Abstract
A lecture: the new generations are absent from their post in Spanish politics. The parties have lost their osmotic exchange with the nation and stiffened; ‘official Spain’ — parliament, corporations, newspapers, schools — is the standing skeleton of an evaporated organism, cut off from the central currents of the Spanish soul.

Casi diría que los pensamientos más urgentes que tenemos que comunicarnos unos a otros podrían nacer todos de la meditación de este hecho: que sea preciso llamar a las nuevas generaciones. Esto quiere decir, por lo pronto, que no están ahí, en su puesto de honor.
Naturalmente, por nuevas generaciones no se me ha de entender sólo esos pocos individuos que gozan de privilegios sociales por el nacimiento o por el personal esfuerzo, sino igualmente a las muchedumbres coetáneas. Más aún; las muchedumbres, para los efectos políticos, tienen siempre como una media edad: el pueblo ni es nunca viejo ni es nunca infantil: goza de una perpetua juventud. De modo, que decir que las generaciones nuevas no han acudido a la política es como decir que el pueblo, en general, vive una falta de fe y de esperanzas políticas gravísima.
Con todos sus terribles defectos, señores, habían, hasta no hace mucho, los partidos políticos, los partidos parlamentarios, subsistido como inmersos en la fluencia general de la vida española; nunca había faltado por completo una actividad de ósmosis y endósmosis entre la España parlamentaria y la España no parlamentaria, entre los organismos siempre un poco artificiales de los partidos y el organismo espontáneo, difuso, envolvente, de la nación. Merced a esto pudieron ir renovando, evolutivamente, de una manera normal y continua, sus elementos conforme los perdían. Cuando la muerte barría de un partido los miembros más antiguos, los huecos se llenaban automáticamente por hombres un poco más jóvenes, que, incorporando al tesoro ideal de principios del partido algo de esa su poca novedad, dotaban al programa, y lo que es más importante, a la fisonomía moral del grupo, de poderes atractivos sobre las nuevas generaciones. Pero desde hace algún tiempo esa función de pequeñas renovaciones continuas en el espíritu, en lo intelectual y moral de los partidos, ha venido a faltar, y privados de esa actividad —que es la mínima operación orgánica—, esa actividad de ósmosis y endósmosis con el ambiente, los partidos se han ido anquilosando, petrificando, y, consecuentemente, han ido perdiendo toda intimidad con la nación.
Estas expresiones mías, sin embargo, no aciertan a declarar con evidencia la enorme gravedad de la situación: parecen, poco más o menos, como esa frase estereotipada de que usan los periódicos cuando suelen anunciar que tal Gobierno se ha apartado de la opinión. Pero yo me refiero a una cosa más grave. No se trata de que un Gobierno se haya apartado en un asunto transitorio de legislación o de ejercicio autoritario, de la opinión pública, no; es que los partidos íntegros de que esos Gobiernos salieron y salen, es que el Parlamento entero, es que todas aquellas Corporaciones sobre que influye o es directamente influido el mundo de los políticos, más aún, los periódicos mismos, que son como los aparatos productores del ambiente que ese mundo respira, todo ello, de la derecha a la izquierda, de arriba abajo, está situado fuera y aparte de las corrientes centrales del alma española actual. Yo no digo que esas corrientes de la vitalidad nacional sean muy vigorosas (dentro de poco veremos que no lo son), pero, robustas o débiles, son las únicas fuentes de energía y posible renacer. Lo que sí afirmo es que todos esos organismos de nuestra sociedad —que van del Parlamento al periódico y de la escuela rural a la Universidad—, todo eso que, aunándolo en un nombre, llamaremos la España oficial, es el inmenso esqueleto de un organismo evaporado, desvanecido, que queda en pie por el equilibrio material de su mole, como dicen que después de muertos continúan en pie los elefantes.
Esto es lo grave, lo gravísimo.
