El Gobierno del señor Dato se fue porque creía que se debía anteponer la discusión de las reformas militares a la discusión de los presupuestos y proyectos económicos. De esta suerte, dos partidos cuya discrepancia versa sobre la urgencia mayor de este o del otro tema legislativo, consideran, por lo visto, resuelto su conflicto cuando de hecho ponen todo en demora.
Sucesos como éste producen en uno cierto optimismo personal. Porque semejante falta de seriedad, de elemental seriedad política, no es cosa nueva. Todo lo contrario: es lo que hemos presenciado cien veces, es casi lo único que hemos presenciado desde que atendemos a la vida pública de nuestro país. Había, pues, motivos sobrados para que se nos hubiera encallecido la sensibilidad.
Y, sin embargo, cuando el fenómeno se presenta una vez más, algo dentro de nosotros se subvierte, algo se contorsiona con gesto entreverado de asco y de aburrimiento, de enojo y de bostezo. Y así, mientras España padece las irremediables consecuencias, nuestro egoísmo individual puede con satisfacción, medianamente estúpida, decirse: «al menos no ha criado uno callo todavía».
Pero se me advertirá que todo cambio de partido al frente del Estado supone el cambio de las Cortes, y éste abre un paréntesis forzoso entre las vigentes y las futuras: así lo exige el régimen. A esto podía contestarse de muchas maneras y, por lo pronto, de ésta: ¡tanto peor para el régimen!
Mas no hablemos ahora del régimen ni se intente cubrir con los defectos del régimen la frivolidad superlativa de las personas. No de las necesidades de aquél, sino de las capacidades de éstas, es expresión la declaración ministerial, texto único sobre que a estas horas podría ejercerse el comentario. Este documento carece de aquella mínima dignidad y compostura literarias que son síntoma de una mente sana y atenta. Podía llamársele la ridícula balada del «cuanto afecta». Tal es que ni discusión, exégesis ni reparos acepta. No hay otro modo de combatirlo y condenarlo, que copiarlo.
Helo aquí, dejando a un lado la introducción ornamental sobre la neutralidad:
«El Gobierno tiene plena conciencia de la importancia y apremio de los problemas planteados ante el Parlamento.
»Los recogerá y hará objeto de su solicitud, procurando darles solución en el plazo más breve posible.
»No olvida ni rechaza el ofrecimiento que le fue hecho del concurso de la actual mayoría para hacer frente a alguno de ellos; sobre este punto meditará antes de resolver; si la resolución fuera no utilizar dicho concurso, las nuevas Cortes serían convocadas oportunamente.
»Entre los problemas planteados figura con extrema importancia cuanto afecta a la reorganización militar. El Gobierno ha de hacer objeto de su labor, con solicitud y apremio proporcionados a cuanto afecta a la defensa patria, este asunto, y espera darle cima tan satisfactoriamente como desea y merece el pueblo español.
»De singular urgencia es cuanto afecta a la economía nacional y a la situación financiera. La crisis de las subsistencias y del trabajo; las facilidades y estímulos a la exportación, y la organización amplia, expedita y rápida del crédito, son los tres capitales aspectos de este problema, planteado con carácter inaplazable por la realidad misma y por los influjos de la guerra.
»Estos tres asuntos se han de anteponer por el momento a cuanto pudiera figurar en otro más amplio programa de Gobierno, que el actual no ha de exponer en este momento para ganar en precisión de obras lo que pierda en amplitud de ofrecimientos.
»Claro está que mantiene en pie todos aquellos compromisos que en diversas ocasiones ha contraído con la opinión pública, estimando que no es del actual instante reproducirlos, por la indudable preferencia que exigen los problemas económicos y los que afectan a la situación financiera del Estado.
»Ocioso es manifestar que el actual Gobierno de Su Majestad, en cuanto afecta al orden propiamente político y asuntos conexos con esta materia, ha de poner de relieve vigorosamente el carácter que a su significado, que a su carácter y tradición corresponden, esto es, clara y firmemente liberal».
De esta lectura lamentable sacamos siquiera una idea clara, profunda y salvadora: «las nuevas Cortes serán convocadas oportunamente».
Cuando un partido que llega al poder para subsanar la inercia de otro gobierno después de un año largo de guerra europea, no tiene más que decir en el momento solemne de poner la mano sobre el timón ¿cómo podrá ser recibido con esperanza?
