Abstract
A 1930 political article: the indisputable fact is that the Spanish state itself broke its own legal continuity through the dictatorship, ceasing to be a state of law and becoming mere force. Topical polemic, not philosophical argument.

Ante todo, es preciso que cuantos hombres haya de intención a un tiempo clarividente y honrada se esfuercen en peraltar el nivel donde ha de moverse la discusión y aun la lucha que el Destino, queramos o no, ha traído ahora sobre España. Debe haber en este punto una como conjuración espontánea de todos, sean quienes sean y piensen lo que piensen. ¡Estamos en 1930! La vida del mundo, cada vez más solidaria, más planetaria, ha apretado terriblemente sus exigencias y reclama de los pueblos, si quieren subsistir, ciertas condiciones mínimas de modernidad, de inteligencia, de eficacia (piense el lector aunque no sea más que en el lado económico de una existencia nacional). Nos es ya imposible seguir siendo los aldeanos arcaicos que venimos siendo. El nivel mínimo de nuestros actos, inclusive, repito, en la disputa y en la lucha, tiene que ser otro. Hay que acabar con las astucias y los matonismos de villorrio.
Para esto es menester defender enérgicamente la claridad de la situación en lo que tiene de substancial frente a todo intento de sofisticación y de embarullamiento, frente a la mala fe rural de una parte de las llamadas «derechas» y la procacidad o el ciego arrebato de una parte de las llamadas «izquierdas» (Julián Besteiro, en un artículo de tono ejemplar, aplica recientemente a elementos de la más extrema «izquierda» la frase de Lenin sobre «los que padecen ataques de radicalismo infantil»). Lo cual no es pretender «buendiosear» sobre los partidos. Es, sencillamente, exigir que el nivel de la vida pública de España esté a la altura de los tiempos. Nada más.
Ábrase todo el margen que se quiera para la discrepancia en las opiniones; pero los hechos, los hechos inopinables e indestructibles, tienen que estar bien claros ante las mentes de todos los españoles, y es intolerable, sobre ser inocente, que se les quiera escamotear, confundir y emborronar. Los hechos son éstos.
No se trata de que unos pocos o unos muchos ciudadanos hayan resuelto un buen día, caprichosamente, transformar las instituciones del Estado español normal y satisfactoriamente constituido. La realidad es rigorosamente inversa. Es el Estado español mismo quien un buen día ha roto su propia continuidad de institución legal, rebelándose frente a la nación en forma de dictadura extrema y absoluta. Ha dejado de ser Estado en el sentido de estado de derecho, y se ha convertido en simple estado de fuerza. Con este hecho nos hemos encontrado los españoles. Ese hecho está ahí indubitable, sólido, tremendo —como una barrera de granito interceptando todo posible futuro de España. Ese hecho se nos impone a todos, a los supermonárquicos como a los archirrepublicanos, y cualesquiera sean nuestros designios o decisiones privadas, no consentirá que se le quiera eludir. No lo consentirá él, él mismo, con su indestructible realidad —no yo, no cuatro fulanos. No se trata ahora de «ideas» políticas, de lo que piense yo o usted, lector; se trata de una realidad histórica de máximo tamaño.
La política, la táctica, la destreza, el ingenio, pueden libremente, aun saltando por la moral, tergiversar, ocultar, enmarañar, muchas cosas en la vida pública; pero hay ciertas realidades substantivas contra las cuales todo eso se estrella. Por eso, ante ellas no hay más «política» ni más táctica que reconocerlas paladinamente, situarse en limpio sobre ellas. Lo demás es… torpeza aldeana. Al ver que, no obstante, se intentaba comenzar por la prestidigitación de hecho tan enorme, yo, que soy hombre pacífico y bastante manso, por una vez me he indignado. Me he indignado ante el amago de querer retrotraer, en pleno siglo XX, la vida pública de una nación con veintitantos millones de habitantes a las dimensiones de un concejo rural trasañejo, donde el secretario de Ayuntamiento amaña el acta de una sesión. ¿Quién puede honestamente censurarme por ese brote de plenaria indignación? Sólo el que, como yo, haya entregado más de media vida, con su salud y todo, a la lucha permanente contra el tono ruin y el achabacanamiento de la existencia española, y se encuentre al cabo de ello, en más que la madurez, con un trapo atrás y otro delante, como me acontece a mí. Mas estoy cierto de que los que hayan hecho eso o cosa parecida no me censuran.