Se ha dicho que todas las épocas son épocas de transición. ¿Quién lo duda? Así es. En todas las épocas la sustancia histórica, es decir, la sensibilidad íntima de cada pueblo, se encuentra en transformación. De la misma suerte que, como ya decía el antiquísimo pensador de Jonia, no podemos bañarnos dos veces en el mismo río, porque éste es algo fluyente y variable de momento a momento, así cada nuevo lustro, al llegar, encuentra la sensibilidad del pueblo, de la nación, un poco variada. Unas cuantas palabras han caído en desuso y otras se han puesto en circulación; han cambiado un poco los gustos estéticos y los programas políticos han trastrocado algunas de sus tildes. Esto es lo que suele acontecer. Pero es un error creer que todas las épocas son en este sentido épocas de transición. No, no; hay épocas de brinco y crisis subitánea, en que una multitud de pequeñas variaciones acumuladas en lo inconsciente brotan de pronto, originando una desviación radical y momentánea en el centro de gravedad de la conciencia pública.
Y entonces sobreviene lo que hoy en nuestra nación presenciamos: dos Españas que viven juntas y que son perfectamente extrañas: una España oficial que se obstina en prolongar los gestos de una edad fenecida, y otra España aspirante, germinal, una España vital, tal vez no muy fuerte, pero vital, sincera, honrada, la cual, estorbada por la otra, no acierta a entrar de lleno en la historia.
Éste es, señores, el hecho máximo de la España actual, y todos los demás no son sino detalles que necesitan ser interpretados bajo la luz por aquél proyectada.
Lo que antes decíamos de que las nuevas generaciones no entran en la política, no es más que una vista parcial de las muchas que pueden tomarse sobre este hecho típico: las nuevas generaciones advierten que son extrañas totalmente a los principios, a los usos, a las ideas y hasta al vocabulario de los que hoy rigen los organismos oficiales de la vida española. ¿Con qué derecho se va a pedir que lleven, que traspasen su energía, mucha o poca, a esos odres tan caducos, si es imposible toda comunidad de transmisión, si es imposible toda inteligencia?
En esto es menester que hablemos con toda claridad. No nos entendemos la España oficial y la España nueva, que, repito, será modesta, será pequeña, será pobre, pero que es otra cosa que aquélla; no nos entendemos. Una misma palabra pronunciada por unos o por otros significa cosas distintas, porque va, por decirlo así, transida de emociones antagónicas.
Tal vez alguien diga que son estas afirmaciones gratuitas del sesgo acostumbrado siempre y conocido a la vanidad de los ideólogos.
Creo que para obviar este juicio bastaría con que nos volviéramos a algunas cosas concretas de lo que está pasando.
Ahora se van a abrir unas Cortes; estas Cortes no creo que las haya inventado precisamente un ideólogo; todo lo contrario; ¿no es cierto? Pues bien; salvo Pablo Iglesias y algunos otros elementos, componen esas Cortes partidos que por sus títulos, por sus maneras, por sus hombres, por sus principios y por sus procedimientos podrían considerarse como continuación de cualesquiera de las Cortes de 1875 acá. Y esos partidos tienen a su clientela en los altos puestos administrativos, gubernativos, seudotécnicos, inundando los Consejos de Administración de todas las grandes Compañías, usufructuando todo lo que en España hay de instrumento de Estado. Todavía más; esos partidos encuentran en la mejor Prensa los más amplios y más fieles resonadores. ¿Qué les falta? Todo lo que en España hay de propiamente público, de estructura social, está en sus manos, y, sin embargo, ¿qué ocurre? ¿Ocurre que estas Cortes que ahora comienzan no van a poder legislar sobre ningún tema de algún momento, no van a poder preparar porvenir? No ya eso. Ocurre, sencillamente, que no pueden vivir, porque para un organismo de esta naturaleza vivir al día, en continuo susto, sin poder tomar una trayectoria un poco amplia, equivale a no poder vivir. De suerte que no necesitan esos partidos viejos que vengan nuevos enemigos a romperles, sino que ellos mismos, abandonados a sí mismos, aun dentro de su vida convencional, no tienen los elementos necesarios para poder ir tirando. ¿Veis cómo es una España que por sí misma se derrumba?
Lo mismo podría decirse de todas las demás estructuras sociales que conviven con esos partidos: de los periódicos, de las Academias, de los Ministerios, de las Universidades, etcétera, etcétera. No hay ninguno de ellos hoy en España que sea respetado, y exceptuando el Ejército no hay ninguno que sea temido.
La España oficial consiste, pues, en una especie de partidos fantasmas que defienden los fantasmas de unas ideas y que, apoyados por las sombras de unos periódicos, hacen marchar unos Ministerios de alucinación.
