El señor ORTEGA Y GASSET: Señores Diputados: siento mucho no tener más remedio que hacer un discurso doctrinal, de aquéllos precisamente que el señor Companys, en las primeras palabras que pronunció el otro día, se apresuraba a querer extirpar de esta discusión. Según el señor Companys, a la hora del debate constitucional se hicieron cuantos discursos doctrinales eran menester sobre el problema catalán y sobre su Estatuto, y se hicieron —añadía— porque los parlamentarios catalanes habían tenido buen cuidado de dibujar, de prefigurar en el texto constitucional cuantos temas afectan al presente Estatuto. Y yo no pongo en duda que esta intervención de los parlamentarios catalanes fuese un gambito de ajedrez bastante ingenioso, pero no tanto que quedemos para siempre aprisionados dentro de él, hasta el punto de que no podamos hacer hoy, con alguna razón, con buen fundamento, sobre el problema catalán, sobre este enjundioso problema, algún discurso doctrinal.

Porque acontece que el debate constitucional en su realidad no coincide, ni mucho menos, con el recuerdo que ha dejado en la memoria del señor Companys. Tan no coincide, que ni yo, ni creo que ningún otro señor Diputado recordará, antes de la intervención del señor Maura, ningún discurso en el cual se tratase a fondo y de frente el problema de las aspiraciones de Cataluña. Se ha hablado ciertamente, en general, de unitarismo y federalismo, de centralismo y autonomía, de las lenguas regionales; pero sobre el problema catalán, sobre lo que se llama el problema catalán, estoy por decir que yo no he oído un solo discurso, ni siquiera una parte orgánica de un discurso, como no consideremos tales las constantes salidas expectorativas a que nos tiene acostumbrados la bellida barba de don Antonio Royo Villanova. Se han hecho discursos sobre el pacto de San Sebastián, que es un tema que no tolera ni mucha doctrina ni muy buena, y que, por otra parte, no pretenderá resumir un problema viejo de demasiados siglos. Por tanto, yo ruego al señor Companys que no vea en esta justificación mía, a que él mismo me ha obligado, que no vea en ella enojo para él ni para sus compañeros; es exactamente la respuesta adecuada a la intención con que, como al desgaire y casi de pasada, obturaba el paso a intervenciones que presumía irremediablemente doctrinales, como la mía. Porque piensen el señor Companys y los demás señores Diputados qué pueden ser mis discursos, si no son doctrinales, representando yo una fuerza política cuantitativamente imperceptible y siendo, por mi persona, hombre de escasísimo arranque. Yo no puedo ofrecer otra cosa a la vida pública de mi país que la moneda divisionaria, menos aún, la calderilla de unas cuantas reflexiones sobre los problemas en ella planteados. Nadie puede pedirme que dé más de lo que tengo; pero nadie tampoco puede estorbarme que contribuya con lo que poseo. Porque la República necesita de todas las colaboraciones, las mayores y las ínfimas, porque necesita —queráis o no— hacer las cosas bien, y para eso todos somos pocos.

Sobre todo en estos dos enormes asuntos que ahora tenemos delante, la reforma agraria y el Estatuto catalán, es preciso que el Parlamento se resuelva a salir de sí mismo, de ese fatal ensimismamiento en que ha solido vivir hasta ahora, y que ha sido causa de que una gran parte de la opinión le haya retirado la fe y le escatime la esperanza. Es preciso ir a hacer las cosas bien, a reunir todos los esfuerzos. El político necesita de una imaginación peculiar, el don de representarse en todo instante y con gran exactitud cuál es el estado de las fuerzas que integran la total opinión, y percibir con precisión cuál es su resultante, huyendo de confundirla con la opinión de los próximos, de los amigos, de los afines, que, por muchos que sean, son siempre muy pocos en la Nación. Sin esa imaginación, sin ese don peculiar, el político está perdido.

Ahí tenemos ahora España toda, tensa y fija su atención en nosotros. No nos hagamos ilusiones: fija su atención, no fijo su entusiasmo. Por lo mismo, es urgente que este Parlamento aproveche estas dos magnas cuestiones para hacer las cosas ejemplarmente bien, para regenerarse en sí mismo y ante la opinión. Quien no os lo diga así, no os es leal. (Muy bien).

Y en medio de esta situación de ánimo, vibrando España entera alrededor, encontramos aquí, en el hemiciclo, el problema catalán. Entremos en él sin más y comencemos por lo más inmediato, por lo primero de él con que nos encontramos. Y ¿qué es lo más inmediato, concreto y primero con que topamos del problema catalán? Se dirá que si queremos evitar vaguedades, lo más inmediato y concreto con que nos encontramos del problema catalán es ese proyecto de Estatuto que la Comisión nos presenta y alarga; y de él, el artículo 1.º del primer título. Yo siento discrepar de los que piensan así, que piensan así por no haber caído en la cuenta de que antes de ese primer artículo del primer título hay otra cosa, para mí la más grave de todas, con la que nos encontramos. Esa primera cosa es el propósito, la intención con que nos ha sido presentado este Estatuto, no sólo por parte de los catalanes, sino de otros grupos de los que integran las fuerzas republicanas. A todos os es bien conocido cuál es ese propósito. Lo habéis oído una y otra vez, con persistente reiteración, desde el advenimiento de la República. Se nos ha dicho: «Hay que resolver el problema catalán y hay que resolverlo de una vez para siempre, de raíz. La República fracasaría si no lograse resolver este conflicto que la monarquía no acertó a solventar».

Yo he oído esto muchas veces y otras tantas me he callado, porque a las palabras habían precedido los actos y por muchas otras razones. Aunque me gusta grandemente la conversación, no creo ser hombre pronto ni largo en palabras. A defecto de mejores virtudes, sé callar largamente y resistir a las incitaciones que obligan a los hombres, que les fuerzan para que hablen a destiempo. Pero ha llegado el minuto preciso en que hay que quebrar ese silencio y responder a lo tantas veces escuchado, que si se trata no más que de una manera de decir, de un mero juego enunciativo, esas expresiones me parecen pura exageración y, por lo tanto, peligrosas; pero si, como todos presumimos, no se trata de una figura de dicción, de una eutrapelia, que serían francamente intolerables en asunto y sazón tan graves, si se trata en serio de presentar con este Estatuto el problema catalán para que sea resuelto de una vez para siempre, de presentarlo al Parlamento y a través de él al país, adscribiendo a ello los destinos del régimen, ¡ah!, entonces yo no puedo seguir adelante, sino que, frente a este punto previo, frente a este modo de planteamiento radical del problema, yo hinco bien los talones en tierra, y digo: ¡alto!, de la manera más enérgica y más taxativa. Tengo que negarme rotundamente a seguir, sin hacer antes una protesta de que se presente en esta forma radical el problema catalán a nuestra Cataluña y a nuestra España, porque estoy convencido de que es ello, por unos y por otros, una ejemplar inconsciencia. ¿Qué es eso de proponernos conminativamente que resolvamos de una vez para siempre y de raíz un problema, sin parar en las mientes de si ese problema, él por sí mismo, es soluble, soluble en esa forma radical y fulminante? ¿Qué diríamos de quien nos obligase sin remisión a resolver de golpe el problema de la cuadratura del círculo? Sencillamente diríamos que, con otras palabras, nos había invitado al suicidio.

Pues bien, señores; yo sostengo que el problema catalán, como todos los parejos a él, que han existido y existen en otras naciones, es un problema que no se puede resolver, que sólo se puede conllevar, y al decir esto, conste que significo con ello, no sólo que los demás españoles tenemos que conllevarnos con los catalanes, sino que los catalanes también tienen que conllevarse con los demás españoles.

Mr. ORTEGA Y GASSET: Gentlemen Deputies: I am very sorry that I have no remedy but to make a doctrinal speech, precisely one of those that Mr. Companys, in the first words he pronounced the other day, was eager to want to extirpate from this discussion. According to Mr. Companys, at the time of the constitutional debate there were made as many doctrinal speeches as were needed on the Catalan problem and on its Statute, and they were made —he added— because the Catalan parliamentarians had taken good care to draw, to prefigure in the constitutional text, however many themes affect the present Statute. And I do not put in doubt that this intervention of the Catalan parliamentarians was a rather ingenious chess gambit, but not so much that we remain forever imprisoned within it, to the point that we cannot make today, with some reason, with good foundation, on the Catalan problem, on this substantial problem, some doctrinal speech.

Because it happens that the constitutional debate in its reality does not coincide, not by a long shot, with the memory it has left in the mind of Mr. Companys. So little does it coincide, that neither I, nor do I believe any other Mr. Deputy will recall, before the intervention of Mr. Maura, any speech in which the problem of the aspirations of Catalonia was treated thoroughly and head-on. There has been talk certainly, in general, of unitarism and federalism, of centralism and autonomy, of the regional languages; but on the Catalan problem, on what is called the Catalan problem, I am inclined to say that I have not heard a single speech, nor even an organic part of a speech, unless we consider as such the constant expectorating sallies to which the handsome beard of don Antonio Royo Villanova has accustomed us. Speeches have been made on the pact of San Sebastián, which is a theme that tolerates neither much doctrine nor very good doctrine, and which, on the other hand, will not pretend to summarize a problem old by too many centuries. Therefore, I beg Mr. Companys not to see in this justification of mine, to which he himself has obliged me, not to see in it annoyance for him nor for his companions; it is exactly the adequate response to the intention with which, as if offhand and almost in passing, he blocked the way to interventions he presumed irremediably doctrinal, like mine. For let Mr. Companys and the other gentlemen Deputies think what my speeches can be, if they are not doctrinal, I representing a politically quantitatively imperceptible force and being, in my person, a man of the scantiest impetus. I cannot offer anything else to the public life of my country than the fractional currency, even less, the small change of a few reflections on the problems posed in it. No one can ask me to give more than I have; but no one can either hinder me from contributing with what I possess. Because the Republic needs all collaborations, the greatest and the humblest, because it needs —whether you wish it or not— to do things well, and for that we are all too few.

Above all in these two enormous matters that we now have before us, the agrarian reform and the Catalan Statute, it is necessary that Parliament resolve to get out of itself, out of that fatal self-absorption in which it has been wont to live until now, and which has been the cause that a great part of opinion has withdrawn its faith from it and begrudges it hope. It is necessary to go and do things well, to gather all efforts. The politician needs a peculiar imagination, the gift of representing to himself at every instant and with great exactness what is the state of the forces that integrate the whole of opinion, and of perceiving with precision what their resultant is, fleeing from confusing it with the opinion of those nearest, of friends, of kindred spirits, who, however many they are, are always very few in the Nation. Without that imagination, without that peculiar gift, the politician is lost.

There we have now all Spain, tense and its attention fixed upon us. Let us not delude ourselves: it fixes its attention, not its enthusiasm. For that very reason, it is urgent that this Parliament take advantage of these two great questions to do things exemplarily well, to regenerate itself in itself and before opinion. Whoever does not tell you so, is not loyal to you. (Very good).

And in the midst of this state of mind, all Spain vibrating around us, we find here, in the chamber, the Catalan problem. Let us enter into it without more ado and begin with the most immediate, with the first thing of it we encounter. And what is the most immediate, concrete and first thing we hit upon of the Catalan problem? It will be said that if we wish to avoid vagueness, the most immediate and concrete thing we encounter of the Catalan problem is that draft Statute that the Commission presents and extends to us; and of it, article 1 of the first title. I feel I must disagree with those who think thus, who think thus for not having realized that before that first article of the first title there is another thing, for me the gravest of all, which we encounter. That first thing is the purpose, the intention with which this Statute has been presented to us, not only on the part of the Catalans, but of other groups among those that integrate the republican forces. You all well know what that purpose is. You have heard it again and again, with persistent reiteration, since the advent of the Republic. It has been told to us: «The Catalan problem must be solved and it must be solved once and for all, at the root. The Republic would fail if it did not manage to resolve this conflict that the monarchy did not succeed in settling.»

I have heard this many times and just as many I have kept silent, because the acts had preceded the words and for many other reasons. Although I greatly like conversation, I do not believe I am a man prompt or long in words. For want of better virtues, I know how to be silent at length and resist the incitements that oblige men, that force them to speak out of season. But the precise minute has arrived in which that silence must be broken and answer given to what has been heard so many times: that if it is a matter merely of a manner of speaking, of a mere enunciative game, those expressions seem to me pure exaggeration and, therefore, dangerous; but if, as we all presume, it is not a matter of a figure of speech, of a eutrapelia, which would be frankly intolerable in so grave a matter and season, if it is seriously a matter of presenting with this Statute the Catalan problem so that it be resolved once and for all, of presenting it to Parliament and through it to the country, attaching to it the destinies of the regime, ah!, then I cannot go on, but, before this prior point, before this radical way of posing the problem, I dig my heels well into the ground, and I say: halt!, in the most energetic and most peremptory manner. I have to refuse roundly to continue, without first making a protest that the Catalan problem be presented in this radical form to our Catalonia and to our Spain, because I am convinced that it is, on one side and the other, an exemplary unconsciousness. What is this of proposing to us threateningly that we resolve once and for all and at the root a problem, without stopping to consider whether that problem, by itself, is soluble, soluble in that radical and fulminating form? What would we say of one who obliged us without remission to resolve at one stroke the problem of the squaring of the circle? Simply we should say that, in other words, he had invited us to suicide.

Well then, gentlemen; I maintain that the Catalan problem, like all those like it, which have existed and exist in other nations, is a problem that cannot be solved, that can only be endured, and in saying this, let it be noted that I signify with it, not only that the rest of us Spaniards have to bear with the Catalans, but that the Catalans also have to bear with the rest of the Spaniards.

Il signor ORTEGA Y GASSET: Signori Deputati: mi dispiace molto di non avere altro rimedio che fare un discorso dottrinale, proprio di quelli che il signor Companys, nelle prime parole che pronunciò l’altro giorno, si affrettava a voler estirpare da questa discussione. Secondo il signor Companys, all’ora del dibattito costituzionale si fecero quanti discorsi dottrinali erano necessari sul problema catalano e sul suo Statuto, e si fecero —aggiungeva— perché i parlamentari catalani avevano avuto buona cura di disegnare, di prefigurare nel testo costituzionale quanti temi riguardano il presente Statuto. E io non metto in dubbio che questo intervento dei parlamentari catalani fosse un gambetto di scacchi abbastanza ingegnoso, ma non tanto che restiamo per sempre prigionieri dentro di esso, fino al punto di non poter fare oggi, con qualche ragione, con buon fondamento, sul problema catalano, su questo succoso problema, qualche discorso dottrinale.

Perché accade che il dibattito costituzionale nella sua realtà non coincide, né molto meno, col ricordo che ha lasciato nella memoria del signor Companys. Tanto non coincide, che né io, né credo che nessun altro signor Deputato ricorderà, prima dell’intervento del signor Maura, nessun discorso nel quale si trattasse a fondo e di fronte il problema delle aspirazioni della Catalogna. Si è parlato certamente, in generale, di unitarismo e federalismo, di centralismo e autonomia, delle lingue regionali; ma sul problema catalano, su ciò che si chiama il problema catalano, sto per dire che io non ho udito un solo discorso, né anche una parte organica di un discorso, se non consideriamo tali le costanti uscite espettoranti a cui ci ha abituati la bella barba di don Antonio Royo Villanova. Si sono fatti discorsi sul patto di San Sebastián, che è un tema che non tollera né molta dottrina né molto buona, e che, d’altra parte, non pretenderà riassumere un problema vecchio di troppi secoli. Per tanto, io prego il signor Companys che non veda in questa mia giustificazione, a cui egli stesso mi ha obbligato, che non veda in essa fastidio per lui né per i suoi compagni; è esattamente la risposta adeguata all’intenzione con cui, come alla sfuggita e quasi di passaggio, otturava il passo a interventi che presumeva irrimediabilmente dottrinali, come il mio. Perché pensino il signor Companys e gli altri signori Deputati che cosa possono essere i miei discorsi, se non sono dottrinali, rappresentando io una forza politica quantitativamente impercettibile ed essendo, per la mia persona, uomo di scarsissimo slancio. Io non posso offrire altra cosa alla vita pubblica del mio paese che la moneta divisionaria, meno ancora, gli spiccioli di qualche riflessione sui problemi in essa posti. Nessuno può chiedermi che dia più di ciò che ho; ma nessuno può neanche impedirmi che contribuisca con ciò che possiedo. Perché la Repubblica ha bisogno di tutte le collaborazioni, le maggiori e le infime, perché ha bisogno —vogliate o no— di fare le cose bene, e per questo tutti siamo pochi.

Soprattutto in questi due enormi affari che ora abbiamo davanti, la riforma agraria e lo Statuto catalano, è preciso che il Parlamento si risolva a uscire da sé stesso, da quel fatale ripiegamento in cui ha solito vivere finora, e che è stato causa del fatto che una gran parte dell’opinione gli abbia ritirato la fede e gli lesini la speranza. È preciso andare a fare le cose bene, a riunire tutti gli sforzi. Il politico ha bisogno di una immaginazione peculiare, il dono di rappresentarsi in ogni istante e con grande esattezza quale sia lo stato delle forze che integrano la totalità opinione, e percepire con precisione quale sia la loro risultante, fuggendo di confonderla con l’opinione dei prossimi, degli amici, degli affini, che, per quanti siano, sono sempre molto pochi nella Nazione. Senza quella immaginazione, senza quel dono peculiare, il politico è perduto.

