Abstract
An editorial on the announced railway strike and the risk that revolutionary parties will hijack it: the government must ascertain the movement’s nature and the merit of the demands. Topical labour and political comment.

Todas las noticias de estos días indican que se aproxima un nuevo período de agitación. Los diarios ministeriales podrán negar importancia al último incidente de Barcelona y suponer que la anunciada huelga ferroviaria, si se produce, está de antemano condenada al fracaso. Pero conviene mirar el riesgo cara a cara, y no es el mejor sistema de combatir las enfermedades el de suponer que no existen. Este procedimiento de cura por sugestión, que tantas veces han empleado nuestros gobernantes y en el que puede diputarse como doctor excelso el señor Dato, tiene también sus quiebras. Suponer ahora que no hay peligro es, por lo menos, muy expuesto a que los acontecimientos nos cojan desprevenidos. Si no al Gobierno, a la opinión, que necesita también orientarse.
Se anuncia otra huelga ferroviaria. Se asegura que detrás de ella viene la huelga general. El breve manifiesto de las izquierdas y, sobre todo, la interpretación que republicanos y socialistas dan a ciertos acuerdos secretos, hacen creer que existirá relación inevitable entre el movimiento que los ferroviarios y los obreros en general inician para lograr sus reivindicaciones y la acción política que los partidos extremos organizan para sus fines revolucionarios. La campaña de La Lucha dice bastante para juzgar las esperanzas de los republicanos barceloneses. Se dirige a los soldados en la forma más peligrosa, puesto que busca un sindicalismo militar. Los párrafos del artículo, que ayer despertó apasionados comentarios en Madrid y que no podríamos reproducir en estas columnas, expresan harto elocuentemente la serie de tanteos que a estas fechas realizan los partidos republicanos. ¿Con qué éxito? El señor Dato, a pesar de todo, se aventura a decir, quizá por humorismo o por resignación, que el verano será tranquilo. ¡Feliz él, que conserva la serenidad o, por lo menos, sabe exteriorizarla!
Los días transcurridos desde que estalló el conflicto de las Juntas de defensa han servido para trazar la exacta perspectiva de los hechos de modo que podamos juzgarlos en su debida proporción. Inútil sería tratar de reducir la importancia de aquel suceso; pero lo que no juzgamos exacto es considerar que tiene en la historia de la agitación política y social de España un valor inicial. Las huelgas vienen organizándose cada vez con más perfección desde hace unos cuantos años. El verano pasado, como el anterior, proporcionaron los ferroviarios al Gobierno y al pueblo días de verdadera inquietud. Hoy vuelven a la carga, y fundándose en el incumplimiento de las ofertas hechas por alguna Compañía preparan otra vez su huelga. Importa saber si este movimiento se limita a solicitar las mejoras no logradas aún merced a reclamaciones anteriores. Si esto fuera así, los propios huelguistas estarían más interesados que nadie en hacer constar su absoluta independencia de todo fin político, puesto que su causa se perjudicaría si las Empresas, el Gobierno y la opinión vieran que sólo se trataba de un nuevo ensayo de organización puesto al servicio de fines políticos y con carácter revolucionario. Al Gobierno corresponde, en primer término, cerciorarse de la índole del movimiento, no fiándose de los optimistas que consideran la ocasión poco propicia y juzgan que la huelga, si al fin se acuerda, fracasará por falta de preparación. Pero antes, claro está, es deber del Gobierno adquirir informes ciertos de las causas que pueden justificar la huelga, naturaleza de las reivindicaciones solicitadas, exactitud de los cargos y quejas que formulan los ferroviarios contra las Empresas, así como de la posibilidad de satisfacerlos inmediatamente.
Sería censurable dejarse influir por la fuerza de un prejuicio que consistiera en no ver detrás de las huelgas sino la mano misteriosa de los agentes políticos. Pero al mismo tiempo sería inocente dejar a la propaganda revolucionaria en estrecho contacto con los huelguistas de modo tal que realizaran insidiosamente la obra de desnaturalizar el movimiento en provecho suyo. Este género de revolución que trataría de ampararse detrás de las legítimas solicitudes proletarias no es ya el natural movimiento de la opinión hacia ideales que no puede realizar dentro de la vida política actual. No sería una revolución blanca, pese a los sueños de muchos reformadores paradójicamente enamorados de una violencia pacífica o de una catástrofe sin efusión de sangre. Sería un intento bien caracterizado con sus procedimientos y sus fines. Esperemos, sin embargo, el desarrollo de los sucesos y vivamos desde luego advertidos, ya que nadie, comenzando por el señor Dato, puede afirmar sin riesgo de equivocarse que el verano será tranquilo.