I would almost say that the most urgent thoughts we have to communicate to one another might all be born of meditation upon this fact: that it is necessary to summon the new generations. This means, to begin with, that they are not there, in their place of honour.
Naturally, by new generations I am not to be understood to mean only those few individuals who enjoy social privileges by birth or by personal effort, but equally the coetaneous multitudes. Moreover; the multitudes, for political purposes, always have something like a middle age: the people is never old nor ever childish: it enjoys a perpetual youth. In such manner, to say that the new generations have not come to politics is like saying that the people, in general, lives a most grave lack of political faith and hopes.
With all their terrible defects, gentlemen, the political parties, the parliamentary parties, had, until not long ago, subsisted as if immersed in the general flux of Spanish life; an activity of osmosis and endosmosis between parliamentary Spain and non-parliamentary Spain, between the always somewhat artificial organisms of the parties and the spontaneous, diffuse, enveloping organism of the nation, had never completely been lacking. Thanks to this they were able to renew, evolutionarily, in a normal and continuous manner, their elements as they lost them. When death swept from a party its oldest members, the gaps were automatically filled by somewhat younger men who, incorporating into the ideal treasure of the party’s principles something of that little novelty of theirs, endowed the programme, and what is more important, the moral physiognomy of the group, with attractive powers over the new generations. But for some time that function of small continuous renewals in the spirit, in the intellectual and moral life of the parties, has come to be lacking, and deprived of that activity —which is the minimum organic operation—, of that activity of osmosis and endosmosis with the environment, the parties have been going stiff, petrifying, and, consequently, have been losing all intimacy with the nation.
These expressions of mine, however, do not manage to declare with evidence the enormous gravity of the situation: they seem, more or less, like that stereotyped phrase that the newspapers use when they usually announce that such-and-such a Government has departed from opinion. But I am referring to a graver matter. It is not a question of a Government having departed in a transitory matter of legislation or of authoritarian exercise from public opinion, no; it is that the whole parties from which those Governments came out and come out, it is that the entire Parliament, it is that all those Corporations on which the world of politicians influences or is directly influenced, more still, the newspapers themselves, which are like the apparatuses producing the atmosphere that that world breathes, all of it, from right to left, from top to bottom, is situated outside and apart from the central currents of the present Spanish soul. I do not say that those currents of national vitality are very vigorous (within a little we shall see that they are not), but, robust or weak, they are the only sources of energy and possible rebirth. What I do affirm is that all those organisms of our society —from Parliament to the newspaper and from the rural school to the University—, all that which, gathering it into one name, we shall call official Spain, is the immense skeleton of an evaporated, vanished organism that remains standing by the material equilibrium of its bulk, as they say that after death elephants remain standing.
This is the grave, the most grave thing.
It has been said that all epochs are epochs of transition. Who doubts it? So it is. In all epochs the historical substance, that is, the intimate sensibility of each people, finds itself in transformation. In the same way that, as the most ancient thinker of Ionia already said, we cannot bathe twice in the same river, because it is something flowing and variable from moment to moment, so each new lustrum, upon arriving, finds the sensibility of the people, of the nation, somewhat changed. A few words have fallen into disuse and others have been put into circulation; aesthetic tastes have changed a little and political programmes have turned some of their accents upside down. This is what usually happens. But it is an error to believe that all epochs are in this sense epochs of transition. No, no; there are epochs of leap and sudden crisis, in which a multitude of small variations accumulated in the unconscious suddenly sprout, originating a radical and momentary deviation in the centre of gravity of public consciousness.
And then there comes what today we witness in our nation: two Spains that live together and that are perfectly foreign to each other: an official Spain that obstinately prolongs the gestures of a finished age, and another aspiring, germinal Spain, a vital Spain, perhaps not very strong, but vital, sincere, honest, which, hindered by the other, does not manage to enter fully into history.
This is, gentlemen, the supreme fact of present-day Spain, and all the others are but details that need to be interpreted in the light projected by it.
What we said before, that the new generations do not enter politics, is but a partial view of the many that may be taken of this typical fact: the new generations notice that they are totally foreign to the principles, the uses, the ideas and even the vocabulary of those who today govern the official organisms of Spanish life. By what right is it going to be asked that they carry, that they transfer their energy, much or little, to those so decrepit wineskins, if all community of transmission is impossible, if all understanding is impossible?