Ecco lì ora tutta la Spagna, tesa e fissa la sua attenzione su di noi. Non facciamoci illusioni: fissa la sua attenzione, non fisso il suo entusiasmo. Per lo stesso, è urgente che questo Parlamento approfitti di queste due grandi questioni per fare le cose esemplarmente bene, per rigenerarsi in sé stesso e davanti all’opinione. Chi non ve lo dice così, non vi è leale. (Molto bene).

E in mezzo a questa situazione d’animo, vibrando tutta la Spagna intorno, troviamo qui, nell’emiciclo, il problema catalano. Entriamo in esso senza più e cominciamo dal più immediato, dalla prima cosa di esso con cui c’incontriamo. E che cosa è il più immediato, concreto e primo con cui urtiamo del problema catalano? Si dirà che se vogliamo evitare vaghezze, la cosa più immediata e concreta con cui c’incontriamo del problema catalano è quel progetto di Statuto che la Commissione ci presenta e allunga; e di esso, l’articolo 1.º del primo titolo. Io sento di discrepare da quelli che pensano così, che pensano così per non essere caduti nella conta che prima di quel primo articolo del primo titolo c’è un’altra cosa, per me la più grave di tutte, con cui c’incontriamo. Quella prima cosa è il proposito, l’intenzione con cui ci è stato presentato questo Statuto, non solo da parte dei catalani, ma di altri gruppi di quelli che integrano le forze repubblicane. A tutti voi è ben noto quale sia quel proposito. L’avete udito una volta e un’altra, con persistente reiterazione, dall’avvento della Repubblica. Ci si è detto: «Bisogna risolvere il problema catalano e bisogna risolverlo una volta per sempre, alla radice. La Repubblica fallirebbe se non riuscisse a risolvere questo conflitto che la monarchia non seppe dirimere».

Io ho udito questo molte volte e altrettante mi sono taciuto, perché alle parole avevano preceduto gli atti e per molte altre ragioni. Sebbene mi piaccia grandemente la conversazione, non credo di essere uomo pronto né lungo in parole. A difetto di migliori virtù, so tacere a lungo e resistere alle incitazioni che obbligano gli uomini, che li forzano a parlare a sproposito. Ma è giunto il minuto preciso in cui bisogna rompere quel silenzio e rispondere a ciò tante volte udito, che se si tratta non più che di un modo di dire, di un mero gioco enunciativo, quelle espressioni mi sembrano pura esagerazione e, per tanto, pericolose; ma se, come tutti presumiamo, non si tratta di una figura di dizione, di una eutrapelia, che sarebbero francamente intollerabili in affare e stagione così gravi, se si tratta seriamente di presentare con questo Statuto il problema catalano perché sia risolto una volta per sempre, di presentarlo al Parlamento e attraverso di esso al paese, ascrivendo a ciò i destini del regime, ah!, allora io non posso seguire avanti, ma, di fronte a questo punto previo, di fronte a questo modo di impostazione radicale del problema, io pianto ben bene i talloni in terra, e dico: alt!, nel modo più energico e più tassativo. Devo negarmi recisamente a seguire, senza fare prima una protesta che si presenti in questa forma radicale il problema catalano alla nostra Catalogna e alla nostra Spagna, perché sono convinto che è ciò, da uni e da altri, un’esemplare incoscienza. Che cosa è questo di proporci minatoriamente che risolviamo una volta per sempre e alla radice un problema, senza fermarsi nelle menti se quel problema, esso stesso, è risolubile, risolubile in quella forma radicale e fulminante? Che cosa diremmo di chi ci obbligasse senza remissione a risolvere di colpo il problema della quadratura del cerchio? Semplicemente diremmo che, con altre parole, ci aveva invitato al suicidio.

Ebbene, signori; io sostengo che il problema catalano, come tutti quelli simili a esso, che sono esistiti ed esistono in altre nazioni, è un problema che non si può risolvere, che solo si può sopportare, e dicendo questo, consti che significo con esso, non solo che gli altri spagnoli dobbiamo sopportarci con i catalani, ma che anche i catalani devono sopportarsi con gli altri spagnoli.

Yo quisiera, señores catalanes, que me escuchaseis con plena holgura de ánimo, con toda comodidad interior, sin ese soliviantamiento de la atención que os impediría fijarla en lo que vayáis oyendo, porque temierais que, al revolver la esquina de cualquiera de mis párrafos, tropezaseis con algún concepto, palabra o alusión enojoso para vosotros y para vuestra causa. No; yo os garantizo que no habrá nada de eso, lo garantizo en la medida que es posible, cuando se tienen todavía por delante algunos cuartos de hora de navegación oratoria. Nadie presuma, pues, que yo voy a envenenar la cuestión. No; todo lo contrario; pero pienso que, sólo partiendo de reconocerla en su pura autenticidad, se le puede propinar y a ello aspiro, un eficaz contraveneno. Vamos a ello, señores.

Digo, pues, que el problema catalán es un problema que no se puede resolver, que sólo se puede conllevar; que es un problema perpetuo, que ha sido siempre, antes de que existiese la unidad peninsular y seguirá siendo mientras España subsista; que es un problema perpetuo, y que a fuer de tal, repito, sólo se puede conllevar.

¿Por qué? En rigor, no debía hacer falta que yo apuntase la respuesta, porque debía ésta hallarse en todas las mentes medianamente cultivadas. Cualquiera diría que se trata de un problema único en el mundo, que anda buscando, sin hallarla, su pareja en la Historia, cuando es más bien un fenómeno cuya estructura fundamental es archiconocida, porque se ha dado y se da con abundantísima frecuencia sobre el área histórica. Es tan conocido y tan frecuente, que desde hace muchos años tiene inclusive un nombre técnico: el problema catalán es un caso corriente de lo que se llama nacionalismo particularista. No temáis, señores de Cataluña, que en esta palabra haya nada enojoso para vosotros, aunque hay, y no poco, doloroso para todos.

¿Qué es el nacionalismo particularista? Es un sentimiento de dintorno vago, de intensidad variable, pero de tendencia sumamente clara, que se apodera de un pueblo o colectividad y le hace desear ardientemente vivir aparte de los demás pueblos o colectividades. Mientras éstos anhelan lo contrario, a saber: adscribirse, integrarse, fundirse en una gran unidad histórica, en esa radical comunidad de destino que es una gran nación, esos otros pueblos sienten, por una misteriosa y fatal predisposición, el afán de quedar fuera, exentos, señeros, intactos de toda fusión, reclusos y absortos dentro de sí mismos.

Y no se diga que es, en pequeño, un sentimiento igual al que inspira los grandes nacionalismos, los de las grandes naciones, no; es un sentimiento de signo contrario. Sería completamente falso afirmar que los españoles hemos vivido animados por el afán positivo de no querer ser franceses, de no querer ser ingleses. No; no existía en nosotros ese sentimiento negativo, precisamente porque estábamos poseídos por el formidable afán de ser españoles, de formar una gran nación y disolvernos en ella. Por eso, de la pluralidad de pueblos dispersos que había en la Península, se ha formado esta España compacta.

En cambio, el pueblo particularista parte, desde luego, de un sentimiento defensivo, de una extraña y terrible hiperestesia frente a todo contacto y toda fusión; es un anhelo de vivir aparte. Por eso el nacionalismo particularista podría llamarse, más expresivamente, apartismo o, en buen castellano, señerismo.

Pero claro está que esto no puede ser. A un lado y otro de ese pueblo infusible se van formando las grandes concentraciones; quiera o no, comprende que no tiene más remedio que sumirse en alguna de ellas: Francia, España, Italia. Y así ese pueblo queda en su ruta apresado por la atracción histórica de alguna de estas concentraciones, como, según la actual astronomía, la Luna no es un pedazo de tierra que se escapó al cielo, sino al revés, un cuerpo solitario que transcurría arisco por los espacios y al acercarse a la esfera de atracción de nuestro planeta fue capturado por éste y gira desde entonces en su torno acercándose cada vez más a él, hasta que un buen día acabe por caer en el regazo cálido de la Tierra y abrazarse con ella.

Pues bien; en el pueblo particularista, como veis, se dan, perpetuamente en disociación, estas dos tendencias: una, sentimental, que le impulsa a vivir aparte; otra, en parte también sentimental, pero, sobre todo, de razón, de hábito, que le fuerza a convivir con los otros en unidad nacional. De aquí que, según los tiempos, predomine la una o la otra tendencia y que vengan etapas en las cuales, a veces durante generaciones, parece que ese impulso de secesión se ha evaporado y el pueblo este se muestra unido, como el que más, dentro de la gran Nación. Pero no; aquel instinto de apartarse continúa somormujo, soterráneo, y más tarde, cuando menos se espera, como el Guadiana, vuelve a presentarse su afán de exclusión y de huida.

Éste, señores, es el caso doloroso de Cataluña; es algo de que nadie es responsable; es el carácter mismo de ese pueblo; es su terrible destino, que arrastra angustioso a lo largo de toda su historia. Por eso la historia de pueblos como Cataluña e Irlanda es un quejido casi incesante; porque la evolución universal, salvo breves períodos de dispersión, consiste en un gigantesco movimiento e impulso hacia unificaciones cada vez mayores. De aquí que ese pueblo que quiere ser precisamente lo que no puede ser, pequeña isla de humanidad arisca, reclusa en sí misma; ese pueblo que está aquejado por tan terrible destino, claro es que vive, casi siempre, preocupado y como obseso por el problema de su soberanía, es decir, de quién le manda o con quién manda él conjuntamente. Y así, por cualquier fecha que cortemos la historia de los catalanes encontraremos a éstos, con gran probabilidad, enzarzados con alguien, y si no consigo mismos, enzarzados sobre cuestiones de soberanía, sea cual sea la forma que de la idea de soberanía se tenga en aquella época: sea el poder que se atribuye a una persona a la cual se llama soberano, como en la Edad Media y en el siglo XVII, o sea, como en nuestro tiempo, la soberanía popular. Pasan los climas históricos, se suceden las civilizaciones y ese sentimiento dilacerante, doloroso, permanece idéntico en lo esencial. Comprenderéis que un pueblo que es problema para sí mismo tiene que ser, a veces, fatigoso para los demás y, así, no es extraño que si nos asomamos por cualquier trozo a la historia de Cataluña asistiremos, tal vez, a escenas sorprendentes, como aquélla acontecida a mediados del siglo XV: representantes de Cataluña vagan como espectros por las Cortes de España y de Europa buscando algún rey que quiera ser su soberano; pero ninguno de estos reyes acepta alegremente la oferta, porque saben muy bien lo difícil que es la soberanía en Cataluña. Comprenderéis, pues, que si esto ha sido un siglo y otro y siempre, se trata de una realidad profunda, dolorosa y respetable; y cuando oigáis que el problema catalán es en su raíz, en su raíz —conste esta repetición mía—, cuando oigáis que el problema catalán es en su raíz ficticio, pensad que decir eso sí que es una ficción.

¡Señores catalanes: no me imputaréis que he empequeñecido vuestro problema y que lo he planteado con insuficiente lealtad!

I should like, Catalan gentlemen, that you listen to me with full ease of mind, with all inner comfort, without that rising of attention that would prevent you from fixing it on what you go on hearing, because you feared that, turning the corner of any of my paragraphs, you might stumble upon some concept, word or allusion annoying to you and to your cause. No; I guarantee you that there will be nothing of that, I guarantee it to the extent that it is possible, when one still has before him some quarter-hours of oratorical navigation. Let no one presume, then, that I am going to poison the question. No; quite the contrary; but I think that, only by starting from recognizing it in its pure authenticity, can there be administered to it, and to that I aspire, an effective antidote. Let us go to it, gentlemen.

I say, then, that the Catalan problem is a problem that cannot be solved, that can only be endured; that it is a perpetual problem, that it has always been, before the peninsular unity existed, and will continue to be as long as Spain subsists; that it is a perpetual problem, and that being as such, I repeat, it can only be endured.

Why? Strictly, there should be no need for me to point out the answer, because it should be found in all moderately cultivated minds. Anyone would say that it is a problem unique in the world, that goes seeking, without finding it, its counterpart in History, when it is rather a phenomenon whose fundamental structure is extremely well known, because it has occurred and occurs with abundant frequency over the historical area. It is so well known and so frequent, that for many years it has even had a technical name: the Catalan problem is a current case of what is called particularist nationalism. Fear not, gentlemen of Catalonia, that in this word there be anything annoying to you, although there is, and not a little, that is painful for all.

What is particularist nationalism? It is a feeling of vague contour, of variable intensity, but of extremely clear tendency, which takes hold of a people or community and makes it ardently desire to live apart from the other peoples or communities. While these long for the contrary, namely: to attach themselves, integrate themselves, fuse themselves into a great historical unity, into that radical community of destiny which is a great nation, those other peoples feel, by a mysterious and fatal predisposition, the striving to remain outside, exempt, singular, intact from all fusion, recluse and absorbed within themselves.

And let it not be said that it is, in miniature, a feeling equal to the one that inspires the great nationalisms, those of the great nations; no; it is a feeling of contrary sign. It would be completely false to affirm that we Spaniards have lived animated by the positive striving of not wanting to be French, of not wanting to be English. No; that negative feeling did not exist in us, precisely because we were possessed by the formidable striving to be Spaniards, to form a great nation and dissolve ourselves in it. Therefore, from the plurality of scattered peoples there were in the Peninsula, this compact Spain has been formed.

In contrast, the particularist people sets out, of course, from a defensive feeling, from a strange and terrible hyperesthesia before all contact and all fusion; it is a longing to live apart. Therefore particularist nationalism could be called, more expressively, apartism or, in good Castilian, señerismo.

But of course this cannot be. On one side and the other of that unfusible people the great concentrations go on forming; whether it wishes or not, it understands that it has no remedy but to sink itself into some of them: France, Spain, Italy. And thus that people remains on its route captured by the historical attraction of some of these concentrations, as, according to present-day astronomy, the Moon is not a piece of earth that escaped into the sky, but on the contrary, a solitary body that passed along, aloof, through the spaces and, approaching the sphere of attraction of our planet, was captured by it and revolves since then about it, approaching it more and more, until one fine day it ends by falling into the warm lap of the Earth and embracing with it.

Well then; in the particularist people, as you see, there occur, perpetually in dissociation, these two tendencies: one, sentimental, which impels it to live apart; another, in part also sentimental, but, above all, of reason, of habit, which forces it to live together with the others in national unity. Hence, according to the times, one or the other tendency predominates, and there come stages in which, sometimes for generations, it seems that that impulse of secession has evaporated and this people shows itself united, as united as any, within the great Nation. But no; that instinct of setting itself apart continues submerged, subterranean, and later, when least expected, like the Guadiana, its striving for exclusion and flight reappears.

This, gentlemen, is the painful case of Catalonia; it is something for which no one is responsible; it is the very character of that people; it is its terrible destiny, which drags along anguished through all its history. Therefore the history of peoples like Catalonia and Ireland is an almost unceasing lament; because universal evolution, save brief periods of dispersion, consists in a gigantic movement and impulse toward ever greater unifications. Hence that people that wants to be precisely what it cannot be, a small island of aloof humanity, recluse in itself; that people afflicted by so terrible a destiny, it is clear, lives almost always preoccupied and as obsessed by the problem of its sovereignty, that is, of who commands it or with whom it commands jointly. And thus, at whatever date we cut the history of the Catalans we shall find them, in all probability, entangled with someone, and if not with themselves, entangled over questions of sovereignty, whatever be the form that the idea of sovereignty takes in that epoch: whether it be the power attributed to a person who is called sovereign, as in the Middle Ages and in the seventeenth century, or whether, as in our time, popular sovereignty. The historical climates pass, civilizations succeed one another, and that lacerating, painful feeling remains identical in the essential. You will understand that a people that is a problem for itself has to be, at times, wearisome for others, and thus it is not strange that if we look out upon any stretch of the history of Catalonia we shall attend, perhaps, to surprising scenes, like the one that happened in the middle of the fifteenth century: representatives of Catalonia wander like specters through the Courts of Spain and Europe seeking some king who wishes to be their sovereign; but none of these kings gladly accepts the offer, because they know very well how difficult sovereignty in Catalonia is. You will understand, then, that if this has been for one century and another and always, it is a deep, painful and respectable reality; and when you hear that the Catalan problem is in its root, in its root —let this repetition of mine be noted—, when you hear that the Catalan problem is in its root fictitious, think that to say that indeed is a fiction.

Catalan gentlemen: you will not impute to me that I have belittled your problem and that I have posed it with insufficient loyalty!

Vorrei, signori catalani, che mi ascoltaste con piena agiatezza d’animo, con tutta comodità interiore, senza quel sollevamento dell’attenzione che vi impedirebbe di fissarla su ciò che andrete udendo, perché temeste che, svoltando l’angolo di qualcuno dei miei paragrafi, inciampaste in qualche concetto, parola o allusione fastidiosa per voi e per la vostra causa. No; io vi garantisco che non ci sarà niente di tutto questo, lo garantisco nella misura in cui è possibile, quando si hanno ancora davanti alcuni quarti d’ora di navigazione oratoria. Nessuno presuma, dunque, che io vada ad avvelenare la questione. No; tutto il contrario; ma penso che, solo partendo dal riconoscerla nella sua pura autenticità, le si possa propinare e a ciò aspiro, un efficace contravveleno. Andiamo a questo, signori.

