Abstract

A close analysis of Maura’s speech on Catalan autonomy: the idea of the region repels that of sovereignty and can only be called autonomy, yet Maura never says what the region positively is — he uses the same negative method (“fencing off the state”) that he condemns in the Catalans.

V. La idea de la región, en consecuencia, repele la idea de soberanía. Sólo cabe llamarla autonomía. Hablemos, pues, sólo de autonomía regional.

¿Qué es la región como personalidad autónoma? Cualquiera esperará ahora una expresión sustantiva sobre qué sea lo regional, esa «realidad objetiva». Nada de eso: el señor Maura dedica el resto de su discurso a decir qué no es lo regional. De un lado, extirpa de la región el Municipio, que «tiene, no tanto derecho, sino un derecho más notorio e incontestable que la región a su autonomía, y la nación necesita de la autonomía municipal muchísimo más y muchísimo antes que de la autonomía regional». La región no puede «absorber» al Municipio.

De otro lado, la región es confinada por el Estado. Como en las bases presentadas por los catalanes, en vez de determinar directamente las «facultades del Gobierno regional», lo que se hace es delimitar las del Estado, «amojonar el Estado», el señor Maura declara censurable el método.

Pero el señor Maura emplea exactamente el mismo método. Todo el resto del discurso, que es casi la mitad de su volumen íntegro, lo dedica el señor Maura a especificar las facultades del Estado que han olvidado en sus bases los peticionarios catalanes. Al hablar de la Hacienda, vuelve a hablar de la municipal y de la nacional, insistiendo en el mismo método que condena.

De suerte que no hay en todo el discurso una sola palabra estricta y a la vez positiva que exprese la idea de región según el señor Maura. He aquí lo único que a este punto —el único, el esencial— se refiere:

«No hay que definir las facultades del Estado; no hay que tocar, no hay que enmendar nada; hay que sustituir la definición incompleta e imposible de las facultades del Estado por una definición inédita, nonata, pero fácil, yo reconozco que fácil y clara, de lo que es la materia regional, de lo que hemos entendido todos por vida interior de Cataluña, y eso lo definiremos, seguramente, sin hostilidad, y, por mi parte, sin regateos que no sean archijustificadísimos. ¿Por qué? Porque yo, en esa materia, como tengo acreditado hace muchos años, no soy de los que proceden como haciendo concesiones, no; yo llevo el ansia de conquista, yo lo considero una adquisición, yo lo anhelo, yo lo considero el bien y la vigorización de la vida de mi país y la grandeza de mi patria; por tanto, yo no he de regatear nada, como no sea que me convenza que se le quita algo a ese señor que se llama España, a quien no podemos ni debemos despojar».

Bien están estas últimas palabras; pero nadie puede sostener que las precedentes bastasen en un día como el de ayer, en 12 de diciembre de 1918, a conducir el problema cerca de la solución.

Y prueba de ello es que, al terminar, reconoce el señor Maura que no ha hecho sino «una crítica». Léase:

«Todo esto quiere decir que para el debate de hoy no hace falta más que establecer el sentido, la definición de los principios que el señor Cambó proclamaba, pues de los detalles podemos ahora prescindir, porque, al fin y al cabo, no se trata de un proyecto de ley, de un texto sobre el cual haya de recaer la aprobación de la Cámara. La crítica de ahora sólo sirve para exponer cuál sería el criterio con que yo me pondría a examinar ese texto, si fuera de ley, para instituir la autonomía regional, y en este punto los detalles carecen de importancia, no vale la pena de interponernos en ellos; aunque claro es que no me opongo a que se me conteste y se me refute. Pero ahora es la ocasión de exponer la manera de entender la región, sus medios y sus facultades».

