Abstract
A public speech in the Republic’s first months: while the state is still tender, every word and gesture makes history, and the greatest crime is to belittle the moment. As in sport, to make history the citizen must be morally in form.

When the history of a people already runs on old rails, solidly installed, the individual or the group can with impunity grant themselves a margin of distraction and even of frivolity in conduct, thinking that their public acts will have no consequences either very important or very grave; but in an hour like this, in which a new destiny is born for Spain, when what is established is still so tender, so weak, that we cannot lean upon it, but rather, on the contrary, the State has to be sustained and fed by our own acts, it is necessary that each of these acts, mine as well as yours, go inspired by an almost pathetic sense of responsibility. Note that our life now does not consist in repeating once more what we were doing yesterday or the day before, that we are not comfortably embarked on ancient usages, but that, on the contrary, whether we wish it or not, we are beginning new forms and ways of public life, new norms and purposes and even a vocabulary of coexistence — in short, gentlemen, we are creating history with each of the words, gestures and movements we make. It is necessary that the Spanish people become fully aware of this, that it perceive the rank that these months, weeks and days have for the destinies of Spain, because only thus will those words, those gestures and those movements be able to be born as if oozing upon that background of dignity, of moral elevation, that a task as enormous as the one in which we are immersed requires. For that reason the greatest crime that today can be committed in Spain is to belittle the moment. (Very good. Various spectators: We cannot hear). I beg the persons who occupy the seats most remote from me to tell me if they hear me, because otherwise, with the scanty means of my voice, I would try to take each word in the depth and hurl it to the heights. (Laughter). These are, then, instants of sublime rank, or do you believe that we can enter into so sovereign a labor as organizing a nation, building a strong State, if we Spaniards go on as up to now with a vulgar temper of spirit, minds slack and the will without a formidable tension of discipline?
From where is the tone and quality to come to our history if not from the tone and quality that our individual lives manage to attain? As in sport a special training is necessary and one needs to follow a regime of life that keeps the body in shape, assuring the full elasticity of its faculties, so to make history it is needful that the citizen, the simple citizen, find himself morally in shape, tensed like a bow about to shoot the arrow aloft. Without that there will be nothing. And one of the most insistent crimes of the monarchy was continually to foster our propensity to coarse jesting, to the degrading joke, to the ridiculous disputes of the village club. Under such an atmosphere, rest assured that souls cannot will the great; rather, made minuscule, debased, myopic as mice, they will lose themselves in the miserable labyrinth of corner quarrels, and will not be able to see the simple but gigantic lines that orient a people in its rebirths. (Applause).
I, gentlemen, am a poor man, with many fewer pretensions than some suppose; simply a small being, who has always bound his microscopic individual destiny to the broad, macroscopic destiny of his race, and for that reason, when he sees that Spain is about to commit an error or, on the contrary, that it can do something great, he braves being branded pretentious and, abandoning his habitual obscurity, gives to the wind the little that his voice is and hurls to his fellow citizens a warning or an indication. Nothing more. Thus I now, in this decisive moment, begin by saying: Spanish brothers, do not tolerate in yourselves nor around you the triumph of vulgarity. See that through that point has always gone the whole measure of Spanish possibilities. Nor consent that public life be dominated by the false headlong and provincial passion. Hegel used to say that nothing important has ever been done in the world, if passion did not do it. But well understood, he adds, passion… cold. The other, the facile passion, which carries us away for a moment, has never served for anything estimable. The authentic passion that creates history is a hidden fervor, so sure of itself, so firm in its design, that it does not fear losing heat to seek the aid of the two most icy things in the world: clear reflection and firm will.
For that reason I ask you that, united in this while and whatever your opinions may be, you let me reason simply about the national destinies. (Applause).
The occasion is magnificent for making of Spain a people of contented and full life, respected by all strangers. Is it not an enormous pity that this occasion be vitiated, by letting the smallness, the manias, the empty words and, above all, the narrowness of historical vision triumph?