Dico, dunque, che il problema catalano è un problema che non si può risolvere, che solo si può sopportare; che è un problema perpetuo, che è stato sempre, prima che esistesse l’unità peninsulare e seguirà ad essere finché la Spagna sussista; che è un problema perpetuo, e che in quanto tale, ripeto, solo si può sopportare.

Perché? In rigore, non dovrebbe far bisogno che io accennassi la risposta, perché questa dovrebbe trovarsi in tutte le menti mediocremente colte. Chiunque direbbe che si tratta di un problema unico nel mondo, che va cercando, senza trovarla, la sua compagna nella Storia, quando è piuttosto un fenomeno la cui struttura fondamentale è archinota, perché si è dato e si dà con abbondantissima frequenza sull’area storica. È tanto noto e tanto frequente, che da molti anni ha perfino un nome tecnico: il problema catalano è un caso corrente di ciò che si chiama nazionalismo particolarista. Non temete, signori di Catalogna, che in questa parola ci sia nulla di fastidioso per voi, sebbene ci sia, e non poco, di doloroso per tutti.

Che cosa è il nazionalismo particolarista? È un sentimento di contorno vago, di intensità variabile, ma di tendenza sommamente chiara, che si impadronisce di un popolo o collettività e gli fa desiderare ardentemente di vivere a parte dagli altri popoli o collettività. Mentre questi anelano il contrario, cioè: ascriversi, integrarsi, fondersi in una grande unità storica, in quella radicale comunità di destino che è una grande nazione, quegli altri popoli sentono, per una misteriosa e fatale predisposizione, l’affanno di restare fuori, esenti, singolari, intatti da ogni fusione, reclusi e assorti dentro sé stessi.

E non si dica che è, in piccolo, un sentimento uguale a quello che ispira i grandi nazionalismi, quelli delle grandi nazioni, no; è un sentimento di segno contrario. Sarebbe completamente falso affermare che gli spagnoli abbiamo vissuto animati dall’affanno positivo di non voler essere francesi, di non voler essere inglesi. No; non esisteva in noi quel sentimento negativo, precisamente perché eravamo posseduti dal formidabile affanno di essere spagnoli, di formare una grande nazione e dissolverci in essa. Per questo, dalla pluralità di popoli dispersi che c’era nella Penisola, si è formata questa Spagna compatta.

Invece, il popolo particolarista parte, senz’altro, da un sentimento difensivo, da una strana e terribile iperestesia di fronte a ogni contatto e ogni fusione; è un anelito di vivere a parte. Per questo il nazionalismo particolarista potrebbe chiamarsi, più espressivamente, apartismo o, in buon castigliano, señerismo.

Ma chiaro è che questo non può essere. Da un lato e dall’altro di quel popolo infusibile si vanno formando le grandi concentrazioni; voglia o no, comprende che non ha altro rimedio che sommergersi in qualcuna di esse: Francia, Spagna, Italia. E così quel popolo resta nella sua rotta preso dall’attrazione storica di qualcuna di queste concentrazioni, come, secondo l’attuale astronomia, la Luna non è un pezzo di terra che si sfuggì al cielo, ma al rovescio, un corpo solitario che trascorreva aspro per gli spazi e, avvicinandosi alla sfera di attrazione del nostro pianeta, fu catturato da questo e gira da allora intorno a esso avvicinandosi ogni volta di più, fino a che un buon giorno finirà per cadere nel grembo caldo della Terra e abbracciarsi con essa.

Ebbene; nel popolo particolarista, come vedete, si danno, perpetuamente in dissociazione, queste due tendenze: una, sentimentale, che lo spinge a vivere a parte; un’altra, in parte anche sentimentale, ma, soprattutto, di ragione, di abitudine, che lo forza a convivere con gli altri in unità nazionale. Di qui che, secondo i tempi, predomini l’una o l’altra tendenza e che vengano tappe nelle quali, a volte durante generazioni, sembra che quell’impulso di secessione si sia evaporato e questo popolo si mostri unito, come il più unito, dentro la grande Nazione. Ma no; quell’istinto di appartarsi continua sommerso, sotterraneo, e più tardi, quando meno ci si aspetta, come il Guadiana, torna a presentarsi il suo affanno di esclusione e di fuga.

Questo, signori, è il caso doloroso della Catalogna; è qualcosa di cui nessuno è responsabile; è il carattere stesso di quel popolo; è il suo terribile destino, che trascina angoscioso lungo tutta la sua storia. Per questo la storia di popoli come la Catalogna e l’Irlanda è un gemito quasi incesante; perché l’evoluzione universale, salvo brevi periodi di dispersione, consiste in un gigantesco movimento e impulso verso unificazioni ogni volta maggiori. Di qui che quel popolo che vuole essere precisamente ciò che non può essere, piccola isola di umanità aspra, reclusa in sé stessa; quel popolo che è afflitto da così terribile destino, chiaro è che vive, quasi sempre, preoccupato e come ossesso dal problema della sua sovranità, cioè, di chi gli comanda o con chi comanda egli congiuntamente. E così, per qualsiasi data che tagliamo la storia dei catalani troveremo questi, con grande probabilità, impelagati con qualcuno, e se non con sé stessi, impelagati su questioni di sovranità, sia quale che sia la forma che dell’idea di sovranità si abbia in quella epoca: sia il potere che si attribuisce a una persona che si chiama sovrano, come nel Medioevo e nel XVII secolo, o sia, come nel nostro tempo, la sovranità popolare. Passano i climi storici, si succedono le civiltà e quel sentimento dilacerante, doloroso, permane identico nell’essenziale. Comprenderete che un popolo che è problema per sé stesso deve essere, a volte, faticoso per gli altri e, così, non è strano che se ci affacciamo per qualsiasi tratto alla storia della Catalogna assisteremo, forse, a scene sorprendenti, come quella accaduta a metà del XV secolo: rappresentanti della Catalogna vagano come spettri per le Corti di Spagna e d’Europa cercando qualche re che voglia essere il loro sovrano; ma nessuno di questi re accetta allegramente l’offerta, perché sanno molto bene quanto sia difficile la sovranità in Catalogna. Comprenderete, dunque, che se questo è stato per un secolo e un altro e sempre, si tratta di una realtà profonda, dolorosa e rispettabile; e quando udirete che il problema catalano è nella sua radice, nella sua radice —conste questa mia ripetizione—, quando udirete che il problema catalano è nella sua radice fittizio, pensate che dire questo sì che è una finzione.

Signori catalani: non mi imputerete che ho rimpicciolito il vostro problema e che l’ho posto con insufficiente lealtà!

Pero ahora, señores, es ineludible que precisemos un poco. Afirmar que hay en Cataluña una tendencia sentimental a vivir aparte, ¿qué quiere decir, traducido prácticamente al orden concretísimo de la política? ¿Quiere decir, por lo pronto, que todos los catalanes sientan esa tendencia? De ninguna manera. Muchos catalanes sienten y han sentido siempre la tendencia opuesta; de aquí esa disociación perdurable de la vida catalana a que yo antes me refería. Muchos, muchos catalanes quieren vivir con España. Pero no creáis por esto, señores de Cataluña, que voy a extraer de ello consecuencia ninguna; lo he dicho porque es la pura verdad, porque, en consecuencia, conviene hacerlo constar y porque, claro está, habrá que atenderlo. Pero los que ahora me interesan más son los otros, todos esos otros catalanes que son sinceramente catalanistas, que, en efecto, sienten ese vago anhelo de que Cataluña sea Cataluña. Mas no confundamos las cosas; no confundamos ese sentimiento, que como tal es vago y de una intensidad variadísima, con una precisa voluntad política. ¡Ah, no! Yo estoy ahora haciendo un gran esfuerzo por ajustarme con denodada veracidad a la realidad misma, y conviene que los demás, especialmente los señores de Cataluña que me escuchan, me acompañen en este esfuerzo. No, muchos catalanes catalanistas no quieren vivir aparte de España, es decir, que, aun sintiéndose muy catalanes, no aceptan la política nacionalista, ni siquiera el Estatuto, que acaso han votado. Porque esto es lo lamentable de los nacionalismos; ellos son un sentimiento, pero siempre hay alguien que se encarga de traducir ese sentimiento en concretísimas fórmulas políticas: las que a ellos, a un grupo exaltado, les parecen mejores. Los demás coinciden con ellos, por lo menos parcialmente, en el sentimiento, pero no coinciden en las fórmulas políticas; lo que pasa es que no se atreven a decirlo, que no osan manifestar su discrepancia, porque no hay nada más fácil, faltando, claro está, a la veracidad, que esos exacerbados les tachen entonces de anticatalanes. Es el eterno y conocido mecanismo en el que con increíble ingenuidad han caído los que aceptaron que fuese presentado este Estatuto. ¿Qué van a hacer los que discrepan? Son arrollados; pero sabemos perfectamente de muchos, muchos catalanes catalanistas, que en su intimidad hoy no quieren esa política concreta que les ha sido impuesta por una minoría. Y al decir esto creo que sigo ajustándome estrictamente a la verdad. (Muy bien, muy bien).

Pero una vez hechas estas distinciones, que eran de importancia, reconozcamos que hay de sobra catalanes que, en efecto, quieren vivir aparte de España. Ellos son los que nos presentan el problema; ellos constituyen el llamado problema catalán, del cual yo he dicho que no se puede resolver, que sólo se puede conllevar. Y ello es bien evidente; porque frente a ese sentimiento de una Cataluña que no se siente española, existe el otro sentimiento de todos los demás españoles que sienten a Cataluña como un ingrediente y trozo esencial de España, de esa gran unidad histórica, de esa radical comunidad de destino, de esfuerzos, de penas, de ilusiones, de intereses, de esplendor y de miseria, a la cual tienen puesta todos esos españoles inexorablemente su emoción y su voluntad. Si el sentimiento de los unos es respetable, no lo es menos el de los otros, y como son dos tendencias perfectamente antagónicas, no comprendo que nadie, en sus cabales, logre creer que problema de tal condición puede ser resuelto de una vez para siempre. Pretenderlo sería la mayor insensatez, sería llevarlo al extremo del paroxismo, sería como multiplicarlo por su propia cifra; sería, en suma, hacerlo más insoluble que nunca.

Supongamos, si no, lo extremo —lo que por cierto estarían dispuestos a hacer, sin más, algunos republicanos de tiro rápido (que los hay, y de una celeridad que les promete el campeonato en cualquiera carrera a pie)—; supongamos lo extremo: que se concediera, que se otorgase a Cataluña absoluta, íntegramente, cuanto los más exacerbados postulan. ¿Habríamos resuelto el problema? En manera alguna; habríamos dejado entonces plenamente satisfecha a Cataluña, pero ipso facto habríamos dejado plenamente, mortalmente insatisfecho al resto del país. El problema renacería de sí mismo, con signo inverso, pero con una cuantía, con una violencia incalculablemente mayor; con una extensión y un impulso tales, que probablemente acabaría (¡quién sabe!) llevándose por delante el régimen. Que es muy peligroso, muy delicado hurgar en esta secreta, profunda raíz, más allá de los conceptos y más allá de los derechos, de la cual viven estas plantas que son los pueblos. ¡Tengamos cuidado al tocar en ella!

Yo creo, pues, que debemos renunciar a la pretensión de curar radicalmente lo incurable. Recuerdo que un poeta romántico decía con sustancial paradoja: «Cuando alguien es una pura herida, curarle es matarle». Pues esto acontece con el problema catalán.

En cambio, es bien posible conllevarlo. Llevamos muchos siglos juntos los unos con los otros, dolidamente, no lo discuto; pero eso, el conllevarnos dolidamente es nuestro común destino, y quien no es pueril ni frívolo, lejos de fingir una inútil indocilidad ante el destino, lo que prefiere es aceptarlo.

Después de todo, no es cosa tan triste eso de conllevar. ¿Es que en la vida individual hay algún problema verdaderamente importante que se resuelva? La vida es esencialmente eso: lo que hay que conllevar, y, sin embargo, sobre la gleba dolorosa que suele ser la vida, brotan y florecen no pocas alegrías.

Este problema catalán y este dolor común a los unos y a los otros es un factor continuo de la Historia de España, que aparece en todas sus etapas, tomando en cada una el cariz correspondiente. Lo único serio que unos y otros podemos intentar es arrastrarlo noblemente por nuestra Historia; es conllevarlo, dándole en cada instante la mejor solución relativa posible; conllevarlo, en suma, como lo han conllevado y lo conllevan las naciones en que han existido nacionalismos particularistas, las cuales (y me importa mucho hacer constar esto para que quede nuestro asunto estimado en su justa medida), las cuales naciones aquejadas por este mal son en Europa hoy aproximadamente todas, todas menos Francia. Lo cual indica que lo que en nosotros juzgamos terrible, extrema anomalía, es en todas partes lo normal. Pues en este punto quien representa la efectiva, aunque afortunada anormalidad, es Francia con su extraño centralismo; todos los demás están acongojados del mismo problema, y todos los demás hacen lo que yo os propongo: conllevarlo.

Con esto, señores, he intentado demostrar que urge corregir por completo el modo como se ha planteado el problema, y, sin ambages ni eufemismos, invertir los términos: en vez de pretender resolverlo de una vez para siempre, vamos a reducirlo, unos y otros, a términos de posibilidad, buscando lealmente una solución relativa, un modo más cómodo de conllevarlo; demos, señores, comienzo serio a esta solución.

¿Cuál puede ser ella? Evidentemente tendrá que consistir en restar del problema total aquella porción de él que es insoluble, y venir a concordia en lo demás. Lo insoluble es cuanto significa amenaza, intención de amenaza, para disociar por la raíz la convivencia entre Cataluña y el resto de España. Y la raíz de convivencia en pueblos como los nuestros es la unidad de soberanía.

Recuerdo que hubo un momento de extremo peligro en la discusión constitucional, en que se estuvo a punto, por superficiales consideraciones de la más abstrusa y trivial ideología, con un perfecto desconocimiento de lo que siente y quiere, salvo breves grupos, nuestro pueblo, sobre todo, de lo que siente y quiere la nueva generación, se estuvo a punto, digo, nada menos que de decretar, sin más, la Constitución federal de España. Entonces, aterrado, en una madrugada lívida, hablé ante la Cámara de soberanía, porque me acongojaba desde el advenimiento de la República la imprecisión, tal vez el desconocimiento, con que se empleaban todos estos vocablos: soberanía, federalismo, autonomía, y se confundían unas cosas con otras, siendo todas ellas muy graves. Naturalmente, no he de repetir ahora lo que entonces dije; me limitaré a precisar lo que es urgente para la cuestión.

Decía yo que soberanía es la facultad de las últimas decisiones, el poder que crea y anula todos los otros poderes, cualesquiera sean ellos; soberanía, pues, significa la voluntad última de una colectividad. Convivir en soberanía implica la voluntad radical y sin reservas de formar una comunidad de destino histórico, la inquebrantable resolución de decidir juntos en última instancia todo lo que se decida. Y si hay algunos en Cataluña, o hay muchos, que quieren desjuntarse de España, que quieren escindir la soberanía, que pretenden desgarrar esa raíz de nuestro añejo convivir, es mucho más numeroso el bloque de los españoles resueltos a continuar reunidos con los catalanes en todas las horas sagradas de esencial decisión. Por eso es absolutamente necesario que quede deslindado de este proyecto de Estatuto todo cuanto signifique, cuanto pueda parecer amenaza de la soberanía unida, o que deje infectada su raíz. Por este camino iríamos derechos y rápidos a una catástrofe nacional.

But now, gentlemen, it is ineluctable that we be a little more precise. To affirm that there is in Catalonia a sentimental tendency to live apart, what does it mean, translated practically into the most concrete order of politics? Does it mean, in the first place, that all Catalans feel that tendency? In no way. Many Catalans feel and have always felt the opposite tendency; hence that perduring dissociation of Catalan life to which I referred before. Many, many Catalans want to live with Spain. But do not believe for this, gentlemen of Catalonia, that I am going to extract any consequence from it; I have said it because it is the pure truth, because, consequently, it is fitting to record it, and because, of course, it will have to be attended to. But those who now interest me most are the others, all those other Catalans who are sincerely Catalanist, who, in effect, feel that vague longing that Catalonia be Catalonia. But let us not confuse things; let us not confuse that feeling, which as such is vague and of a most varied intensity, with a precise political will. Ah, no! I am now making a great effort to adjust myself with dauntless veracity to reality itself, and it is fitting that the others, especially the gentlemen of Catalonia who listen to me, accompany me in this effort. No, many Catalanist Catalans do not want to live apart from Spain, that is, that, while feeling themselves very Catalan, they do not accept the nationalist policy, nor even the Statute, which perhaps they have voted for. Because this is the lamentable thing about nationalisms; they are a feeling, but there is always someone who takes charge of translating that feeling into most concrete political formulas: those that to them, to an exalted group, seem best. The others coincide with them, at least partially, in the feeling, but they do not coincide in the political formulas; what happens is that they do not dare to say it, that they do not venture to manifest their discrepancy, because there is nothing easier, failing, of course, in veracity, than for those exacerbated ones to brand them then as anti-Catalan. It is the eternal and well-known mechanism into which, with incredible ingenuousness, have fallen those who accepted that this Statute be presented. What are those who dissent going to do? They are swept along; but we know perfectly well of many, many Catalanist Catalans, who in their intimacy today do not want that concrete policy that has been imposed on them by a minority. And in saying this I believe I continue to adjust myself strictly to the truth. (Very good, very good).

