Abstract
An editorial on a cabinet crisis caused by the hidden power of the military juntas: for years Spain has lived in a state of revolution, that is, of an illegal public power masked by constitutional fictions. Either the people rebuilds legality through a constituent assembly, or it should openly accept being ruled by those who already rule. Topical politics.

Como el poeta toma su cálamo entre los rumores de la selva, nosotros, humildes prosistas políticos, tomamos esta noche la pluma entre los rumores de una crisis. No sabemos todavía si será declarada al punto o se esperará a que el nuevo sol luzca en Oriente. Pero la crisis, según nos aseguran, está planteada. ¿Por qué? Se dirá que con motivo de las tarifas ferroviarias o con el pretexto de tal o cual dificultad para la aprobación de los presupuestos. No nos importa lo que se diga. La conducta observada estos días por el señor Allendesalazar nos da derecho y nos obliga a retirar todo crédito en sus palabras. La crisis se debe, una vez más, al poder latente de las Juntas militares. Se habla de un documento en que éstas recuerdan al Gobierno su emplazamiento para el día 27. Añádense aún más graves exigencias que en él han llegado; pero, desconocedores del texto auténtico, preferimos no creer lo que escuchamos.
Parece, pues, que ha llegado el momento para que la vida pública española tome un aspecto más decoroso, y lo que es realidad oculta pase a ser realidad proclamada. Ha llegado el momento de que avancen al Gobierno los militares, y ya que tienen el ejercicio del Poder, tengan de él la responsabilidad. Hace días venimos solicitando que se haga esto y hoy nos importa fijar con alguna precisión el sentido de nuestra demanda.
Desde que comenzó la publicación de El Sol, pocos meses después del de junio de 1917, hemos cuidado de recordar periódicamente a nuestros lectores que España había entrado en un proceso de revolución, esto es, de situación ilegal en su Poder público. Con ser doloroso y triste todo estado revolucionario, lo es mucho más cuando el cuerpo paciente no tiene la energía de reconocerlo paladinamente, antes bien emplea sus últimos restos de vitalidad en tapar y celar con ficciones mil, a cual menos honesta, su irregular situación. Tal ha sido la existencia pública española en estos dos años: la agonía sin grandeza de un cuerpo político. Ciertamente que no es la raza española ni siquiera el pueblo español quienes agonizan. Por el contrario, la energía histórica, la plenitud social de nuestro pueblo ha aumentado enormemente desde 1898. Pero la estructura política que en el siglo XIX dimos a nuestra existencia colectiva se ha derrumbado, y desde hace tres años vivimos bajo el arco en ruina. Todo es ficción, todo es mentira, todo hipocresía y todo ineficacia mortal cuanto en ese tiempo se ha intentado hacer, aferrándose a las bambalinas de instituciones violadas. ¿Cuántas veces, durante ese tiempo, no hemos pedido urgente y radical transformación de esas instituciones, valeroso cercén de todo lo carcomido, renovación de los organismos nacionales? Las gentes que se obstinan en no ver más allá de sus narices romas creían que éramos nosotros los revolucionarios, cuando los verdaderos antirrevolucionarios son sólo los que a tiempo salen al encuentro de la revolución. País de viceversas el nuestro, al que grita «¡Fuego!», le llaman incendiario.
Ello es que en el ciclo de dos años todos los instrumentos políticos han ido perdiendo su dignidad constitucional. Todos han gobernado aceptando situaciones ilegales. El Parlamento mismo ha refrendado el rompimiento de la Constitución cuando aceptó que el señor La Cierva prorrogase por decreto una ley de presupuestos. En fin, desde hace largos meses no existe otro poder efectivo que el subterráneo de las Juntas.
En tales circunstancias, sólo cabe imaginar dos soluciones positivas: o el pueblo español siente, al cabo, irritada su dignidad política y en un gigantesco movimiento purificador reconstruye radicalmente la legalidad —esto es lo que concretamos, como en un símbolo, en unas Cortes constituyentes—, o el pueblo español se manifiesta insensible a los imperativos del derecho moderno, y desentendiéndose de los deberes democráticos acepta ser gobernado por quien ilegalmente quiera imponérsele. En este caso, tiene la obligación de arrumbar las ficciones constitucionales, aunque sólo sea por respeto a las minorías no dispuestas a colaborar en esa burla del derecho.
