Abstract
A year after the 1917 crisis Ortega observes that Spaniards do not grasp the series of conflicts as a series, i.e. as symptoms of one deep cause. Since no great collective mass rises to consciousness of itself, every social body needs a minority of clear heads — and in Spain that minority seems not to exist.

Un año va a hacer que en no pocas capitales españolas funcionaban las ametralladoras. Pocos días antes se reunía en Barcelona un Parlamento faccioso, y unas semanas más atrás la oficialidad del Ejército se había declarado en rebeldía. Un año va a cumplirse, y nos preguntamos qué intentos serios se han hecho durante él para salir al encuentro del estado social que en aquellos acontecimientos se sintomatiza. Habrá quien nos responda señalándonos el actual Gobierno, tan brillante y tan raro de forma, que parece un aparato ortopédico.
Pero esta respuesta sólo merece una atención eutrapélica. El Gobierno actual, ni siquiera en pretensión, es un ensayo de organizar el futuro nacional. Significa, por el contrario, un ensayo de liquidar la política inveterada y servir de transición a un porvenir todavía anónimo. De este porvenir nos ocupamos, y en vista de él, insistimos en nuestra pregunta: ¿Qué intento, qué germen, barrunto o sospecha de intento aparece en el horizonte, hacia el cual podamos orientar las esperanzas?
Para un aficionado a meditar sobre los fenómenos sociales, nada más curioso que esta alternativa de espasmos y calmas beatíficas a que hemos asistido en los últimos catorce meses. Con astronómica periodicidad se levanta sobre el Estado español una tormenta pavorosa que amenaza con todas las destrucciones. El azar, un divino y reiterado azar, deshace en la atmósfera el peligro, y al día siguiente los españoles tornamos a las más tranquilas emociones cotidianas.
Este fácil olvido del ayer no puede atribuirse meramente a falta de memoria. Procede de una falta de inteligencia política habitual en nuestra raza. Se olvida el suceso de ayer porque no se le entendió bien. Esta serie de conflictos que hemos atravesado no se presenta ante la conciencia pública como una serie, esto es, como un conjunto orgánico de síntomas diversos en que se manifiesta una profunda e idéntica causa.
Bien está que el humilde labriego, sumido en su terruño, o el obrero, incrustado en su taller, o el pequeño comerciante, tras de su mostrador, carezcan de aquellas visiones sintéticas en que se definen los vastos hechos sociales. Ni en España, ni en ninguna otra nación, se eleva la gran masa colectiva a la conciencia de sí misma. Por esta razón es y será eternamente imprescindible para todo cuerpo social la existencia de una minoría de cabezas claras donde venga a condensarse la reflexión que falta a la mayoría. El caso doloroso de nuestro pueblo es que esa minoría consciente parece no existir.
¿Cómo explicar si no la tranquilidad con que asistimos a la historia de este último año? ¿Cómo explicar que aquí y allá no surjan grupos de hombres reflexivos, que con su inquietud y su afán revelen haberse percatado de la gravedad de estas horas españolas?
Lejos de esto, es probable que parezca a muchos morbosamente retórico calificar de gravísima la situación nacional. Razón de más para que, moviendo el pie por plazas y caminos, demos, como el personaje bíblico, grandes voces de alarma: ¡Voz de Gog, voz de Magog! ¡Ay de ti, Sión, que no vuelves sobre ti!
¿Pero qué acontece? —oímos decir. ¿No ha resuelto este Gobierno todos los conflictos? ¿Siguen hoy actuando políticamente las Juntas militares? ¿Continúan en huelga los empleados postales? ¿Existe amenaza de subversión en los empleados civiles?
En efecto, a esta hora y minuto, nada de eso acontece: si al hecho escueto del desmandamiento militar o de la huelga de Correos se llama conflicto nacional, y a la suspensión, interrupción o aun conclusión de esos hechos se llama resolver los problemas nacionales, claro es que estaríamos de acuerdo en diputar a este Gobierno como el gran taumaturgo.