But once these distinctions, which were of importance, are made, let us recognize that there are more than enough Catalans who, in effect, want to live apart from Spain. They are the ones who present us with the problem; they constitute the so-called Catalan problem, of which I have said that it cannot be solved, that it can only be endured. And that is quite evident; because before that feeling of a Catalonia that does not feel itself Spanish, there exists the other feeling of all the other Spaniards, who feel Catalonia as an ingredient and essential piece of Spain, of that great historical unity, of that radical community of destiny, of efforts, of sorrows, of illusions, of interests, of splendor and of misery, to which all those Spaniards have put inexorably their emotion and their will. If the feeling of the one group is respectable, no less so is that of the other, and since they are two perfectly antagonistic tendencies, I do not understand that anyone, in his right senses, manages to believe that a problem of such condition can be resolved once and for all. To pretend it would be the greatest foolishness, it would be to carry it to the extreme of paroxysm, it would be like multiplying it by its own figure; it would be, in short, to make it more insoluble than ever.

Let us suppose, if not, the extreme —which, by the way, some quick-triggered republicans would be ready to do, without more ado (and there are such, and of a celerity that promises them the championship in any footrace)—; let us suppose the extreme: that there were conceded, granted to Catalonia absolutely, integrally, whatever the most exacerbated postulate. Would we have solved the problem? In no way; we would have left then fully satisfied Catalonia, but ipso facto we would have left fully, mortally unsatisfied the rest of the country. The problem would be reborn of itself, with inverse sign, but with a magnitude, with a violence incalculably greater; with such an extension and impetus, that it would probably end (who knows!) by sweeping away the regime. That it is very dangerous, very delicate to poke into this secret, deep root, beyond concepts and beyond rights, of which these plants that are peoples live. Let us be careful in touching it!

I believe, then, that we must renounce the pretension of radically curing the incurable. I recall that a romantic poet said with substantial paradox: «When someone is a pure wound, curing him is killing him.» Well, this happens with the Catalan problem.

In contrast, it is quite possible to endure it. We have carried many centuries together, the ones with the others, painfully, I do not dispute it; but that, our painfully enduring one another, is our common destiny, and whoever is neither puerile nor frivolous, far from feigning a useless indocility before destiny, prefers to accept it.

After all, that business of enduring is not such a sad thing. Is there in individual life any truly important problem that gets solved? Life is essentially that: what must be endured, and, nevertheless, on the painful clod that life is wont to be, not a few joys sprout and flower.

This Catalan problem and this pain common to the ones and to the others is a continuous factor of the History of Spain, which appears in all its stages, taking in each the corresponding aspect. The only serious thing that the ones and the others can attempt is to drag it nobly through our History; it is to endure it, giving it at every instant the best possible relative solution; to endure it, in short, as the nations in which particularist nationalisms have existed have endured it and endure it, which (and it matters greatly to me to record this so that our matter remain esteemed in its just measure), which nations afflicted by this malady are in Europe today approximately all, all except France. Which indicates that what in us we judge terrible, extreme anomaly, is everywhere the normal. For in this point whoever represents the effective, although fortunate, anomaly is France with its strange centralism; all the others are anguished by the same problem, and all the others do what I propose to you: endure it.

With this, gentlemen, I have attempted to demonstrate that it is urgent to correct entirely the mode in which the problem has been posed, and, without circumlocutions or euphemisms, invert the terms: instead of pretending to solve it once and for all, let us go and reduce it, the ones and the others, to terms of possibility, seeking loyally a relative solution, a more comfortable way of enduring it; let us give, gentlemen, a serious beginning to this solution.

What can it be? Evidently it will have to consist in subtracting from the total problem that portion of it that is insoluble, and coming to concord in the rest. The insoluble is whatever signifies threat, intention of threat, to dissociate at the root the coexistence between Catalonia and the rest of Spain. And the root of coexistence in peoples like ours is the unity of sovereignty.

I recall that there was a moment of extreme danger in the constitutional discussion, in which it was on the point, for superficial considerations of the most abstruse and trivial ideology, with a perfect ignorance of what our people feels and wants, save brief groups, above all, of what the new generation feels and wants, it was on the point, I say, of nothing less than decreeing, without more ado, the federal Constitution of Spain. Then, terrified, in a livid dawn, I spoke before the Chamber of sovereignty, because there anguished me, since the advent of the Republic, the imprecision, perhaps the ignorance, with which all these words were employed: sovereignty, federalism, autonomy, and one confused one thing with another, all of them being very grave. Naturally, I shall not repeat now what I then said; I shall limit myself to making precise what is urgent for the question.

I used to say that sovereignty is the faculty of the final decisions, the power that creates and annuls all the other powers, whatever they be; sovereignty, then, signifies the ultimate will of a community. To live together in sovereignty implies the radical will, without reserves, of forming a community of historical destiny, the unshakeable resolution of deciding together in the last instance everything that is decided. And if there are some in Catalonia, or there are many, who wish to disjoin themselves from Spain, who wish to split sovereignty, who pretend to tear apart that root of our age-old coexistence, much more numerous is the bloc of Spaniards resolved to continue united with the Catalans in all the sacred hours of essential decision. For that reason it is absolutely necessary that there remain delimited from this draft Statute whatever signifies, whatever may seem a threat to the united sovereignty, or that leaves infected its root. By that road we would go straight and swift to a national catastrophe.

Ma ora, signori, è ineludibile che precisiamo un poco. Affermare che c’è in Catalogna una tendenza sentimentale a vivere a parte, che cosa vuol dire, tradotto praticamente all’ordine concretissimo della politica? Vuol dire, per ora, che tutti i catalani sentano quella tendenza? In nessun modo. Molti catalani sentono e hanno sempre sentito la tendenza opposta; di qui quella dissociazione perdurabile della vita catalana a cui io prima mi riferivo. Molti, molti catalani vogliono vivere con la Spagna. Ma non crediate per questo, signori di Catalogna, che io vada a estrarne conseguenza alcuna; l’ho detto perché è la pura verità, perché, in conseguenza, conviene farlo constare e perché, chiaro è, bisognerà attenderlo. Ma quelli che ora mi interessano di più sono gli altri, tutti quegli altri catalani che sono sinceramente catalanisti, che, in effetto, sentono quel vago anelito che la Catalogna sia Catalogna. Ma non confondiamo le cose; non confondiamo quel sentimento, che come tale è vago e di una intensità variatissima, con una precisa volontà politica. Ah, no! Io sto ora facendo un grande sforzo per adattarmi con denodata veracità alla realtà stessa, e conviene che gli altri, specialmente i signori di Catalogna che mi ascoltano, mi accompagnino in questo sforzo. No, molti catalani catalanisti non vogliono vivere a parte dalla Spagna, cioè, che, pur sentendosi molto catalani, non accettano la politica nazionalista, né anche lo Statuto, che forse hanno votato. Perché questo è il lamentevole dei nazionalismi; essi sono un sentimento, ma c’è sempre qualcuno che si incarica di tradurre quel sentimento in concretissime formule politiche: quelle che a essi, a un gruppo esaltato, sembrano migliori. Gli altri coincidono con loro, almeno parzialmente, nel sentimento, ma non coincidono nelle formule politiche; quello che succede è che non osano dirlo, che non ardiscono manifestare la loro discrepanza, perché non c’è nulla di più facile, mancando, chiaro è, alla veracità, che quegli esacerbati li taccino allora di anticatalani. È l’eterno e noto meccanismo in cui con incredibile ingenuità sono caduti quelli che accettarono che fosse presentato questo Statuto. Che cosa vanno a fare quelli che discrepare? Sono arrotolati; ma sappiamo perfettamente di molti, molti catalani catalanisti, che nella loro intimità oggi non vogliono quella politica concreta che è stata loro imposta da una minoranza. E dicendo questo credo che segua adattandomi strettamente alla verità. (Molto bene, molto bene).

Ma una volta fatte queste distinzioni, che erano di importanza, riconosciamo che ci sono fin troppi catalani che, in effetto, vogliono vivere a parte dalla Spagna. Essi sono quelli che ci presentano il problema; essi costituiscono il cosiddetto problema catalano, del quale io ho detto che non si può risolvere, che solo si può sopportare. E ciò è ben evidente; perché di fronte a quel sentimento di una Catalogna che non si sente spagnola, esiste l’altro sentimento di tutti gli altri spagnoli che sentono la Catalogna come un ingrediente e pezzo essenziale della Spagna, di quella grande unità storica, di quella radicale comunità di destino, di sforzi, di pene, di illusioni, di interessi, di splendore e di miseria, alla quale hanno posto tutti quegli spagnoli inesorabilmente la loro emozione e la loro volontà. Se il sentimento degli uni è rispettabile, non lo è meno quello degli altri, e siccome sono due tendenze perfettamente antagoniste, non comprendo che nessuno, nei suoi pieni sensi, riesca a credere che un problema di tale condizione possa essere risolto una volta per sempre. Pretenderlo sarebbe la maggiore insensatezza, sarebbe portarlo all’estremo del parossismo, sarebbe come moltiplicarlo per la sua propria cifra; sarebbe, in somma, farlo più insolubile che mai.

Supponiamo, se no, l’estremo —che, per certo, sarebbero disposti a fare, senz’altro, alcuni repubblicani di tiro rapido (che ci sono, e di una celerità che promette loro il campionato in qualsiasi corsa a piedi)—; supponiamo l’estremo: che si concedesse, che si accordasse alla Catalogna assolutamente, integralmente, quanto i più esacerbati postulano. Avremmo risolto il problema? In nessun modo; avremmo lasciato allora pienamente soddisfatta la Catalogna, ma ipso facto avremmo lasciato pienamente, mortalmente insoddisfatto il resto del paese. Il problema rinascerebbe da sé stesso, con segno inverso, ma con una quantità, con una violenza incalcolabilmente maggiore; con un’estensione e un impulso tali, che probabilmente finirebbe (chi sa!) col portarsi via il regime. Che è molto pericoloso, molto delicato frugare in questa segreta, profonda radice, al di là dei concetti e al di là dei diritti, della quale vivono queste piante che sono i popoli. Abbiate cura al toccarla!

Io credo, dunque, che dobbiamo rinunciare alla pretensione di curare radicalmente l’incurabile. Ricordo che un poeta romantico diceva con sostanziale paradosso: «Quando qualcuno è una pura ferita, curarlo è ucciderlo». Ebbene, questo accade col problema catalano.

Invece, è ben possibile sopportarlo. Portiamo molti secoli insieme gli uni con gli altri, dolorosamente, non lo discuto; ma questo, il sopportarci dolorosamente è il nostro comune destino, e chi non è puerile né frivolo, lungi dal fingere un’inutile indocilità davanti al destino, preferisce accettarlo.

Dopo tutto, non è cosa così triste quello di sopportare. È che nella vita individuale c’è qualche problema veramente importante che si risolva? La vita è essenzialmente questo: ciò che bisogna sopportare, e, nondimeno, sulla gleba dolorosa che suole essere la vita, spuntano e fioriscono non poche gioie.

Questo problema catalano e questo dolore comune agli uni e agli altri è un fattore continuo della Storia di Spagna, che appare in tutte le sue tappe, prendendo in ciascuna il cariz corrispondente. L’unica cosa seria che gli uni e gli altri possiamo tentare è trascinarlo nobilmente per la nostra Storia; è sopportarlo, dandogli in ogni istante la migliore soluzione relativa possibile; sopportarlo, in somma, come l’hanno sopportato e lo sopportano le nazioni in cui sono esistiti nazionalismi particolaristi, le quali (e mi importa molto far constare questo perché resti il nostro affare stimato nella sua giusta misura), le quali nazioni afflitte da questo male sono in Europa oggi approssimativamente tutte, tutte meno la Francia. Il che indica che ciò che in noi giudichiamo terribile, estrema anomalia, è in tutte le parti il normale. Poiché in questo punto chi rappresenta l’effettiva, sebbene fortunata, anomalia, è la Francia col suo strano centralismo; tutti gli altri sono afflitti dallo stesso problema, e tutti gli altri fanno ciò che io vi propongo: sopportarlo.

Con questo, signori, ho tentato di dimostrare che urge correggere per intero il modo come è stato posto il problema, e, senza ambagi né eufemismi, invertire i termini: invece di pretendere di risolverlo una volta per sempre, andiamo a ridurlo, gli uni e gli altri, a termini di possibilità, cercando lealmente una soluzione relativa, un modo più comodo di sopportarlo; diamo, signori, inizio serio a questa soluzione.

Quale può essere essa? Evidentemente dovrà consistere nel restare dal problema totale quella porzione di esso che è insolubile, e venire a concordia nel resto. L’insolubile è quanto significa minaccia, intenzione di minaccia, per dissociare alla radice la convivenza tra la Catalogna e il resto della Spagna. E la radice di convivenza in popoli come i nostri è l’unità di sovranità.

Ricordo che ci fu un momento di estremo pericolo nella discussione costituzionale, in cui si fu a punto, per superficiali considerazioni della più astrusa e triviale ideologia, con un perfetto sconoscimento di ciò che sente e vuole, salvo brevi gruppi, il nostro popolo, soprattutto, di ciò che sente e vuole la nuova generazione, si fu a punto, dico, niente meno che di decretare, senz’altro, la Costituzione federale della Spagna. Allora, atterrito, in un’alba livida, parlai davanti alla Camera di sovranità, perché mi angustiava dall’avvento della Repubblica l’imprecisione, forse lo sconoscimento, con cui si impiegavano tutti questi vocaboli: sovranità, federalismo, autonomia, e si confondevano une cose con le altre, essendo tutte esse molto gravi. Naturalmente, non ho da ripetere ora ciò che allora dissi; mi limiterò a precisare ciò che è urgente per la questione.

Dicevo io che sovranità è la facoltà delle ultime decisioni, il potere che crea e annulla tutti gli altri poteri, quali che essi siano; sovranità, dunque, significa la volontà ultima di una collettività. Convivere in sovranità implica la volontà radicale e senza riserve di formare una comunità di destino storico, l’irremovibile risoluzione di decidere insieme in ultima istanza tutto ciò che si decida. E se ci sono alcuni in Catalogna, o ci sono molti, che vogliono disgiungersi dalla Spagna, che vogliono scindere la sovranità, che pretendono di strappare quella radice del nostro vecchio convivere, è molto più numeroso il blocco degli spagnoli risoluti a continuare riuniti con i catalani in tutte le ore sacre di essenziale decisione. Per questo è assolutamente necessario che resti delimitato da questo progetto di Statuto tutto ciò che significhi, che possa sembrare minaccia della sovranità unita, o che lasci infettata la sua radice. Per questo cammino andremmo diritti e rapidi a una catastrofe nazionale.

Yo recuerdo que una de las pocas veces que en mis discursos anteriores aludí al tema catalán fue para decir a los representantes de esta región: «No nos presentéis vuestro afán en términos de soberanía, porque entonces no nos entenderemos. Presentadlo, planteadlo en términos de autonomía». Y conste que autonomía significa, en la terminología juridicopolítica, la cesión de poderes; en principio no importa cuáles ni cuántos, con tal que quede sentado de la manera más clara e inequívoca que ninguno de esos poderes es espontáneo, nacido de sí mismo, que es, en suma, soberano, sino que el Estado lo otorga y el Estado lo retrae y a él revierte. Esto es autonomía. Y en ese plano, reducido así el problema, podemos entendernos muy bien, y entendernos —me importa subrayar esto— progresivamente, porque esto es lo que más conviene hallar: una solución relativa y además progresiva.

Desde hace muchos años, con la escasez de mis fuerzas solitarias, venía yo preparando este tipo de solución, tomando el enorme problema como hay que tomar todos en política, sistemáticamente, articulándolos unos con otros, a fin de que coadyuven a su conjunta superación.

Prescindiendo provisionalmente del problema catalán, yo analizaba la situación en que estaba mi país, y encontraba en él un morbo básico, sin curar el cual no soñéis que España pueda llegar a ser nunca una nación vigorosa. Este morbo consistía, consiste, en la inercia de vida pública y, por tanto, política, económica, intelectual, en que viven los hombres provinciales. España es, en su casi totalidad, provincia, aldea, terruño. Mientras no movilicemos esa enorme masa de españoles en vitalidad pública, no conseguiremos jamás hacer una nación actual. ¿Y qué medios hay para eso? No se me pudo ocurrir sino uno: obligar a esos provinciales a que afronten por sí mismos sus inmediatos y propios problemas; es decir, imponerles la autonomía comarcana o regional.

Y sería desconocer por completo la realidad de este morbo que se trata de curar (una realidad que es la específica de España, la única que no se puede copiar de ningún programa político extranjero, sino que hay que descubrirla con la propia intuición y con el propio pensamiento); sería ignorar, digo, la realidad que se trata de corregir, esperar que la provincia anhele y pida autonomía. Desde el punto de vista de los altos intereses históricos españoles, que eran los que a mí me inspiraban, si una región de las normales pide autonomía, ya no me interesaría otorgársela, porque pedirla es ya demostrar que espontáneamente se ha sacudido la inercia, y, en mi idea, la autonomía, el régimen, la pedagogía política autonómica no es un premio, sino, al revés, uno de esos acicates, de esos aguijones, que la alta política obliga por veces a hincar bien en el ijar de los pueblos cansinos. Así concebía yo la autonomía.