¿Llegamos, por fin, al discurso verdadero —preguntará el lector leal—, y es lo anterior meramente un exordio? ¿Vamos, al cabo, a saber qué es la región, cuáles sus medios, cuáles sus facultades? No. El discurso toca a su conclusión. Y vea las discretas consideraciones con que cree el señor Maura poder salir al encuentro de esta gravísima hora política:

«Yo, señores, he creído siempre lo mismo que voy a decir ahora, y es que no falta más que “voluntad”, “voluntad” y “voluntad”, para resolver el problema regional y todos los problemas relativos a la organización de España; que no hay para eso ningún obstáculo insuperable, que son los apasionamientos, las ceguedades de la pasión, lo que finge esos obstáculos, porque, en suma, hace diez o quince años, cuando aquella campaña de la ley del Régimen local, eran muy pocos los partidarios de lo que estoy diciendo; acaso, dentro del propio Consejo de ministros, mis queridísimos, lealísimos compañeros cedían más bien a la deferencia hacia mi persona que a sus convicciones, para llegar a la unanimidad…

»Ahora ha andado mucho terreno todo eso; ahora es inmensa la zona de opinión española que se ha convencido de que, en efecto, hay que ir a la autonomía regional y resucitar y tonificar la vida local. Por eso no hay más inconvenientes que los que susciten la pasión o la obstinación.

»Lo que Cataluña quiere, aquello en que Cataluña tiene unanimidad, es eso mismo en que estamos conformes el señor Cambó y yo. Las demás cosas, los textos, los incisos, la retórica, el olvido, las habilidades, eso es una labor de unos centenares, de unas docenas; si queréis, de unos millares, ignorados de la masa general de Cataluña y de la masa de la nación española, para quien hemos de legislar y de cuya opinión nos hemos de preocupar».

V. The idea of the region, consequently, repels the idea of sovereignty. One can only call it autonomy. Let us speak, then, only of regional autonomy.

What is the region as an autonomous personality? Everyone will now expect a substantive expression of what the regional is, that “objective reality”. Nothing of the sort: Señor Maura devotes the rest of his speech to saying what the regional is not. On one side, he extirpates the Municipality from the region, which “has, not so much a right, as a right more notorious and incontestable than the region’s to its own autonomy, and the nation needs municipal autonomy much more and much sooner than regional autonomy”. The region cannot “absorb” the Municipality.

On the other side, the region is confined by the State. As in the bases presented by the Catalans, instead of directly determining the “faculties of the regional Government”, what is done is to delimit those of the State, to “set the boundary stones upon the State”; Señor Maura declares the method censurable.

But Señor Maura employs exactly the same method. All the rest of the speech, which is almost half of its entire volume, Señor Maura devotes to specifying the faculties of the State that the Catalan petitioners have forgotten in their bases. In speaking of the Treasury, he speaks again of the municipal and of the national, insisting on the very method he condemns.

So that in the whole speech there is not a single word both strict and positive that expresses the idea of the region according to Señor Maura. Here is the only thing that refers to this point —the only one, the essential one—:

“There is no need to define the faculties of the State; there is no need to touch, no need to amend anything; the incomplete and impossible definition of the faculties of the State must be replaced by an unpublished, unborn, but easy —I grant that easy and clear— definition of what the matter of the region is, of what we have all understood by the interior life of Catalonia, and that we shall define, surely, without hostility and, for my part, without any chaffering that is not most thoroughly justified. Why? Because I, in that matter, as I have accredited for many years, am not one of those who proceed as though making concessions, no; I carry the yearning for conquest, I consider it an acquisition, I long for it, I consider it the good and the invigoration of the life of my country and the greatness of my fatherland; therefore, I have nothing to haggle over, save that I be persuaded that something is taken from that gentleman called Spain, whom we cannot and must not despoil.”

Well are these last words; but no one can maintain that the preceding ones sufficed, on a day like yesterday, on 12 December 1918, to bring the problem near to its solution.