All the news of these days indicates that a new period of agitation is approaching. The ministerial newspapers may deny importance to the latest incident in Barcelona and suppose that the announced railway strike, if it occurs, is condemned in advance to failure. But it is fitting to look the risk in the face, and it is not the best system for combating diseases to suppose that they do not exist. This procedure of cure by suggestion, which our rulers have so many times employed and in which Señor Dato may be deputed an excellent doctor, has also its failures. To suppose now that there is no danger is, at the very least, very exposed to events catching us unprepared. If not the Government, opinion, which also needs to orient itself.
Another railway strike is announced. It is assured that behind it comes the general strike. The brief manifesto of the Left and, above all, the interpretation that republicans and socialists give to certain secret agreements, make one believe that there will be an inevitable relation between the movement that the railwaymen and the workers in general begin to obtain their demands and the political action that the extreme parties organize for their revolutionary ends. The campaign of La Lucha says enough to judge the hopes of the Barcelona republicans. It addresses the soldiers in the most dangerous form, since it seeks a military syndicalism. The paragraphs of the article, which yesterday awakened passionate comments in Madrid and which we could not reproduce in these columns, express all too eloquently the series of gropings that the republican parties carry out at this date. With what success? Señor Dato, despite everything, ventures to say, perhaps out of humor or resignation, that the summer will be tranquil. Happy he, who preserves serenity or, at least, knows how to exteriorize it!
The days elapsed since the conflict of the Defense Juntas broke out have served to trace the exact perspective of the facts so that we may judge them in their due proportion. It would be useless to try to reduce the importance of that event; but what we do not judge exact is to consider that it has an initial value in the history of the political and social agitation of Spain. The strikes have been organizing themselves with more and more perfection for some years. Last summer, like the previous one, the railwaymen gave the Government and the people days of true disquiet. Today they return to the charge, and founding themselves on the non-fulfillment of the offers made by some Company they prepare their strike once again. It matters to know whether this movement limits itself to requesting the improvements not yet obtained thanks to previous claims. If it were so, the strikers themselves would be more interested than anyone in making their absolute independence from every political end known, since their cause would be prejudiced if the Companies, the Government, and opinion saw that it was only a new essay of organization put at the service of political ends and with a revolutionary character. It corresponds to the Government, in the first place, to ascertain the nature of the movement, not trusting the optimists who consider the occasion little propitious and judge that the strike, if finally agreed, will fail for lack of preparation. But before, clearly, it is the duty of the Government to acquire certain information of the causes that may justify the strike, the nature of the demands requested, the exactness of the charges and complaints that the railwaymen formulate against the Companies, as well as of the possibility of satisfying them immediately.
It would be censurable to let oneself be influenced by the force of a prejudice that consisted in seeing behind the strikes nothing but the mysterious hand of the political agents. But at the same time it would be innocent to leave the revolutionary propaganda in close contact with the strikers in such a way that they insidiously carried out the work of denaturing the movement to their own advantage. This kind of revolution that would try to shelter itself behind the legitimate proletarian requests is no longer the natural movement of opinion toward ideals that it cannot realize within the present political life. It would not be a white revolution, despite the dreams of many reformers paradoxically enamored of a peaceful violence or of a catastrophe without effusion of blood. It would be an attempt well characterized with its procedures and its ends. Let us hope, nevertheless, for the development of events and live from now on warned, since no one, beginning with Señor Dato, can affirm without risk of being mistaken that the summer will be tranquil.

Tutte le notizie di questi giorni indicano che si avvicina un nuovo periodo di agitazione. I giornali ministeriali potranno negare importanza all’ultimo incidente di Barcellona e supporre che l’annunciato sciopero ferroviario, se si produce, sia in anticipo condannato al fallimento. Ma conviene guardare il rischio faccia a faccia, e non è il miglior sistema per combattere le malattie quello di supporre che non esistono. Questo procedimento di cura per suggestione, che tante volte hanno impiegato i nostri governanti e nel quale può essere deputato come medico eccelso il signor Dato, ha anche i suoi fallimenti. Supporre ora che non c’è pericolo è, per lo meno, molto esposto a che gli avvenimenti ci colgano impreparati. Se non il Governo, l’opinione, che ha bisogno anch’essa di orientarsi.