In this it is necessary that we speak with all clarity. Official Spain and the new Spain do not understand each other —which, I repeat, will be modest, will be small, will be poor, but which is another thing from the former; we do not understand each other. The same word pronounced by the one or the other means distinct things, because it goes, so to speak, pervaded with antagonistic emotions.
Perhaps someone will say that these are gratuitous assertions of the usual and well-known bent of the vanity of ideologues.
I believe that to obviate this judgment it would suffice that we turn to some concrete things of what is happening.
Now Cortes are going to be opened; these Cortes I do not believe were invented precisely by an ideologue; quite the contrary; is it not so? Well then; except for Pablo Iglesias and a few other elements, these Cortes are made up of parties that by their titles, by their manners, by their men, by their principles and by their procedures could be considered a continuation of any of the Cortes from 1875 on. And those parties have their clientele in the high administrative, governmental, pseudo-technical posts, flooding the Boards of Directors of all the great Companies, usufructing everything that in Spain exists as an instrument of State. More still; those parties find in the best Press the amplest and most faithful resonators. What is lacking to them? Everything that in Spain is properly public, of social structure, is in their hands, and, nevertheless, what happens? Does it happen that these Cortes that now begin will not be able to legislate on any subject of any moment, will not be able to prepare a future? Not even that. It happens, simply, that they cannot live, because for an organism of this nature to live day to day, in continual fright, without being able to take a somewhat ample trajectory, is equivalent to not being able to live. So that those old parties do not need new enemies to come and break them, but rather they themselves, abandoned to themselves, even within their conventional life, do not have the elements necessary to be able to keep going. Do you see how it is a Spain that crumbles by itself?
The same could be said of all the other social structures that coexist with those parties: of the newspapers, of the Academies, of the Ministries, of the Universities, etcetera, etcetera. There is none of them today in Spain that is respected, and with the exception of the Army there is none that is feared.
Official Spain consists, then, in a kind of phantom parties that defend the phantoms of certain ideas and that, supported by the shadows of certain newspapers, make some Ministries of hallucination march.
Quasi direi che i pensieri più urgenti che abbiamo da comunicarci gli uni agli altri potrebbero nascere tutti dalla meditazione di questo fatto: che sia necessario chiamare le nuove generazioni. Ciò vuol dire, per lo meno, che non sono lì, al loro posto d’onore.
Naturalmente, per nuove generazioni non si deve intendere soltanto quei pochi individui che godono di privilegi sociali per nascita o per sforzo personale, ma ugualmente le folle coetanee. Di più; le folle, agli effetti politici, hanno sempre una specie di mezza età: il popolo non è mai vecchio né mai infantile: gode di una perpetua giovinezza. Di modo, che dire che le generazioni nuove non sono accorse alla politica è come dire che il popolo, in generale, vive una gravissima mancanza di fede e di speranze politiche.
Con tutti i loro terribili difetti, signori, i partiti politici, i partiti parlamentari, erano, fino a non molto tempo fa, sopravvissuti come immersi nella fluenza generale della vita spagnola; non era mai mancata del tutto un’attività di osmosi ed endosmosi tra la Spagna parlamentare e la Spagna non parlamentare, tra gli organismi sempre un po’ artificiali dei partiti e l’organismo spontaneo, diffuso, avvolgente, della nazione. Mercé questo poterono andare rinnovando, evolutivamente, in modo normale e continuo, i loro elementi via via che li perdevano. Quando la morte spazzava da un partito i membri più anziani, i vuoti si colmavano automaticamente con uomini un poco più giovani, i quali, incorporando al tesoro ideale dei principi del partito qualcosa di quella loro poca novità, dotavano il programma, e ciò che più importa, la fisionomia morale del gruppo, di poteri attrattivi sulle nuove generazioni. Ma da qualche tempo quella funzione di piccole rinnovazioni continue nello spirito, nell’intellettuale e nel morale dei partiti è venuta a mancare, e privati di quell’attività —che è la minima operazione organica—, di quell’attività di osmosi ed endosmosi con l’ambiente, i partiti sono andati anchilosandosi, pietrificandosi, e, conseguentemente, sono andati perdendo ogni intimità con la nazione.