Y una vez que imaginaba a España organizada en nerviosas autonomías regionales, entonces me volvía al problema catalán y me preguntaba: «¿De qué me sirve esta solución que creo haber hallado a la enfermedad más grave nacional (que es, por tanto, una solución nacionalista), para resolver el problema de Cataluña?» Y hallaba que, sin premeditarlo, habíamos creado el alvéolo para alojar el problema catalán. Porque, no lo dudéis, si a estas horas todas las regiones estuvieran implantando su autonomía, habrían aprendido lo que ésta es y no sentirían esa inquietud, ese recelo, al ver que le era concedida en términos estrictos a Cataluña. Habríamos, pues, reducido el enojo apasionado que hoy hay contra ella en el resto del país y lo habríamos puesto en su justa medida. Por otra parte, Cataluña habría recibido parcial satisfacción, porque quedaría sólo, claro está, el resto irreductible de su nacionalismo. Pero ¿cómo quedaría? Aislado; por decirlo así, químicamente puro, sin poder alimentarse de motivos en los cuales la queja tiene razón.

Esto venía yo predicando desde hace veinte años, pero no sé lo que pasa con mi voz, que, aunque no pocas veces se me ha oído, casi nunca se me ha escuchado; se me ha hecho homenaje, que agradezco, aunque no necesito, dado el humilde cariz de mi vida, pero no se me ha hecho caso. Y así ha acontecido que lo que yo pretendía evitar es hoy un hecho, y como os decía en discurso anterior, se hallan frente a frente la España arisca y la España dócil. (Rumores).

Aunque en peores condiciones, es de todos modos necesario e ineludible intentar esta solución autonómica. La autonomía es el puente tendido entre los dos acantilados, y ahora lo que importa es determinar cuál debe ser concretamente la figura de autonomía que hoy podemos otorgar a Cataluña. Con ello desemboco en la tercera y última parte de mi discurso (el auditorio respira animoso cuando oye que el orador anuncia que en su discurso comienza la vertiente de descenso); pero esta vez esa tercera parte ha de ser, creo que breve, aunque en definitiva, la decisiva, porque será aquélla en la cual un grupo de hombres, el que forma nuestra minoría, exprese lo que ahora es urgente que todos expongan: cuál es su opinión concreta, taxativa, sobre lo que va a constituir el Estatuto de Cataluña. Pues es problema tan hondo, de tan largas consecuencias, que es preciso que todos los grupos de la Cámara, como les pedía el señor Maura en su discurso del viernes pasado, digan lo que opinan concretamente sobre ello antes de comenzar la discusión del articulado. Parece que hay algún vago derecho a solicitarlo así. Todos los grupos de la Cámara, sobre todo los grandes partidos, y más aún el mayor de los grandes partidos, que es el partido socialista, deben exponer su opinión. El partido socialista tiene el gran deber en esta hora de hablar a tiempo, con toda altitud y precisión, por dos razones; la primera, ésta: el partido socialista fue en tiempos de la monarquía un magnífico movimiento de opinión que vivía extramuros del Gobierno; doctrinalmente no revolucionario, era de hecho semirrevolucionario por su escasa compatibilidad con aquel régimen; pero desde el advenimiento de la República, el partido socialista es un partido gubernamental, y esté o no esté en el banco azul, un partido gubernamental es cogobernante, porque se halla siempre en potencia próxima de ponerse a gobernar. Es, pues, preciso que este partido, que es un partido de clase, al hacerse partido de gobierno, nos vaya enterando de cómo logra articular su interés de partido de clase con el complejo y orgánico interés nacional, porque gobernar, sólo puede un partido por su dimensión de nacional; lo otro, es una dictadura. Pero la otra razón, que obliga al partido socialista a declararse bien ante la opinión, es que estamos ahora discutiendo, junto a esta reforma de la organización catalana que nos trae el Estatuto, otra reforma, germinada con ella o como melliza, que es la reforma agraria, de interés muy especialmente socialista, aunque yo creo que, además, es de interés nacional. Es menester que en esta combinación de los dos temas llegue el partido socialista a igual claridad con respecto al uno y con respecto al otro; es ésta una diafanidad a que el partido socialista español, por su propia historia, nos suele tener acostumbrados, pero que mucho más tiene que hacer ahora plenamente transparente, plenamente clara y plenamente prometedora.

Pues bien; voy ahora a decir rápidamente, no lo que, en cada una de las líneas del proyecto de esa Comisión, ha puesto, contrapuesto o subrayado nuestro grupo, en largas reuniones de meditación sobre el tema; pero sí voy a designar cuáles son las normas concretísimas que nos ha inspirado ésta que consideramos corrección del proyecto y que dan a nuestro voto particular casi un carácter —si no fuera pretensión— de contraproyecto. Ante todo, como he dicho, es preciso raer de ese proyecto todos los residuos que en él quedan de equívocos con respecto a la soberanía; no podemos, por eso, nosotros aceptar que en él se diga: «El Poder de Cataluña emana del pueblo». La frase nos parece perfecta, ejemplar; define exactamente nuestra teoría general política; pero no se trata sin distingos, que fueran menester, del pueblo de Cataluña aparte, sino del pueblo español, dentro del cual y con el cual convive, en la raíz, el pueblo catalán.

I recall that one of the few times that in my earlier speeches I alluded to the Catalan theme was to say to the representatives of this region: «Do not present to us your striving in terms of sovereignty, for then we shall not understand one another. Present it, pose it in terms of autonomy.» And let it be noted that autonomy signifies, in juridicopolitical terminology, the cession of powers; in principle it does not matter which nor how many, provided it remain established in the clearest and most unequivocal manner that none of those powers is spontaneous, born of itself, that it is, in short, sovereign, but that the State grants it and the State withdraws it and to itself it reverts. This is autonomy. And on that plane, the problem reduced thus, we can understand one another very well, and understand one another —it matters to me to underline this— progressively, because this is what it most behooves us to find: a relative and moreover progressive solution.

For many years, with the scantiness of my solitary forces, I had been preparing this type of solution, taking the enormous problem as all must be taken in politics, systematically, articulating them one with another, so that they cooperate in their joint overcoming.

Setting aside provisionally the Catalan problem, I analyzed the situation in which my country was, and I found in it a basic morbus, without curing which do not dream that Spain can ever come to be a vigorous nation. This morbus consisted, consists, in the inertia of public life and, therefore, political, economic, intellectual, in which provincial men live. Spain is, in its almost totality, province, village, native soil. As long as we do not mobilize that enormous mass of Spaniards into public vitality, we shall never manage to make an up-to-date nation. And what means are there for that? None could occur to me but one: to oblige those provincials to face for themselves their immediate and own problems; that is, to impose on them the district or regional autonomy.

And it would be to fail to know entirely the reality of this morbus that is to be cured (a reality that is the specific one of Spain, the only one that cannot be copied from any foreign political program, but that must be discovered with one’s own intuition and with one’s own thought); it would be to ignore, I say, the reality that is to be corrected, to expect that the province long for and ask for autonomy. From the point of view of the high Spanish historical interests, which were those that inspired me, if a region among the normal ones asks for autonomy, I should no longer be interested in granting it to it, because to ask for it is already to demonstrate that spontaneously it has shaken off the inertia, and, in my idea, autonomy, the regime, the autonomic political pedagogy is not a prize, but, on the contrary, one of those goads, of those pricks, that high politics sometimes obliges to sink well into the flank of weary peoples. Thus did I conceive autonomy.

And once I imagined Spain organized in nervous regional autonomies, then I turned to the Catalan problem and asked myself: «Of what use to me is this solution that I believe I have found for the gravest national malady (which is, therefore, a nationalist solution), for solving the problem of Catalonia?» And I found that, without premeditating it, we had created the cell to lodge the Catalan problem. Because, do not doubt it, if at this hour all the regions were implanting their autonomy, they would have learned what it is and would not feel that restlessness, that misgiving, upon seeing that it was conceded in strict terms to Catalonia. We would have, then, reduced the passionate anger that today exists against it in the rest of the country and would have put it in its just measure. On the other hand, Catalonia would have received partial satisfaction, because there would remain, of course, only the irreducible rest of its nationalism. But how would it remain? Isolated; so to speak, chemically pure, unable to feed on motives in which the complaint has reason.

This I had been preaching for twenty years, but I do not know what happens with my voice, that, although not a few times it has been heard, almost never has it been listened to; homage has been paid me, which I thank, although I do not need it, given the humble aspect of my life, but no attention has been paid me at all. And thus it has happened that what I pretended to avoid is today a fact, and as I told you in an earlier speech, the aloof Spain and the docile Spain stand face to face. (Murmurs).

Although in worse conditions, it is nevertheless necessary and ineluctable to attempt this autonomic solution. Autonomy is the bridge stretched between the two cliffs, and now what matters is to determine what concretely must be the figure of autonomy that today we can grant to Catalonia. With this I debouch into the third and last part of my speech (the auditorium breathes with spirit when it hears that the orator announces that in his speech the descending slope begins); but this time that third part must be, I believe, brief, although in the end decisive, because it will be that one in which a group of men, the one that forms our minority, expresses what now it is urgent that all expound: what is its concrete, peremptory opinion on what is going to constitute the Statute of Catalonia. For it is so deep a problem, of such long consequences, that it is necessary that all the groups of the Chamber, as Mr. Maura requested in his speech of last Friday, say what they concretely opine on it before beginning the discussion of the articles. It seems that there is some vague right to request it thus. All the groups of the Chamber, above all the great parties, and still more the greatest of the great parties, which is the Socialist Party, must expound their opinion. The Socialist Party has the great duty at this hour to speak in time, with all altitude and precision, for two reasons; the first, this: the Socialist Party was in times of the monarchy a magnificent movement of opinion that lived outside the walls of the Government; doctrinally not revolutionary, it was in fact semi-revolutionary by its scant compatibility with that regime; but since the advent of the Republic, the Socialist Party is a governmental party, and whether or not it sits on the blue bench, a governmental party is a co-governing party, because it always finds itself in near potency of setting itself to govern. It is, then, necessary that this party, which is a class party, on becoming a party of government, go on informing us of how it manages to articulate its interest of class party with the complex and organic national interest, because govern, a party can only by its national dimension; the other thing is a dictatorship. But the other reason, which obliges the Socialist Party to declare itself well before opinion, is that we are now discussing, alongside this reform of the Catalan organization that the Statute brings us, another reform, germinated with it or as a twin, which is the agrarian reform, of very specially socialist interest, although I believe that, moreover, it is of national interest. It is necessary that in this combination of the two themes the Socialist Party arrive at equal clarity with respect to the one and with respect to the other; this is a diaphaneity to which the Spanish Socialist Party, by its own history, is wont to keep us accustomed, but which much more it must now make fully transparent, fully clear and fully promising.

Well then; I am now going to say rapidly, not what, in each of the lines of that Commission’s draft, our group has put, counterposed or underlined, in long meetings of meditation on the theme; but I shall indeed designate which are the most concrete norms that this correction, which we consider correction of the draft, has inspired in us, and which give to our particular vote almost a character —if it were not pretension— of counter-draft. First of all, as I have said, it is necessary to erase from that draft all the residues that remain in it of equivocations with respect to sovereignty; we cannot, therefore, accept that in it be said: «The Power of Catalonia emanates from the people.» The phrase seems to us perfect, exemplary; it defines exactly our general political theory; but it is not a matter, without distinctions that would be necessary, of the people of Catalonia apart, but of the Spanish people, within which and with which the Catalan people lives, at the root.

Io ricordo che una delle poche volte che nei miei discorsi anteriori allusi al tema catalano fu per dire ai rappresentanti di questa regione: «Non ci presentate il vostro affanno in termini di sovranità, perché allora non ci intenderemo. Presentatelo, ponetelo in termini di autonomia». E consti che autonomia significa, nella terminologia giuridico-politica, la cessione di poteri; in principio non importa quali né quanti, con tale che resti sentenziato nel modo più chiaro e inequivoco che nessuno di questi poteri è spontaneo, nato da sé stesso, che è, in somma, sovrano, ma che lo Stato lo concede e lo Stato lo ritrae e a esso riviene. Questo è autonomia. E in quel piano, ridotto così il problema, possiamo intenderci molto bene, e intenderci —mi importa sottolineare questo— progressivamente, perché questo è ciò che più conviene trovare: una soluzione relativa e inoltre progressiva.

Da molti anni, con la scarsezza delle mie forze solitarie, venivo preparando questo tipo di soluzione, prendendo l’enorme problema come bisogna prendere tutti in politica, sistematicamente, articolandoli gli uni con gli altri, affinché coadiuvino alla loro congiunta superazione.

Prescindendo provvisoriamente dal problema catalano, io analizzavo la situazione in cui era il mio paese, e trovavo in esso un morbo basico, senza curare il quale non sognate che la Spagna possa mai arrivare ad essere una nazione vigorosa. Questo morbo consisteva, consiste, nell’inerzia di vita pubblica e, per tanto, politica, economica, intellettuale, in cui vivono gli uomini provinciali. La Spagna è, nella sua quasi totalità, provincia, villaggio, terruño. Finché non mobiliteremo questa enorme massa di spagnoli in vitalità pubblica, non conseguiremo mai di fare una nazione attuale. E quali mezzi ci sono per questo? Non mi poté venire in mente che uno: obbligare quei provinciali ad affrontare da sé stessi i loro immediati e propri problemi; cioè, imporre loro l’autonomia comarcana o regionale.

E sarebbe sconoscere per intero la realtà di questo morbo che si tratta di curare (una realtà che è la specifica della Spagna, l’unica che non si può copiare da nessun programma politico straniero, ma che bisogna scoprirla con la propria intuizione e con il proprio pensiero); sarebbe ignorare, dico, la realtà che si tratta di correggere, aspettare che la provincia aneli e chieda autonomia. Dal punto di vista degli alti interessi storici spagnoli, che erano quelli che a me ispiravano, se una regione delle normali chiede autonomia, non mi interesserebbe più accordargliela, perché chiederla è già dimostrare che spontaneamente si è scrollata l’inerzia, e, nella mia idea, l’autonomia, il regime, la pedagogia politica autonoma non è un premio, ma, al rovescio, uno di quegli acuti, di quegli sproni, che l’alta politica obbliga per volte a piantare ben bene nell’ijar dei popoli stanchi. Così concepivo io l’autonomia.

E una volta che immaginavo la Spagna organizzata in nervose autonomie regionali, allora mi volgevo al problema catalano e mi domandavo: «A che mi serve questa soluzione che credo di aver trovato alla malattia più grave nazionale (che è, per tanto, una soluzione nazionalista), per risolvere il problema della Catalogna?» E trovavo che, senza premeditarlo, avevamo creato l’alveolo per albergare il problema catalano. Perché, non lo dubitate, se a quest’ora tutte le regioni stessero impiantando la loro autonomia, avrebbero imparato che cosa questa è e non sentirebbero quell’inquietudine, quel timore, al vedere che le era concessa in termini stretti alla Catalogna. Avremmo, dunque, ridotto l’ira appassionata che oggi c’è contro di essa nel resto del paese e l’avremmo messa nella sua giusta misura. Da un’altra parte, la Catalogna avrebbe ricevuto parziale soddisfazione, perché resterebbe solo, chiaro è, il resto irriducibile del suo nazionalismo. Ma come resterebbe? Isolato; per così dire, chimicamente puro, senza poter alimentarsi di motivi nei quali la lagnanza ha ragione.

Questo venivo io predicando da vent’anni, ma non so che cosa succeda con la mia voce, che, sebbene non poche volte si sia udita, quasi mai si è ascoltata; mi si è fatto omaggio, che ringrazio, sebbene non ne abbia bisogno, dato l’umile aspetto della mia vita, ma non mi si è fatto caso. E così è accaduto che ciò che io pretendevo evitare è oggi un fatto, e come vi dicevo in discorso anteriore, si trovano faccia a faccia la Spagna aspra e la Spagna docile. (Rumori).

Sebbene in peggiori condizioni, è di tutti i modi necessario e ineludibile tentare questa soluzione autonoma. L’autonomia è il ponte teso tra i due dirupi, e ora ciò che importa è determinare quale debba essere concretamente la figura di autonomia che oggi possiamo concedere alla Catalogna. Con ciò sbocco nella terza e ultima parte del mio discorso (l’uditorio respira animoso quando sente che l’oratore annuncia che nel suo discorso comincia la china di discesa); ma questa volta quella terza parte deve essere, credo, breve, sebbene in definitiva la decisiva, perché sarà quella nella quale un gruppo di uomini, quello che forma la nostra minoranza, esprima ciò che ora è urgente che tutti espongano: quale è la sua opinione concreta, tassativa, su ciò che andrà a costituire lo Statuto della Catalogna. Poiché è problema tanto profondo, di così lunghe conseguenze, che è preciso che tutti i gruppi della Camera, come chiedeva il signor Maura nel suo discorso di venerdì scorso, dicano ciò che opinano concretamente su di esso prima di cominciare la discussione dell’articolato. Sembra che ci sia qualche vago diritto a sollecitarlo così. Tutti i gruppi della Camera, soprattutto i grandi partiti, e più ancora il maggiore dei grandi partiti, che è il partito socialista, devono esporre la loro opinione. Il partito socialista ha il grande dovere in quest’ora di parlare a tempo, con tutta altitudine e precisione, per due ragioni; la prima, questa: il partito socialista fu in tempi della monarchia un magnifico movimento di opinione che viveva extramuros del Governo; dottrinalmente non rivoluzionario, era di fatto semirivoluzionario per la sua scarsa compatibilità con quel regime; ma dall’avvento della Repubblica, il partito socialista è un partito governamentale, e stia o non stia nel banco azzurro, un partito governamentale è cogovemante, perché si trova sempre in potenza prossima di mettersi a governare. È, dunque, preciso che questo partito, che è un partito di classe, facendosi partito di governo, ci vada informando di come riesca ad articolare il suo interesse di partito di classe con il complesso e organico interesse nazionale, perché governare, può solo un partito per la sua dimensione di nazionale; l’altro, è una dittatura. Ma l’altra ragione, che obbliga il partito socialista a dichiararsi bene davanti all’opinione, è che stiamo ora discutendo, accanto a questa riforma dell’organizzazione catalana che ci porta lo Statuto, un’altra riforma, germinata con essa o come gemella, che è la riforma agraria, di interesse molto specialmente socialista, sebbene io creda che, inoltre, è di interesse nazionale. È mestieri che in questa combinazione dei due temi arrivi il partito socialista a uguale chiarezza rispetto all’uno e rispetto all’altro; è questa una diafanità a cui il partito socialista spagnolo, per la sua propria storia, ci suole tenere abituati, ma che molto di più deve fare ora pienamente trasparente, pienamente chiara e pienamente promettente.

