Abstract

Berenguer is not the subject of the error but its object: Berenguer is an error, committed by others and destined for the history books. Granting that the ministers made no particular mistakes, Ortega attacks the government’s policy, reduced to the monomial of returning to normality by normal means after seven years of absolute abnormality.

No, no es una errata. Es probable que en los libros futuros de historia de España se encuentre un capítulo con el mismo título que este artículo. El buen lector, que es el cauteloso y alerta, habrá advertido que en esa expresión el señor Berenguer no es el sujeto del error, sino el objeto. No se dice que el error sea de Berenguer, sino más bien lo contrario —que Berenguer es del error, que Berenguer es un error. Son otros, pues, quienes lo han cometido y cometen; otros, toda una porción de España, aunque, a mi juicio, no muy grande. Por ello, trasciende ese error los límites de la equivocación individual y quedará inscrito en la historia de nuestro país.

Estos párrafos pretenden dibujar, con los menos aspavientos posibles, en qué consiste desliz tan importante, tan histórico.

Para esto necesitamos proceder magnánimamente, acomodando el aparato ocular a lo esencial y cuantioso, retrayendo la vista de toda cuestión personal y de detalle. Por eso, yo voy a suponer aquí que ni el presidente del Gobierno ni ninguno de sus ministros han cometido error alguno en su actuación concreta y particular. Después de todo, no está esto muy lejos de la pura verdad. Esos hombres no habrán hecho ninguna cosa positiva de grueso calibre; pero es justo reconocer que han ejecutado pocas indiscreciones. Algunos de ellos han hecho más. El señor Tormo, por ejemplo, ha conseguido lo que parecía imposible: que a estas fechas la situación estudiantil no se haya convertido en un conflicto grave. Es mucho menos fácil de lo que la gente puede suponer que exista, rebus sic stantibus, y dentro del régimen actual, otra persona, sea cual fuere, que hubiera podido lograr tan inverosímil cosa. Las llamadas «derechas» no se lo agradecen, porque la especie humana es demasiado estúpida para agradecer que alguien le evite una enfermedad. Es preciso que la enfermedad llegue, que el ciudadano se retuerza de dolor y de angustia; entonces siente «generosamente» exquisita gratitud hacia quien le quita la enfermedad que le ha martirizado. Pero así, en seco, sin martirio previo, el hombre, sobre todo, el feliz hombre de la «derecha», es profundamente ingrato.

Es probable también que la labor del señor Wais para detener la ruina de la moneda merezca un especial aplauso. Pero, sin que yo lo ponga en duda, no estoy tan seguro como de lo anterior, porque entiendo muy poco de materias económicas, y eso poquísimo que entiendo me hace disentir de la opinión general, que concede tanta importancia al problema de nuestro cambio. Creo que, por desgracia, no es la moneda lo que constituye el problema verdaderamente grave, catastrófico y substancial de la economía española —nótese bien, de la española. Pero, repito, estoy dispuesto a suponer lo contrario, y que el señor Wais ha sido el Cid de la peseta. Tanto mejor para España, y tanto mejor para lo que voy a decir, pues cuantos menos errores haya cometido este Gobierno, tanto mejor se verá el error que es.

Un Gobierno es, ante todo, la política que viene a representar. En nuestro caso se trata de una política sencillísima. Es un monomio. Se reduce a un tema. Cien veces lo ha repetido el señor Berenguer. La política de este Gobierno consiste en cumplir la resolución adoptada por la Corona de volver a la normalidad por los medios normales. Aunque la cosa es clara como «¡buenos días!», conviene que el lector se fije. El fin de la política es la normalidad. Sus medios son… los normales.

Yo no recuerdo haber oído hablar nunca de una política más sencilla que ésta. Esta vez, el Poder público, el Régimen, se ha hartado de ser sencillo.

Bien. Pero ¿a qué hechos, a qué situación de la vida pública responde el régimen con una política tan simple y unicelular? ¡Ah!, eso todos lo sabemos.

