Abstract

A dispatch for La Prensa (1913) on the crisis after Canalejas’s death: the king reappoints the liberals without consultation, the conservatives are dismayed, and Maura withdraws from politics. Ortega reads Maura’s letter as a document representative of an era. Political chronicle.

La muerte de Canalejas antes de terminarse la discusión de los presupuestos obligaba a mantener un gobierno liberal hasta que concluyera ésta. El conde de Romanones trepó ágilmente a la presidencia, y España comenzó a sentir curiosidad por lo que acontecería en los últimos días de diciembre cuando se planteara a la corona la cuestión de confianza.

Los conservadores entraron en actividad: hicieron en el Senado y luego en el Congreso una ficción de ataque al presupuesto, enviaron su vanguardia a palacio y afirmaron con rotunda certeza que en 1.º de enero serían poder. Así lo creíamos todos. Desde hace cuarenta años gobiernan los conservadores, son los conservadores la Biblia política, la realidad gubernativa, el alfa y el omega de cuanto acaece de parlamento arriba. Los liberales bajo Sagasta han servido sólo de reverso a la medalla, han ejercido una función puramente simétrica. Así creíamos todos lo que los conservadores decían.

La sorpresa fue omnímoda. El rey volvió a encargar del gobierno a los llamados liberales sin creer oportuno realizar las previas consultas a los expresidentes. Algo nuevo comenzaba; parecía como si en la dinámica política se presentara una nueva fuerza insospechada que rompía el sistema tradicional. Cuando menos teníamos delante un hecho: don Alfonso no necesitaba consultar a los políticos y acomodaba dentro del ámbito constitucional sus ideas propias.

La consternación se hizo conservadora como, según el señor Maura había expresado antes, se hiciera conservadora la libertad.

En las filas del partido cundió el enojo aliado del espanto.

No se olvide que la virtud superior de los conservadores era el orgullo y que, en cambio, les ha faltado por completo la duda metódica de sí mismo. Se consideraban de antiguo omnipotentes. De un golpe se les relegaba al extrarradio de la política. Pesaba sobre ellos el mismo destino que sobre Nabucodonosor y como Nabucodonosor perdieron el equilibrio y la continencia.

Al día siguiente, apareció en los periódicos una carta del señor Maura manifestando que se retiraba de la política.

Renunciaba el acta de diputado. Un buen número de amigos próximos renunciaron, asimismo, su representación.

El partido conservador, como tal, como Bastilla poderosa enquistada en la historia española cuarenta años hace, sucumbía.

La consecuencia inmediata era el trastorno de todas las situaciones políticas. Hasta ahora, cada español había adoptado una postura, en vista de cierta realidad misteriosa, de cierto mito central en torno al cual giraba la vida entera de nuestra patria: la voluntad reaccionaria de palacio. Éste era el hito en relación con el cual marcábamos nuestros gestos. Merced a él vivían unos hombres ejerciendo el papel de republicanos, es decir, de gentes que se consideran desligadas de pensamientos sociales concretos, porque, en su opinión, lo primero que había que hacer era derribar la monarquía. Merced a ella había otros hombres llamados liberales, es decir, gentes de pensamiento también vago, pero que hablaban de progresos para no intentarlos y sin firme empeño de intentarlos.

Súbitamente quedaban en cesantía ambos oficios de republicano y de lo hasta aquí llamado liberal. ¿Qué hacer?

Pero antes de responder a esta pregunta es forzoso que comentemos la carta en que el señor Maura se despedía de la vida pública y se reintegraba en su domesticidad. Es un documento representativo, uno de aquellos hechos sugestivos que Taine buscaba por los archivos para con unos pocos de ellos reconstruir toda una época.

The death of Canalejas before the debate on the budget had come to an end made it necessary to keep a liberal government in office until it was concluded. The Count of Romanones climbed nimbly to the presidency, and Spain began to feel curiosity about what would happen in the last days of December, when the question of confidence would be put to the Crown.

The conservatives sprang into action: in the Senate and then in the Congress they staged a sham attack on the budget, sent their vanguard to the palace, and affirmed with resolute certainty that on the first of January they would be in power. That is what we all believed. For forty years the conservatives have governed; the conservatives are the political Bible, the governing reality, the alpha and omega of everything that happens above parliament. The liberals under Sagasta have served only as the reverse of the medal, performing a purely symmetrical function. We all believed what the conservatives said.

The surprise was total. The King again entrusted the government to the so-called liberals, not deeming it opportune to carry out the customary consultations with the former prime ministers. Something new was beginning; it seemed as though a new, unsuspected force were appearing in the political dynamic, one that broke with the traditional system. At the very least we had a fact before us: Don Alfonso did not need to consult the politicians and fitted his own ideas within the constitutional framework.

Consternation became conservative, just as, according to what Señor Maura had earlier expressed, liberty had become conservative.

In the ranks of the party spread annoyance allied with terror.