Y todavía debemos quedar agradecidos a los autores de este trozo escogido por declarar al menos que «el pueblo español merece que se resuelvan satisfactoriamente sus asuntos». ¡Oh, gracias sean dadas a esos espíritus delicados y misericordiosos!
Se ha alabado, no obstante, la composición del ministerio como se alaba un menú bien dispuesto. ¿Hay razón para ello? Yo no me reconozco el menor derecho a andar calibrando los valores morales e intelectuales de las personas que componen el Gobierno. Sólo me reservo la opción de hacerlo con sus palabras o actos concretos y notorios. Afortunadamente, esas alabanzas a que me refiero nos dan justipreciados los méritos del Gabinete.
¿Por qué se le loa? Porque en él figuran dos hombres —Urzaiz y Villanueva— que han logrado crearse un ámbito de respeto y autoridad. Vaya a ellos sinceramente nuestro homenaje. Pero nótense los efectos de ese encomio para el resto del gobierno.
Resulta que el partido liberal, para entrar con buen pie en la opinión pública, necesita del crédito personal de dos hombres, uno de los cuales —el señor Urzaiz—, más que pertenecer al partido es en él un egregio transeúnte. Y esto, que con razón ha merecido veinticuatro horas de aplausos, anuncia, en rigor, veinticuatro meses de desventuras para la agrupación liberal y para la sociedad española.
Porque, hablemos medio en serio: el señor Villanueva permanecerá en el ministerio de Estado unas semanas y luego irá a la Presidencia del Congreso. Y el señor Urzaiz no podrá durar en el de Hacienda, porque un hombre no puede realizar una política solitariamente, sin un partido tras él, que con él tenga una solidaridad largamente preparada y ardientemente sentida. Ahora bien, las maneras del señor Urzaiz, francas y aun turbulentas, hostiles a todo compromiso y rodeo, son de antiguo incompatibles con el sistema nervioso del partido liberal. De modo que, en realidad, los señores Urzaiz y Villanueva, sólo han prestado su garantía personal a este gobierno, como el torero rico presta al pobre su capote de lentejuelas: para hacer el paseo.
Como esto no se le ha ocultado a nadie, envuelven las alabanzas al Gobierno dirigidas una ironía cruel. Nada nos sería tan grato como equivocarnos de medio a medio y ser sorprendidos dentro de tres, de seis meses con que los jefes del partido liberal y este mismo eran capaces de ejercitar gobernación fecunda. Pero ¿quién lo cree, quién lo espera?
No pienso yo que sea necesario al genio político tener cinco pies y dos pulgadas de altura porque en esa talla coincidieron Alejandro, Augusto y Napoleón. Cualquiera que sea el tamaño y aun la catadura pueden hacer bien a su país todos los hombres que posean una cierta fortuna de autoridad moral. Mas exentos de ésta no pueden hacer sino daño, cuantas fueren sus privadas virtudes.
Y ese género de autoridad falta tanto en el organismo liberal que no ya la defensa del territorio español, no ya un grave plan de Hacienda, no ya un motín de los suburbios —no, el simple nombramiento de altos cargos se convierte en un conflicto y una catástrofe. Las cuadernas del partido crujen, la obra muerta retiembla, el gobernalle se hace astillas, el capitán enferma— como si un vendaval histórico hiciese periclitar la humilde navecilla.

In this manner, two parties whose discrepancy turns on the greater urgency of this or that other legislative theme consider, apparently, their conflict resolved when in fact they put everything in delay.
Occurrences like this produce in one a certain personal optimism. Because such lack of seriousness, of elementary political seriousness, is not a new thing. Quite the contrary: it is what we have witnessed a hundred times, it is almost the only thing we have witnessed since we attend to the public life of our country. There were, then, abundant motives for our sensibility to have grown calloused.
And, nevertheless, when the phenomenon presents itself once more, something within us is subverted, something contorts itself with a gesture mingled of disgust and boredom, of vexation and yawn. And thus, while Spain suffers the irremediable consequences, our individual egoism can say to itself with satisfaction, moderately stupid: «at least one has not yet grown a callus».
But I shall be warned that every change of party at the head of the State supposes the change of the Cortes, and this opens a forced parenthesis between the present ones and the future ones: so the regime demands it. To this one could answer in many ways and, for the moment, in this one: so much the worse for the regime!