La situación histórica a que tal política responde era también muy sencilla. Era ésta: España, una nación de sobre veinte millones de habitantes, que venía ya de antiguo arrastrando una existencia política bastante poco normal, ha sufrido durante siete años un régimen de absoluta anormalidad en el Poder público, el cual ha usado medios de tal modo anormales, que nadie, así, de pronto, podrá recordar haber sido usados nunca ni dentro ni fuera de España, ni en éste ni en cualquier otro siglo. Lo cual anda muy lejos de ser una frase. Desde mi rincón sigo estupefacto ante el hecho de que todavía ningún sabedor de historia jurídica se haya ocupado en hacer notar a los españoles minuciosamente y con pruebas exuberantes esta estricta verdad: que no es imposible, pero sí sumamente difícil, hablando en serio y con todo rigor, encontrar, en todo el ámbito de la historia, incluyendo los pueblos salvajes, un régimen de Poder público como el que ha sido de hecho nuestra Dictadura. Sólo el que tiene una idea completamente errónea de lo que son los pueblos salvajes puede ignorar que la situación de derecho público en que hemos vivido es más salvaje todavía, y no sólo es anormal con respecto a España y al siglo XX, sino que posee el rango de una insólita anormalidad en la historia humana. Hay quien cree poder controvertir esto sin más que hacer constar el hecho de que la Dictadura no ha matado; pero eso, precisamente eso —creer que el Derecho se reduce a no asesinar—, es una idea del Derecho inferior a la que han solido tener los pueblos salvajes.

La Dictadura ha sido un poder omnímodo y sin límites, que no sólo ha operado sin ley ni responsabilidad, sin norma no ya establecida, pero ni aun conocida, sino que no se ha circunscrito a la órbita de lo público, antes bien, ha penetrado en el orden privadísimo brutal y soezmente. Colmo de todo ello es que no se ha contentado con mandar a pleno y frenético arbitrio, sino que aún le ha sobrado holgura de poder para insultar líricamente a personas y cosas colectivas e individuales. No hay punto de la vida española en que la Dictadura no haya puesto su innoble mano de sayón. Esa mano ha hecho saltar las puertas de las Cajas de los Bancos, y esa misma mano, de paso, se ha entretenido en escribir todo género de opiniones estultísimas, hasta sobre la literatura de los poetas españoles. Claro que esto último no es de importancia sustantiva, entre otras cosas, porque a los poetas les traían sin cuidado las opiniones literarias de los dictadores y sus criados; pero lo cito precisamente como un colmo para que conste y se recuerde y simbolice la abracadabrante y sin par situación por que hemos pasado. Yo ahora no pretendo agitar la opinión, sino, al contrario, definir y razonar, que es mi primario deber y oficio. Por eso eludo recordar aquí, con sus espeluznantes pelos y señales, los actos más graves de la Dictadura. Quiero, muy deliberadamente, evitar lo patético. Aspiro hoy a persuadir y no a conmover. Pero he tenido que evocar con un mínimum de evidencia lo que la Dictadura fue. Hoy parece un cuento. Yo necesitaba recordar que no es un cuento, sino que fue un hecho…

Y que a ese hecho responde el Régimen con el Gobierno Berenguer, cuya política significa: volvamos tranquilamente a la normalidad por los medios más normales; hagamos «como si» aquí no hubiese pasado nada radicalmente nuevo, substancialmente anormal.

Eso, eso es todo lo que el Régimen puede ofrecer, en este momento tan difícil para Europa entera, a los veinte millones de hombres ya maltraídos de antiguo, después de haberlos vejado, pisoteado, envilecido y esquilmado durante siete años. Y, no obstante, pretende, impávido, seguir al frente de los destinos históricos de esos españoles y de esta España.

Pero no es eso lo peor. Lo peor son los motivos por los que cree poderse contentar con ofrecer tan insolente ficción.

No, it is not a misprint. It is probable that in the future books of the history of Spain a chapter will be found with the same title as this article. The good reader, who is the cautious and alert one, will have noticed that in that expression Señor Berenguer is not the subject of the error, but the object. It is not said that the error belongs to Berenguer, but rather the contrary —that Berenguer belongs to the error, that Berenguer is an error. It is others, then, who have committed it and commit it; others, a whole portion of Spain, although, in my judgment, not a very large one. Therefore that error transcends the limits of individual mistake and will remain inscribed in the history of our country.

These paragraphs aim to draw, with the fewest possible gestures of alarm, what so important, so historical a slip consists in.

For this we need to proceed magnanimously, adjusting the ocular apparatus to the essential and the substantial, drawing the sight away from every personal and detailed question. For this reason, I am going to suppose here that neither the president of the Government nor any of his ministers has committed any error in his concrete and particular conduct. After all, this is not very far from the pure truth. Those men will not have done any positive thing of heavy calibre; but it is just to recognize that they have executed few indiscretions. Some of them have done more. Señor Tormo, for example, has achieved what seemed impossible: that at this date the student situation should not have turned into a grave conflict. It is much less easy than people may suppose that there should exist, rebus sic stantibus, and within the present regime, another person, whoever it might be, who could have achieved so improbable a thing. The so-called «Right» is not grateful to him, because the human species is too stupid to be grateful that someone spares it an illness. The illness must arrive, the citizen must writhe in pain and anguish; then he feels «generously» exquisite gratitude toward whoever takes away the illness that has martyrized him. But thus, dryly, without previous martyrdom, man —above all, the happy man of the «Right»— is profoundly ungrateful.

