Abstract

A parliamentary speech: politics is not a catalogue of problems the ruler finds set before him, but a system of problems he sets his country. Ortega declares he shares enough with Marxism to walk with it a long way: the economic is today the symbolic order of the present.

Pues bien, lo que yo echo de menos en la política del Gobierno es precisamente este carácter de integridad, de integralidad, mejor dicho, para evitar el equívoco de la palabra, de organismo, de sistema. El señor presidente del Consejo lo fingió un instante con sus medios maravillosos de dicción en su discurso. Pero notad que no era un sistema ni era un organismo lo que nos describía; era un catálogo, un índice de la manera de resolver el hombre de gobierno los problemas que le habían sido planteados. Ya eso no es para mí plenamente una política; la política no se compone de problemas que el político se encuentra planteados: es, ante todo, un sistema de problemas que él plantea a su país, por creer que fermentan en el seno de la conciencia nacional y que constituyen el secreto de su próximo destino futuro. (Muy bien). Por eso, porque plantea él sus problemas premeditadamente, puede resolverlos orgánicamente, y entonces, involucrados en ellos, en los que se plantea, puede dar holgada solución a los que la suerte le coloca delante. Cuando recibimos un empujón y patinamos unos metros, podemos decir lo mismo: que se nos ha planteado un problema. Pues bien, como no hay tiempo ni oportunidad para poder desarrollar, según he dicho, todo lo que va en este pensamiento, quisiera sólo ejemplificarlo en una cuestión fundamental. De todas las cosas graves de nuestro tiempo, es hoy aquélla que arrolla los regímenes la cuestión económica. Vea el señor presidente de las Cortes cómo soy dócil a su sugestión, si bien me di perfecta cuenta de que, como hábil pedagogo, aprovechaba la solemnidad de la hora para poner a la Cámara una inyección de marxismo. Cualquiera que sea la distancia a que yo esté de la totalidad de esta teoría, son mis comunidades con ella muy sobradas para que podamos marchar juntos mucho tiempo. Yo no sé si en toda la Historia ha sido lo económico la sustancia que movía las inquietudes y las luchas de los hombres; pero me basta saber que en nuestro siglo, y, sobre todo, en nuestro tiempo, es algo muy parecido a eso. La vida es hoy demasiado compleja en su técnica inexorable para que la economía no se haya convertido en el factor más destacado, el que se impone a nuestra atención, y al imponerse a nuestra atención, no sólo es todo lo que ella auténticamente es, sino que atrae todos los demás órdenes de la vida y se convierte en el orden simbólico del presente. Así, en el siglo XVI, todas las disputas acababan en cuestiones sobre la Santísima Trinidad, y el problema economicoagrario de Alemania llevó durante una etapa a Lutero a ponerse a su frente.

Well, then, what I miss in the policy of the Government is precisely this character of integrity, of integrality, rather, to avoid the equivocation of the word, of organism, of system. The gentleman president of the Council feigned it for a moment with his marvellous means of diction in his speech. But note that it was not a system nor was it an organism that he was describing to us; it was a catalogue, an index of the manner in which the statesman resolves the problems that had been set before him. That already is not for me fully a policy; policy is not composed of problems that the politician finds set before him: it is, above all, a system of problems that he poses to his country, because he believes they ferment in the bosom of the national consciousness and constitute the secret of its imminent future destiny. (Very good.) For that reason, because he poses his problems premeditatedly, he can resolve them organically, and then, involved in them, in those that he poses himself, he can give ample solution to those that fortune places before him. When we receive a shove and slide a few metres, we can say the same: that a problem has been set before us. Well, then, since there is no time nor opportunity to be able to develop, as I have said, all that goes into this thought, I would only wish to exemplify it in a fundamental question. Of all the grave things of our time, it is today that which overthrows the regimes, the economic question. Let the gentleman president of the Cortes see how docile I am to his suggestion, although I fully realized that, as a skilful pedagogue, he was taking advantage of the solemnity of the hour to give the Chamber an injection of Marxism. Whatever the distance at which I stand from the totality of this theory, my communions with it are more than abundant for us to be able to march together for a long time. I do not know whether in all of History the economic has been the substance that moved the restlessness and the struggles of men; but it suffices for me to know that in our century, and, above all, in our time, it is something very close to that. Life is today too complex in its inexorable technique for the economy not to have become the most outstanding factor, the one that imposes itself upon our attention, and in imposing itself upon our attention, it is not only all that it authentically is, but it attracts all the other orders of life and becomes the symbolic order of the present. Thus, in the sixteenth century, all the disputes ended in questions about the Most Holy Trinity, and the economic-agrarian problem of Germany led Luther during a phase to put himself at its head.

Ebbene, ciò che io rimpiango nella politica del Governo è precisamente questo carattere di integrità, di integralità, per meglio dire, per evitare l’equivoco della parola, di organismo, di sistema. Il signor presidente del Consiglio lo finse per un istante con i suoi mezzi meravigliosi di dizione nel suo discorso. Ma notate che non era un sistema né era un organismo ciò che ci descriveva; era un catalogo, un indice del modo in cui l’uomo di governo risolve i problemi che gli erano stati posti. Già questo non è per me pienamente una politica; la politica non si compone di problemi che il politico si trova posti: è, prima di tutto, un sistema di problemi che egli pone al suo paese, per credere che fermentino in seno alla coscienza nazionale e che costituiscano il segreto del suo prossimo destino futuro. (Molto bene). Per questo, perché egli pone i suoi problemi premeditatamente, può risolverli organicamente, e allora, coinvolti in essi, in quelli che egli si pone, può dare comoda soluzione a quelli che la sorte gli colloca davanti. Quando riceviamo una spinta e scivoliamo per alcuni metri, possiamo dire lo stesso: che ci si è posto un problema. Ebbene, siccome non c’è tempo né opportunità per poter sviluppare, come ho detto, tutto ciò che va in questo pensiero, vorrei soltanto esemplificarlo in una questione fondamentale. Di tutte le cose gravi del nostro tempo, è oggi quella che travolge i regimi la questione economica. Veda il signor presidente delle Cortes come io sia docile alla sua suggestione, sebbene mi resi perfettamente conto che, come abile pedagogo, approfittava della solennità dell’ora per fare alla Camera un’iniezione di marxismo. Qualunque sia la distanza alla quale io sia dalla totalità di questa teoria, sono le mie comunioni con essa molto più che sufficienti perché possiamo camminare insieme per molto tempo. Io non so se in tutta la Storia sia stato l’economico la sostanza che muoveva le inquietudini e le lotte degli uomini; ma mi basta sapere che nel nostro secolo, e, soprattutto, nel nostro tempo, è qualcosa di molto simile a ciò. La vita è oggi troppo complessa nella sua tecnica inesorabile perché l’economia non si sia convertita nel fattore più prominente, quello che si impone alla nostra attenzione, e imponendosi alla nostra attenzione, non solo è tutto ciò che autenticamente è, ma attira tutti gli altri ordini della vita e si converte nell’ordine simbolico del presente. Così, nel secolo XVI, tutte le dispute finivano in questioni sulla Santissima Trinità, e il problema economico-agrario della Germania portò durante una fase Lutero a mettersi alla sua testa.