Si annuncia un altro sciopero ferroviario. Si assicura che dietro di esso viene lo sciopero generale. Il breve manifesto delle sinistre e, soprattutto, l’interpretazione che repubblicani e socialisti danno di certi accordi segreti, fanno credere che esisterà una relazione inevitabile tra il movimento che i ferrovieri e gli operai in generale iniziano per ottenere le loro rivendicazioni e l’azione politica che i partiti estremi organizzano per i loro fini rivoluzionari. La campagna di La Lucha dice abbastanza per giudicare le speranze dei repubblicani barcellonesi. Si dirige ai soldati nella forma più pericolosa, poiché cerca un sindacalismo militare. I paragrafi dell’articolo, che ieri svegliò appassionati commenti a Madrid e che non potremmo riprodurre in queste colonne, esprimono fin troppo eloquentemente la serie di tentativi che a queste date realizzano i partiti repubblicani. Con quale successo? Il signor Dato, nonostante tutto, si avventura a dire, forse per umorismo o per rassegnazione, che l’estate sarà tranquilla. Felice lui, che conserva la serenità o, per lo meno, sa esteriorizzarla!
I giorni trascorsi da quando scoppiò il conflitto delle Giunte di difesa sono serviti per tracciare l’esatta prospettiva dei fatti di modo che possiamo giudicarli nella loro dovuta proporzione. Inutile sarebbe tentare di ridurre l’importanza di quel successo; ma ciò che non giudichiamo esatto è considerare che ha nella storia dell’agitazione politica e sociale di Spagna un valore iniziale. Gli scioperi vengono organizzandosi ogni volta con più perfezione da alcuni anni. L’estate scorsa, come la precedente, i ferrovieri hanno procurato al Governo e al popolo giorni di vera inquietudine. Oggi tornano alla carica, e fondandosi sull’inadempimento delle offerte fatte da qualche Compagnia preparano di nuovo il loro sciopero. Importa sapere se questo movimento si limita a sollecitare i miglioramenti non ancora ottenuti mercé rivendicazioni anteriori. Se fosse così, gli stessi scioperanti sarebbero più interessati di chiunque a far constatare la loro assoluta indipendenza da ogni fine politico, poiché la loro causa si pregiudicherebbe se le Imprese, il Governo e l’opinione vedessero che si trattava solo di un nuovo saggio di organizzazione posto al servizio di fini politici e con carattere rivoluzionario. Al Governo corrisponde, in primo termine, di accertarsi dell’indole del movimento, non fidandosi degli ottimisti che considerano l’occasione poco propizia e giudicano che lo sciopero, se alla fine si accorda, fallirà per mancanza di preparazione. Ma prima, chiaro è, è dovere del Governo acquistare informazioni certe delle cause che possono giustificare lo sciopero, natura delle rivendicazioni sollecitate, esattezza delle accuse e dei reclami che i ferrovieri formulano contro le Imprese, così come della possibilità di soddisfarli immediatamente.
Sarebbe censurabile lasciarsi influire dalla forza di un pregiudizio che consistesse nel non vedere dietro gli scioperi se non la mano misteriosa degli agenti politici. Ma al tempo stesso sarebbe innocente lasciare la propaganda rivoluzionaria in stretto contatto con gli scioperanti in modo tale che realizzassero insidiosamente l’opera di snaturare il movimento in proprio vantaggio. Questo genere di rivoluzione che cercherebbe di ampararsi dietro le legittime sollecitazioni proletarie non è già il naturale movimento dell’opinione verso ideali che non può realizzare dentro la vita politica attuale. Non sarebbe una rivoluzione bianca, nonostante i sogni di molti riformatori paradossalmente innamorati di una violenza pacifica o di una catastrofe senza effusione di sangue. Sarebbe un intento ben caratterizzato con i suoi procedimenti e i suoi fini. Speriamo, tuttavia, lo sviluppo dei successi e viviamo fin d’ora avvertiti, poiché nessuno, cominciando dal signor Dato, può affermare senza rischio di sbagliare che l’estate sarà tranquilla.