Sólo me censurará algún señorito banquero o aristócrata que no ha hecho nada en su vida, y menos pensar cinco minutos seguidos sobre los destinos profundos de nuestra España.
Conviene que ciertos grupos palatinos y de extrema «derecha», que ciertos elementos con arma al costado, abran bien los ojos sobre el hecho que he enunciado y se esfuercen lealmente en no confundir las cosas. Que no se trata de una conspiración y nada más, de un «pronunciamiento» que unos militares valientes puedan hacer en tal madrugada lívida. Ese «pronunciamiento» no es difícil de sofocar. Pero con eso no se habrá hecho nada, absolutamente nada. La situación histórica, en lo que tiene de real, seguirá en pie. A una realidad histórica no la fusila nadie; es ella quien nos triturará a todos si no la aceptamos, porque es un destino inexorable, más duro que el más duro acero; en cierto modo, y a fuer de destino y no capricho humano particular, es Dios mismo, que de pronto intercepta con sus hombros el flujo de vileza cotidiana en que un pueblo sin dignidad ha caído. (Se dirá, claro esta —y por los más piadosos—, que Dios sobra; pero yo no encuentro vocablo más noble y con menos letras para nombrar esas situaciones tremendas que, aniquilando todas nuestras astucias y nuestro humano albedrío, se nos plantan delante con ceño fatídico).
Pero no queda dibujado adecuadamente el hecho cuando se dice que el Estado español dejó de ser Estado jurídico al rebelarse en Dictadura. Resulta falso decir esto sólo, porque la Dictadura no surgió por generación espontánea, sin nexo con el pasado. Es evidente que si el Estado creyó forzoso entregarse a los peligros superlativos que acarrea una Dictadura, fue porque no podía sostener ni siquiera las últimas y espectrales apariencias de su legalidad. Es decir, que el Estado español venía de antiguo funcionando mal, que había perdido o no había tenido nunca en dosis suficiente los prestigios históricos, que son el capital energético de que un Estado vive; que había necesitado ensayar expediente tras expediente para fingir una estabilidad que no tenía, que se había arrastrado lustro tras lustro a fuerza de cometer abusos, todos los abusos de que una aparente legalidad puede ser cómplice. Nada de esto habría sido menester si el Estado español hubiese sido el Estado de los españoles, quiero decir, si éstos, cualesquiera fuesen sus discordias y querellas, se hubiesen sentido dentro de él como en su casa solar y en su asiento jurídico. Mas todo eso fue preciso porque el Estado no era la nación, no coincidía con ella, no estaba —como digo desde 1914— «nacionalizado». Era, por el contrario, un poder externo a la nación y no fundido con ella. Sus intereses no eran los de todos, y el español medio —aun el no adscrito a estas o a las otras «ideas» políticas— no se sentía representado en él. Si un día no se daba cuenta de ello —por la ceguera egoísta del español, que le impide darse cuenta de las cosas hasta que no le pasan a él mismo—, sobrevenía otro en que tropezaba con algún abuso del Poder público que lo hundía, lo vejaba, lo humillaba.
