Abstract
Essay-article: for a Spaniard, Spain is the first and inescapable problem, and the instrument for transforming the surrounding social reality is politics. It distinguishes the art of legislating from the art of seizing and keeping power, and calls it immoral to become a conqueror of power without first forming a governing ideal.

En otros países acaso sea lícito a los individuos permitirse pasajeras abstracciones de los problemas nacionales: el francés, el inglés, el alemán, viven en medio de un ambiente social constituido. Sus patrias no serán sociedades perfectas, pero son sociedades dotadas de todas sus funciones esenciales, servidas por órganos en buen uso. El filósofo alemán puede desentenderse, no digo yo que deba, de los destinos de Germania: su vida de ciudadano se halla plenamente organizada sin necesidad de su intervención. Los impuestos no le apretarán demasiado, la higiene municipal velará por su salud, la Universidad le ofrece un medio casi mecánico de enriquecer sus conocimientos, la biblioteca próxima le proporciona de balde cuantos libros necesite, podrá viajar con poco gasto, y al depositar su voto al tiempo de las elecciones volverá a su despacho sin temor de que se le falsifique la voluntad. ¿Qué impedirá al alemán empujar su propio esquife al mar de las eternas cosas divinas y pasarse veinte años pensando sólo en lo infinito?
Entre nosotros el caso es muy diverso: el español que pretenda huir de las preocupaciones nacionales será hecho prisionero de ellas diez veces al día y acabará por comprender que para un hombre nacido entre el Bidasoa y Gibraltar es España el problema primero, plenario y perentorio.
Este problema es, como digo, el de transformar la realidad social circundante. Al instrumento para producir esa transformación llamamos política. El español necesita, pues, ser antes que nada político.
La política puede significar dos cosas: arte de gobernar o arte de conseguir el Gobierno y conservarlo. De otro modo: hay un arte de legislar y un arte de imponer cierta legislación. Pensar qué ley es la más discreta en cada caso y pensar qué medio habría para hacer que esa ley llegue a convertirse en ley escrita y vigente, son cuestiones muy distintas, pero es menester repetir a toda hora que es un acto inmoral convertirse en conquistador del poder sin crearse previamente un ideal gubernativo. Cierto: política es acción, pero la acción es también movimiento, es ir de un lugar a otro, es dar un paso, y un paso exige una dirección que vaya recta hasta lo infinito. Entre nosotros se ha hecho una separación indebida de la política de acción y la política ideal, como si la una tuviera sentido huérfana de la otra. La historia contemporánea de nuestro país ha hecho patente hasta qué punto de miseria puede llegar una política activa exenta de ideal político.
Necesitamos transformar a España: hacer de ella otra cosa distinta de lo que hoy es. ¿Qué cosa? ¿Cuál debe ser esa España ideal hacia la cual orientamos nuestros corazones, como los rostros de los ciegos suelen orientarse hacia la parte donde se derrama un poco de luminosidad?
In other countries perhaps it is licit for individuals to allow themselves passing abstractions from national problems: the Frenchman, the Englishman, the German, live in the midst of a constituted social environment. Their fatherlands may not be perfect societies, but they are societies endowed with all their essential functions, served by organs in good working order. The German philosopher can detach himself, I do not say he should, from the destinies of Germania: his life as a citizen is fully organized without need of his intervention. Taxes will not press him too hard, municipal hygiene will watch over his health, the University offers him an almost mechanical means of enriching his knowledge, the nearby library provides him free of charge whatever books he needs, he will be able to travel at small expense, and upon depositing his vote at election time he will return to his study without fear that his will be falsified. What will impede the German from pushing his own skiff out to the sea of the eternal divine things and spending twenty years thinking only of the infinite?
Among us the case is very different: the Spaniard who pretends to flee national preoccupations will be made prisoner of them ten times a day and will end by understanding that for a man born between the Bidasoa and Gibraltar, Spain is the first, plenary and peremptory problem.