De estas dos actitudes, se ha visto que los españoles no han querido tomar la primera. Contra la insensibilidad ambiente es inútil luchar. Por eso pedimos que se adopte el otro extremo del dilema. Todo hombre democrático, es decir, todo hombre que respeta la idea del derecho debe preferir ver suspendida la legalidad a verla burlada y escarnecida. He aquí por qué nosotros pedimos la constitución de un Gobierno militar. Si creyéramos que existían en la política civil fuerzas suficientes para restaurar la ley, a ellas acudiríamos. Pero, exentos de proximidades sentimentales con los grupos políticos, libre nuestro juicio y abierta nuestra mirada sobre la verdad española, hallamos que esas fuerzas no existen.
Conste, pues, que no se nos da a elegir entre un Gobierno militar y un Gobierno civil. La realidad es que los ciudadanos tienen que optar entre un Gobierno responsable de militares o un Gobierno irresponsable de los mismos. En tal situación, no concebimos que pueda vacilar nadie, y menos todavía comprenderíamos que cupiese hallar parlamentarios dispuestos a formar nuevamente Gobiernos esquiroles. «Que gobiernen los que no dejan gobernar» —decíamos ayer, repitiendo la fórmula de Maura. Acaso fuera más exacto expresarnos así: Que gobiernen con responsabilidad los que gobiernan sin ella. Después de todo, ¿quién sabe? ¿Quién sabe si, a la postre, los militares, poco preparados para construir un cosmos nacional, lograran, en cambio, destruir el tinglado de la ficción nacional, bajo el que nos ahogamos?
Antes de que llegasen las horas floridas de la Grecia clásica, fue preciso, según la leyenda, destruir los monstruos y limpiar los establos de Augías. Este duro menester no era faena para Platón: tuvo que cumplirlo Hércules.

As the poet takes up his reed among the noises of the forest, we, humble political prose writers, take up this evening the pen amid the rumors of a crisis. We do not yet know whether it will be declared at once or whether it will be awaited until the new sun shines in the East. But the crisis, according to what we are assured, has been posed. Why? It will be said, on the occasion of the railway tariffs or on the pretext of such and such a difficulty in the approval of the budgets. What is said does not matter to us. The conduct observed these days by Señor Allendesalazar gives us the right and obliges us to withdraw all credit from his words. The crisis is due, once again, to the latent power of the military Juntas. There is talk of a document in which they remind the Government of their summons for the 27th. Still graver demands are added to those which have arrived in it; but, ignorant of the authentic text, we prefer not to believe what we hear.
It seems, then, that the moment has arrived for Spanish public life to take on a more decorous aspect, and for what is hidden reality to become proclaimed reality. The moment has arrived for the military to advance to the Government, and since they have the exercise of Power, that they have the responsibility of it. For days we have been asking that this be done, and today it matters to us to fix with some precision the meaning of our demand.
Since the publication of El Sol began, a few months after that of June 1917, we have taken care to remind our readers periodically that Spain had entered into a process of revolution, that is, of illegal situation in its public Power. Painful and sad as every revolutionary state may be, it is much more so when the patient body does not have the energy to acknowledge it openly, but rather employs its last remnants of vitality in covering and concealing with a thousand fictions, each less honest, its irregular situation. Such has been the Spanish public existence in these two years: the agony without grandeur of a body politic. Certainly it is not the Spanish race nor even the Spanish people that is agonizing. On the contrary, the historical energy, the social plenitude of our people has increased enormously since 1898. But the political structure that in the nineteenth century we gave to our collective existence has collapsed, and for three years we have been living under the arch in ruin. Everything is fiction, everything is lie, everything hypocrisy and everything mortal ineffectiveness that in that time has been attempted to be done, clinging to the backdrops of violated institutions. How many times, during that time, have we not asked for urgent and radical transformation of those institutions, valiant excision of all that is rotten, renewal of the national organisms? The people who insist on seeing no farther than their blunt noses believed that we were the revolutionaries, when the true anti-revolutionaries are only those who in time go out to meet the revolution. Ours is a country of inversions, in which whoever shouts «Fire!» is called an incendiary.