Silvela lo declaró en la mañana de este siglo: «España está en período constituyente». El pecado máximo de los «viejos políticos» fue, no el peculado ni el despilfarro, como se les imputó populacheramente durante la Dictadura, sino el no haber querido la reforma del Estado, cuando ellos, mejor que nadie, veían hasta qué punto era ineludible (así lo hice constar durante la Dictadura). Al ser enterrado don Antonio Maura se encontró al borde de su tumba un proyecto de Constitución. Según parece, era éste el retoque último, en las postreras semanas de su noble existencia, de otro u otros proyectos —anteriores a la Dictadura. La vida de Maura fue el clamor incesante ante el hecho de que el Estado español no era el Estado español, que era un Estado por esencia fraudulento. Haber reconocido siempre esto, sin desconocer los errores de don Antonio Maura, me ha valido muchos denuestos de las llamadas «izquierdas», que me dan hoy el derecho a autorizarme con su nombre. Sin embargo, no debía ser yo, precisamente yo, quien hiciese cruzar por el fondo sombrío del nacional presente esta figura casi romántica de Maura, «con su rostro yodado y barba de un blanco inencontrable, porque era el Comendador que aparecía en todos los festines de la disipación», según dice en libro recientísimo un generoso y alegre poeta de ahora.
Before all, it is necessary that whatever men there may be of intention at once clear-sighted and honest should strive to raise the level where the discussion and even the struggle that Destiny, whether we will or not, has now brought upon Spain has to move. There must be in this matter something like a spontaneous conspiracy of all, whoever they be and whatever they think. We are in 1930! The life of the world, ever more solidary, more planetary, has terribly tightened its exigencies and demands of peoples, if they wish to subsist, certain minimum conditions of modernity, of intelligence, of efficacy (let the reader think, even if only, of the economic side of a national existence). It is now impossible for us to go on being the archaic villagers we have been. The minimum level of our acts, including, I repeat, in the dispute and in the struggle, has to be another. There must be an end to the wiles and the village thuggishness.
For this it is necessary to defend energetically the clarity of the situation in what it has of substantial before every attempt of sophistication and of confounding, before the rural bad faith of a part of the so-called «Right» and the impudence or the blind vehemence of a part of the so-called «Left» (Julián Besteiro, in an article of exemplary tone, recently applies to elements of the most extreme «Left» Lenin’s phrase about «those who suffer attacks of infantile radicalism»). Which is not to pretend to «play the goody-goody» over the parties. It is, simply, to demand that the level of the public life of Spain be at the height of the times. Nothing more.
Let all the margin that one wishes be opened for disagreement in opinions; but the facts, the unquestionable and indestructible facts, have to be quite clear before the minds of all Spaniards, and it is intolerable, besides being inept, that they should be wished to be smuggled away, confused and blurred. The facts are these.
It is not a question of a few or many citizens having resolved one fine day, capriciously, to transform the institutions of the normal and satisfactorily constituted Spanish State. The reality is rigorously the reverse. It is the Spanish State itself that one fine day has broken its own continuity of legal institution, rebelling against the nation in the form of an extreme and absolute dictatorship. It has ceased to be a State in the sense of a state of right, and has become a simple state of force. With this fact we Spaniards have found ourselves. That fact is there indubitable, solid, tremendous —like a granite barrier intercepting every possible future of Spain. That fact imposes itself on us all, upon the super-monarchists as upon the arch-republicans, and whatever our designs or private decisions, it will not consent to being wished to be eluded. It will not consent to it, it itself, with its indestructible reality —not I, not four nobodies. It is not now a question of political «ideas», of what I or you, reader, think; it is a question of an historical reality of maximum size.
Politics, tactics, dexterity, ingenuity, may freely, even jumping over morality, misrepresent, conceal, entangle, many things in public life; but there are certain substantive realities against which all that dashes. For that reason, before them there is no more «politics» nor tactic than to recognize them frankly, to place oneself squarely upon them. The rest is… village clumsiness. Upon seeing that, nevertheless, it was attempted to begin by the sleight of hand of so enormous a fact, I, who am a peaceful and fairly meek man, for once have been indignant. I have been indignant before the threatening gesture of wanting to drag back, in the full twentieth century, the public life of a nation of twenty-some millions of inhabitants to the dimensions of an ancient rural council, where the town-hall secretary rigs the minutes of a session. Who can honestly censure me for that outburst of plenary indignation? Only he who, like me, has given more than half his life, with his health and all, to the permanent struggle against the base tone and the shabbiness of Spanish existence, and finds himself at the end of it, in more than maturity, with one rag behind and another in front, as happens to me. But I am certain that those who have done that or something similar do not censure me.