Queste mie espressioni, tuttavia, non riescono a dichiarare con evidenza l’enorme gravità della situazione: sembrano, poco più o meno, come quella frase stereotipa di cui si servono i giornali quando sogliono annunciare che un tale Governo si è allontanato dall’opinione. Ma io mi riferisco a una cosa più grave. Non si tratta che un Governo si sia allontanato in una questione transitoria di legislazione o di esercizio autoritario dall’opinione pubblica, no; è che i partiti interi da cui quei Governi uscirono ed escono, è che il Parlamento intero, è che tutte quelle Corporazioni su cui influisce o da cui è direttamente influenzato il mondo dei politici, più ancora, i giornali stessi, che sono come gli apparecchi produttori dell’ambiente che quel mondo respira, tutto ciò, da destra a sinistra, dall’alto in basso, è situato fuori e a parte dalle correnti centrali dell’anima spagnola attuale. Io non dico che quelle correnti della vitalità nazionale siano molto vigorose (tra poco vedremo che non lo sono), ma, robuste o deboli, sono le uniche fonti di energia e possibile rinascita. Quello che sì affermo è che tutti quegli organismi della nostra società —che vanno dal Parlamento al giornale e dalla scuola rurale all’Università—, tutto ciò che, riunendolo in un nome, chiameremo la Spagna ufficiale, è l’immenso scheletro di un organismo evaporato, svanito, che resta in piedi per l’equilibrio materiale della sua mole, come dicono che dopo morti continuino in piedi gli elefanti.
Questo è il grave, il gravissimo.
Si è detto che tutte le epoche sono epoche di transizione. Chi lo dubita? È così. In tutte le epoche la sostanza storica, cioè la sensibilità intima di ogni popolo, si trova in trasformazione. Al modo stesso che, come già diceva l’antichissimo pensatore di Ionia, non possiamo bagnarci due volte nello stesso fiume, perché questo è qualcosa di fluente e variabile di momento in momento, così ogni nuovo lustro, arrivando, trova la sensibilità del popolo, della nazione, un poco variata. Alcune parole sono cadute in disuso e altre sono state messe in circolazione; sono cambiati un poco i gusti estetici e i programmi politici hanno sconvolto alcuni dei loro accenti. Questo è ciò che suole accadere. Ma è un errore credere che tutte le epoche siano in questo senso epoche di transizione. No, no; ci sono epoche di balzo e crisi subitanea, in cui una moltitudine di piccole variazioni accumulate nell’inconscio sbocciano d’improvviso, originando una deviazione radicale e momentanea nel centro di gravità della coscienza pubblica.
E allora sopravviene ciò che oggi nella nostra nazione presenziamo: due Spagne che vivono insieme e che sono perfettamente estranee: una Spagna ufficiale che si ostina a prolungare i gesti di un’età finita, e un’altra Spagna aspirante, germinale, una Spagna vitale, forse non molto forte, ma vitale, sincera, onesta, la quale, ostacolata dall’altra, non riesce a entrare di pieno nella storia.
Questo è, signori, il fatto massimo della Spagna attuale, e tutti gli altri non sono che dettagli che devono essere interpretati alla luce proiettata da quello.
Quello che prima dicevamo, che le nuove generazioni non entrano nella politica, non è che una vista parziale delle molte che si possono prendere su questo fatto tipico: le nuove generazioni avvertono di essere totalmente estranee ai principi, agli usi, alle idee e persino al vocabolario di coloro che oggi reggono gli organismi ufficiali della vita spagnola. Con quale diritto si va a chiedere che portino, che trasferiscano la loro energia, molta o poca, a quegli otri tanto caduchi, se è impossibile ogni comunità di trasmissione, se è impossibile ogni intelligenza?
In questo è necessario che parliamo con tutta chiarezza. Non ci intendiamo la Spagna ufficiale e la Spagna nuova, che, ripeto, sarà modesta, sarà piccola, sarà povera, ma che è altra cosa da quella; non ci intendiamo. Una stessa parola pronunciata dagli uni o dagli altri significa cose distinte, perché va, per così dire, trasfusa di emozioni antagonistiche.
Forse qualcuno dirà che sono queste affermazioni gratuite del solito andazzo, noto, della vanità degli ideologi.
Credo che per ovviare a questo giudizio basterebbe che ci volgessimo ad alcune cose concrete di ciò che sta accadendo.