Pero es el caso que esos acontecimientos no son, en verdad, el conflicto ni el problema efectivo. Afinar las ideas en este punto me parece obra de patriótica urgencia. Una sublevación de oficiales, una huelga de carteros o un motín de arzobispos, son emergencias deplorables, tal vez peligrosas, por ventura difíciles de manipular. Pero de ellas o de otras parejas va tejida la existencia ordinaria de los Estados. Serán, pues, todo lo grave que se quiera; pero dentro siempre de una órbita de normalidad social. Es una puerilidad suponer que la norma en la vida es la paz. Mientras creamos que la lucha entre los partidos, entre las clases u otras agrupaciones no es el modo normal de convivencia colectiva, no acertaremos a distinguir lo verdaderamente anómalo cuando se presente. Y ahora se ha presentado. Permítaseme expresar una vez más la opinión de que el problema nacional planteado en 1917, y luego variamente renovado, no consiste en que estas o las otras gentes se hayan revuelto contra la autoridad del Poder público, sino en que, con tal motivo, hemos descubierto los españoles que el Estado carece de autoridad positiva para hacer frente a las fuerzas de disgregación.
Se me opondrá que este Gobierno ha mostrado poseer autoridad suficiente para con su sola presencia ahuyentar las subversiones.
Sin duda, lo ha logrado con las pasadas; pero ¿tendrá igual fortuna con las venideras? Es de temer que no. Más que otra cosa, la composición de este Gobierno demuestra que ninguno de los órganos públicos vigentes bastaba por sí mismo para hacer efectivo el poder del Estado, y ha sido menester reunir los restos y los posos de autoridad, no institucional, sino personal, que quedaban en España.
¿Para qué? Simplemente para contener unas horas la corriente de pública atomización. ¿No es absurdo que la normalidad de un pueblo dependa de la presencia en el Gobierno de individuos personalmente insustituibles? Un azar, una enfermedad, una mala inteligencia recíproca puede, dentro de veinticuatro horas, destruir su concurso. ¿Qué pasaría entonces? Entonces, creo yo, verían los ciegos cómo, hablando en serio, este Gobierno no había resuelto conflicto alguno. Curar una enfermedad no es reprimir los síntomas de ella, sino aniquilar las causas de esos síntomas. Del mismo modo, a la hora que corre, la enfermedad nacional no consiste en que las gentes se encrespen contra el Estado, sino en que los organismos del Estado carecen de todo prestigio, única fuente, a la postre, de autoridad normal.
Como es uso en la Trapa recordarse diariamente, unos a otros, los monjes, la amarga certidumbre de la muerte, así, cada día que dura este Gobierno nos recuerda que el Estado español vive en extrema y no corregida anormalidad. Hacia 1835, el erario español no ofrecía garantía bastante a los banqueros del mundo para obtener un empréstito, y Mendizábal, que tenía banca abierta en Londres, tuvo que arriesgar su crédito personal para conseguirlo. Así ahora vive el Poder público español del crédito de prestigio que hemos abierto los ciudadanos a unas cuantas personas.
Y por si algo faltara, este crédito personal es sobremanera escaso.

Quedábamos en que a la hora de ahora España no está gobernada por instituciones, sino por unas cuantas personas a quienes, en fuerza de las circunstancias, hemos concedido los ciudadanos una ampliación de crédito individual. A esto hemos llegado. ¿Quién tiene la culpa? Desde luego, no la tengo yo, no la tiene el grupo de escritores que desde hace diez años viene anunciando el derrumbamiento inevitable de la España oficial; esto es, de aquellos organismos encargados de las funciones específicamente colectivas. Nuestros esfuerzos han sido inútiles. Nadie nos ha hecho caso. Yo me pregunto si en nuestro país se ha hecho caso alguna vez de quien no tiene en su abono otra cosa que haber pensado largo tiempo sobre aquello de que habla. Pero sea de ello lo que quiera, no interesa ahora la investigación de quién tiene la culpa. Con que se reconociera el hecho anónimo del pecado, podíamos contentarnos.