The fact is that in the cycle of two years all the political instruments have been losing their constitutional dignity. All have governed accepting illegal situations. The Parliament itself has countersigned the breaking of the Constitution when it accepted that Señor La Cierva extend by decree a budget law. In short, for long months there has been no effective power other than the subterranean one of the Juntas.
In such circumstances, only two positive solutions can be imagined: either the Spanish people feels, at last, its political dignity irritated and in a gigantic purifying movement radically rebuilds legality —this is what we concretize, as in a symbol, in constituent Cortes—, or the Spanish people shows itself insensible to the imperatives of modern law, and, washing its hands of democratic duties, accepts being governed by whoever illegally wishes to impose himself. In this case, it has the obligation to shelve the constitutional fictions, were it only out of respect for the minorities not disposed to collaborate in that mockery of law.
Of these two attitudes, it has been seen that the Spaniards have not wished to take the first. Against the ambient insensibility it is useless to struggle. That is why we ask that the other extreme of the dilemma be adopted. Every democratic man, that is, every man who respects the idea of law, must prefer to see legality suspended rather than see it mocked and scorned. This is why we ask for the constitution of a military Government. If we believed that there existed in civil politics forces sufficient to restore the law, to them we would turn. But, free of sentimental proximities with the political groups, free our judgment and open our gaze upon the Spanish truth, we find that those forces do not exist.
Let it be noted, then, that we are not given a choice between a military Government and a civil Government. The reality is that the citizens have to opt between a responsible Government of military men or an irresponsible Government of the same. In such a situation, we do not conceive that anyone can hesitate, and still less would we understand that parliamentarians could be found willing to form again strikebreaker Governments. «Let those govern who do not let others govern» —we said yesterday, repeating the formula of Maura. Perhaps it would be more exact to express ourselves thus: let those govern with responsibility who govern without it. After all, who knows? Who knows whether, in the end, the military, little prepared to build a national cosmos, might succeed, instead, in destroying the scaffolding of the national fiction, beneath which we suffocate?
Before the flowering hours of classical Greece arrived, it was necessary, according to the legend, to destroy the monsters and clean the Augean stables. This hard task was no work for Plato: Hercules had to accomplish it.

Come il poeta prende il suo calamo tra i rumori della selva, noi, umili prosatori politici, prendiamo questa sera la penna tra i rumori di una crisi. Non sappiamo ancora se sarà dichiarata sul momento o se si aspetterà che il nuovo sole splenda in Oriente. Ma la crisi, secondo quanto ci assicurano, è impostata. Perché? Si dirà che in occasione delle tariffe ferroviarie o col pretesto di tale o talaltra difficoltà per l’approvazione dei bilanci. Non ci importa ciò che si dica. La condotta osservata in questi giorni dal signor Allendesalazar ci dà diritto e ci obbliga a ritirare ogni credito alle sue parole. La crisi si deve, una volta di più, al potere latente delle Giunte militari. Si parla di un documento in cui queste ricordano al Governo la loro convocazione per il giorno 27. Si aggiungono esigenze ancora più gravi che in esso sono giunte; ma, ignari del testo autentico, preferiamo non credere a ciò che sentiamo.
Pare, dunque, che sia giunto il momento perché la vita pubblica spagnola prenda un aspetto più decoroso, e ciò che è realtà occulta passi a essere realtà proclamata. È giunto il momento che avanzino al Governo i militari, e poiché hanno l’esercizio del Potere, ne abbiano la responsabilità. Da giorni veniamo chiedendo che si faccia questo e oggi ci importa fissare con qualche precisione il senso della nostra richiesta.