But let us not speak now of the regime nor let it be attempted to cover with the defects of the regime the superlative frivolity of the persons. Not of the needs of the former, but of the capacities of the latter, is the ministerial declaration an expression, the only text on which at this hour the commentary could be exercised. This document lacks that minimum literary dignity and composure which are a symptom of a sane and attentive mind. It could be called the ridiculous ballad of the «all that concerns». So much so that it accepts neither discussion, nor exegesis, nor objections. There is no other way of combating and condemning it than copying it.
Here it is, leaving aside the ornamental introduction on neutrality:
«The Government has full consciousness of the importance and urgency of the problems placed before Parliament.
»It will gather them and make them the object of its solicitude, seeking to give them solution in the shortest possible term.
»It neither forgets nor rejects the offer that was made to it of the co-operation of the present majority to face some of them; on this point it will meditate before resolving; if the resolution were not to use said co-operation, the new Cortes would be summoned opportunely.
»Among the problems placed figures with extreme importance all that concerns the military reorganization. The Government must make the object of its labour, with solicitude and urgency proportionate to all that concerns the defence of the fatherland, this matter, and hopes to bring it to a summit as satisfactorily as the Spanish people desires and deserves.
»Of singular urgency is all that concerns the national economy and the financial situation. The crisis of the food supply and of labour; the facilities and stimuli to exportation, and the ample, expeditious and rapid organization of credit, are the three capital aspects of this problem, placed with unpostponable character by reality itself and by the influences of the war.
»These three matters are to be put for the moment before whatever might figure in another wider programme of Government, which the present one does not have to set out at this moment in order to gain in precision of works what it loses in amplitude of offers.
»Of course it keeps standing all those commitments that on diverse occasions it has contracted with public opinion, esteeming that it is not of the present moment to reproduce them, because of the undoubted preference that the economic problems and those that concern the financial situation of the State demand.
»It is idle to state that the present Government of His Majesty, in all that concerns the properly political order and matters connected with this matter, has to bring vigorously into relief the character that corresponds to its significance, to its character and tradition, that is, clearly and firmly liberal».
From this lamentable reading we draw at least one clear, profound and saving idea: «the new Cortes will be summoned opportunely».
When a party that arrives at power to redress the inertia of another government after more than a year of European war has nothing more to say at the solemn moment of putting the hand on the helm, how can it be received with hope?
And we must still remain grateful to the authors of this chosen passage for declaring at least that «the Spanish people deserves that its affairs be satisfactorily resolved». Oh, thanks be given to those delicate and merciful spirits!
The composition of the ministry has been praised, nevertheless, as a well-arranged menu is praised. Is there reason for it? I do not recognize in myself the least right to go calibrating the moral and intellectual values of the persons who compose the Government. I only reserve the option of doing so with their concrete and notorious words or acts. Fortunately, those praises to which I refer give us the merits of the Cabinet rightly priced.
Why is it praised? Because in it figure two men —Urzaiz and Villanueva— who have managed to create for themselves a sphere of respect and authority. Let our homage go sincerely to them. But let the effects of that eulogy for the rest of the government be noted.
It turns out that the liberal party, to enter with a good foot into public opinion, needs the personal credit of two men, one of whom —Señor Urzaiz—, more than belonging to the party, is in it an eminent passer-by. And this, which with reason has merited twenty-four hours of applause, announces, strictly, twenty-four months of misfortunes for the liberal group and for Spanish society.
Because, let us speak half in earnest: Señor Villanueva will remain in the ministry of State a few weeks and then will go to the Presidency of the Congress. And Señor Urzaiz will not be able to last in that of the Treasury, because a man cannot carry out a policy solitarily, without a party behind him, that has with him a solidarity long prepared and ardently felt. Now, Señor Urzaiz’s manners, frank and even turbulent, hostile to all compromise and circumlocution, are from old incompatible with the nervous system of the liberal party. So that, in reality, Señores Urzaiz and Villanueva have only lent their personal guarantee to this government, as the rich bullfighter lends to the poor one his sequined cape: to make the paseo.
Since this has not been hidden from anyone, the praises directed at the Government wrap a cruel irony. Nothing would be as gratifying to us as to be wrong through and through and to be surprised within three, within six months by the fact that the heads of the liberal party and this same one were capable of exercising fecund governance. But who believes it, who hopes it?