Cuando en junio de 1917 se desmandaron los militares, buscaron con los ojos los españoles un organismo público capaz de hacer frente a la actitud del Ejército. Y hallaron que ni el Parlamento ni el Gobierno tenían vigor suficiente para dominar la subversión. Por tratarse de una clase armada, cabía suponer que cuando el Ejército se insubordina ninguna otra institución puede imponerse. Pero acaeció que poco después los carteros, los inermes e incruentos hombres postales, se rebelaron a su vez, y ni el Parlamento, ni el Gobierno, ni el Ejército mismo pudieron reducirlos. Esto que llamamos sociedad es, por lo visto, cosa más sutil y compleja que el simple juego de fuerzas brutas. En la vida contemporánea, la fuerza material apenas si tiene eficiencia alguna sobre las luchas interiores de una sociedad. La contienda se produce entre poderes espirituales y se resuelve, según una mecánica psicológica, donde las energías combatientes son los prestigios. El poder de mayor prestigio absorbe invisiblemente al otro, y vuelve con perfecto automatismo el equilibrio social.

It is going to be a year since in not a few Spanish capitals the machine guns were in operation. A few days before, in Barcelona, a factious Parliament was meeting, and some weeks earlier the officer corps of the Army had declared itself in rebellion. A year is about to be completed, and we ask ourselves what serious attempts have been made during it to go out to meet the social state that in those events is symptomatized. There will be those who answer us by pointing to the present Government, so brilliant and so strange of form, that it seems an orthopedic apparatus.
But this answer deserves only a playful attention. The present Government, not even in pretension, is an essay at organizing the national future. It signifies, on the contrary, an essay at liquidating the inveterate policy and serving as transition to a still anonymous future. Of this future we occupy ourselves, and in view of it, we insist on our question: What intention, what germ, inkling or suspicion of intention appears on the horizon, toward which we may orient our hopes?
For one fond of meditating on social phenomena, nothing is more curious than this alternation of spasms and beatific calms to which we have been spectators in the last fourteen months. With astronomical periodicity there rises over the Spanish State a dreadful storm that threatens with all destructions. Chance, a divine and reiterated chance, undoes in the atmosphere the danger, and the following day we Spaniards return to the most tranquil daily emotions.
This facile forgetting of yesterday cannot be attributed merely to lack of memory. It proceeds from a lack of political intelligence habitual in our race. Yesterday’s event is forgotten because it was not well understood. This series of conflicts that we have traversed does not present itself before the public conscience as a series, that is, as an organic set of diverse symptoms in which a profound and identical cause is manifested.
It is well that the humble peasant, sunk in his plot of land, or the worker, embedded in his workshop, or the small tradesman, behind his counter, lack those synthetic visions in which the vast social facts are defined. Neither in Spain, nor in any other nation, does the great collective mass rise to the consciousness of itself. For this reason there is and will eternally be indispensable for every social body the existence of a minority of clear heads where the reflection that the majority lacks may come to condense itself. The painful case of our people is that that conscious minority seems not to exist.
How else to explain the tranquility with which we attend the history of this last year? How to explain that here and there there do not arise groups of reflective men, who with their disquiet and their yearning reveal having become aware of the gravity of these Spanish hours?
Far from this, it is probable that to many it may seem morbosly rhetorical to qualify as most grave the national situation. All the more reason for us, moving the foot through squares and roads, to give, like the biblical character, great cries of alarm: Voice of Gog, voice of Magog! Woe to you, Zion, that you do not return upon yourself!
But what is happening? —we hear it said. Has this Government not resolved all the conflicts? Do the military Juntas continue today acting politically? Are the postal employees still on strike? Does there exist threat of subversion in the civil employees?
Indeed, at this hour and minute, none of that happens: if the bare fact of the military insubordination or of the Postal strike is called a national conflict, and the suspension, interruption or even conclusion of those facts is called resolving the national problems, it is clear that we would agree in deeming this Government the great thaumaturge.