It is also probable that Señor Wais’s labour to arrest the ruin of the currency deserves a special applause. But, without my putting it in doubt, I am not as sure as of the previous one, because I understand very little of economic matters, and that very little that I understand makes me dissent from the general opinion, which grants so much importance to the problem of our exchange. I believe that, unfortunately, it is not the currency that constitutes the truly grave, catastrophic and substantial problem of the Spanish economy —note well, of the Spanish one. But, I repeat, I am disposed to suppose the contrary, and that Señor Wais has been the Cid of the peseta. So much the better for Spain, and so much the better for what I am going to say, for the fewer errors this Government has committed, the better will be seen the error that it is.

A Government is, before all, the policy that it comes to represent. In our case it is a matter of a most simple policy. It is a monomial. It reduces itself to one theme. A hundred times has Señor Berenguer repeated it. The policy of this Government consists in fulfilling the resolution adopted by the Crown to return to normality by normal means. Although the thing is as clear as «good morning!», it is fitting that the reader take note. The end of the policy is normality. Its means are… the normal ones.

I do not remember ever having heard tell of a simpler policy than this. This time, the public Power, the Regime, has had its fill of being simple.

Well. But to what facts, to what situation of public life does the regime respond with a policy so simple and unicellular? Ah!, that we all know.

The historical situation to which such a policy responded was also very simple. It was this: Spain, a nation of over twenty million inhabitants, which was already from old dragging along a rather little normal political existence, has suffered during seven years a regime of absolute abnormality in the public Power, which has used means so abnormal that no one, thus, all of a sudden, will be able to recall their having ever been used, either within or outside Spain, either in this or in any other century. Which is very far from being a phrase. From my corner I remain stupefied before the fact that still no one versed in legal history has taken care to point out to the Spaniards, minutely and with exuberant proofs, this strict truth: that it is not impossible, but it is exceedingly difficult, speaking seriously and with all rigour, to find, in the whole extent of history, including savage peoples, a regime of public Power like that which our Dictatorship has in fact been. Only he who has a completely erroneous idea of what savage peoples are can ignore that the situation of public right in which we have lived is more savage still, and it is not only abnormal with respect to Spain and the twentieth century, but possesses the rank of an unprecedented abnormality in human history. There are those who believe they can controvert this merely by making note of the fact that the Dictatorship has not killed; but that, precisely that —to believe that Right reduces itself to not murdering— is an idea of Right inferior to that which savage peoples have been wont to have.

The Dictatorship has been an omnimodal and limitless power, which has not only operated without law or responsibility, without norm not merely established, but not even known, but has not confined itself to the orbit of the public; rather, it has penetrated the most private order brutally and foully. The climax of all this is that it has not contented itself with commanding at full and frenetic will, but has still had surplus room of power to insult lyrically persons and things, collective and individual. There is no point of Spanish life on which the Dictatorship has not set its ignoble executioner’s hand. That hand has made the doors of the Banks’ strongboxes fly open, and that same hand, in passing, has amused itself writing all manner of most foolish opinions, even on the literature of the Spanish poets. Of course this last is not of substantial importance, among other things because the poets cared nothing for the literary opinions of the dictators and their servants; but I cite it precisely as a climax, so that it may stand recorded and be remembered and symbolize the abracadabrant and unrivalled situation through which we have passed. I do not now intend to agitate opinion, but, on the contrary, to define and reason, which is my primary duty and office. For that reason I avoid recalling here, with its hair-raising particulars, the gravest acts of the Dictatorship. I want, very deliberately, to avoid the pathetic. Today I aspire to persuade and not to move. But I have had to evoke, with a minimum of evidence, what the Dictatorship was. Today it seems a tale. I needed to recall that it is not a tale, but that it was a fact…

And it is to that fact that the Regime responds with the Berenguer Government, whose policy means: let us calmly return to normality by the most normal means; let us act «as if» nothing radically new, nothing substantially abnormal, had happened here.

That, that is all that the Regime can offer, at this moment so difficult for all Europe, to the twenty million men already ill-used of old, after having vexed, trampled, debased and fleeced them for seven years. And, nevertheless, it pretends, undaunted, to continue at the head of the historical destinies of those Spaniards and of this Spain.