I do not think that it is necessary for political genius to have five feet and two inches of height because in that stature Alexander, Augustus and Napoleon coincided. Whatever the size and even the bearing, all men who possess a certain fortune of moral authority can do good to their country. But exempt from this they can do nothing but harm, however many their private virtues.
And that kind of authority is so lacking in the liberal organism that not the defence of the Spanish territory, not a grave plan of the Treasury, not a riot of the suburbs —no, the simple appointment of high posts becomes a conflict and a catastrophe. The ribs of the party creak, the dead work quivers, the rudder splinters, the captain falls ill —as if a historical gale made the humble little ship founder.

In questa guisa, due partiti la cui discrepanza verte sull’urgenza maggiore di questo o quell’altro tema legislativo, considerano, a quanto pare, risolto il loro conflitto quando di fatto mettono tutto in dilazione.
Successi come questo producono in uno un certo ottimismo personale. Perché siffatta mancanza di serietà, di elementare serietà politica, non è cosa nuova. Tutto il contrario: è ciò che abbiamo presenziato cento volte, è quasi l’unica cosa che abbiamo presenziato da quando attendiamo alla vita pubblica del nostro paese. C’erano, dunque, motivi sovrabbondanti perché la sensibilità ci si fosse incallita.
E, nondimeno, quando il fenomeno si presenta un’altra volta, qualcosa dentro di noi si sovverte, qualcosa si contorce con un gesto intriso di schifo e di noia, di fastidio e di sbadiglio. E così, mentre la Spagna patisce le irrimediabili conseguenze, il nostro egoismo individuale può dirsi con soddisfazione, mediocremente stupida: «almeno uno non si è ancora fatto un callo».
Ma mi si avvertirà che ogni cambio di partito alla testa dello Stato suppone il cambio delle Cortes, e questo apre una parentesi forzosa tra le vigenti e le future: così lo esige il regime. A questo si potrebbe rispondere in molte maniere e, per il momento, in questa: tanto peggio per il regime!
Ma non parliamo ora del regime né si tenti di coprire con i difetti del regime la frivolità superlativa delle persone. Non delle necessità di quello, ma delle capacità di queste, è espressione la dichiarazione ministeriale, testo unico su cui a queste ore potrebbe esercitarsi il commento. Questo documento manca di quella minima dignità e compostezza letterarie che sono sintomo di una mente sana e attenta. Potrebbe chiamarsi la ridicola ballata del «quanto concerne». Tale è che non accetta né discussione, né esegesi, né rilievi. Non c’è altro modo di combatterlo e condannarlo che copiarlo.
Eccolo qui, lasciando da parte l’introduzione ornamentale sulla neutralità:
«Il Governo ha piena coscienza dell’importanza e dell’urgenza dei problemi posti dinanzi al Parlamento.
»Li raccoglierà e li farà oggetto della sua sollecitudine, procurando di dare loro soluzione nel termine più breve possibile.
»Non dimentica né rifiuta l’offerta che gli fu fatta del concorso dell’attuale maggioranza per far fronte ad alcuni di essi; su questo punto mediterà prima di risolvere; se la risoluzione fosse quella di non utilizzare detto concorso, le nuove Cortes sarebbero convocate opportunamente.
»Tra i problemi posti figura con estrema importanza quanto concerne la riorganizzazione militare. Il Governo deve fare oggetto della sua opera, con sollecitudine e urgenza proporzionate a quanto concerne la difesa patria, questo affare, e spera di portarlo a compimento tanto soddisfacentemente quanto desidera e merita il popolo spagnolo.
»Di singolare urgenza è quanto concerne l’economia nazionale e la situazione finanziaria. La crisi delle sussistenze e del lavoro; le facilitazioni e gli stimoli all’esportazione, e l’organizzazione ampia, spiccia e rapida del credito, sono i tre aspetti capitali di questo problema, posto con carattere inaplazabile dalla realtà stessa e dagli influssi della guerra.
»Questi tre affari si devono anteporre per il momento a quanto potesse figurare in un altro più ampio programma di Governo, che l’attuale non ha da esporre in questo momento per guadagnare in precisione di opere ciò che perda in ampiezza di offerte.