But it is the case that those events are not, in truth, the conflict nor the effective problem. To refine the ideas on this point seems to me a work of patriotic urgency. An uprising of officers, a strike of postmen or a mutiny of archbishops are deplorable emergencies, perhaps dangerous, perhaps difficult to handle. But of these or of other like ones is woven the ordinary existence of States. They will be, then, as grave as one wishes; but always within an orbit of social normality. It is a puerility to suppose that the norm in life is peace. As long as we believe that the struggle between the parties, between the classes or other groupings is not the normal mode of collective coexistence, we shall not succeed in distinguishing the truly anomalous when it presents itself. And now it has presented itself. Let me be permitted to express once more the opinion that the national problem posed in 1917, and then variously renewed, does not consist in this, that these or those people have risen against the authority of the public Power, but in this, that, on that occasion, we Spaniards have discovered that the State lacks positive authority to face the forces of disintegration.
It will be objected to me that this Government has shown itself to possess sufficient authority to, with its mere presence, scare away the subversions.
Without doubt, it has achieved it with the past ones; but will it have the same fortune with the coming ones? It is to be feared that not. More than anything else, the composition of this Government demonstrates that none of the public organs in force sufficed by itself to make effective the power of the State, and it has been necessary to gather the remains and the lees of authority, not institutional but personal, that were left in Spain.
For what? Simply to contain for some hours the current of public atomization. Is it not absurd that the normality of a people depend on the presence in the Government of personally irreplaceable individuals? A chance, an illness, a reciprocal misunderstanding can, within twenty-four hours, destroy their concurrence. What would happen then? Then, I believe, the blind would see how, speaking seriously, this Government had resolved no conflict at all. Curing a disease is not repressing its symptoms, but annihilating the causes of those symptoms. In the same way, at the hour that runs, the national disease does not consist in this, that the people bristle against the State, but in this, that the organisms of the State lack all prestige, the only source, in the end, of normal authority.
As it is the usage in the Trappe for the monks to recall to one another daily the bitter certainty of death, so, each day that this Government lasts reminds us that the Spanish State lives in extreme and uncorrected abnormality. Toward 1835, the Spanish treasury did not offer sufficient guarantee to the bankers of the world to obtain a loan, and Mendizábal, who had an open bank in London, had to risk his personal credit to obtain it. Thus now the Spanish public Power lives on the credit of prestige that we citizens have opened to a few persons.
And in case anything were lacking, this personal credit is exceedingly scanty.

We were left with the fact that at the present hour Spain is not governed by institutions, but by a few persons to whom, by force of circumstances, we citizens have conceded an extension of individual credit. To this we have come. Who is to blame? Certainly, I am not, neither is the group of writers who for ten years has been announcing the inevitable collapse of official Spain; that is, of those organisms charged with the specifically collective functions. Our efforts have been useless. No one has paid us heed. I ask myself whether in our country heed has ever been paid to one who has in his favor nothing other than having thought a long time about that of which he speaks. But be that as it may, the investigation of who is to blame is not of interest now. Provided that the anonymous fact of the sin were recognized, we could content ourselves.
When in June of 1917 the military ran riot, the Spaniards sought with their eyes a public organism capable of facing the attitude of the Army. And they found that neither the Parliament nor the Government had sufficient vigor to dominate the subversion. As it was a matter of an armed class, there was room to suppose that when the Army mutinies no other institution can impose itself. But it happened that a little later the postmen, the unarmed and bloodless postal men, rebelled in their turn, and neither the Parliament, nor the Government, nor the Army itself could reduce them. This that we call society is, as is seen, a more subtle and complex thing than the simple play of brute forces. In contemporary life, material force barely has any efficiency over the interior struggles of a society. The contest takes place between spiritual powers and resolves itself, according to a psychological mechanics, where the combatant energies are the prestiges. The power of greater prestige absorbs invisibly the other, and the social equilibrium returns with perfect automatism.

Compie un anno che in non poche capitali spagnole funzionavano le mitragliatrici. Pochi giorni prima si riuniva a Barcellona un Parlamento fazioso, e qualche settimana più indietro l’ufficialità dell’Esercito si era dichiarata in ribellione. Un anno sta per compiersi, e ci domandiamo quali tentativi seri si siano fatti durante esso per andare incontro allo stato sociale che in quei fatti si sintomatizza. Ci sarà chi ci risponda segnalandoci il Governo attuale, così brillante e così strano di forma, che sembra un apparecchio ortopedico.