This problem is, as I say, that of transforming the surrounding social reality. To the instrument for producing that transformation we call politics. The Spaniard needs, then, to be before all else a politician.
Politics can mean two things: the art of governing or the art of obtaining the Government and keeping it. In another way: there is an art of legislating and an art of imposing a certain legislation. Thinking which law is the most discreet in each case and thinking what means there would be for that law to come to be converted into written and current law, are very distinct questions, but it is necessary to repeat at every hour that it is an immoral act to become a conqueror of power without previously creating for oneself a governmental ideal. Certainly: politics is action, but action is also movement, it is going from one place to another, it is taking a step, and a step requires a direction that goes straight to the infinite. Among us an undue separation has been made of the politics of action and the ideal politics, as if the one had sense orphaned of the other. The contemporary history of our country has made patent to what point of misery an active politics exempt of political ideal can arrive.
We need to transform Spain: to make of it another thing distinct from what it is today. What thing? Which must be that ideal Spain toward which we orient our hearts, as the faces of the blind usually orient themselves toward the part where a little luminosity is shed?
In altri paesi forse è lecito agli individui permettersi passeggere astrazioni dai problemi nazionali: il francese, l’inglese, il tedesco, vivono in mezzo a un ambiente sociale costituito. Le loro patrie non saranno società perfette, ma sono società dotate di tutte le loro funzioni essenziali, servite da organi in buon uso. Il filosofo tedesco può disinteressarsi, non dico che debba, dei destini della Germania: la sua vita di cittadino si trova pienamente organizzata senza bisogno del suo intervento. Le imposte non lo stringeranno troppo, l’igiene municipale veglierà sulla sua salute, l’Università gli offre un mezzo quasi meccanico di arricchire le sue conoscenze, la biblioteca vicina gli procura gratis quanti libri gli occorrano, potrà viaggiare con poca spesa, e nel depositare il suo voto al tempo delle elezioni tornerà al suo studio senza timore che gli si falsifichi la volontà. Che cosa impedirà al tedesco di spingere il suo proprio schifo nel mare delle eterne cose divine e passare vent’anni pensando soltanto all’infinito?
Tra noi il caso è molto diverso: lo spagnolo che pretenda di fuggire le preoccupazioni nazionali sarà fatto prigioniero di esse dieci volte al giorno e finirà per comprendere che per un uomo nato tra il Bidasoa e Gibilterra la Spagna è il problema primo, plenario e perentorio.
Questo problema è, come dico, quello di trasformare la realtà sociale circostante. Allo strumento per produrre quella trasformazione chiamiamo politica. Lo spagnolo ha bisogno, dunque, di essere prima di tutto politico.
La politica può significare due cose: arte di governare o arte di conseguire il Governo e conservarlo. In altro modo: c’è un’arte di legiferare e un’arte di imporre una certa legislazione. Pensare quale legge sia la più discreta in ogni caso e pensare quale mezzo vi sarebbe perché quella legge arrivi a diventare legge scritta e vigente, sono questioni molto distinte, ma è necessario ripetere a ogni ora che è un atto immorale convertirsi in conquistatore del potere senza crearsi preventivamente un ideale governativo. Certo: la politica è azione, ma l’azione è anche movimento, è andare da un luogo a un altro, è fare un passo, e un passo esige una direzione che vada diritta fino all’infinito. Tra noi si è fatta una separazione indebita della politica d’azione e della politica ideale, come se l’una avesse senso orfana dell’altra. La storia contemporanea del nostro paese ha reso patente fino a che punto di miseria può arrivare una politica attiva esente di ideale politico.
Abbiamo bisogno di trasformare la Spagna: farne un’altra cosa distinta da ciò che oggi è. Che cosa? Quale deve essere quella Spagna ideale verso cui orientiamo i nostri cuori, come i volti dei ciechi sogliono orientarsi verso la parte dove si riversa un po’ di luminosità?