Only some little banker or aristocratic señorito who has done nothing in his life will censure me, and still less think five consecutive minutes about the profound destinies of our Spain.
It is fitting that certain palatine groups and of extreme «Right», that certain elements with weapon at their side, should open wide their eyes on the fact that I have enunciated and strive loyally not to confuse things. That it is not a matter of a conspiracy and nothing more, of a «pronunciamiento» that some brave military men might make on such a livid dawn. That «pronunciamiento» is not difficult to smother. But with that nothing will have been done, absolutely nothing. The historical situation, in what it has of real, will remain standing. Nobody shoots an historical reality; it is it that will grind us all to pieces if we do not accept it, because it is an inexorable destiny, harder than the hardest steel; in a certain way, and by virtue of being destiny and not particular human whim, it is God himself, who suddenly intercepts with his shoulders the flow of daily vileness into which a people without dignity has fallen. (It will be said, of course —and by the most pious—, that God is superfluous; but I find no nobler and shorter word for naming those tremendous situations which, annihilating all our wiles and our human free will, plant themselves before us with fateful brow).
But the fact is not adequately drawn when it is said that the Spanish State ceased to be a juridical State upon rebelling as a Dictatorship. It turns out false to say only this, because the Dictatorship did not arise by spontaneous generation, without nexus with the past. It is evident that if the State believed it forced to deliver itself to the superlative dangers that a Dictatorship drags along, it was because it could not sustain even the last and spectral appearances of its legality. That is to say, that the Spanish State had from old been functioning badly, that it had lost or had never had in sufficient dose the historical prestiges, which are the energetic capital on which a State lives; that it had needed to try expedient after expedient to feign a stability it did not have, that it had dragged itself lustrum after lustrum by dint of committing abuses, all the abuses of which an apparent legality can be accomplice. None of this would have been necessary if the Spanish State had been the State of the Spaniards, I mean, if these, whatever their discords and quarrels, had felt themselves within it as in their ancestral home and in their juridical seat. But all that was necessary because the State was not the nation, did not coincide with it, was not —as I say since 1914— «nationalized». It was, on the contrary, a power external to the nation and not fused with it. Its interests were not those of all, and the average Spaniard —even he not ascribed to these or those other political «ideas»— did not feel represented in it. If one day he did not realize it —through the selfish blindness of the Spaniard, which prevents his realizing things until they happen to himself—, there came another in which he stumbled upon some abuse of the public Power that sank him, vexed him, humiliated him.
Silvela declared it in the morning of this century: «Spain is in a constituent period». The maximum sin of the «old politicians» was, not embezzlement nor wastefulness, as was imputed to them in a rabble-rousing manner during the Dictatorship, but the not having wanted the reform of the State, when they, better than anyone, saw to what point it was unavoidable (thus I made it stand recorded during the Dictatorship). Upon the burial of Don Antonio Maura there was found at the edge of his tomb a draft of a Constitution. According to what appears, this was the last touch, in the final weeks of his noble existence, of another or other drafts —anterior to the Dictatorship. Maura’s life was the incessant clamour before the fact that the Spanish State was not the Spanish State, that it was a State fraudulent by essence. Having always recognized this, without disowning Don Antonio Maura’s errors, has cost me many insults from the so-called «Left», which give me today the right to authorize myself with his name. Nevertheless, it should not have been I, precisely I, who should make cross through the sombre background of the national present this almost romantic figure of Maura, «with his iodized face and beard of an unfindable white, because he was the Comendador who appeared at all the feasts of dissipation», according to what a generous and cheerful poet of today says in a most recent book.