And proof of this is that, at the end, Señor Maura acknowledges that he has done no more than “a criticism”. Let it be read:

“All this means that for today’s debate nothing more is needed than to establish the sense, the definition of the principles that Señor Cambó proclaimed, since of the details we may now take leave, because, after all, it is not a question of a bill of law, of a text upon which the approval of the Chamber is to fall. The criticism of now serves only to set forth what would be the criterion with which I should set myself to examine that text, if it were of law, in order to institute regional autonomy, and on this point the details lack importance, it is not worth the trouble of interposing ourselves in them; although it is clear that I do not oppose being answered and refuted. But now is the occasion to set forth the way of understanding the region, its means and its faculties.”

Do we arrive, at last, at the true speech —the loyal reader will ask—, and is all the foregoing merely an exordium? Shall we, at length, come to know what the region is, what its means, what its faculties? No. The speech touches its conclusion. And mark the discreet considerations with which Señor Maura believes he can go out to meet this most grave political hour:

“I, gentlemen, have always believed the same thing that I am about to say now, and it is that nothing is lacking but “will”, “will” and “will”, to resolve the regional problem and all the problems relative to the organization of Spain; that there is for that no insurmountable obstacle; that it is the passionate partialities, the blindnesses of passion, that feign those obstacles, because, in short, ten or fifteen years ago, at the time of that campaign of the Local Regime law, the partisans of what I am saying were very few; perhaps, within the Council of Ministers itself, my dearest, most loyal colleagues yielded rather to deference toward my person than to their convictions, in order to reach unanimity…

“Now all that has covered much ground; now immense is the zone of Spanish opinion that has been convinced that, in effect, one must go to regional autonomy and resurrect and invigorate local life. Hence there are no other obstacles than those raised by passion or obstinacy.

“What Catalonia wants, that in which Catalonia is unanimous, is precisely that in which Señor Cambó and I are in agreement. The other things, the texts, the clauses, the rhetoric, the forgetfulness, the cleverness, that is the work of a few hundreds, of a few dozens; if you will, of a few thousands, ignored by the general mass of Catalonia and by the mass of the Spanish nation, for whom we have to legislate and whose opinion we have to concern ourselves with.”

V. L’idea della regione, in conseguenza, respinge l’idea di sovranità. La si può chiamare soltanto autonomia. Parliamo, dunque, soltanto di autonomia regionale.

Che cos’è la regione come personalità autonoma? Chiunque si aspetterà ora un’espressione sostantiva su che cosa sia il regionale, quella «realtà oggettiva». Niente di tutto ciò: il signor Maura dedica il resto del suo discorso a dire che cosa non è il regionale. Da un lato, estirpa dalla regione il Municipio, che «non ha tanto diritto, quanto un diritto più notorio e incontestabile della regione alla sua autonomia, e la nazione ha bisogno dell’autonomia municipale moltissimo più e moltissimo prima che dell’autonomia regionale». La regione non può «assorbire» il Municipio.

Dall’altro lato, la regione è confinata dallo Stato. Come nelle basi presentate dai catalani, invece di determinare direttamente le «facoltà del Governo regionale», ciò che si fa è delimitare quelle dello Stato, «porre i cippi allo Stato»; il signor Maura dichiara censurabile il metodo.

Ma il signor Maura impiega esattamente lo stesso metodo. Tutto il resto del discorso, che è quasi la metà del suo volume intero, il signor Maura lo dedica a specificare le facoltà dello Stato che i richiedenti catalani hanno dimenticato nelle loro basi. Nel parlare della Finanza, torna a parlare di quella municipale e di quella nazionale, insistendo nello stesso metodo che condanna.

