Consideramos que en el texto constitucional existen errores históricos, pero sería añadir uno más no comenzar por acatarla. Éste es el supuesto para todos los demás, inclusive para su posible reforma en un futuro indeterminado. Pero al texto constitucional ha de seguir su ejecución y esto implica su interpretación. Esta interpretación, ni que decir tiene, debe ser leal a sus fórmulas porque de otro modo no sería decente. Pero la lealtad hacia el texto que es hoy por hoy el único suelo de convivencia civil que poseemos, impone dos obligaciones: una la de no hostilizar sus mandatos, otra la de interpretarlos en forma que queden mejorados, subsanando, en la medida posible, sus deficiencias, su esquematismo doctrinario y el carácter evidentemente anticuado de algunas de sus inspiraciones, como por ejemplo, la de haber erigido el nuevo Estado sobre una base de casi exclusivo parlamentarismo. La ley electoral da ocasión para compensar un poco tan antihistórico error, si se logra con ella elevar el nivel de la representación y liberarla del mero mecanismo partidista, del automatismo desolador que trae consigo el imperio de los Comités.
We consider that in the constitutional text there exist historical errors, but it would be to add one more not to begin by respecting it. This is the presupposition for all the others, including its possible reform in an indeterminate future. But to the constitutional text must follow its execution and this implies its interpretation. This interpretation, needless to say, must be loyal to its formulas because in no other manner would it be decent. But loyalty toward the text, which is today the only ground of civil coexistence that we possess, imposes two obligations: one is not to harass its mandates, the other to interpret them in a form such that they remain improved, remedying, to the extent possible, its deficiencies, its doctrinaire schematism and the evidently antiquated character of some of its inspirations, as, for example, that of having erected the new State on a base of almost exclusive parliamentarism. The electoral law gives occasion to compensate a little so antihistorical an error, if one manages with it to raise the level of representation and free it from the mere partisan mechanism, from the desolating automatism that the empire of the Committees brings with it.
Consideriamo che nel testo costituzionale esistano errori storici, ma sarebbe aggiungerne uno di più non cominciare dall’osservarla. Questo è il presupposto per tutti gli altri, inclusa la sua possibile riforma in un futuro indeterminato. Ma al testo costituzionale deve seguire la sua esecuzione e questo implica la sua interpretazione. Questa interpretazione, va da sé, deve essere leale alle sue formule perché di altro modo non sarebbe decente. Ma la lealtà verso il testo che è oggi per oggi l’unico suolo di convivenza civile che possediamo, impone due obbligazioni: una è quella di non osteggiare i suoi mandati, l’altra quella di interpretarli in forma che restino migliorati, sanando, nella misura possibile, le sue deficienze, il suo schematismo dottrinario e il carattere evidentemente antiquato di alcune delle sue ispirazioni, come per esempio, quella di aver eretto il nuovo Stato su una base di quasi esclusivo parlamentarismo. La legge elettorale dà occasione a compensare un poco così antistorico errore, se si riesce con essa a elevare il livello della rappresentazione e a liberarla dal mero meccanismo partitista, dall’automatismo desolatore che porta con sé l’impero dei Comitati.