But that is not the worst. The worst is the motives for which it believes it can content itself with offering so insolent a fiction.

No, non è un refuso. È probabile che nei futuri libri di storia di Spagna si trovi un capitolo con lo stesso titolo di questo articolo. Il buon lettore, che è il cauto e vigile, avrà notato che in questa espressione il signor Berenguer non è il soggetto dell’errore, ma l’oggetto. Non si dice che l’errore sia di Berenguer, ma piuttosto il contrario —che Berenguer è dell’errore, che Berenguer è un errore. Sono altri, dunque, coloro che lo hanno commesso e lo commettono; altri, tutta una porzione di Spagna, sebbene, a mio giudizio, non molto grande. Perciò quell’errore trascende i limiti dell’equivoco individuale e resterà inscritto nella storia del nostro paese.

Questi paragrafi pretendono di disegnare, con il minor numero possibile di smancerie, in che cosa consista uno scivolone così importante, così storico.

Per questo dobbiamo procedere magnanimamente, accomodando l’apparato oculare all’essenziale e al copioso, ritraendo lo sguardo da ogni questione personale e di dettaglio. Perciò, io voglio supporre qui che né il presidente del Governo né alcuno dei suoi ministri abbiano commesso errore alcuno nella loro condotta concreta e particolare. Dopo tutto, questo non è molto lontano dalla pura verità. Quegli uomini non avranno fatto nessuna cosa positiva di grosso calibro; ma è giusto riconoscere che hanno eseguito poche indiscrezioni. Alcuni di essi hanno fatto di più. Il signor Tormo, per esempio, ha conseguito ciò che sembrava impossibile: che a queste date la situazione studentesca non si sia convertita in un conflitto grave. È molto meno facile di quanto la gente possa supporre che esista, rebus sic stantibus, e dentro il regime attuale, un’altra persona, qualunque essa sia, che avesse potuto ottenere cosa così inverosimile. Le cosiddette «destre» non gliene sono grate, perché la specie umana è troppo stupida per esser grata che qualcuno le eviti una malattia. Bisogna che la malattia arrivi, che il cittadino si contorca dal dolore e dall’angoscia; allora sente «generosamente» squisita gratitudine verso chi gli toglie la malattia che lo ha martirizzato. Ma così, a secco, senza martirio previo, l’uomo, soprattutto il felice uomo della «destra», è profondamente ingrato.

È probabile anche che l’opera del signor Wais per arrestare la rovina della moneta meriti un applauso speciale. Ma, senza che io lo metta in dubbio, non sono così sicuro come della precedente, perché capisco molto poco di materie economiche, e quel pochissimo che capisco mi fa dissentire dall’opinione generale, che concede tanta importanza al problema del nostro cambio. Credo che, per disgrazia, non sia la moneta a costituire il problema veramente grave, catastrofico e sostanziale dell’economia spagnola —si noti bene, della spagnola. Ma, ripeto, sono disposto a supporre il contrario, e che il signor Wais sia stato il Cid della peseta. Tanto meglio per la Spagna, e tanto meglio per ciò che sto per dire, poiché quanti meno errori avrà commesso questo Governo, tanto meglio si vedrà l’errore che esso è.

Un Governo è, innanzitutto, la politica che viene a rappresentare. Nel nostro caso si tratta di una politica semplicissima. È un monomio. Si riduce a un tema. Cento volte lo ha ripetuto il signor Berenguer. La politica di questo Governo consiste nel compiere la risoluzione adottata dalla Corona di tornare alla normalità con i mezzi normali. Sebbene la cosa sia chiara come «buon giorno!», conviene che il lettore ci faccia caso. Il fine della politica è la normalità. I suoi mezzi sono… i normali.

Io non ricordo di aver mai sentito parlare di una politica più semplice di questa. Questa volta, il Potere pubblico, il Regime, si è stancato di essere semplice.

Bene. Ma a quali fatti, a quale situazione della vita pubblica risponde il regime con una politica così semplice e unicellulare? Ah!, questo tutti lo sappiamo.