»Chiaro è che mantiene in piedi tutti quegli impegni che in diverse occasioni ha contratto con l’opinione pubblica, stimando che non sia del momento attuale riprodurli, per l’indubbia preferenza che esigono i problemi economici e quelli che concernono la situazione finanziaria dello Stato.
»Ozioso è manifestare che l’attuale Governo di Sua Maestà, in quanto concerne l’ordine propriamente politico e gli affari connessi con questa materia, deve mettere in rilievo vigorosamente il carattere che al suo significato, che al suo carattere e tradizione corrispondono, cioè, chiaramente e fermamente liberale».
Da questa lettura lamentevole traiamo almeno un’idea chiara, profonda e salvifica: «le nuove Cortes saranno convocate opportunamente».
Quando un partito che arriva al potere per rimediare all’inerzia di un altro governo dopo più di un anno di guerra europea non ha altro da dire nel momento solenne di mettere la mano sul timone, come potrà essere ricevuto con speranza?
E dobbiamo ancora restare grati agli autori di questo brano scelto per dichiarare almeno che «il popolo spagnolo merita che si risolvano soddisfacentemente i suoi affari». Oh, grazie siano rese a quegli spiriti delicati e misericordiosi!
Si è lodata, nondimeno, la composizione del ministero come si loda un menù ben disposto. C’è ragione per questo? Io non mi riconosco il minimo diritto di andare calibrando i valori morali e intellettuali delle persone che compongono il Governo. Solo mi riservo l’opzione di farlo con le loro parole o atti concreti e notori. Fortunatamente, quelle lodi a cui mi riferisco ci danno giustamente prezziati i meriti del Gabinetto.
Perché lo si loda? Perché vi figurano due uomini —Urzaiz e Villanueva— che sono riusciti a crearsi un ambito di rispetto e autorità. Vada a loro sinceramente il nostro omaggio. Ma si notino gli effetti di quell’encomio per il resto del governo.
Risulta che il partito liberale, per entrare con buon piede nell’opinione pubblica, ha bisogno del credito personale di due uomini, uno dei quali —il signor Urzaiz—, più che appartenere al partito, è in esso un egregio transeunte. E questo, che con ragione ha meritato ventiquattro ore di applausi, annuncia, in rigore, ventiquattro mesi di sventure per l’aggregazione liberale e per la società spagnola.
Perché, parliamo mezzo sul serio: il signor Villanueva resterà nel ministero di Stato alcune settimane e poi andrà alla Presidenza del Congresso. E il signor Urzaiz non potrà durare in quello delle Finanze, perché un uomo non può realizzare una politica solitariamente, senza un partito dietro di sé, che abbia con lui una solidarietà lungamente preparata e ardentemente sentita. Ora, le maniere del signor Urzaiz, franche e persino turbolente, ostili a ogni compromesso e giro, sono da antico incompatibili con il sistema nervoso del partito liberale. Di modo che, in realtà, i signori Urzaiz e Villanueva hanno solo prestato la loro garanzia personale a questo governo, come il torero ricco presta al povero il suo capote di lustrini: per fare il paseo.
Poiché questo non si è nascosto a nessuno, avvolgono le lodi rivolte al Governo un’ironia crudele. Nulla ci sarebbe tanto grato quanto sbagliarci di mezzo a mezzo ed essere sorpresi entro tre, entro sei mesi dal fatto che i capi del partito liberale e questo stesso fossero capaci di esercitare governazione feconda. Ma chi lo crede, chi lo spera?
Non penso io che sia necessario al genio politico avere cinque piedi e due pollici di altezza perché in quella statura coincisero Alessandro, Augusto e Napoleone. Qualunque sia la misura e anche la cera, possono far bene al loro paese tutti gli uomini che possiedano una certa fortuna di autorità morale. Ma esenti da questa non possono fare altro che danno, quante fossero le loro private virtù.
E quel genere di autorità manca tanto nell’organismo liberale che non già la difesa del territorio spagnolo, non già un grave piano di Finanze, non già una sommossa dei sobborghi —no, il semplice incarico di alte cariche si converte in un conflitto e in una catastrofe. Le costole del partito scricchiolano, l’opera morta trema, il timone si fa a schegge, il capitano si ammala— come se una bufera storica facesse periclitare l’umile navicella.