Anzitutto, è preciso che quanti uomini ci siano di intenzione a un tempo chiaroveggente e onesta si sforzino di sopraelevare il livello dove ha da muoversi la discussione e persino la lotta che il Destino, vogliamo o no, ha portato ora sulla Spagna. Deve esserci in questo punto una come congiurazione spontanea di tutti, siano chi siano e pensino ciò che pensino. Siamo nel 1930! La vita del mondo, sempre più solidale, più planetaria, ha stretto terribilmente le sue esigenze e reclama dai popoli, se vogliono sussistere, certe condizioni minime di modernità, di intelligenza, di efficacia (pensi il lettore anche solo al lato economico di un’esistenza nazionale). Ci è ormai impossibile continuare a essere i villici arcaici che veniamo essendo. Il livello minimo dei nostri atti, inclusi, ripeto, nella disputa e nella lotta, deve essere un altro. Bisogna finirla con le astuzie e i prepotentismi da paesucolo.
Per questo è mestieri difendere energicamente la chiarezza della situazione in ciò che ha di sostanziale dinanzi a ogni intento di sofisticazione e di imbrogliamento, dinanzi alla mala fede rurale di una parte delle cosiddette «destre» e alla protervia o al cieco impeto di una parte delle cosiddette «sinistre» (Julián Besteiro, in un articolo di tono esemplare, applica recentemente a elementi della più estrema «sinistra» la frase di Lenin su «quelli che soffrono accessi di radicalismo infantile»). Il che non è pretendere di «fare i buonisti» sopra i partiti. È, semplicemente, esigere che il livello della vita pubblica della Spagna sia all’altezza dei tempi. Nient’altro.
Si apra tutto il margine che si voglia per la discrepanza nelle opinioni; ma i fatti, i fatti inopinabili e indistruttibili, devono essere ben chiari dinanzi alle menti di tutti gli spagnoli, ed è intollerabile, oltre che innocente, che li si voglia sottrarre, confondere e imbrattare. I fatti sono questi.
Non si tratta che pochi o molti cittadini abbiano risolto un bel giorno, capricciosamente, di trasformare le istituzioni dello Stato spagnolo normale e soddisfacentemente costituito. La realtà è rigorosamente inversa. È lo Stato spagnolo stesso che un bel giorno ha rotto la sua propria continuità di istituzione legale, ribellandosi dinanzi alla nazione in forma di dittatura estrema e assoluta. Ha cessato di essere Stato nel senso di stato di diritto, e si è convertito in semplice stato di forza. Con questo fatto ci siamo trovati gli spagnoli. Quel fatto è lì indubitabile, solido, tremendo —come una barriera di granito che intercetta ogni possibile futuro della Spagna. Quel fatto ci si impone a tutti, ai supermonarchici come agli archirepubblicani, e quali siano i nostri disegni o decisioni private, non consentirà che lo si voglia eludere. Non lo consentirà esso, esso stesso, con la sua indistruttibile realtà —non io, non quattro tizi. Non si tratta ora di «idee» politiche, di ciò che pensi io o lei, lettore; si tratta di una realtà storica di massima misura.
La politica, la tattica, la destrezza, l’ingegno, possono liberamente, anche saltando sopra la morale, travisare, occultare, imbrogliare, molte cose nella vita pubblica; ma ci sono certe realtà sostantive contro le quali tutto ciò si infrange. Per questo, dinanzi a esse non c’è più «politica» né tattica che riconoscerle chiaramente, situarsi in pulito su di esse. Il resto è… rozzezza villana. Al vedere che, nondimeno, si tentava di cominciare dalla prestidigitazione di fatto così enorme, io, che sono uomo pacifico e abbastanza mansueto, per una volta mi sono indignato. Mi sono indignato dinanzi al cenno di voler riportare indietro, in pieno secolo XX, la vita pubblica di una nazione con ventidue milioni di abitanti alle dimensioni di un consiglio rurale stantio, dove il segretario del municipio manovra il verbale di una seduta. Chi può onestamente censurarmi per questo sboccio di piena indignazione? Solo colui che, come me, abbia consegnato più di mezza vita, con la sua salute e tutto, alla lotta permanente contro il tono vile e l’abbassamento dozzinale dell’esistenza spagnola, e si trovi al termine di essa, in più che la maturità, con uno straccio dietro e un altro davanti, come accade a me. Ma sono certo che quelli che abbiano fatto questo o cosa simile non mi censurano.
