¡Cuántas veces lo hicimos observar! Los Gobiernos españoles, débiles por naturaleza, habían dado en la magnífica solución de utilizar al Ejército siempre que se producía una alteración en los servicios nacionales. Esto probará que la característica de esos Gobiernos era la más absoluta desorganización.
Se declaraban en huelga los ferroviarios, y los soldados y la oficialidad necesitaban responder de la buena marcha de los ferrocarriles; holgaban los empleados de Correos y Telégrafos, y el Ejército se convertía en peatón, en cartero, en ambulante y en telegrafista; queda una ciudad sin luz, y el Ejército ha de encargarse, por improvisación, de servicios tan delicados y complejos como los eléctricos. Necesariamente había de llegar un caso como el actual, en que los obreros llamados a movilización no acuden, y luego el Gobierno acuerda pasar por alto la indisciplina y resignarse a que todo vuelva a sus antiguos cauces como si nada hubiera ocurrido.
¿Qué es eso sino la consagración de la indisciplina? ¿Se puede gastar tan imprudente y neciamente una fuerza como la del Ejército? ¿Hay derecho a torcer la misión de los Institutos armados hasta llegar a momentos como los recientes, en que un poder que en ninguna forma debió ser rozado por los acontecimientos sufre en sus principios y tiene que renunciar a algunos de sus derechos?
El Ejército, con toda la abnegación que ahora le agradecen, se ha visto impelido, por obediencia, a servir decisiones de poderes desatentados. Creemos que la lección última ha sido de tal naturaleza, que en lo sucesivo meditarán mucho los Gobiernos antes de confiar a la oficialidad y a los soldados españoles misiones de policía o de servicios públicos. Porque es desmoralizador para un pueblo eso de que se haga al Ejército víctima de torpezas antiguas, derivadas de un detestable régimen político.
How many times we pointed this out! The Spanish Governments, weak by nature, had hit upon the magnificent solution of using the Army whenever an alteration occurred in the national services. This proves that the characteristic of those Governments was the most absolute disorganization.
The railway workers declared a strike, and the soldiers and the officer corps had to answer for the smooth running of the railways; the employees of Posts and Telegraphs idled, and the Army became a pedestrian, a postman, a delivery man and a telegraphist; a city is left without light, and the Army must take charge, by improvisation, of services as delicate and complex as the electrical ones. Necessarily a case like the present one had to arrive, in which the workers called to mobilization do not answer the call, and then the Government agrees to overlook the indiscipline and to resign itself to everything returning to its old channels as if nothing had happened.
What is this if not the consecration of indiscipline? Can one spend so imprudently and foolishly a force like that of the Army? Is there a right to twist the mission of the armed institutions until reaching moments like the recent ones, in which a power that in no way should have been touched by events suffers in its principles and must renounce some of its rights?
The Army, with all the abnegation that is now thanked to it, has seen itself impelled, by obedience, to serve the decisions of heedless powers. We believe that the latest lesson has been of such a nature that henceforth the Governments will meditate a great deal before entrusting to the Spanish officer corps and soldiers missions of police or of public services. Because it is demoralizing for a people that the Army be made the victim of ancient blunders, derived from a detestable political regime.
Quante volte lo facemmo osservare! I Governi spagnoli, deboli per natura, avevano trovato la magnifica soluzione di utilizzare l’Esercito ogni volta che si produceva un’alterazione nei servizi nazionali. Questo proverà che la caratteristica di quei Governi era la più assoluta disorganizzazione.
Si dichiaravano in sciopero i ferrovieri, e i soldati e l’ufficialità dovevano rispondere del buon andamento delle ferrovie; oziavano gli impiegati di Poste e Telegrafi, e l’Esercito si convertiva in pedone, in postino, in ambulante e in telegrafista; una città resta senza luce, e l’Esercito deve incaricarsi, per improvvisazione, di servizi tanto delicati e complessi come quelli elettrici. Necessariamente doveva arrivare un caso come l’attuale, in cui gli operai chiamati alla mobilitazione non si presentano, e poi il Governo acconsente a passare sopra all’indisciplina e a rassegnarsi che tutto torni ai suoi antichi alvei come se nulla fosse accaduto.
Che cos’è questo se non la consacrazione dell’indisciplina? Si può spendere tanto imprudentemente e scioccamente una forza come quella dell’Esercito? C’è diritto di torcere la missione degli Istituti armati fino ad arrivare a momenti come i recenti, in cui un potere che in nessuna forma doveva essere sfiorato dagli avvenimenti soffre nei suoi principi e deve rinunciare ad alcuni dei suoi diritti?
L’Esercito, con tutta l’abnegazione che ora gli riconoscono, si è visto spinto, per obbedienza, a servire decisioni di poteri dissennati. Crediamo che l’ultima lezione sia stata di tale natura che d’ora in poi i Governi mediteranno molto prima di affidare all’ufficialità e ai soldati spagnoli missioni di polizia o di servizi pubblici. Perché è demoralizzante per un popolo che si faccia dell’Esercito la vittima di vecchie stoltezze, derivate da un detestabile regime politico.