Ebbene; vado ora a dire rapidamente, non ciò che, in ciascuna delle linee del progetto di quella Commissione, ha messo, contrapposto o sottolineato il nostro gruppo, in lunghe riunioni di meditazione sul tema; ma sì andrò a designare quali siano le norme concretissime che ci ha ispirato questa che consideriamo correzione del progetto e che danno al nostro voto particolare quasi un carattere —se non fosse pretensione— di controprogetto. Anzi tutto, come ho detto, è preciso raschiare da quel progetto tutti i residui che in esso restano di equivoci rispetto alla sovranità; non possiamo, per questo, noi accettare che in esso si dica: «Il Potere della Catalogna emana dal popolo». La frase ci sembra perfetta, esemplare; definisce esattamente la nostra teoria generale politica; ma non si tratta senza distingui, che fossero mestieri, del popolo della Catalogna a parte, ma del popolo spagnolo, dentro del quale e con il quale convive, alla radice, il popolo catalano.

Parejamente, nos parece un error que, en uno de los artículos del título primero, se deslice el término de «ciudadanía catalana». La ciudadanía es el concepto jurídico que liga más inmediata y estrechamente al individuo con el Estado, como tal; es su pertenencia directa al Estado, su participación inmediata en él. Hasta ahora se conocen varios términos, cada uno de los cuales adscribe al individuo a la esfera de un Poder determinado; la ciudadanía que le hace perteneciente al Estado, la provincialidad que le inscribe en la provincia, la vecindad que le incluye en el Municipio. Es necesario, a mi modo de ver, que inventen los juristas otro término, que podamos intercalar entre el Poder supremo del Estado y el Poder que le sigue —en la vieja jerarquía— de la provincialidad; pero es menester también que amputemos en esa línea del proyecto de Estatuto esa extraña ciudadanía catalana, que daría a algunos individuos de España dos ciudadanías, que les haría, en materia delicadísima, coleccionistas.

Por fortuna, ahorra mi esfuerzo, en el punto más grave que sobre esta materia trae el dictamen, el espléndido discurso de maestro de Derecho que ayer hizo el señor Sánchez Román. Me refiero al punto en el cual el Estatuto de Cataluña tiene que ser reformado, de suerte tal que no se sabe bien si esta ley y poder que las Cortes ahora otorguen podrá nunca volver a su mano, pues parece, por el equívoco de la expresión de ese artículo, que su reforma sólo puede proceder del deseo por parte del pueblo catalán. A nuestro juicio, es menester que se exprese de manera muy clara no sólo que esto no es así, sino que es preciso completarlo añadiendo a esa incoación, por parte de Cataluña, del proceso de revisión y reforma del Estatuto, otro procedimiento que nazca del Gobierno y de las Cortes. Parece justo que sea así. Es un problema entre dos elementos, entre dos cabos, y nada más justo y racional que el que la reforma y la revisión puedan comenzarse o por un cabo o por el otro; que intervenga, pues, o el Gobierno de la nación o el plebiscito de Cataluña.

Vamos ahora al tema de la enseñanza. Es éste un punto en que me complace declarar que la fórmula encontrada por el dictamen de la Comisión se nos antoja excelente. Pretende Cataluña crear ella su cultura; a crear una cultura siempre hay derecho, por más que sea la faena no sólo difícil, sino hasta improbable; pero ciertamente que no es lícito coartar los entusiasmos hacia ello de un grupo nacional. Lo que no sería posible es que para crear esa cultura catalana se usase de los medios que el Estado español ha puesto al servicio de la cultura española, la cual es el origen dinámico, histórico, justamente del Estado español. Sería, pues, como entregar su propia raíz. Bien está, y parece lo justo, que convivan paralelamente las instituciones de enseñanza que el Estado allí tiene y las que cree, con su entusiasmo, la Generalidad. Ya hablaremos cuando se trate del articulado, del problema del bilingüismo. Dejemos, pues, intacta esta cuestión. Lo que importa es decir que en aquel punto general de la enseñanza nos parece excelente el dictamen de la Comisión. Sólo podría oponérsele una advertencia. ¿No sería ello complicar demasiado las cosas? ¿No sería acumular en Cataluña un exceso de instituciones docentes?

Decía un viejo libro indio que cuando el hombre pone en el suelo la planta, pisa siempre cien senderos. ¡Hay que ver los senderos que acabamos de pisar con esta observación! ¿No serían excesivos los establecimientos de enseñanza que así resultarían en Cataluña? ¿Sabéis en qué tipo de cuestiones ponemos ahora el pie, qué cantidad de inepcias y de irreflexión han gravitado sobre el destino español y que afloran y transparecen ahora de pronto al tocar este tema? ¿Sabéis que hasta hace tres años en Barcelona, en una población de un millón de habitantes, había un solo Instituto, cuando en Alemania, para un millón de habitantes, hay cuarenta Institutos, y en el país que menos, en Francia, hay catorce Institutos? Uno de los senderos que parten ahora de nuestra planta es el haceros caer en la cuenta de que cuando discutáis los problemas de las Órdenes religiosas y de la enseñanza, tengáis la generosidad y la profundidad de plantearlos en toda su complejidad, porque cuando un Estado se ha comportado de esta suerte ante una urbe de un millón de habitantes, en una de las instituciones más características de las clases que, al fin y al cabo, tenían el poder en aquel régimen; cuando un Estado se ha comportado así, cuando el resto del país lo ha tolerado y tal vez ni lo ha sabido, lo cual quiere decir que no lo ha atendido, no hay derecho a quejarse de que los pobres chicos tengan que ir a recibir enseñanza donde se la den; y las Órdenes religiosas se la daban, no porque tuvieran una excepcional, fantástica y espectral fuerza insólita sobre la vida española, sino simplemente porque el Estado español y la democracia constitucional española hacían dejación de sus deberes de atender a la enseñanza nacional. (Muy bien).

Pero cuando tocamos este punto, otro sendero, que lleva a problemas todavía más graves, nos araña las plantas, porque al haber caído en la cuenta de que esto se hacía, de que esta enormidad se hacía, es decir, no se hacía, en una población como Barcelona en materia de enseñanza, nos preguntamos: ¿Y qué es lo que se hacía con respecto a las otras instituciones de Gobierno, de Poder público? ¿Cómo estaba allí representado institucionalmente, en ese enorme cuerpo social que es Barcelona, el Estado, el Poder? ¿Qué figuras de autoridad veía a toda hora el buen barcelonés pasar por delante de él para aprender de esta suerte lo que es el mando, la autoridad del Estado? Pues, señores, hasta hace muy pocos años, bien pocos años, la población de Barcelona y su provincia, con el millón de habitantes de su capital, estaba gobernada exactamente por las mismas instituciones que Soria y que Zamora, pequeñas villas rurales: por un gobernador civil. ¡Y luego extrañará que en Barcelona hubiese una rara inspiración subversiva! Esa población está compuesta, principalmente, de un enorme contingente de obreros; la concentración industrial de Barcelona arranca de los últimos terruños y glebas de España, donde vivían al fin y al cabo moralizados por la influencia tradicional y como vegetal de su patria, infinidad de obreros españoles y los lleva a Barcelona y los amontona allí; y estos obreros, como las demás clases sociales, no veían aparecer el Poder público con volumen y figura correspondiente y, naturalmente, sentían constantemente como una invitación a olvidarse del Poder y de la autoridad, a ser constitutivamente subversivos; y de aquí, no por ninguna extraña magia ni poder especial de la inspiración catalana, de aquí que todas las cosas subversivas que han acontecido en España, desde hace muchísimos años, vinieran de Barcelona. ¡Es natural! ¡Si el aire era subversivo, porque no se le había enseñado a ser otra cosa! Se juntan allí los militares y brotan las Juntas de Defensa y, creedme, si un día se juntan allí los obispos, ya veréis cómo los báculos se vuelven lanzas. (Risas).

In like manner, it seems to us an error that, in one of the articles of the first title, the term «Catalan citizenship» be slipped in. Citizenship is the juridical concept that binds the individual most immediately and closely to the State, as such; it is his direct belonging to the State, his immediate participation in it. Hitherto several terms are known, each of which ascribes the individual to the sphere of a determinate Power; citizenship, which makes him belong to the State; provinciality, which inscribes him in the province; vecindad, which includes him in the Municipality. It is necessary, to my way of seeing, that the jurists invent another term, which we can intercalate between the supreme Power of the State and the Power that follows it —in the old hierarchy— of provinciality; but it is also necessary that we amputate from that line of the draft Statute that strange Catalan citizenship, which would give some individuals of Spain two citizenships, which would make them, in a most delicate matter, collectors.

By good fortune, my effort is spared, in the gravest point that the report brings on this matter, by the splendid master-of-Law speech that yesterday Mr. Sánchez Román made. I refer to the point in which the Statute of Catalonia has to be reformed, in such a way that it is not well known whether this law and power that the Cortes now grant can ever return to its hand, since it seems, by the equivocation of the expression of that article, that its reform can only proceed from the desire on the part of the Catalan people. In our judgment, it is necessary that it be expressed in a very clear way not only that this is not so, but that it is necessary to complete it by adding to that initiative, on the part of Catalonia, of the process of revision and reform of the Statute, another procedure that is born of the Government and of the Cortes. It seems just that it be so. It is a problem between two elements, between two ends, and nothing more just and rational than that the reform and the revision may be begun by either one end or the other; let intervene, then, either the Government of the nation or the plebiscite of Catalonia.

Let us go now to the theme of education. This is a point in which it pleases me to declare that the formula found by the report of the Commission seems to us excellent. Catalonia pretends to create its own culture; to create a culture there is always a right, however much it be a task not only difficult, but even improbable; but certainly it is not licit to curb the enthusiasm toward it of a national group. What would not be possible is that to create that Catalan culture there be used the means that the Spanish State has placed at the service of Spanish culture, which is the dynamic, historical origin precisely of the Spanish State. It would be, then, like handing over its own root. Well it is, and it seems the just thing, that the teaching institutions that the State has there and those that the Generalidad creates, with its enthusiasm, live in parallel. We shall speak already, when the articles are dealt with, of the problem of bilingualism. Let us leave, then, intact this question. What matters is to say that in that general point of education the report of the Commission seems to us excellent. Only one warning could be opposed to it. Would that not be complicating things too much? Would it not be accumulating in Catalonia an excess of teaching institutions?

An old Indian book said that when man puts his foot on the ground, he always treads a hundred paths. One must see the paths we have just trodden with this observation! Would not the teaching establishments that would thus result in Catalonia be excessive? Do you know on what type of questions we now set foot, what quantity of ineptitudes and of unreflectiveness have weighed upon the Spanish destiny, and that now suddenly emerge and show through upon touching this theme? Do you know that until three years ago in Barcelona, in a population of a million inhabitants, there was a single Institute, whereas in Germany, for a million inhabitants, there are forty Institutes, and in the country with the fewest, in France, there are fourteen Institutes? One of the paths that now start from our foot is making you realize that when you discuss the problems of the religious Orders and of education, you have the generosity and the depth to pose them in all their complexity, because when a State has behaved in this manner before a city of a million inhabitants, in one of the most characteristic institutions of the classes that, after all, had the power in that regime; when a State has behaved thus, when the rest of the country has tolerated it and perhaps has not even known it, which means that it has not attended to it, there is no right to complain that the poor boys have to go and receive teaching wherever it is given to them; and the religious Orders gave it to them, not because they had an exceptional, fantastic and spectral unusual force over Spanish life, but simply because the Spanish State and the Spanish constitutional democracy made dereliction of their duties of attending to national education. (Very good).

But when we touch this point, another path, which leads to still graver problems, scratches our soles, because having realized that this was done, that this enormity was done, that is, not done, in a population like Barcelona in matters of education, we ask ourselves: and what was done with respect to the other institutions of Government, of public Power? How was the State, the Power, represented there institutionally, in that enormous social body that is Barcelona? What figures of authority did the good Barcelonan see passing before him at all hours, to learn in this way what command is, the authority of the State? Well, gentlemen, until very few years ago, quite few years, the population of Barcelona and its province, with the million inhabitants of its capital, was governed exactly by the same institutions as Soria and Zamora, small rural towns: by a civil governor. And then they will wonder that in Barcelona there was a rare subversive inspiration! That population is composed, mainly, of an enormous contingent of workers; the industrial concentration of Barcelona draws from the last clods and glebes of Spain, where there lived, after all, moralized by the traditional and, as it were, vegetable influence of their homeland, an infinity of Spanish workers, and brings them to Barcelona and piles them up there; and these workers, like the other social classes, did not see public Power appear with corresponding volume and figure and, naturally, felt constantly as an invitation to forget the Power and the authority, to be constitutively subversive; and hence, not by any strange magic or special power of the Catalan inspiration, hence that all the subversive things that have happened in Spain, for very many years, came from Barcelona. It is natural! If the air was subversive, because it had not been taught to be anything else! There the military gather and the Defense Juntas sprout, and, believe me, if one day the bishops gather there, you will see how the croziers turn into lances. (Laughter).

Parimenti, ci sembra un errore che, in uno degli articoli del titolo primo, si lasci scivolare il termine di «cittadinanza catalana». La cittadinanza è il concetto giuridico che lega più immediatamente e strettamente l’individuo allo Stato, come tale; è la sua appartenenza diretta allo Stato, la sua partecipazione immediata in esso. Finora si conoscono vari termini, ciascuno dei quali ascrive l’individuo alla sfera di un Potere determinato; la cittadinanza che lo fa appartenente allo Stato, la provincialità che lo iscrive nella provincia, la vicinanza che lo include nel Municipio. È necessario, a mio modo di vedere, che inventino i giuristi un altro termine, che possiamo intercalare tra il Potere supremo dello Stato e il Potere che lo segue —nella vecchia gerarchia— della provincialità; ma è mestieri anche che amputiamo in quella linea del progetto di Statuto quella strana cittadinanza catalana, che darebbe ad alcuni individui di Spagna due cittadinanze, che li farebbe, in materia delicatissima, collezionisti.

Per fortuna, risparmia il mio sforzo, nel punto più grave che su questa materia porta il dictamen, lo splendido discorso di maestro di Diritto che ieri fece il signor Sánchez Román. Mi riferisco al punto nel quale lo Statuto di Catalogna deve essere riformato, in modo tale che non si sa bene se questa legge e potere che le Corti ora accordino potrà mai tornare alla sua mano, poiché sembra, per l’equivoco dell’espressione di quell’articolo, che la sua riforma possa procedere solo dal desiderio da parte del popolo catalano. A nostro giudizio, è mestieri che si esprima in modo molto chiaro non solo che questo non è così, ma che è preciso completarlo aggiungendo a quella incoazione, da parte della Catalogna, del processo di revisione e riforma dello Statuto, un altro procedimento che nasca dal Governo e dalle Corti. Sembra giusto che sia così. È un problema tra due elementi, tra due capi, e nulla di più giusto e razionale che la riforma e la revisione possano cominciarsi o per un capo o per l’altro; che intervenga, dunque, o il Governo della nazione o il plebiscito della Catalogna.

Andiamo ora al tema dell’insegnamento. È questo un punto in cui mi compiace dichiarare che la formula trovata dal dictamen della Commissione ci sembra eccellente. Pretende la Catalogna di creare essa la sua cultura; a creare una cultura c’è sempre diritto, per quanto sia la fatica non solo difficile, ma fin improbabile; ma certamente non è lecito costringere gli entusiasmi verso ciò di un gruppo nazionale. Ciò che non sarebbe possibile è che per creare quella cultura catalana si usassero i mezzi che lo Stato spagnolo ha posto al servizio della cultura spagnola, la quale è l’origine dinamica, storica, giustamente dello Stato spagnolo. Sarebbe, dunque, come consegnare la sua propria radice. Bene sta, e sembra il giusto, che convivano parallelamente le istituzioni di insegnamento che lo Stato lì ha e quelle che crei, con il suo entusiasmo, la Generalità. Già parleremo quando si tratti dell’articolato, del problema del bilingüismo. Lasciamo, dunque, intatta questa questione. Ciò che importa è dire che in quel punto generale dell’insegnamento ci sembra eccellente il dictamen della Commissione. Solo potrebbe opporglisi un’avvertenza. Non sarebbe ciò complicare troppo le cose? Non sarebbe accumulare in Catalogna un eccesso di istituzioni docenti?