Solo mi censurerà qualche signorino banchiere o aristocratico che non ha fatto nulla nella sua vita, e meno pensare cinque minuti seguiti sui destini profondi della nostra Spagna.
Conviene che certi gruppi palatini e di estrema «destra», che certi elementi con l’arma al fianco, aprano bene gli occhi sul fatto che ho enunciato e si sforzino lealmente di non confondere le cose. Che non si tratta di una congiura e nient’altro, di un «pronunciamento» che alcuni militari coraggiosi possano fare in tale alba livida. Quel «pronunciamento» non è difficile da soffocare. Ma con ciò non si sarà fatto nulla, assolutamente nulla. La situazione storica, in ciò che ha di reale, continuerà in piedi. A una realtà storica non la fucila nessuno; è essa che ci triturerà tutti se non la accettiamo, perché è un destino inesorabile, più duro del più duro acciaio; in certo modo, e a forza di destino e non capriccio umano particolare, è Dio stesso, che d’improvviso intercetta con le sue spalle il flusso di viltà quotidiana in cui un popolo senza dignità è caduto. (Si dirà, certo —e dai più pii—, che Dio è superfluo; ma io non trovo vocabolo più nobile e con meno lettere per nominare quelle situazioni tremende che, annientando tutte le nostre astuzie e il nostro umano arbitrio, ci si piantano dinanzi con cipiglio fatidico).
Ma non resta disegnato adeguatamente il fatto quando si dice che lo Stato spagnolo cessò di essere Stato giuridico ribellandosi in Dittatura. Risulta falso dire questo soltanto, perché la Dittatura non sorse per generazione spontanea, senza nesso col passato. È evidente che se lo Stato credette forzoso consegnarsi ai pericoli superlativi che trascina una Dittatura, fu perché non poteva sostenere nemmeno le ultime e spettrali apparenze della sua legalità. Cioè, che lo Stato spagnolo veniva da antico funzionando male, che aveva perduto o non aveva mai avuto in dose sufficiente i prestigi storici, che sono il capitale energetico di cui uno Stato vive; che aveva avuto bisogno di saggiare espediente dopo espediente per fingere una stabilità che non aveva, che si era trascinato lustro dopo lustro a forza di commettere abusi, tutti gli abusi di cui un’apparente legalità può essere complice. Nulla di questo sarebbe stato necessario se lo Stato spagnolo fosse stato lo Stato degli spagnoli, voglio dire, se questi, quali fossero le loro discordie e liti, si fossero sentiti dentro di esso come nella loro casa solare e nel loro sedile giuridico. Ma tutto ciò fu preciso perché lo Stato non era la nazione, non coincideva con essa, non era —come dico dal 1914— «nazionalizzato». Era, al contrario, un potere esterno alla nazione e non fuso con essa. I suoi interessi non erano quelli di tutti, e lo spagnolo medio —anche il non ascritto a queste o a quelle altre «idee» politiche— non si sentiva rappresentato in esso. Se un giorno non se ne rendeva conto —per la cecità egoista dello spagnolo, che gli impedisce di rendersi conto delle cose finché non succedono a lui stesso—, ne sopraggiungeva un altro in cui inciampava in qualche abuso del Potere pubblico che lo affondava, lo vessava, lo umiliava.