Ora si apriranno delle Cortes; queste Cortes non credo che le abbia inventate precisamente un ideologo; tutto al contrario; non è vero? Ebbene; salvo Pablo Iglesias e alcuni altri elementi, compongono queste Cortes partiti che per i loro titoli, per i loro modi, per i loro uomini, per i loro principi e per i loro procedimenti potrebbero considerarsi come continuazione di qualsivoglia delle Cortes dal 1875 in qua. E quei partiti hanno la loro clientela negli alti posti amministrativi, governativi, pseudotecnici, inondando i Consigli di Amministrazione di tutte le grandi Compagnie, usufruendo di tutto ciò che in Spagna c’è di strumento di Stato. Ancora di più; quei partiti trovano nella migliore Stampa i più ampi e più fedeli risonatori. Che cosa manca loro? Tutto ciò che in Spagna c’è di propriamente pubblico, di struttura sociale, è nelle loro mani, e, tuttavia, che accade? Accade che queste Cortes che ora cominciano non potranno legiferare su nessun tema di qualche momento, non potranno preparare avvenire? Non solo questo. Accade, semplicemente, che non possono vivere, perché per un organismo di questa natura vivere alla giornata, in continuo spavento, senza poter prendere una traiettoria un poco ampia, equivale a non poter vivere. Di modo che quei partiti vecchi non hanno bisogno che vengano nuovi nemici a spezzarli, ma che essi stessi, abbandonati a se stessi, anche dentro la loro vita convenzionale, non hanno gli elementi necessari per poter andare tirando. Vedete come è una Spagna che da sé stessa crolla?
Lo stesso si potrebbe dire di tutte le altre strutture sociali che convivono con quei partiti: dei giornali, delle Accademie, dei Ministeri, delle Università, eccetera, eccetera. Non ce n’è nessuno oggi in Spagna che sia rispettato, ed eccettuato l’Esercito non ce n’è nessuno che sia temuto.
La Spagna ufficiale consiste, dunque, in una specie di partiti fantasma che difendono i fantasmi di alcune idee e che, appoggiati dalle ombre di alcuni giornali, fanno marciare alcuni Ministeri di allucinazione.
Conste, pues, que no he hecho aquí la crítica, cien veces repetida, de los abusos y errores que unos partidos, unos periódicos, unos Ministerios vengan cometiendo. Sus abusos me traen sin cuidado para los efectos de la nueva orientación política que busco y de que hoy os ofrezco, como la previa cuadrícula, la pauta de conceptos generales donde habrá de irse encontrando en sus detalles. Los abusos no constituyen nunca, nunca, sino enfermedades localizadas a quienes se puede hacer frente con el resto sano del organismo. Por eso no pienso como Costa, que atribuía la mengua de España a los pecados de las clases gobernantes, por tanto, a errores puramente políticos. No; las clases gobernantes durante siglos —salvas breves épocas— han gobernado mal no por casualidad, sino porque la España gobernada estaba tan enferma como ellas. Yo sostengo un punto de vista más duro, como juicio del pasado, pero más optimista en lo que afecta al porvenir. Toda una España —con sus gobernantes y sus gobernados—, con sus abusos y con sus usos, está acabando de morir.
Y como son sus usos, y no sólo sus abusos, a quienes ha llegado la hora de fenecer, no necesita de crítica ni de grandes enemigos y terribles luchas para sucumbir.
Mis palabras, pues, no son otra cosa sino la declaración de que la nueva política ha de partir de este hecho: cuanto ocupa la superficie y es la apariencia y caparazón de la España de hoy, la España oficial, está muerto. La nueva política no necesita, en consecuencia, criticar la vieja ni darle grandes batallas; necesita sólo tomar la filiación de sus cadavéricos rasgos, obligarla a ocupar su sepulcro en todos los lugares y formas donde la encuentre y pensar en nuevos principios afirmativos y constructores.
No he de insistir, naturalmente, en traer pruebas para esto. Yo no pretendo hoy demostrar nada; vengo simplemente a dirigir algunas alusiones al fondo de vuestras conciencias. Allí es donde podréis lealmente buscar la confirmación de mis aseveraciones. No vengo a traeros silogismos, sino a proponeros simples intuiciones de realidad.
Pero, además, no es sino muy natural que acontezca en España esto que acontece; y si lo que voy a decir ahora es en cierta manera nuevo, que no lo es, pero nuevo para un público un poco amplio, es porque no se quiere pensar seriamente en política.