Diceva un vecchio libro indiano che quando l’uomo mette in terra la pianta del piede, pesta sempre cento sentieri. Bisogna vedere i sentieri che abbiamo appena pestato con questa osservazione! Non sarebbero eccessivi gli stabilimenti di insegnamento che così risulterebbero in Catalogna? Sapete in quale tipo di questioni mettiamo ora il piede, quale quantità di inepzie e di irriflessione hanno gravitato sul destino spagnolo e che affiorano e transpaiono ora di colpo al toccare questo tema? Sapete che fino a tre anni fa a Barcellona, in una popolazione di un milione di abitanti, c’era un solo Istituto, mentre in Germania, per un milione di abitanti, ci sono quaranta Istituti, e nel paese che meno, in Francia, ci sono quattordici Istituti? Uno dei sentieri che partono ora dalla nostra pianta è il farvi cadere nella conta che quando discutiate i problemi delle Ordini religiose e dell’insegnamento, abbiate la generosità e la profondità di porli in tutta la loro complessità, perché quando uno Stato si è comportato in questa guisa davanti a una urbe di un milione di abitanti, in una delle istituzioni più caratteristiche delle classi che, in fin dei conti, avevano il potere in quel regime; quando uno Stato si è comportato così, quando il resto del paese lo ha tollerato e forse né lo ha saputo, il che vuol dire che non lo ha atteso, non c’è diritto di lagnarsi che i poveri ragazzi debbano andare a ricevere insegnamento dove glielo danno; e le Ordini religiose glielo davano, non perché avessero un’eccezionale, fantastica e spettrale forza insolita sulla vita spagnola, ma semplicemente perché lo Stato spagnolo e la democrazia costituzionale spagnola facevano dejación dei loro doveri di attendere all’insegnamento nazionale. (Molto bene).

Ma quando tocchiamo questo punto, un altro sentiero, che porta a problemi ancora più gravi, ci graffia le piante, perché essendo caduti nella conta che questo si faceva, che questa enormità si faceva, cioè, non si faceva, in una popolazione come Barcellona in materia di insegnamento, ci domandiamo: e che cosa si faceva rispetto alle altre istituzioni di Governo, di Potere pubblico? Come era lì rappresentato istituzionalmente, in quell’enorme corpo sociale che è Barcellona, lo Stato, il Potere? Quali figure di autorità vedeva a ogni ora il buon barcellonese passare davanti a sé per imparare in questa guisa che cosa è il comando, l’autorità dello Stato? Ebbene, signori, fino a pochissimi anni fa, ben pochi anni, la popolazione di Barcellona e la sua provincia, con il milione di abitanti della sua capitale, era governata esattamente dalle stesse istituzioni che Soria e Zamora, piccole ville rurali: da un governatore civile. E poi si stupirà che a Barcellona ci fosse una rara ispirazione sovversiva! Quella popolazione è composta, principalmente, di un enorme contingente di operai; la concentrazione industriale di Barcellona trae dagli ultimi terruños e glebe di Spagna, dove vivevano in fin dei conti moralizzati dall’influenza tradizionale e come vegetale della loro patria, infinità di operai spagnoli e li porta a Barcellona e li ammonticchia lì; e questi operai, come le altre classi sociali, non vedevano apparire il Potere pubblico con volume e figura corrispondenti e, naturalmente, sentivano costantemente come un invito a dimenticarsi del Potere e dell’autorità, a essere costitutivamente sovversivi; e di qui, non per nessuna strana magia né potere speciale dell’ispirazione catalana, di qui che tutte le cose sovversive che sono accadute in Spagna, da moltissimi anni, venissero da Barcellona. È naturale! Se l’aria era sovversiva, perché non le si era insegnato ad essere altra cosa! Si riuniscono lì i militari e spuntano le Giunte di Difesa e, credetemi, se un giorno si riuniscono lì i vescovi, vedrete come i bastoni pastorali si volgono in lance. (Risate).

Otro punto en que coincidimos, y esto va a extrañar a muchos, con el proyecto de la Comisión, es aquél que se refiere al orden público. A primera vista y al pronto, yo, como muchos, pensé que parecía improcedente otorgar a Cataluña en esta forma —que conste, no es total—, el cuidado del orden público. A primera vista, en efecto, parece, y es cierto, que el orden público es el poder más inmediato del Estado; pero, en primer lugar, en este artículo no se quita al Estado la intervención en el orden público, sino, simplemente, se crea una instancia primera, la cual se entrega a la Generalidad. Confieso que me hizo gran impresión la advertencia que nos transmitía en su discurso el señor Maura, advertencia evidentemente aprendida en su experiencia de Ministro de la Gobernación; experiencia que yo me sospecho mucho no voy a lograr directamente nunca, pero que, por lo mismo, me complace absorber de quien me la transmite. Pues bien; no tenía duda ninguna que era de gran fuerza el razonamiento del señor Maura. ¿No es cuestión delicada que coexistan —pues ésta sería una de las posibles soluciones en Cataluña— dos policías? ¿No es igualmente, o más delicado, que el Estado se quede sin contacto directo, sin visión ni previsión de lo que germina y fermenta en los bajos fondos de la vida catalana y, sobre todo, en los profundos bajos fondos de la ciudad de Barcelona? Ni lo uno ni lo otro es, en efecto, deseable. Lo uno y lo otro llevan a desagradables consecuencias. Dos policías hurgando en lo mismo, con tropezones de manos distintas sobre un mismo tema oscuro, en manera alguna; una policía del Estado español teniendo que afrontar acaso situaciones graves, sin tener de ellas ningún conocimiento previo, tampoco. No escatimo, pues, la importancia, la gravedad de esta advertencia; pero permitidme que os muestre el otro lado de la cuestión.

Se crea por este Estatuto un Poder regional de suma importancia, con gran burocracia, con intervención en una cantidad enorme de asuntos de la vida local catalana; tiene, pues, ancho campo para actuar. ¿Tiene sentido que a ese Poder, al cual damos la parte más mollar y fecunda de la gobernación, le retengamos la parte más difícil, aquélla que representa el módulo de responsabilidad de todo Gobierno y de todo Poder y, sobre todo, aquélla que es en la que se manifiesta el último punto de delicadeza y de tacto moral de los Poderes? ¿Tiene sentido que todas las cosas buenas se hagan por la Generalidad y que sea el Estado central quien tenga que ir allí no más que para resolver problemas de orden público, que son siempre agujeros que se hacen en el capital de autoridad de todo Gobierno? No puede ser; si allí pasa lo bueno, conviene que tengan también la experiencia de los problemas que plantea el orden público; es menester que allí donde actúa el Poder sea donde se afronten inmediatamente, y por lo menos en primera instancia, sus consecuencias; que no pase como ocurre con los pájaros de las pampas que se llaman teros, de los cuales muchas veces don Miguel de Unamuno ha dicho, repitiéndonos los versos de Martín Fierro, «que en un lao pegan los gritos y en otro ponen los huevos»; no, que el grito se pegue junto al huevo. (Muy bien).

No podemos aceptar, en cambio, que pase el orden judicial íntegro a la Generalidad; pero esto por una razón frente a la cual me extraña que pueda darse, por parte de los señores catalanes, contrarrazón de peso. No es la cuestión de Justicia tema que pueda servir de discusión, ni de batalla entre los hombres. Acontece así, pero no debe acontecer; es decir, que acontece sin razón. En todas partes es el movimiento que empuja a la Historia, ir haciendo homogénea la Justicia, porque sólo si es homogénea puede ser justa; no es posible que, de un lado al otro del monte, la Justicia cambie de cara; el ideal sería que la Justicia fuese, no ya sólo nacional, sino internacional, planetaria, a ser posible, sideral; que cuanto más homogénea la hagamos, más amplia la hagamos, más cerca estará de poder soñar en ser algo parecido a la Justicia misma.

Pero, en fin, déjese a los catalanes su justicia municipal; déjeseles todo lo contencioso-administrativo sobre los asuntos que queden inscritos en la órbita de actuación que emana de la Generalidad, pero nada más.

Y vamos al último punto, al que se refiere a la Hacienda. No voy, naturalmente, ahora a tratar en detalle, ni formalmente, del asunto. Voy sólo a enunciar las dos normas que nos han inspirado la corrección al anteproyecto. Son dos normas, la una complementaria de la otra y que, por lo mismo, la corrige. La norma fundamental es ésta: deseamos que se entreguen a Cataluña cuantías suficientes y holgadas para poder regir y poder fomentar la vida de su pueblo dentro de los términos del Estatuto: lo hacemos no sólo con lealtad, sino con entusiasmo; pero lo que no podemos admitir es que esto se haga con detrimento de la economía española. No me refiero ahora a las cuantías, no escatimo; lo que digo es que no es posible entregar a Cataluña ninguna contribución importante, íntegra, porque eso la desconectaría de la economía general del país, y la economía general del país, desarticulada, no por el más o el menos de cuantía en lo que se entregara, no podría vivir con salud, y mucho menos en aumento y plenitud.

De aquí que fuera menester idear una fórmula amplia en la concesión actual, elástica hacia el porvenir y, sobre todo, que creciese automáticamente, conforme la vida y la riqueza de Cataluña lo exigiera. No se puede en este punto, mirada así la cuestión, pedir más. Se os da una copa que crecerá conforme crezca el hontanar que brote en vuestra tierra. Pero no basta con esto, porque no es decente crear un Poder, sea el que fuere, al cual se encargue de fomentar la vida de un territorio, sin darle, no sólo medios para ello, sino albedrío para jugar melodías politicohistóricas sobre esa economía que se le da; no es decente, repito, crear el Poder catalán y no dejarle alguna imposición sobre la cual pueda legislar. Pero como el principio anterior nos impide concederle ningún tributo entrañable de la economía nacional, de ahí que se nos ocurriese buscar en los derechos reales sobre bienes raíces algo en lo cual pueda perfectamente Cataluña legislar con entera libertad. ¿Por qué? Porque es una clase de derechos más fácilmente desconectable del resto de la economía, porque es un tipo de derechos, de impuestos relativamente fácil, de los más fáciles de cobrar, porque no os plantea el problema perenne de Hacienda de las incidencias, de decir quién es el que en definitiva paga la imposición. Porque el legislador impone un tributo sobre un bien, una actividad o una persona y resulta que se va transfiriendo de golpe de hombro al vecino, de éste al otro, y se acaba por no saber quién paga, en realidad, aquel impuesto.

Ciertamente, con toda lealtad digo que esto tiene un inconveniente, pero que al mismo tiempo es ventaja. Los derechos reales son, por una de sus caras, un impuesto de carácter político; naturalmente que esto trae consigo que puedan, a veces, ocasionar, motivar luchas y discordias interiores; pero, por otra parte, han sido estos derechos a los que han recurrido los pueblos cuando precisamente han tenido que hacer grandes sacrificios, profundos sacrificios históricos. Después de la guerra, todos los pueblos —Inglaterra por delante—, para salvar la situación de las deudas creadas, cayeron sobre los impuestos de derechos reales.

Señores, así es como yo veo el perfil de autonomía que ahora, dadas las circunstancias, las situaciones, debe otorgarse a Cataluña. Es una autonomía de figura sumamente amplia y anuncia ella una posible corrección progresiva.

¡Creed que es mejor un tipo de solución de esta índole que aquella pretensión utópica de soluciones radicales! La utopía es mortal, porque la vida es hallarse inexorablemente en una circunstancia determinada, en un sitio y en un lugar, y la palabra utopía significa, en cambio, no hallarse en parte alguna, lo que puede servir muy bien para definir la muerte.

Se trata de adelantar, de iniciar un nuevo camino de solución. Por tanto, no nos pidáis que en este primer paso que damos hacia vosotros, hayamos llegado ya; que este primer paso sea el último. No. Esperad. Intentemos este nuevo modo de conllevarnos, que él nos vaya descubriendo posibles ampliaciones.

Another point in which we coincide —and this is going to surprise many— with the Commission’s draft is that which refers to public order. At first sight and at once, I, like many, thought that it seemed improper to grant Catalonia in this form —let it be noted, not total— the care of public order. At first sight, in effect, it seems, and it is true, that public order is the most immediate power of the State; but, in the first place, in this article the State is not deprived of intervention in public order, but, simply, a first instance is created, which is delivered to the Generalidad. I confess that the warning that Mr. Maura transmitted to us in his speech made a great impression on me, a warning evidently learned in his experience as Minister of the Interior; an experience that I very much suspect I shall never obtain directly, but which, for that very reason, it pleases me to absorb from the one who transmits it to me. Well then; I had no doubt that Mr. Maura’s reasoning was of great force. Is it not a delicate question that there coexist —since this would be one of the possible solutions in Catalonia— two police forces? Is it not equally, or more delicate, that the State remain without direct contact, without vision or prevision of what germinates and ferments in the lower depths of Catalan life and, above all, in the deep lower depths of the city of Barcelona? Neither the one nor the other is, in effect, desirable. Both lead to disagreeable consequences. Two police forces poking into the same thing, with stumbles of different hands over the same dark subject, in no way; a police force of the Spanish State having to face perhaps grave situations, without having any previous knowledge of them, either. I do not, then, stint the importance, the gravity of this warning; but allow me to show you the other side of the question.

There is created by this Statute a regional Power of the utmost importance, with great bureaucracy, with intervention in an enormous number of affairs of Catalan local life; it has, then, a wide field in which to act. Does it make sense that from that Power, to which we give the most succulent and fruitful part of governance, we hold back the most difficult part, the one that represents the module of responsibility of all Government and of all Power and, above all, the one in which the last point of delicacy and moral tact of the Powers is manifested? Does it make sense that all the good things be done by the Generalidad and that it be the central State that has to go there only to resolve problems of public order, which are always holes made in the capital of authority of all Government? It cannot be; if the good happens there, it is fitting that they have also the experience of the problems that public order poses; it is necessary that there where the Power acts be where its consequences are faced immediately, and at least in the first instance; that it not happen as with the birds of the pampas that are called teros, of which many times don Miguel de Unamuno has said, repeating to us the verses of Martín Fierro, «that on one side they give the cries and on the other they lay the eggs»; no, that the cry be given beside the egg. (Very good).

We cannot accept, in contrast, that the entire judicial order pass to the Generalidad; but this for a reason before which it surprises me that there can be given, on the part of the Catalan gentlemen, any counter-reason of weight. The question of Justice is not a theme that can serve for discussion, nor for battle among men. It happens thus, but it should not happen; that is, it happens without reason. In all places the movement that pushes History is the going about making Justice homogeneous, because only if it is homogeneous can it be just; it is not possible that, from one side of the mountain to the other, Justice change face; the ideal would be that Justice be, not only national, but international, planetary, if possible, sidereal; that the more homogeneous we make it, the more ample we make it, the closer it will be to being able to dream of being something similar to Justice itself.

But, in the end, let the Catalans be left their municipal justice; let them be left all the administrative-litigious on the affairs that remain inscribed in the orbit of action that emanates from the Generalidad, but nothing more.

And let us go to the last point, to that which refers to the Treasury. I am not going, naturally, now to treat in detail, nor formally, of the matter. I am only going to enunciate the two norms that have inspired in us the correction to the preliminary draft. They are two norms, the one complementary to the other and which, for that very reason, corrects it. The fundamental norm is this: we desire that there be delivered to Catalonia sufficient and ample amounts to be able to govern and to be able to foster the life of its people within the terms of the Statute: we do it not only with loyalty, but with enthusiasm; but what we cannot admit is that this be done with detriment to the Spanish economy. I do not refer now to the amounts, I do not stint; what I say is that it is not possible to deliver to Catalonia any important contribution, integral, because that would disconnect it from the general economy of the country, and the general economy of the country, disarticulated, not by the more or the less of amount in what were delivered, could not live in health, and much less in increase and fullness.

Hence that it were necessary to devise an ample formula in the present concession, elastic toward the future and, above all, that would grow automatically, as the life and wealth of Catalonia demanded it. One cannot in this point, seen thus the question, ask for more. A cup is given you that will grow as the spring that bursts forth in your land grows. But this is not enough, because it is not decent to create a Power, whatever it be, to which is entrusted the fostering of the life of a territory, without giving it, not only means for that, but discretion to play politico-historical melodies on that economy that is given to it; it is not decent, I repeat, to create the Catalan Power and not leave it some imposition on which it can legislate. But since the foregoing principle prevents us from conceding it any tax intrinsic to the national economy, hence that it occurred to us to seek in the real rights over real estate something on which Catalonia can perfectly legislate with entire freedom. Why? Because it is a class of rights more easily disconnectable from the rest of the economy, because it is a type of rights, of taxes relatively easy, among the easiest to collect, because it does not pose you the perennial problem of the Treasury of the incidences, of saying who is the one who in the end pays the imposition. Because the legislator imposes a tribute on a good, an activity or a person and it turns out that it goes transferring at one blow from shoulder to neighbor, from this one to the other, and one ends by not knowing who, in reality, pays that tax.

Certainly, with all loyalty I say that this has an inconvenience, but that at the same time it is an advantage. The real rights are, by one of their faces, a tax of political character; naturally this brings with it that they can, at times, occasion, motivate interior struggles and discords; but, on the other hand, these are the rights to which peoples have had recourse precisely when they have had to make great sacrifices, deep historical sacrifices. After the war, all the peoples —England in the lead—, to save the situation of the debts created, fell upon the taxes on real rights.

Gentlemen, this is how I see the profile of autonomy that now, given the circumstances, the situations, must be granted to Catalonia. It is an autonomy of exceedingly ample figure, and it announces a possible progressive correction.