Di modo che in tutto il discorso non c’è una sola parola stretta e a un tempo positiva che esprima l’idea di regione secondo il signor Maura. Ecco l’unica cosa che a questo punto —l’unico, l’essenziale— si riferisce:

«Non bisogna definire le facoltà dello Stato; non bisogna toccare, non bisogna emendare nulla; bisogna sostituire la definizione incompleta e impossibile delle facoltà dello Stato con una definizione inedita, non nata, ma facile, lo riconosco, facile e chiara, di che cosa sia la materia regionale, di che cosa abbiamo inteso tutti per vita interiore della Catalogna, e questo lo definiremo, sicuramente, senza ostilità e, da parte mia, senza lesinature che non siano archigiustificatissime. Perché? Perché io, in quella materia, come ho accreditato da molti anni, non sono di quelli che procedono come facendo concessioni, no; io porto l’ansia di conquista, io lo considero un’acquisizione, io lo anelo, io lo considero il bene e la rivigorizzazione della vita del mio paese e la grandezza della mia patria; perciò io non ho da lesinare nulla, se non che mi si convinca che si toglie qualcosa a quel signore che si chiama Spagna, al quale non possiamo né dobbiamo spogliare».

Stanno bene queste ultime parole; ma nessuno può sostenere che le precedenti bastassero, in un giorno come quello di ieri, il 12 dicembre 1918, a condurre il problema vicino alla soluzione.

E prova ne è che, al termine, il signor Maura riconosce di non aver fatto che «una critica». Si legga:

«Tutto questo vuol dire che per il dibattito di oggi non occorre altro che stabilire il senso, la definizione dei principii che il signor Cambó proclamava, giacché dei particolari possiamo ora prescindere, perché, in fin dei conti, non si tratta di un progetto di legge, di un testo sul quale debba cadere l’approvazione della Camera. La critica di ora serve soltanto a esporre quale sarebbe il criterio con cui io mi metterei a esaminare quel testo, se fosse di legge, per istituire l’autonomia regionale, e in questo punto i particolari mancano d’importanza, non vale la pena d’immischiarvisi; sebbene sia chiaro che non mi oppongo a che mi si risponda e mi si confuti. Ma ora è l’occasione di esporre il modo di intendere la regione, i suoi mezzi e le sue facoltà».

Arriviamo, infine, al discorso vero —chiederà il lettore leale—, e ciò che precede è meramente un esordio? Andremo, in fine, a sapere che cosa è la regione, quali i suoi mezzi, quali le sue facoltà? No. Il discorso tocca la sua conclusione. E guardi le discrete considerazioni con cui crede il signor Maura di poter venire incontro a questa gravissima ora politica:

«Io, signori, ho creduto sempre la stessa cosa che sto per dire ora, ed è che non manca altro che “volontà”, “volontà” e “volontà”, per risolvere il problema regionale e tutti i problemi relativi all’organizzazione della Spagna; che non c’è per questo nessun ostacolo insuperabile, che sono le passionalità, le cecità della passione, ciò che finge quegli ostacoli, perché, insomma, dieci o quindici anni fa, quando quella campagna della legge del Regime locale, erano pochissimi i fautori di ciò che sto dicendo; forse, dentro lo stesso Consiglio dei ministri, i miei carissimi, lealissimi colleghi cedevano piuttosto alla deferenza verso la mia persona che alle loro convinzioni, per arrivare all’unanimità…

»Ora tutto questo ha percorso molto terreno; ora è immensa la zona di opinione spagnola che si è convinta che, in effetti, bisogna andare all’autonomia regionale e risuscitare e tonificare la vita locale. Perciò non ci sono altri inconvenienti che quelli che suscitino la passione o l’ostinazione.

»Quello che la Catalogna vuole, ciò in cui la Catalogna è unanime, è proprio ciò in cui siamo d’accordo il signor Cambó e io. Le altre cose, i testi, gli incisi, la retorica, l’oblio, le abilità, quella è un’opera di poche centinaia, di poche decine; se volete, di poche migliaia, ignorate dalla massa generale della Catalogna e dalla massa della nazione spagnola, per la quale abbiamo da legiferare e della cui opinione abbiamo da preoccuparci».
