tutto il prestigio, impediscono la presenza nella politica parlamentare del buon senso pubblico. Usufruendo del ruolo di rappresentanti di un’opinione che non rappresentano, mancano di autorità per farsi ascoltare e lasciano, invece, inaudita l’opinione che seudorappresentano. Così, alla fin fine, accade che di fronte al conflitto della nostra vita pubblica, né trionfa la soluzione Cierva né trionfa la soluzione Trotsky; chi esce trionfante da ogni soluzione è il conflitto stesso, ogni volta più grassoccio, più intenso e più intatto.

È stato un penoso caso che la malattia tenesse lontano dalle Corti don Melquiades Álvarez. Forse le sue parole sarebbero riuscite con sufficiente dignità a condensare il pensiero del gran torso di Spagna di fronte alle grida che emettono le sue estremità.


Quando il signor Lerroux pronunciò la prima parte del suo discorso, dicemmo che ci era sembrata sbagliata. La seconda parte confermò il nostro giudizio e quello che Cervantes aveva di tutte le seconde parti. In fin dei conti, le rettifiche del condottiero radicale non servirono ad altro che a ratificare il disastro.

Molti hanno censurato il discorso di Lerroux per trovarlo incompatibile con il suo passato politico. Altri perché sembrava una delazione contro determinati individui che, in realtà, sono estranei ai delitti in questione. Senza dire che questi aspetti ci sembrino buoni o cattivi, diremo che non ci importano molto o non sono quelli che più ci importano. Converrebbe andare abbandonando l’abitudine di giudicare tutte le azioni politiche da un punto di vista esclusivamente biografico.

Del discorso del signor Lerroux a noi sembra cattivo, innanzi tutto, il discorso stesso. Che l’abbia pronunciato lui e non il vescovo di Mondoñedo risulta un dettaglio quasi insignificante, capace soltanto di prestare al fatto una piega aneddotica. Dopo tutto, il caso è quello di sempre. Renan diceva che i maggiori antirivoluzionari di oggi sono i rivoluzionari di ieri. Occupati a fare la loro rivoluzione, non ammettono che qualcuno vada a tentarne un’altra diversa. La regola è vantaggiosa, perché se i rivoluzionari di ieri si aggiungessero a quelli di oggi, e così via, riempirebbero il pianeta e non ci sarebbe contro chi rivoltarsi. Ora, questo sarebbe funesto. Oportet haereses esse —diceva la Chiesa nel suo tempo migliore. Conviene che ci siano eretici. È utile allo Stato che ci siano rivoluzionari, purché non siano molto numerosi. Essi impongono l’evoluzione all’inerzia dei troppo felici, costituiscono il fermento della società che ne impedisce la putrefazione; sono, come diceva sorridendo Epicuro, il sale che conserva il prosciutto del maiale. Non è, dunque, ragionevole adirarsi perché il signor Lerroux, che pochi anni fa parlava ancora delle «umili pali vincitori», opponga oggi il suo petto a diga contro un’altra più giovane sovversione.

Quello che è sbagliato è che in un discorso di due giorni dedicato a studiare certi crimini sociali, non dicesse una sola parola sulla questione sociale e parlasse di quelli come se, in definitiva, non avessero nulla a che fare con questa, come se la loro prevenzione non dipendesse dalla politica generale che si applica al conflitto operaio. L’unica cosa che il signor Lerroux disse sul problema operaio trascende tutti i limiti del buon senso e inclina un po’ verso il grottesco. Per il signor Lerroux, l’esistenza dell’operaismo sindacale in Catalogna si deve, né più né meno, al fatto che i Governi appoggiavano i regionalisti e non lui. Sarebbe curioso scoprire come il signor Lerroux spiega la coincidente esplosione del sindacalismo a Londra e a Berlino, a Pietrogrado e a Roma, a Parigi e a Buenos Aires.

Confessiamo che ci ha rattristato trovare in un uomo dalla testa così chiara come Lerroux questa insensibilità, questa sincera incoscienza verso il problema sociale. Su questo fondo, il suo discorso doveva risultare forzosamente anacronistico e, ciò che ne è conseguenza, favolosamente sterile. Non ha apportato alla questione né un dato essenziale né un’idea orientativa. Questo è il nostro cruccio col capo repubblicano: che non ci ha insegnato nulla, essendo un vecchio maestro nella politica catalana.

In generale, si avverte in quasi tutti i nostri uomini pubblici, politici e scrittori, che vivono intorno ai sessant’anni, una sorprendente impercezione verso il conflitto operaio. Né intendono le idee che lavorano l’anima proletaria, né notano le ampiezze e le coincidenze del suo movimento, né avvertono la novità e pericolosità delle sue armi, né hanno alcuna simpatia per quelle emozioni essenziali che, tra numerose aberrazioni, saranno di storica fecondità.

Si tratta, a quanto pare, dell’eterna presbiopia, dell’incapacità del vecchio a muoversi tra le cose nuove. Tuttavia, ci sono politici meno avvantaggiati in età del signor Lerroux e ugualmente ciechi.

C’è nulla di più curioso che il fatto che il signor Cambó e il signor Lerroux siano coincisi nel non accorgersi del problema operaio? Due politiche venivano, in varia lotta, disputandosi la rappresentanza del presente e dell’avvenire della Catalogna: il regionalismo e il radicalismo. Tutte e due si vantavano di essere realiste, di conoscere la collettività umana in generale e quella catalana in particolare. Ora vediamo che si erano dimenticate del principale. Ci parlavano di tutto tranne che di ciò che doveva imporsi come sommo problema catalano: l’agitazione operaia. Cambó e Lerroux sono stati gli arrieri del racconto, che contavano tutti i loro asini meno quello che serviva loro da cavalcatura.

Il signor Cambó fustigava una e un’altra volta la politica madrilena, accusandola di astratta. Il concreto, il vivo, il reale, era ciò che il signor Cambó portava e riportava dal Tibidabo al Guadarrama nel bagaglio del suo cranio. Ora risulta che si era dimenticato della camicia. L’effetto è stato tale che il signor Cambó non potrà ripetere il suo argomento.

La Catalogna, come Madrid, ha bisogno di cambiare politici e politica. I nuovi problemi richiedono nuove capacità o, quanto meno, nuovi pensieri. La nostra fede, non tiepida, nella necessità di un’ampissima decentralizzazione, ci obbliga ad avvertire oggi, poiché l’occasione si offre, che per riproporre un giorno la questione catalana, dopo quanto è accaduto, faranno bisogno due cose: che i padroni catalani trasformino le loro selfatine e il signor Cambó i suoi argomenti.


Nonostante tante parole quante se ne sono usate, la faccenda degli assassinii dei padroni attende ancora di essere trattata adeguatamente nelle Corti. Non è ancora suonata una parola discreta, non si è ancora disegnato un progetto sufficiente di azione governativa. E, a nostro intendere, l’errore è stato nello slogare questa faccenda dalla questione sociale dove nasce. La gravità di questi crimini non è il loro numero, ma la profondità della loro fonte originaria. Duecento padroni sono caduti vittime dell’odio di classe, ma maggiore strage produce, in una sola primavera, la follia d’amore.

Ebbene, non crediamo che i fucili valgano molto contro l’odio, come non valgono nulla contro l’amore.