Believe that a type of solution of this kind is better than that utopian pretension of radical solutions! Utopia is mortal, because life is to find oneself inexorably in a determinate circumstance, in a site and in a place, and the word utopia signifies, in contrast, finding oneself in no place whatsoever, which can serve very well to define death.

It is a matter of advancing, of initiating a new path of solution. Therefore, do not ask us that in this first step we take toward you, we have already arrived; that this first step be the last. No. Wait. Let us attempt this new mode of enduring one another, and let it go on discovering for us possible enlargements.

Un altro punto in cui coincidiamo, e questo andrà a stupire molti, col progetto della Commissione, è quello che si riferisce all’ordine pubblico. A prima vista e al pronto, io, come molti, pensai che sembrava improcedente concedere alla Catalogna in questa forma —consti, non totale—, la cura dell’ordine pubblico. A prima vista, in effetto, sembra, ed è vero, che l’ordine pubblico è il potere più immediato dello Stato; ma, in primo luogo, in questo articolo non si toglie allo Stato l’intervento nell’ordine pubblico, ma, semplicemente, si crea un’istanza prima, la quale si consegna alla Generalità. Confesso che mi fece grande impressione l’avvertenza che ci trasmetteva nel suo discorso il signor Maura, avvertenza evidentemente appresa nella sua esperienza di Ministro della Gobernación; esperienza che io sospetto molto di non riuscire ad ottenere mai direttamente, ma che, per lo stesso, mi compiace assorbire da chi me la trasmette. Ebbene; non avevo nessun dubbio che fosse di grande forza il ragionamento del signor Maura. Non è questione delicata che coesistano —poiché questa sarebbe una delle possibili soluzioni in Catalogna— due polizie? Non è ugualmente, o più delicato, che lo Stato resti senza contatto diretto, senza visione né previsione di ciò che germina e fermenta nei bassifondi della vita catalana e, soprattutto, nei profondi bassifondi della città di Barcellona? Né l’uno né l’altro è, in effetto, desiderabile. L’uno e l’altro portano a spiacevoli conseguenze. Due polizie che frugano nello stesso, con inciampi di mani distinte su uno stesso tema oscuro, in nessun modo; una polizia dello Stato spagnolo che deve affrontare forse situazioni gravi, senza averne nessuna conoscenza previa, neanche. Non lesino, dunque, l’importanza, la gravità di questa avvertenza; ma permettetemi che vi mostri l’altro lato della questione.

Si crea per questo Statuto un Potere regionale di somma importanza, con grande burocrazia, con intervento in una quantità enorme di affari della vita locale catalana; ha, dunque, ampio campo per agire. Ha senso che a quel Potere, al quale diamo la parte più morbida e feconda della governazione, gli tratteniamo la parte più difficile, quella che rappresenta il modulo di responsabilità di tutto il Governo e di tutto il Potere e, soprattutto, quella che è in cui si manifesta l’ultimo punto di delicatezza e di tatto morale dei Poteri? Ha senso che tutte le cose buone si facciano per la Generalità e che sia lo Stato centrale quello che debba andare lì non più che per risolvere problemi di ordine pubblico, che sono sempre buchi che si fanno nel capitale di autorità di tutto il Governo? Non può essere; se lì succede il buono, conviene che abbiano anche l’esperienza dei problemi che pone l’ordine pubblico; è mestieri che lì dove agisce il Potere sia dove si affrontino immediatamente, e per lo meno in prima istanza, le sue conseguenze; che non passi come succede con gli uccelli delle pampas che si chiamano teros, dei quali molte volte don Miguel de Unamuno ha detto, ripetendoci i versi di Martín Fierro, «che in un lato danno i gridi e in un altro mettono le uova»; no, che il grido si dia accanto all’uovo. (Molto bene).

Non possiamo accettare, in cambio, che passi l’ordine giudiziale intero alla Generalità; ma questo per una ragione di fronte alla quale mi stupisce che possa darsi, da parte dei signori catalani, controragione di peso. Non è la questione di Giustizia tema che possa servire di discussione, né di battaglia tra gli uomini. Accade così, ma non deve accadere; cioè, accade senza ragione. In tutte le parti è il movimento che spinge la Storia, l’andare facendo omogenea la Giustizia, perché solo se è omogenea può essere giusta; non è possibile che, da un lato all’altro del monte, la Giustizia cambi faccia; l’ideale sarebbe che la Giustizia fosse, non solo nazionale, ma internazionale, planetaria, se possibile, siderale; che quanto più omogenea la facciamo, quanto più ampia la facciamo, più vicina sarà a poter sognare di essere qualcosa di simile alla Giustizia stessa.

Ma, in fin dei conti, si lascino ai catalani la loro giustizia municipale; si lascino loro tutto il contenzioso-amministrativo sugli affari che restino inscritti nell’orbita di attuazione che emana dalla Generalità, ma niente di più.

E andiamo all’ultimo punto, a quello che si riferisce alla Hacienda. Non vado, naturalmente, ora a trattare in dettaglio, né formalmente, dell’affare. Vado solo a enunciare le due norme che ci hanno ispirato la correzione all’anteprogetto. Sono due norme, l’una complementare dell’altra e che, per lo stesso, la corregge. La norma fondamentale è questa: desideriamo che si consegnino alla Catalogna quantità sufficienti e abbondanti per poter reggere e poter fomentare la vita del suo popolo dentro i termini dello Statuto: lo facciamo non solo con lealtà, ma con entusiasmo; ma ciò che non possiamo ammettere è che questo si faccia con detrimento dell’economia spagnola. Non mi riferisco ora alle quantità, non lesino; ciò che dico è che non è possibile consegnare alla Catalogna nessuna contribuzione importante, intera, perché questo la disconnetterebbe dall’economia generale del paese, e l’economia generale del paese, disarticolata, non per il più o il meno di quantità in ciò che si consegnasse, non potrebbe vivere con salute, e molto meno in aumento e pienezza.

Di qui che fosse mestieri ideare una formula ampia nella concessione attuale, elastica verso l’avvenire e, soprattutto, che crescesse automaticamente, conforme la vita e la ricchezza della Catalogna lo esigesse. Non si può in questo punto, guardata così la questione, chiedere di più. Si vi dà una coppa che crescerà conforme cresca la fonte che spunti nella vostra terra. Ma non basta con questo, perché non è decente creare un Potere, sia quello che sia, al quale si incarichi di fomentare la vita di un territorio, senza dargli, non solo mezzi per questo, ma albedrío per suonare melodie politico-storiche su quell’economia che gli si dà; non è decente, ripeto, creare il Potere catalano e non lasciargli qualche imposizione sulla quale possa legiferare. Ma come il principio anteriore ci impedisce di concedergli nessun tributo intrinseco dell’economia nazionale, di qui che ci venisse in mente di cercare nei diritti reali su beni immobili qualcosa nella quale possa perfettamente la Catalogna legiferare con intera libertà. Perché? Perché è una classe di diritti più facilmente disconnetibile dal resto dell’economia, perché è un tipo di diritti, di imposte relativamente facile, dei più facili da riscuotere, perché non vi pone il problema perenne di Hacienda delle incidenze, di dire chi è quello che in definitiva paga l’imposizione. Perché il legislatore impone un tributo su un bene, un’attività o una persona e risulta che si va trasferendo di colpo dalla spalla al vicino, da questo all’altro, e si finisce col non sapere chi paga, in realtà, quella imposta.

Certamente, con tutta lealtà dico che questo ha un inconveniente, ma che allo stesso tempo è vantaggio. I diritti reali sono, per una delle loro facce, un’imposta di carattere politico; naturalmente questo porta con sé che possano, a volte, occasionare, motivare lotte e discordie interiori; ma, d’altra parte, sono stati questi diritti a cui hanno ricorso i popoli quando precisamente hanno dovuto fare grandi sacrifici, profondi sacrifici storici. Dopo la guerra, tutti i popoli —l’Inghilterra per avanti—, per salvare la situazione dei debiti creati, caddero sulle imposte di diritti reali.

Signori, così è come io vedo il profilo di autonomia che ora, date le circostanze, le situazioni, deve concedersi alla Catalogna. È un’autonomia di figura sommamente ampia e annuncia essa una possibile correzione progressiva.

Credete che è meglio un tipo di soluzione di questa indole che quella pretensione utopica di soluzioni radicali! L’utopia è mortale, perché la vita è trovarsi inesorabilmente in una circostanza determinata, in un sito e in un luogo, e la parola utopia significa, in cambio, non trovarsi in parte alcuna, ciò che può servire molto bene per definire la morte.

Si tratta di avanzare, di iniziare un nuovo cammino di soluzione. Per tanto, non ci chiedete che in questo primo passo che facciamo verso di voi, siamo già arrivati; che questo primo passo sia l’ultimo. No. Aspettate. Tentiamo questo nuovo modo di sopportarci, che esso ci vada scoprendo possibili ampliamenti.

Claro es que con esto no se resuelve sino aquella porción soluble del problema catalán. Queda la otra, la irreductible: el nacionalismo. ¿Cómo se puede tratar esta otra cuestión? ¡Ah! La solución de este otro problema, del nacionalismo, no es cuestión de una ley, ni de dos leyes, ni siquiera de un Estatuto. El nacionalismo requiere un alto tratamiento histórico; los nacionalismos sólo pueden deprimirse cuando se envuelven en un gran movimiento ascensional de todo un país, cuando se crea un gran Estado, en el que van bien las cosas, en el que ilusiona embarcarse, porque la fortuna sopla en sus velas. Un Estado en decadencia fomenta los nacionalismos: un Estado en buena ventura los desnutre y los reabsorbe. Tenía gran razón el señor Cambó en este punto, más razón que muchos representantes actuales de Cataluña, cuando decía que el nacionalismo catalán sólo tiene su vía franca al amparo de un enorme movimiento creador histórico. Él proponía lo que llamaba iberismo, y yo en punto al iberismo estoy en desacuerdo con él, pero en el sentido general tenía razón. Lo importante es movilizar a todos los pueblos españoles en una gran empresa común. Pero no hace falta nada de «iberismo»; tenemos delante la empresa, de hacer un gran Estado español. Para esto es necesario que nazca en todos nosotros lo que en casi todos ha faltado hasta aquí, lo que en ningún instante ni en nadie debió faltar: el entusiasmo constructivo. Éste debe ser el supuesto común a todos los grupos republicanos, lo que latiese unánimemente, por debajo o por encima de todas nuestras otras discrepancias; que nos envolviese por todos los lados como el aire que respiramos, y como él es elemento de todos y propiedad de ninguno. La República tiene que ser para nosotros el nombre de una magnífica, de una difícil tarea, de un espléndido quehacer, de una obra que pocas veces se puede acometer en la Historia y que es a la vez la más divertida y la más gloriosa: hacer una Nación mejor. Este entusiasmo constructivo es un estado de ánimo en que se unen inseparablemente la alegría del proyectar y la seriedad del hacer. Por eso yo pedía que la República fuese alegre, lo cual ha molestado a algunos republicanos, sin que yo pudiera explicarme esta irritación por ninguna razón favorable para los que se irritaron. Porque si hay republicanos que creen que deben defenderse de mí porque les pido que sean alegres y no sean agrios, entonces es que estos republicanos no están en su verdad y que han errado su posición y temple históricos. Desde las primeras palabras que pronuncié en la Cámara pedía yo una República emprendedora y ágil, lo cual no quiere decir apresurada. Porque ágil es el que actúa siempre con la máxima celeridad posible, pero sólo con la posible. Ágil, en efecto, es el que corre y no se atropella.

Vayamos, pues, con celeridad, pero sin acritud, con decoro, con exactitud y viendo bien qué es lo que hoy en su profundo corazón múltiple desea el país que hagamos, en este gran paso del Estatuto que tenemos delante. Y si no fuera porque en uno de sus lados sería petulancia, terminaría diciéndoos, señores Diputados, que reflexionéis un poco sobre lo que os he dicho y olvidéis que yo os lo he dicho. It is clear that with this only that soluble portion of the Catalan problem is resolved. There remains the other, the irreducible one: nationalism. How can this other question be treated? Ah! The solution of this other problem, nationalism, is not a question of one law, nor of two laws, nor even of a Statute. Nationalism requires a lofty historical treatment; nationalisms can only be depressed when they are enveloped in a great ascensional movement of a whole country, when a great State is created, in which things go well, in which it is alluring to embark, because the fortune blows in its sails. A State in decadence fosters nationalisms: a State in good fortune starves them and reabsorbs them. Señor Cambó was quite right on this point, more right than many current representatives of Catalonia, when he said that Catalan nationalism has its open road only under the protection of an enormous historical creative movement. He proposed what he called iberismo, and I, in point of iberismo, am in disagreement with him, but in the general sense he was right. The important thing is to mobilize all the Spanish peoples in a great common enterprise. But there is no need of any “iberismo”; we have before us the enterprise, of making a great Spanish State. For this it is necessary that there be born in all of us what in almost all has been lacking until now, what in no instant nor in anyone ought to have been lacking: constructive enthusiasm. This must be the common presupposition of all the republican groups, what should beat unanimously, below or above all our other discrepancies; what should envelop us on all sides like the air we breathe, and like it is an element of all and property of none. The Republic must be for us the name of a magnificent, of a difficult task, of a splendid undertaking, of a work that few times can be undertaken in History and that is at once the most diverting and the most glorious: to make a better Nation. This constructive enthusiasm is a state of mind in which are united inseparably the joy of projecting and the seriousness of doing. That is why I asked that the Republic be cheerful, which has annoyed some republicans, without my being able to explain this irritation by any reason favorable to those who became irritated. Because if there are republicans who believe that they must defend themselves against me because I ask them to be cheerful and not to be sour, then it is that these republicans are not in their truth and have erred their historical position and temper. From the first words I pronounced in the Chamber I asked for an enterprising and agile Republic, which does not mean a hurried one. Because agile is he who always acts with the maximum possible celerity, but only with the possible. Agile, in effect, is he who runs and does not jostle.

Let us go, then, with celerity, but without acrimony, with decorum, with exactitude, and seeing well what it is that today in its deep multiple heart the country desires that we do, in this great step of the Statute that we have before us. And if it were not because on one of its sides it would be petulance, I would end by telling you, gentlemen Deputies, that you reflect a little on what I have said to you and forget that I have said it to you. Chiaro è che con questo non si risolve se non quella porzione solubile del problema catalano. Resta l’altra, l’irriducibile: il nazionalismo. Come si può trattare quest’altra questione? Ah! La soluzione di quest’altro problema, del nazionalismo, non è questione di una legge, né di due leggi, né tanto meno di uno Statuto. Il nazionalismo richiede un alto trattamento storico; i nazionalismi possono solo deprimersi quando si avvolgono in un grande movimento ascensionale di tutto un paese, quando si crea un grande Stato, nel quale le cose vanno bene, nel quale illude imbarcarsi, perché la fortuna soffia nelle sue vele. Uno Stato in decadenza fomenta i nazionalismi: uno Stato in buona ventura li denutrisce e li riassorbe. Aveva gran ragione il signor Cambó in questo punto, più ragione di molti rappresentanti attuali della Catalogna, quando diceva che il nazionalismo catalano ha la sua via franca soltanto all’ombra di un enorme movimento creatore storico. Egli proponeva quello che chiamava iberismo, e io in punto all’iberismo sono in disaccordo con lui, ma nel senso generale aveva ragione. L’importante è mobilitare tutti i popoli spagnoli in una grande impresa comune. Ma non occorre nulla di «iberismo»; abbiamo davanti l’impresa, di fare un grande Stato spagnolo. Per questo è necessario che nasca in tutti noi ciò che in quasi tutti è mancato fin qui, ciò che in nessun istante né in nessuno doveva mancare: l’entusiasmo costruttivo. Questo deve essere il presupposto comune a tutti i gruppi repubblicani, ciò che battesse unanimemente, sotto o sopra tutte le nostre altre discrepanze; che ci avvolgesse da tutti i lati come l’aria che respiriamo, e come essa è elemento di tutti e proprietà di nessuno. La Repubblica deve essere per noi il nome di una magnifica, di una difficile impresa, di uno splendido da fare, di un’opera che poche volte si può intraprendere nella Storia e che è a un tempo la più divertente e la più gloriosa: fare una Nazione migliore. Questo entusiasmo costruttivo è uno stato d’animo in cui si uniscono inseparabilmente la gioia del progettare e la serietà del fare. Per questo io chiedevo che la Repubblica fosse allegra, il che ha infastidito alcuni repubblicani, senza che io potessi spiegarmi questa irritazione con nessuna ragione favorevole a quelli che si irritarono. Perché se ci sono repubblicani che credono di doversi difendere da me perché chiedo loro che siano allegri e non siano aspri, allora è che questi repubblicani non sono nella loro verità e hanno sbagliato la loro posizione e il loro temperamento storico. Dalle prime parole che pronunciò nella Camera chiedevo io una Repubblica intraprendente e agile, il che non vuol dire affrettata. Perché agile è colui che agisce sempre con la massima celerità possibile, ma soltanto con la possibile. Agile, in effetti, è colui che corre e non si precipita.

Andiamo, dunque, con celerità, ma senza asprezza, con decoro, con esattezza e vedendo bene che cosa è che oggi nel suo profondo cuore molteplice desidera il paese che noi facciamo, in questo gran passo dello Statuto che abbiamo davanti. E se non fosse perché in uno dei suoi lati sarebbe petulanza, finirei col dirvi, signori Deputati, che riflettiate un poco su ciò che vi ho detto e dimentichiate che ve l’ho detto io.