La situazione storica a cui tale politica rispondeva era anch’essa molto semplice. Era questa: la Spagna, una nazione di oltre venti milioni di abitanti, che veniva già da antico trascinando un’esistenza politica abbastanza poco normale, ha sofferto per sette anni un regime di assoluta anormalità nel Potere pubblico, il quale ha usato mezzi in tal modo anormali, che nessuno, così, di colpo, potrà ricordare che siano stati usati mai, né dentro né fuori di Spagna, né in questo né in qualunque altro secolo. Il che è ben lungi dall’essere una frase. Dal mio angolo continuo stupefatto dinanzi al fatto che ancora nessun esperto di storia giuridica si sia occupato di far notare agli spagnoli minuziosamente e con prove esuberanti questa stretta verità: che non è impossibile, ma sì sommamente difficile, parlando sul serio e con tutto il rigore, trovare, in tutto l’ambito della storia, inclusi i popoli selvaggi, un regime di Potere pubblico come quello che è stata di fatto la nostra Dittatura. Solo colui che ha un’idea completamente erronea di che cosa siano i popoli selvaggi può ignorare che la situazione di diritto pubblico in cui abbiamo vissuto è più selvaggia ancora, e non solo è anormale rispetto alla Spagna e al XX secolo, ma possiede il rango di un’insolita anormalità nella storia umana. V’è chi crede di poter controvertere questo non facendo altro che far constare il fatto che la Dittatura non ha ucciso; ma questo, precisamente questo —credere che il Diritto si riduca a non assassinare—, è un’idea del Diritto inferiore a quella che hanno solito avere i popoli selvaggi.

La Dittatura è stata un potere omnimodo e senza limiti, che non solo ha operato senza legge né responsabilità, senza norma non già stabilita, ma nemmeno conosciuta, ma non si è circoscritta all’orbita del pubblico, anzi, ha penetrato l’ordine privatissimo in modo brutale e sozzo. Colmo di tutto ciò è che non si è accontentata di comandare a pieno e frenetico arbitrio, ma le è ancora avanzato agio di potere per insultare liricamente persone e cose collettive e individuali. Non v’è punto della vita spagnola in cui la Dittatura non abbia posto la sua ignobile mano di carnefice. Quella mano ha fatto saltare le porte delle Casse delle Banche, e quella stessa mano, di passaggio, si è dilettata a scrivere ogni genere di opinioni stupidissime, persino sulla letteratura dei poeti spagnoli. Certo quest’ultima cosa non è di importanza sostantiva, tra l’altro perché i poeti se ne infischiavano delle opinioni letterarie dei dittatori e dei loro servi; ma la cito precisamente come un colmo perché consti e si ricordi e simboleggi l’abracadabrante e impareggiabile situazione per cui siamo passati. Io ora non pretendo di agitare l’opinione, ma, al contrario, di definire e ragionare, che è il mio primario dovere e mestiere. Perciò evito di ricordare qui, coi suoi raccapriccianti peli e segni, gli atti più gravi della Dittatura. Voglio, molto deliberatamente, evitare il patetico. Aspiro oggi a persuadere e non a commuovere. Ma ho dovuto evocare con un minimo di evidenza ciò che la Dittatura fu. Oggi sembra un racconto. Io avevo bisogno di ricordare che non è un racconto, ma che fu un fatto…

E che a quel fatto risponde il Regime con il Governo Berenguer, la cui politica significa: torniamo tranquillamente alla normalità con i mezzi più normali; facciamo «come se» qui non fosse successo nulla di radicalmente nuovo, di sostanzialmente anormale.

Questo, questo è tutto ciò che il Regime può offrire, in questo momento tanto difficile per l’Europa intera, ai venti milioni di uomini già maltrattati da antico, dopo averli vessati, calpestati, avviliti e spremuti per sette anni. E, nondimeno, pretende, impavido, di continuare alla testa dei destini storici di questi spagnoli e di questa Spagna.

Ma non è questo il peggio. Il peggio sono i motivi per cui crede di potersi accontentare di offrire finzione così insolente.

El Estado tradicional, es decir, la Monarquía, se ha ido formando un surtido de ideas sobre el modo de ser de los españoles. Piensa, por ejemplo, que moralmente pertenecen a la familia de los óvidos, que en política son gente mansurrona y lanar, que lo aguantan y lo sufren todo sin rechistar, que no tienen sentido de los deberes civiles, que son informales, que a las cuestiones de derecho y, en general, públicas, presentan una epidermis córnea. Como mi única misión en esta vida es decir lo que creo verdad —y, por supuesto, desdecirme tan pronto como alguien me demuestre que padecía equivocación—, no puedo ocultar que esas ideas sociológicas sobre el español tenidas por su Estado son, en dosis considerable, ciertas. Bien está, pues, que la Monarquía piense eso, que lo sepa y cuente con ello; pero es intolerable que se prevalga de ello. Cuanta mayor verdad sean, razón de más para que la Monarquía, responsable ante el Altísimo de nuestros últimos destinos históricos, se hubiese extenuado, hora por hora, en corregir tales defectos, excitando la vitalidad política del español, haciéndole hiperestésico para el Derecho y la dignidad civil, persiguiendo cuanto fomentase su modorra moral y su propensión lanuda. No obstante, ha hecho todo lo contrario. Desde Sagunto, la Monarquía no ha hecho más que especular sobre los vicios españoles, y su política ha consistido en aprovecharlos para su exclusiva comodidad. La frase que en los edificios del Estado español se ha repetido más veces es ésta: «¡En España no pasa nada!» La cosa es repugnante, repugnante como para vomitar entera la historia española de los últimos sesenta años; pero nadie honradamente podrá negar que la frecuencia de esa frase es un hecho.

