Abstract
It faults the Republican government for not showing from the first that the new democracy is not individualist, a matter of the crowd in the square, but a severe democracy of the State. Enthusiasm for the majesty of the State is the substance of the history to come: the task is no longer, as in 1848, to loose individuals, but to reorganise society’s deepest tissues, which demands direction and highly technical discipline.

Este ejemplo caricaturesco acusa de sobra el error fundamental cometido por el Gobierno. Mi adhesión a él es harto conocida para que no pueda permitirme el lujo de declarar sus errores. Desde el primer instante debió el Gobierno hacer notar en cada uno de sus actos, palabras y gestos, su conciencia clara y resuelta de que la nueva democracia no es una democracia individualista, de pueblo en la plazuela, sino una severa, acerada democracia de Estado.
No se diga, pues, un día, que no fue a tiempo hecha la advertencia. El Estado es la idea que importa más a las nuevas generaciones. Este entusiasmo por el Estado, por la majestad del Estado, tiene, como todo en el universo, sus posibles excesos y peligros. Pero me parece indiscutible —no obstante, estoy a la disposición de los que quieran discutirlo— que lo esencial de ese estatismo es la sustancia misma de la historia que viene. Conste, pues: una democracia que no sepa colocar la seriedad y la inexorabilidad del Estado por encima de cualesquiera insolencias particulares, será arrollada por la juventud. Por esto, sin que yo pretenda rozar lo más mínimo el albedrío de los ministros, preferiría no verles jugar a la democracia petite-bourgeoise de la camaradería, del «ir al café» y demás cosas «románticas» extemporáneas, tan extemporáneas que para hacerlas bien hay que hacerlas con capa —de 1840.
Se trata de instaurar un Estado de todos y «porque» de todos, formidable. ¡Servicio al Estado!, es la palabra que siente más en lo hondo el tiempo nuevo. La democracia tiene que perder el aspecto polvoriento de turbas, que van y vienen indecisas como trozos descoyuntados de un rebaño empavorecido. Ha de tener la limpieza, la exactitud y el rigor de un taller racionalizado, de una clínica perfecta, de un laboratorio en forma. Y es ineludible que el nuevo Estado sea así, precisamente porque las transformaciones políticas y sociales a que es preciso dar cima son tan enormes —en España y fuera de España— que sin ese funcionamiento preciso serían por completo imposibles.
Ahora no se trata, como en 1848, de conquistar o reconquistar los derechos individuales, sino de organizar en nueva anatomía el cuerpo inmenso de la sociedad, de reformar sus tejidos celulares más profundos, por ejemplo, el económico. La operación antigua se reducía a soltar los individuos, faena dramática, pero nada difícil, para la cual bastó con las barricadas. La nueva empresa, en cambio, exige una dirección y una disciplina de alto tecnicismo. No hay escape, amigos; hemos llegado al álgebra superior de la democracia.
This caricatural example betrays all too plainly the fundamental error committed by the Government. My adherence to it is too well known for me not to be able to afford the luxury of declaring its errors. From the first instant the Government ought to have made noticeable in each of its acts, words and gestures its clear and resolute consciousness that the new democracy is not an individualist democracy, of the people in the little square, but a severe, steely democracy of the State.
Let it not be said, then, one day, that the warning was not made in time. The State is the idea that matters most to the new generations. This enthusiasm for the State, for the majesty of the State, has, like everything in the universe, its possible excesses and dangers. But it seems to me indisputable —nevertheless, I am at the disposal of those who wish to discuss it— that the essential of that statism is the very substance of the coming history. Let it be recorded, then: a democracy that does not know how to place the seriousness and the inexorability of the State above any particular insolences whatever will be swept away by the youth. For this reason, without my intending to touch in the least the discretion of the ministers, I should prefer not to see them play at the petite-bourgeoise democracy of camaraderie, of «going to the café» and other extemporaneous «romantic» things, so extemporaneous that to do them well one must do them with a cape —of 1840.
It is a matter of instituting a State of all and «because» of all, formidable. Service to the State!, is the word that the new time feels most deeply. Democracy must lose the dusty aspect of mobs, which go and come indecisive like disjointed fragments of a terrified flock. It must have the cleanliness, the exactness and the rigour of a rationalized workshop, of a perfect clinic, of a laboratory in order. And it is unavoidable that the new State be thus, precisely because the political and social transformations that must be carried through are so enormous —in Spain and outside Spain— that without that precise functioning they would be completely impossible.
Now it is not a matter, as in 1848, of conquering or reconquering individual rights, but of organizing in a new anatomy the immense body of society, of reforming its deepest cellular tissues, for example the economic one. The old operation reduced itself to unleashing the individuals, a dramatic labour, but by no means difficult, for which the barricades sufficed. The new enterprise, on the contrary, demands a direction and a discipline of high technicality. There is no escape, friends; we have arrived at the higher algebra of democracy.
Questo esempio caricaturale accusa fin troppo l’errore fondamentale commesso dal Governo. La mia adesione ad esso è fin troppo nota perché io non possa permettermi il lusso di dichiararne gli errori. Dal primo istante il Governo avrebbe dovuto far notare in ciascuno dei suoi atti, parole e gesti, la sua coscienza chiara e risoluta che la nuova democrazia non è una democrazia individualista, di popolo in piazzetta, ma una severa, acciaiosa democrazia di Stato.
Non si dica, dunque, un giorno, che l’avvertimento non fu fatto in tempo. Lo Stato è l’idea che importa di più alle nuove generazioni. Questo entusiasmo per lo Stato, per la maestà dello Stato, ha, come tutto nell’universo, i suoi possibili eccessi e pericoli. Ma mi sembra indiscutibile —nondimeno, sono a disposizione di coloro che vogliano discuterlo— che l’essenziale di questo statalismo sia la sostanza stessa della storia che viene. Conste, pertanto: una democrazia che non sappia collocare la serietà e l’inesorabilità dello Stato al di sopra di qualunque insolenza particolare, sarà travolta dalla gioventù. Per questo, senza che io pretenda di sfiorare minimamente l’arbitrio dei ministri, preferirei non vederli giocare alla democrazia petite-bourgeoise della cameraderia, dell’«andare al caffè» e altre cose «romantiche» intempestive, tanto intempestive che per farle bene bisogna farle con la cappa —del 1840.
Si tratta di instaurare uno Stato di tutti e «perché» di tutti, formidabile. Servizio allo Stato!, è la parola che sente più nel profondo il tempo nuovo. La democrazia deve perdere l’aspetto polveroso di turbe, che vanno e vengono indecise come pezzi disarticolati di un gregge impaurito. Deve avere la pulizia, l’esattezza e il rigore di un’officina razionalizzata, di una clinica perfetta, di un laboratorio in regola. Ed è ineludibile che il nuovo Stato sia così, precisamente perché le trasformazioni politiche e sociali a cui bisogna dar compimento sono tanto enormi —in Spagna e fuori di Spagna— che senza quel funzionamento preciso sarebbero del tutto impossibili.
Ora non si tratta, come nel 1848, di conquistare o riconquistare i diritti individuali, ma di organizzare in nuova anatomia il corpo immenso della società, di riformare i suoi tessuti cellulari più profondi, per esempio l’economico. L’antica operazione si riduceva a sciogliere gli individui, impresa drammatica, ma per nulla difficile, per la quale bastarono le barricate. La nuova impresa, invece, esige una direzione e una disciplina di alto tecnicismo. Non c’è scampo, amici; siamo giunti all’algebra superiore della democrazia.
