Abstract
An article (Luz, 1932): the Republic is not the closed room of its first governors but a space as large as the nation; the forces dominant in the first hour are forces of combat, not of government. Invoking Plato (in a Republic things go badly until each does his own), it claims a division of labour: let those who govern govern, and those who do not prepare the future.

¡Quia, hombre! ¡Ése es el error en que estaba usted! Creía usted que la República es un cuarto cerrado, dentro del cual hay unos señores determinados y nada más. ¡No, hombre, no! La República es un espacio muy grande, tan grande como la nación, y dentro de él se dan muchos modos diferentes. Cuando uno de éstos falla, crece otro nuevo, enriquecido con la experiencia del fallido, que pone las cosas un poco más en su punto y dilata la figura de la República.
Ésta es precisamente la superioridad de la forma republicana: que inexorablemente tiene que ser nacional, que bajo ella el Estado tiene que fundirse con la realidad nacional. De otro modo sucumbiría. Éste es su peligro. Éste es su honor. Ésta es la garantía automática de su limpieza histórica. La República, aunque quisiera, no puede ser un fraude histórico, como lo ha sido tantas veces la Monarquía.
Lo que pasa es que en la iniciación de un régimen la gente confunde el régimen con el Gobierno o con las fuerzas en aquella primera hora predominantes. Ahora bien: el máximum de probabilidades está a favor de que esas fuerzas predominantes en la primera hora no sean las que expresan mejor la profunda verdad histórica del nuevo régimen. Son fuerzas formadas en la oposición contra el régimen derrocado, fuerzas de combate más que de gobierno, engrosadas súbita e inorgánicamente en las horas más o menos revolucionarias del cambio, de lo que Mirabeau llamaba «la subitaneidad del tránsito». Esto por un lado. Por otro hay lo siguiente: los partidos, al pasar de una oposición extragubernamental, más o menos revolucionaria, al Gobierno, atraviesan una etapa de íntima dislocación y desajuste. En cada partido hay una porción de individuos que siguen por inercia movilizados en el sentido de la oposición, mientras el resto se hace cargo ya de que está gobernando un país, de que no es sólo un partido, de que es ya el Estado.
Si hay algo de verdad en todo esto que digo no puede eludirse la extracción de esta consecuencia: que cuanto menos revolucionario haya sido un tránsito menos se debe tardar en disponer las cosas para que las fuerzas gobernantes representen con la posible precisión el sistema de fuerzas efectivas del país.
El hombre que gobierna, que está colocado en esa terrible, dificilísima, brecha que es el Gobierno, apretado por innumerables problemas inmediatos que no admiten dilación, tiende, por fuerza, a cegarse para las cuestiones del futuro. Aplaude lo que en el momento le parece aprovechable y cómodo para su inmediata gestión y le irrita cuanto parece estorbar hoy sus movimientos, aunque sea hecho en beneficio del mañana. La cosa es perfectamente natural. Pero recordemos siempre lo del amigo Platón: que en una República no andan bien las cosas mientras cada cual no haga lo suyo. La enorme faena de crear un nuevo Estado exige un complicado y exacto reparto del trabajo. Y el que, por señas y aun sin señas, no entienda bien este tácito reparto del trabajo es un alma pequeña y un enemigo del nuevo Estado. El que gobierna, a gobernar, que es manipulación del presente; el que no gobierna, a preparar el porvenir.
No vivimos en fácil deslizamiento sobre los carriles preestablecidos de un régimen añejo. Estamos haciendo un nuevo Estado. Y en sazón tal no basta con la ardua operación de gobernar. Tenemos hoy ante nosotros otra faena tan grande como ineludible. Ésta. Hay que reanimar la República. Hay que renovar el estado de espíritu que la trajo, corrigiendo las malas interpretaciones que ha sufrido. Hay que devolver al hecho republicano español su autenticidad histórica. Hay que instaurar el sentido nacional —y no partidista— de la República.