He aquí los motivos por los cuales el Régimen ha creído posible también en esta ocasión superlativa responder, no más, que decretando esta ficción: aquí no ha pasado nada. Esta ficción es el Gobierno Berenguer.

Pero esta vez se ha equivocado. Se trataba de dar largas. Se contaba con que pocos meses de gobierno emoliente bastarían para hacer olvidar a la amnesia celtíbera los siete años de Dictadura. Por otra parte, del anuncio de elecciones se esperaba mucho. Entre las ideas sociológicas, nada equivocadas, que sobre España posee el régimen actual, está ésa de que los españoles se compran con actas. Por eso ha usado siempre los comicios —función suprema y como sacramental de la convivencia civil— con instintos simoníacos. Desde que mi generación asiste a la vida pública no ha visto en el Estado otro comportamiento que esa especulación sobre los vicios nacionales. Ese comportamiento se llama en latín y en buen castellano: indecencia, indecoro. El Estado, en vez de ser inexorable educador de nuestra raza desmoralizada, no ha hecho más que arrellanarse en la indecencia nacional.

Pero esta vez se ha equivocado. Éste es el error Berenguer. Al cabo de diez meses, la opinión pública está menos resuelta que nunca a olvidar la gran viltà que fue la Dictadura. El Régimen sigue solitario, acordonado, como leproso en lazareto. No hay un hombre hábil que quiera acercarse a él; actas, carteras, promesas —las cuentas de vidrio perpetuas—, no han servido esta vez de nada. Al contrario: esa última ficción colma el vaso. La reacción indignada de España empieza ahora, precisamente ahora, y no hace diez meses. España se toma siempre tiempo, el suyo.

Y no vale oponer a lo dicho que el advenimiento de la Dictadura fue inevitable, y, en consecuencia, irresponsable. No discutamos ahora las causas de la Dictadura. Ya hablaremos de ellas otro día, porque, en verdad, está aún hoy el asunto aproximadamente intacto. Para el razonamiento presentado antes, la cuestión es indiferente. Supongamos un instante que el advenimiento de la Dictadura fue inevitable. Pero esto, ni que decir tiene, no vela lo más mínimo el hecho de que sus actos después de advenir fueron una creciente y monumental iniuria, un crimen de lesa Patria, de lesa Historia, de lesa dignidad pública y privada. Por tanto, si el Régimen la aceptó obligado, razón de más para que al terminar se hubiese, con leal entereza, con natural efusión, abrazado al pueblo y le hubiese dicho: hemos padecido una incalculable desdicha. La normalidad que constituía la unión civil de los españoles se ha roto. La continuidad de la historia legal se ha quebrado. No existe el Estado español. ¡Españoles: reconstruid vuestro Estado!

Pero no ha hecho esto, que era lo congruente con la desastrosa situación, sino todo lo contrario. Quiere una vez más salir del paso, como si los veinte millones de españoles estuviésemos ahí para que él saliese del paso. Busca alguien que se encargue de la ficción, que realice la política del «aquí no ha pasado nada». Encuentra sólo un general amnistiado.

Éste es el error Berenguer, de que la historia hablará.

Y como es irremediablemente un error, somos nosotros, y no el Régimen mismo; nosotros, gente de la calle, de tres al cuarto y nada revolucionarios, quienes tenemos que decir a nuestros conciudadanos: ¡Españoles, vuestro Estado no existe! ¡Reconstruidlo!