Da quando cominciò la pubblicazione di El Sol, pochi mesi dopo quella del giugno 1917, abbiamo avuto cura di ricordare periodicamente ai nostri lettori che la Spagna era entrata in un processo di rivoluzione, cioè, di situazione illegale nel suo Potere pubblico. Per quanto sia doloroso e triste ogni stato rivoluzionario, lo è molto di più quando il corpo paziente non ha l’energia di riconoscerlo apertamente, anzi impiega i suoi ultimi resti di vitalità nel tappare e celare con mille finzioni, a quale meno onesta, la sua situazione irregolare. Tale è stata l’esistenza pubblica spagnola in questi due anni: l’agonia senza grandezza di un corpo politico. Certamente non è la razza spagnola né tantomeno il popolo spagnolo ad agonizzare. Al contrario, l’energia storica, la pienezza sociale del nostro popolo è aumentata enormemente dal 1898. Ma la struttura politica che nel secolo XIX demmo alla nostra esistenza collettiva è crollata, e da tre anni viviamo sotto l’arco in rovina. Tutto è finzione, tutto è menzogna, tutto ipocrisia e tutto inefficacia mortale quanto in quel tempo si è tentato di fare, aggrappandosi alle quinte di istituzioni violate. Quante volte, durante quel tempo, non abbiamo chiesto urgente e radicale trasformazione di quelle istituzioni, coraggioso recidere di tutto il tarlato, rinnovamento degli organismi nazionali? Le genti che si ostinano a non vedere più in là del loro naso camuso credevano che fossimo noi i rivoluzionari, quando i veri antirivoluzionari sono solo quelli che a tempo escono incontro alla rivoluzione. Paese di viceversa il nostro, a cui chi grida «Al fuoco!», lo chiamano incendiario.
Sta di fatto che nel ciclo di due anni tutti gli strumenti politici sono andati perdendo la loro dignità costituzionale. Tutti hanno governato accettando situazioni illegali. Il Parlamento stesso ha vistato la rottura della Costituzione quando accettò che il signor La Cierva prorogasse per decreto una legge di bilancio. Insomma, da lunghi mesi non esiste altro potere effettivo che il sotterraneo delle Giunte.
In tali circostanze, non resta che immaginare due soluzioni positive: o il popolo spagnolo sente, finalmente, irritata la sua dignità politica e in un gigantesco movimento purificatore ricostruisce radicalmente la legalità —questo è ciò che concretiamo, come in un simbolo, in delle Cortes costituenti—, o il popolo spagnolo si manifesta insensibile agli imperativi del diritto moderno, e disinteressandosi dei doveri democratici accetta di essere governato da chi illegalmente voglia imporglisi. In questo caso, ha l’obbligo di accantonare le finzioni costituzionali, anche solo per rispetto alle minoranze non disposte a collaborare a quella beffa del diritto.
Di queste due attitudini, si è visto che gli spagnoli non hanno voluto prendere la prima. Contro l’insensibilità ambientale è inutile lottare. Per questo chiediamo che si adotti l’altro estremo del dilemma. Ogni uomo democratico, cioè, ogni uomo che rispetta l’idea del diritto deve preferire vedere sospesa la legalità a vederla beffata e schernita. Ecco perché noi chiediamo la costituzione di un Governo militare. Se credessimo che esistessero nella politica civile forze sufficienti per restaurare la legge, a esse ci rivolgeremmo. Ma, esenti da prossimità sentimentali con i gruppi politici, libero il nostro giudizio e aperto il nostro sguardo sulla verità spagnola, troviamo che quelle forze non esistono.
Si noti, dunque, che non ci è dato scegliere tra un Governo militare e un Governo civile. La realtà è che i cittadini devono optare tra un Governo responsabile di militari o un Governo irresponsabile degli stessi. In tale situazione, non concepiamo che possa vacillare nessuno, e meno ancora comprenderemmo che si potessero trovare parlamentari disposti a formare nuovamente Governi crumiri. «Che governino quelli che non lasciano governare» —dicevamo ieri, ripetendo la formula di Maura. Forse sarebbe più esatto esprimerci così: che governino con responsabilità quelli che governano senza di essa. Dopo tutto, chi sa? Chi sa se, alla fin fine, i militari, poco preparati a costruire un cosmo nazionale, riusciranno, invece, a distruggere il teatrino della finzione nazionale, sotto il quale soffochiamo?
Prima che giungessero le ore fiorite della Grecia classica, fu necessario, secondo la leggenda, distruggere i mostri e pulire le stalle di Augia. Questo duro compito non era faccenda per Platone: dovette compierlo Ercole.