Let it be recorded, then, that I have not made here the criticism, a hundred times repeated, of the abuses and errors that certain parties, certain newspapers, certain Ministries keep committing. Their abuses matter nothing to me for the purposes of the new political orientation I seek and of which I today offer you, as the preliminary grid, the pattern of general concepts where it will have to be found in its details. Abuses never constitute, never, anything but localised diseases that can be faced with the healthy remainder of the organism. That is why I do not think like Costa, who attributed the decline of Spain to the sins of the governing classes, and therefore to purely political errors. No; the governing classes for centuries —save brief epochs— have governed badly not by chance, but because the Spain they governed was as sick as they were. I hold a harder point of view, as a judgment on the past, but more optimistic in what affects the future. A whole Spain —with its governors and its governed—, with its abuses and with its uses, is finishing dying.
And since it is its uses, and not only its abuses, whose hour to perish has come, it does not need criticism nor great enemies and terrible struggles in order to succumb.
My words, then, are nothing other than the declaration that the new politics must start from this fact: everything that occupies the surface and is the appearance and carapace of present-day Spain, official Spain, is dead. The new politics does not need, consequently, to criticise the old nor to give it great battles; it needs only to take the record of its cadaverous features, to oblige it to occupy its sepulchre in all the places and forms where it finds it, and to think of new affirmative and constructive principles.
I must not, naturally, insist on bringing proofs of this. I do not today pretend to demonstrate anything; I come simply to direct some allusions to the depth of your consciences. It is there that you may loyally seek the confirmation of my assertions. I do not come to bring you syllogisms, but to propose to you simple intuitions of reality.
But, moreover, it is only most natural that what happens should happen in Spain; and if what I am going to say now is in a certain way new, which it is not, but new for a somewhat broad public, it is because one does not want to think seriously in politics.
Conste, dunque, che non ho fatto qui la critica, cento volte ripetuta, degli abusi e degli errori che dei partiti, dei giornali, dei Ministeri vengano commettendo. I loro abusi mi lasciano indifferente agli effetti del nuovo orientamento politico che cerco e di cui oggi vi offro, come la previa quadrettatura, la pauta di concetti generali dove dovrà andarsi ritrovando nei suoi dettagli. Gli abusi non costituiscono mai, mai, se non malattie localizzate a cui si può far fronte con il resto sano dell’organismo. Per questo non penso come Costa, che attribuiva la diminuzione della Spagna ai peccati delle classi governanti, quindi, a errori puramente politici. No; le classi governanti per secoli —salve brevi epoche— hanno governato male non per caso, ma perché la Spagna governata era tanto malata quanto loro. Io sostengo un punto di vista più duro, come giudizio sul passato, ma più ottimista per ciò che riguarda l’avvenire. Un’intera Spagna —con i suoi governanti e i suoi governati—, con i suoi abusi e con i suoi usi, sta finendo di morire.
E poiché sono i suoi usi, e non soltanto i suoi abusi, a cui è giunta l’ora di finire, non ha bisogno né di critica né di grandi nemici e terribili lotte per soccombere.
Le mie parole, dunque, non sono altro che la dichiarazione che la nuova politica deve partire da questo fatto: quanto occupa la superficie ed è l’apparenza e il guscio della Spagna di oggi, la Spagna ufficiale, è morto. La nuova politica non ha bisogno, di conseguenza, di criticare la vecchia né di darle grandi battaglie; ha bisogno soltanto di prendere la filiazione dei suoi tratti cadaverici, obbligarla a occupare il suo sepolcro in tutti i luoghi e forme dove la trovi e pensare a nuovi principi affermativi e costruttori.
Non devo insistere, naturalmente, nel portare prove per questo. Io non pretendo oggi dimostrare nulla; vengo semplicemente a dirigere alcune allusioni al fondo delle vostre coscienze. Lì è dove potrete lealmente cercare la conferma delle mie asserzioni. Non vengo a portarvi sillogismi, ma a proporvi semplici intuizioni di realtà.
Ma, inoltre, non è che molto naturale che accada in Spagna questo che accade; e se ciò che dirò ora è in certa maniera nuovo, che non lo è, ma nuovo per un pubblico un poco ampio, è perché non si vuole pensare seriamente in politica.