The traditional State, that is to say the Monarchy, has been forming an assortment of ideas about the way of being of the Spaniards. It thinks, for example, that morally they belong to the family of the ovidae, that in politics they are meek and woolly people, that they put up with and suffer everything without a murmur, that they have no sense of civic duties, that they are informal, that to questions of right and, in general, public questions, they present a horny epidermis. As my only mission in this life is to say what I believe to be true —and, of course, to unsay it as soon as someone proves to me that I suffered from error— I cannot conceal that those sociological ideas about the Spaniard held by his State are, in considerable dose, true. Well then, let the Monarchy think that, let it know it and count on it; but it is intolerable that it avail itself of it. The more true they are, the more reason for the Monarchy, responsible before the Most High for our ultimate historical destinies, to have exhausted itself, hour by hour, in correcting such defects, exciting the political vitality of the Spaniard, making him hyperaesthetic for Right and civil dignity, persecuting whatever fostered his moral torpor and his woolly propensity. Nevertheless, it has done exactly the contrary. Since Sagunto, the Monarchy has done nothing but speculate on the Spanish vices, and its policy has consisted in exploiting them for its exclusive convenience. The phrase that has been repeated most often in the buildings of the Spanish State is this: «In Spain nothing happens!» The thing is repugnant, repugnant enough to make one vomit the whole Spanish history of the last sixty years; but no one honestly will be able to deny that the frequency of that phrase is a fact.

Here are the motives for which the Regime has believed it possible, even on this superlative occasion, to respond with nothing more than decreeing this fiction: nothing has happened here. This fiction is the Berenguer Government.

But this time it has erred. The object was to temporize. It was counted on that a few months of emollient government would suffice to make the Celtiberian amnesia forget the seven years of Dictatorship. On the other hand, much was expected from the announcement of elections. Among the sociological ideas, by no means erroneous, that the present regime possesses about Spain, is that one that the Spaniards are bought with election returns. That is why it has always used the elections —supreme and, as it were, sacramental function of civil coexistence— with simoniacal instincts. Since my generation has been present at public life it has seen in the State no other behaviour than that speculation on the national vices. That behaviour is called in Latin and in good Castilian: indecency, indecorum. The State, instead of being the inexorable educator of our demoralized race, has done nothing but settle itself comfortably in national indecency.

But this time it has erred. This is the Berenguer error. At the end of ten months, public opinion is less resolved than ever to forget the great viltà that the Dictatorship was. The Regime continues solitary, cordoned off, like a leper in a lazaretto. There is not a skilful man who wishes to approach it; returns, portfolios, promises —the eternal glass beads— have served nothing this time. On the contrary: that last fiction fills the cup. The indignant reaction of Spain begins now, precisely now, and not ten months ago. Spain always takes time, its own.

And it is no use opposing to what has been said that the advent of the Dictatorship was inevitable, and, consequently, irresponsible. Let us not now discuss the causes of the Dictatorship. We shall speak of them another day, because, in truth, the matter is still today approximately intact. For the reasoning presented before, the question is indifferent. Let us suppose for an instant that the advent of the Dictatorship was inevitable. But this, it goes without saying, does not in the least veil the fact that its acts after its advent were a growing and monumental iniuria, a crime of lesa Patria, of lesa Historia, of lesa public and private dignity. Therefore, if the Regime accepted it under obligation, all the more reason that at the end it should have embraced the people with loyal integrity, with natural effusion, and said to it: we have suffered an incalculable misfortune. The normality that constituted the civil union of the Spaniards has been broken. The continuity of legal history has been shattered. The Spanish State does not exist. Spaniards: rebuild your State!

But it has not done this, which was the congruent thing with the disastrous situation, but exactly the contrary. It wants once more to slip out of it, as if we twenty million Spaniards were there for it to slip out of it. It seeks someone who will take charge of the fiction, who will carry out the policy of «nothing has happened here». It finds only an amnestied general.

This is the Berenguer error, of which history will speak.

And since it is irremediably an error, it is we, and not the Regime itself; we, people of the street, third-rate and nothing revolutionary, who have to say to our fellow-citizens: Spaniards, your State does not exist! Rebuild it!