Let it not be forgotten that the supreme virtue of the conservatives was pride, and that, on the other hand, they have lacked entirely the methodical doubt of themselves. From of old they considered themselves omnipotent. With a single blow they were relegated to the outskirts of politics. The same destiny weighed upon them as upon Nebuchadnezzar, and like Nebuchadnezzar they lost their balance and their continence.

The next day a letter appeared in the newspapers from Señor Maura declaring that he was withdrawing from politics.

He resigned his seat as deputy. A good number of close friends likewise renounced their representation.

The conservative party, as such, as a powerful Bastille encysted in Spanish history for forty years, was succumbing.

The immediate consequence was the upheaval of all political situations. Until now, every Spaniard had adopted a stance in view of a certain mysterious reality, of a certain central myth around which the whole life of our fatherland revolved: the reactionary will of the palace. This was the landmark in relation to which we calibrated our gestures. Thanks to it some men lived playing the part of republicans, that is, of people who consider themselves detached from concrete social thoughts, because, in their opinion, the first thing to be done was to overthrow the monarchy. Thanks to it there were other men called liberals, that is, people of equally vague thought, but who spoke of progress in order not to attempt it and without any firm resolve to attempt it.

Suddenly both offices were left without employment, that of republican and that of what had so far been called liberal. What was to be done?

But before answering this question we must comment on the letter in which Señor Maura took leave of public life and returned to his private domesticity. It is a representative document, one of those suggestive facts that Taine sought through the archives in order to reconstruct from a few of them an entire epoch.

La morte di Canalejas prima che si concludesse la discussione dei bilanci obbligava a mantenere un governo liberale finché quella non fosse terminata. Il conte di Romanones salì agilmente alla presidenza, e la Spagna cominciò a sentire curiosità per ciò che sarebbe accaduto negli ultimi giorni di dicembre, quando alla corona si sarebbe posta la questione di fiducia.

I conservatori entrarono in attività: inscenarono al Senato e poi al Congresso una finzione di attacco al bilancio, inviarono la loro avanguardia a palazzo e affermarono con recisa certezza che il 1º gennaio sarebbero stati al potere. Così credevamo tutti. Da quarant’anni governano i conservatori, i conservatori sono la Bibbia politica, la realtà di governo, l’alfa e l’omega di quanto accade al di sopra del parlamento. I liberali sotto Sagasta sono serviti soltanto da rovescio della medaglia, hanno esercitato una funzione puramente simmetrica. Così credevamo tutti a ciò che i conservatori dicevano.

La sorpresa fu totale. Il re affidò di nuovo il governo ai cosiddetti liberali, senza ritenere opportuno compiere le preventive consultazioni con gli ex presidenti. Qualcosa di nuovo cominciava; sembrava come se nella dinamica politica si presentasse una nuova forza insospettata che rompeva il sistema tradizionale. Per lo meno avevamo dinanzi un fatto: don Alfonso non aveva bisogno di consultare i politici e accomodava entro l’ambito costituzionale le sue proprie idee.

La costernazione divenne conservatrice, come, secondo quanto il signor Maura aveva espresso in precedenza, era divenuta conservatrice la libertà.

Nelle file del partito si diffuse l’irritazione, alleata dello spavento.

Non si dimentichi che la virtù superiore dei conservatori era l’orgoglio e che, al contrario, è mancata loro del tutto la messa in dubbio metodica di sé stessi. Si consideravano da sempre onnipotenti. D’un colpo li si relegava alla periferia della politica. Gravava su di loro lo stesso destino che su Nabucodonosor, e come Nabucodonosor persero l’equilibrio e la continenza.

Il giorno seguente apparve sui giornali una lettera del signor Maura in cui dichiarava che si ritirava dalla politica.

Rinunciava al seggio di deputato. Un buon numero di amici vicini rinunciarono ugualmente alla loro rappresentanza.

Il partito conservatore, in quanto tale, come potente Bastiglia incistata nella storia spagnola da quarant’anni, soccombeva.

La conseguenza immediata era lo sconvolgimento di tutte le situazioni politiche. Finora ogni spagnolo aveva adottato una postura, in vista di una certa realtà misteriosa, di un certo mito centrale attorno al quale ruotava l’intera vita della nostra patria: la volontà reazionaria di palazzo. Questo era il punto di riferimento in relazione al quale segnavamo i nostri gesti. Grazie ad esso vivevano alcuni uomini esercitando il ruolo di repubblicani, cioè di gente che si considera svincolata da pensieri sociali concreti, perché, a loro parere, la prima cosa da fare era abbattere la monarchia. Grazie ad esso c’erano altri uomini detti liberali, cioè gente dal pensiero anch’esso vago, ma che parlava di progressi per non tentarli e senza un fermo impegno di tentarli.

All’improvviso rimanevano disoccupati entrambi gli uffici, quello di repubblicano e quello del finora così detto liberale. Che fare?

Ma prima di rispondere a questa domanda è necessario che commentiamo la lettera con cui il signor Maura si congedava dalla vita pubblica e si reintegrava nella sua domesticità. È un documento rappresentativo, uno di quei fatti suggestivi che Taine cercava negli archivi per ricostruire con pochi di essi un’intera epoca.