Silvela lo dichiarò nel mattino di questo secolo: «La Spagna è in periodo costituente». Il peccato massimo dei «vecchi politici» fu, non il peculato né lo spreco, come fu loro imputato dal volgo durante la Dittatura, ma il non aver voluto la riforma dello Stato, quando essi, meglio di chiunque, vedevano fino a che punto fosse ineludibile (così lo feci constare durante la Dittatura). Al essere sepolto don Antonio Maura si trovò al bordo della sua tomba un progetto di Costituzione. Secondo che pare, era questo il ritocco ultimo, nelle postreme settimane della sua nobile esistenza, di altro o altri progetti —anteriori alla Dittatura. La vita di Maura fu il clamore incessante dinanzi al fatto che lo Stato spagnolo non era lo Stato spagnolo, che era uno Stato per essenza fraudolento. Aver riconosciuto sempre questo, senza sconoscere gli errori di don Antonio Maura, mi è valso molti denigramenti delle cosiddette «sinistre», che mi danno oggi il diritto ad autorizzarmi col suo nome. Tuttavia, non dovevo essere io, precisamente io, a far passare per il fondo fosco del nazionale presente questa figura quasi romantica di Maura, «col suo volto iodato e barba di un bianco introvabile, perché era il Commendatore che appariva in tutti i festini della dissolutezza», secondo che dice in libro recentissimo un generoso e lieto poeta di adesso.
Todas estas frases designan hechos sobradamente notorios, que juntos forman el hecho grande, el hecho fundamental de la historia española en los últimos treinta años, a saber: la anormalidad constitutiva de nuestro Estado. No vale, pues, referirse sólo a la Dictadura. Ésta termina y frenetiza el proceso de descomposición del Estado español, que empieza aproximadamente en 1900 (a demostrar parte de esto dediqué diecisiete artículos seguidos en tiempo de la Dictadura)[222].
Suponer que no ha pasado nada es, pues, no sólo el intento paleto de saltarse a la torera la vesania dictatorial, sino dar por no sidos treinta años de existencia nacional. Y esto es ya demasiado tosco y demasiado frívolo para que no produzca en el país una irritación extrema y definitiva.
No puede haber en toda la Península una sola persona seria y con mente responsable de su decir que no reconozca de algún modo la forzosidad de constituir, por fin, un Estado nacional que pueda de verdad conducir a España por el difícil tiempo que viene.
All these phrases designate facts sufficiently notorious, which together form the great fact, the fundamental fact of Spanish history in the last thirty years, to wit: the constitutive abnormality of our State. It does not avail, then, to refer only to the Dictatorship. This ends and makes frenetic the process of decomposition of the Spanish State, which begins approximately in 1900 (to demonstrate part of this I devoted seventeen consecutive articles at the time of the Dictatorship)[222].
To suppose that nothing has happened is, then, not only the boorish attempt to skip à la torera the dictatorial insanity, but to give as not happened thirty years of national existence. And this is already too coarse and too frivolous for it not to produce in the country an extreme and definitive irritation.
There cannot be in the whole Peninsula a single serious person with a mind responsible for what he says who does not recognize in some way the force of necessity of constituting, at last, a national State that can truly lead Spain through the difficult time that is coming.
Tutte queste frasi designano fatti sopraddamente notori, che insieme formano il fatto grande, il fatto fondamentale della storia spagnola negli ultimi trent’anni, cioè: l’anormalità costitutiva del nostro Stato. Non vale, dunque, riferirsi solo alla Dittatura. Questa termina e frenetizza il processo di decomposizione dello Stato spagnolo, che comincia approssimativamente nel 1900 (a dimostrare parte di questo dedicai diciassette articoli seguiti al tempo della Dittatura)[222].
Supporre che non sia passato nulla è, dunque, non solo il tentativo zotico di saltare alla torera la vescania dittatoriale, ma dare per non avvenuti trent’anni di esistenza nazionale. E questo è già troppo rozzo e troppo frivolo perché non produca nel paese un’irritazione estrema e definitiva.
Non può esserci in tutta la Penisola una sola persona seria e con mente responsabile del suo dire che non riconosca in qualche modo la forzosità di costituire, infine, uno Stato nazionale che possa davvero condurre la Spagna per il difficile tempo che viene.