Lo Stato tradizionale, cioè la Monarchia, si è venuto formando un assortimento di idee sul modo d’essere degli spagnoli. Pensa, per esempio, che moralmente appartengano alla famiglia degli ovidi, che in politica siano gente mansueta e lanuta, che sopportino e soffrano tutto senza fiatare, che non abbiano senso dei doveri civili, che siano informali, che alle questioni di diritto e, in generale, pubbliche, presentino un’epidermide cornea. Poiché la mia unica missione in questa vita è dire ciò che credo vero —e, naturalmente, smentirmi appena qualcuno mi dimostri che soffrivo di errore—, non posso nascondere che quelle idee sociologiche sullo spagnolo tenute dal suo Stato sono, in dose considerevole, vere. Sta bene, dunque, che la Monarchia pensi questo, che lo sappia e ci conti; ma è intollerabile che se ne prevalga. Quanta più verità esse contengono, tanta più ragione perché la Monarchia, responsabile dinanzi all’Altissimo dei nostri ultimi destini storici, si fosse estenuata, ora per ora, nel correggere tali difetti, eccitando la vitalità politica dello spagnolo, rendendolo iperestesico per il Diritto e la dignità civile, perseguitando tutto ciò che fomentasse la sua modorra morale e la sua propensione lanuta. Nondimeno, ha fatto tutto il contrario. Da Sagunto, la Monarchia non ha fatto altro che speculare sui vizi spagnoli, e la sua politica è consistita nell’approfittarne per la sua esclusiva comodità. La frase che negli edifici dello Stato spagnolo si è ripetuta più volte è questa: «In Spagna non succede niente!» La cosa è ripugnante, ripugnante fino a vomitare l’intera storia spagnola degli ultimi sessant’anni; ma nessuno onestamente potrà negare che la frequenza di quella frase sia un fatto.

Ecco i motivi per i quali il Regime ha creduto possibile anche in questa occasione superlativa rispondere, non più che, decretando questa finzione: qui non è successo niente. Questa finzione è il Governo Berenguer.

Ma questa volta si è sbagliato. Si trattava di tirare in lungo. Si contava che pochi mesi di governo emolliente bastassero a far dimenticare all’amnesia celtiberica i sette anni di Dittatura. D’altra parte, dall’annuncio di elezioni ci si aspettava molto. Tra le idee sociologiche, per nulla sbagliate, che sul conto della Spagna possiede il regime attuale, c’è quella che gli spagnoli si comprano con le atti elettorali. Perciò ha usato sempre i comizi —funzione suprema e quasi sacramentale della convivenza civile— con istinti simoniaci. Da quando la mia generazione assiste alla vita pubblica non ha visto nello Stato altro comportamento che questa speculazione sui vizi nazionali. Questo comportamento si chiama in latino e in buon castigliano: indecenza, indecoro. Lo Stato, invece di essere inesorabile educatore della nostra razza demoralizzata, non ha fatto altro che accomodarsi nell’indecenza nazionale.

Ma questa volta si è sbagliato. Questo è l’errore Berenguer. Al termine di dieci mesi, l’opinione pubblica è meno decisa che mai a dimenticare la grande viltà che fu la Dittatura. Il Regime continua solitario, accerchiato, come lebbroso in lazzaretto. Non v’è un uomo abile che voglia avvicinarglisi; atti, portafogli, promesse —le perle di vetro perpetue—, non sono serviti questa volta a nulla. Al contrario: quell’ultima finzione colma il vaso. La reazione indignata della Spagna comincia ora, precisamente ora, e non dieci mesi fa. La Spagna si prende sempre il suo tempo, il suo.

E non vale opporre a quanto detto che l’avvento della Dittatura fu inevitabile e, in conseguenza, irresponsabile. Non discutiamo ora le cause della Dittatura. Ne parleremo un altro giorno, perché, in verità, la questione è ancora oggi approssimativamente intatta. Per il ragionamento presentato prima, la questione è indifferente. Supponiamo un istante che l’avvento della Dittatura sia stato inevitabile. Ma questo, inutile dirlo, non vela minimamente il fatto che i suoi atti dopo l’avvento furono una crescente e monumentale iniuria, un crimine di lesa Patria, di lesa Storia, di lesa dignità pubblica e privata. Perciò, se il Regime l’accolse obbligato, ragione di più perché alla fine si fosse, con leale fermezza, con naturale effusione, abbracciato al popolo e gli avesse detto: abbiamo patito un’incalcolabile sventura. La normalità che costituiva l’unione civile degli spagnoli si è rotta. La continuità della storia legale si è spezzata. Non esiste lo Stato spagnolo. Spagnoli: ricostruite il vostro Stato!

Ma non ha fatto questo, che era il congruente con la disastrosa situazione, ma tutto il contrario. Vuole una volta di più cavarsela, come se i venti milioni di spagnoli fossimo lì perché lui se la cavasse. Cerca qualcuno che si incarichi della finzione, che realizzi la politica del «qui non è successo niente». Trova soltanto un generale amnistiato.

Questo è l’errore Berenguer, del quale la storia parlerà.

E poiché è irrimediabilmente un errore, siamo noi, e non il Regime stesso; noi, gente di strada, di poco conto e per nulla rivoluzionari, che dobbiamo dire ai nostri concittadini: Spagnoli, il vostro Stato non esiste! Ricostruitelo!