Nonsense, man! That is the error you were in! You thought the Republic is a closed room, inside which there are certain specific gentlemen and nothing more. No, man, no! The Republic is a very large space, as large as the nation, and within it many different modes occur. When one of these fails, another new one grows, enriched by the experience of the failed one, which puts things a little more in their place and expands the figure of the Republic.
This is precisely the superiority of the republican form: that inexorably it must be national, that under it the State must fuse itself with the national reality. In any other manner it would succumb. This is its danger. This is its honor. This is the automatic guarantee of its historical cleanness. The Republic, even if it wanted to, cannot be a historical fraud, as the Monarchy has been so many times.
What happens is that at the beginning of a regime people confuse the regime with the Government or with the forces predominant in that first hour. Now: the maximum of probability is in favor of those predominant forces in the first hour not being the ones that best express the profound historical truth of the new regime. They are forces formed in opposition to the overthrown regime, forces of combat more than of government, swelled suddenly and inorganically in the more or less revolutionary hours of the change, in what Mirabeau called “the suddenness of the transit.” This on one hand. On the other there is this: the parties, on passing from an extragovernmental opposition, more or less revolutionary, to the Government, traverse a stage of intimate dislocation and disadjustment. In each party there is a portion of individuals who continue through inertia mobilized in the direction of the opposition, while the rest already takes account of the fact that it is governing a country, that it is not only a party, that it is already the State.
If there is any truth in all this that I say, the drawing of this consequence cannot be eluded: that the less revolutionary a transit has been, the less one must delay in arranging things so that the governing forces represent with possible precision the system of effective forces of the country.
The man who governs, who is placed in that terrible, most difficult breach that is Government, pressed by innumerable immediate problems that admit no delay, tends, perforce, to grow blind to the questions of the future. He applauds what at the moment seems usable and convenient for his immediate management and is irritated by whatever seems to hinder his movements today, even if done for the benefit of tomorrow. The thing is perfectly natural. But let us always remember what our friend Plato said: that in a Republic things do not go well as long as each one does not do what is his to do. The enormous labor of creating a new State demands a complicated and exact distribution of work. And whoever, by signs and even without signs, does not properly understand this tacit distribution of work is a small soul and an enemy of the new State. Let him who governs, govern, which is manipulation of the present; let him who does not govern, prepare the future.
We do not live in an easy sliding along the pre-established rails of an aging regime. We are making a new State. And in such a season the arduous operation of governing is not enough. We have today before us another task as great as it is ineludible. This. We must reanimate the Republic. We must renew the state of spirit that brought it, correcting the bad interpretations it has suffered. We must return to the Spanish republican fact its historical authenticity. We must establish the national —and not partisan— sense of the Republic.

Ma che, amico! È questo l’errore in cui era lei! Credeva che la Repubblica fosse una stanza chiusa, dentro la quale ci sono certi signori determinati e niente più. Ma no, amico, no! La Repubblica è uno spazio molto grande, tanto grande quanto la nazione, e dentro di esso si danno molti modi differenti. Quando uno di questi fallisce, ne cresce un altro nuovo, arricchito dall’esperienza di quello fallito, che mette le cose un po’ più a punto e dilata la figura della Repubblica.
Questa è precisamente la superiorità della forma repubblicana: che inesorabilmente deve essere nazionale, che sotto di essa lo Stato deve fondersi con la realtà nazionale. In altro modo soccomberebbe. Questo è il suo pericolo. Questo è il suo onore. Questa è la garanzia automatica della sua pulizia storica. La Repubblica, anche se volesse, non può essere una frode storica, come lo è stata tante volte la Monarchia.
Quel che succede è che all’inizio di un regime la gente confonde il regime con il Governo o con le forze predominanti in quella prima ora. Ora: il massimo di probabilità è a favore del fatto che quelle forze predominanti nella prima ora non siano quelle che esprimono meglio la profonda verità storica del nuovo regime. Sono forze formate nell’opposizione contro il regime abbattuto, forze di combattimento più che di governo, ingrossate subitaneamente e inorganicamente nelle ore più o meno rivoluzionarie del cambiamento, in quella che Mirabeau chiamava «la subitaneità del transito». Questo da un lato. Dall’altro c’è questo: i partiti, passando da un’opposizione extragovernativa, più o meno rivoluzionaria, al Governo, attraversano una tappa di intima dislocazione e disassestamento. In ogni partito c’è una porzione di individui che continuano per inerzia mobilitati nel senso dell’opposizione, mentre il resto si rende conto ormai che sta governando un paese, che non è solo un partito, che è già lo Stato.
Se c’è qualcosa di vero in tutto questo che dico, non si può eludere l’estrazione di questa conseguenza: che quanto meno rivoluzionario è stato un transito, tanto meno si deve tardare a disporre le cose perché le forze governanti rappresentino con la possibile precisione il sistema di forze effettive del paese.
L’uomo che governa, che sta collocato in quella terribile, difficilissima, breccia che è il Governo, stretto da innumerevoli problemi immediati che non ammettono dilazione, tende, per forza, a diventare cieco per le questioni del futuro. Applaude ciò che al momento gli sembra sfruttabile e comodo per la sua gestione immediata e lo irrita quanto sembra intralciare oggi i suoi movimenti, anche se fatto a beneficio del domani. La cosa è perfettamente naturale. Ma ricordiamo sempre ciò che diceva l’amico Platone: che in una Repubblica le cose non vanno bene finché ciascuno non fa il suo. L’enorme compito di creare un nuovo Stato esige una complicata ed esatta ripartizione del lavoro. E chi, a gesti e anche senza gesti, non capisce bene questa tacita ripartizione del lavoro è un’anima piccola e un nemico del nuovo Stato. Chi governa, a governare, che è manipolazione del presente; chi non governa, a preparare l’avvenire.
Non viviamo in un facile scivolamento sui binari prestabiliti di un regime vecchio. Stiamo facendo un nuovo Stato. E in tale stagione non basta con l’ardua operazione di governare. Abbiamo oggi davanti a noi un altro compito tanto grande quanto ineludibile. Eccolo. Bisogna rianimare la Repubblica. Bisogna rinnovare lo stato di spirito che la portò, correggendo le cattive interpretazioni che ha sofferto. Bisogna restituire al fatto repubblicano spagnolo la sua autenticità storica. Bisogna instaurare il senso nazionale —e non partitista— della Repubblica.