Ma questa risposta merita solo un’attenzione eutrapelica. Il Governo attuale, nemmeno in pretesa, è un saggio di organizzare il futuro nazionale. Significa, al contrario, un saggio di liquidare la politica inveterata e servire di transizione a un avvenire ancora anonimo. Di questo avvenire ci occupiamo, e in vista di esso, insistiamo nella nostra domanda: Che intento, che germe, indizio o sospetto d’intento appare all’orizzonte, verso il quale possiamo orientare le speranze?
Per un appassionato di meditare sui fenomeni sociali, nulla di più curioso di questa alternanza di spasmi e calme beatifiche a cui abbiamo assistito negli ultimi quattordici mesi. Con astronomica periodicità si leva sopra lo Stato spagnolo una tempesta paurosa che minaccia tutte le distruzioni. Il caso, un divino e reiterato caso, disfa nell’atmosfera il pericolo, e il giorno seguente gli spagnoli torniamo alle più tranquille emozioni quotidiane.
Questo facile oblio dell’ieri non può attribuirsi meramente a mancanza di memoria. Procede da una mancanza d’intelligenza politica abituale nella nostra razza. Si dimentica il fatto di ieri perché non lo si è inteso bene. Questa serie di conflitti che abbiamo attraversato non si presenta dinanzi alla coscienza pubblica come una serie, cioè, come un insieme organico di sintomi diversi in cui si manifesta una profonda e identica causa.
Bene sta che l’umile contadino, immerso nel suo campicello, o l’operaio, incastonato nella sua officina, o il piccolo commerciante, dietro il suo banco, manchino di quelle visioni sintetiche in cui si definiscono i vasti fatti sociali. Né in Spagna, né in nessun’altra nazione, la grande massa collettiva si eleva alla coscienza di sé stessa. Per questa ragione è e sarà eternamente imprescindibile per ogni corpo sociale l’esistenza di una minoranza di teste chiare dove venga a condensarsi la riflessione che manca alla maggioranza. L’caso doloroso del nostro popolo è che quella minoranza consapevole sembra non esistere.
Come spiegare altrimenti la tranquillità con cui assistiamo alla storia di quest’ultimo anno? Come spiegare che qua e là non sorgano gruppi di uomini riflessivi, che con la loro inquietudine e il loro anelito rivelino essersi accorti della gravità di queste ore spagnole?
Lungi da ciò, è probabile che paia a molti morbosamente retorico qualificare come gravissima la situazione nazionale. Ragione di più perché, movendo il piede per piazze e cammini, demmo, come il personaggio biblico, grandi voci d’allarme: Voce di Gog, voce di Magog! Guai a te, Sion, che non torni su te stessa!
Ma che accade? —sentiamo dire. Non ha risolto questo Governo tutti i conflitti? Seguono oggi agendo politicamente le Giunte militari? Continuano in sciopero gli impiegati postali? Esiste minaccia di sovversione negli impiegati civili?
In effetti, a quest’ora e minuto, niente di tutto ciò accade: se al fatto nudo e crudo dello sbandamento militare o dello sciopero delle Poste si chiama conflitto nazionale, e alla sospensione, interruzione o anche conclusione di quei fatti si chiama risolvere i problemi nazionali, chiaro è che saremmo d’accordo nel deputare questo Governo come il grande taumaturgo.
Ma è il caso che quei fatti non sono, in verità, il conflitto né il problema effettivo. Affinare le idee in questo punto mi pare opera di patriottica urgenza. Una sommossa di ufficiali, uno sciopero di portalettere o un ammutinamento di arcivescovi, sono emergenze deplorevoli, forse pericolose, per avventura difficili da maneggiare. Ma di esse o di altre simili è intessuta l’esistenza ordinaria degli Stati. Saranno, dunque, tutto il grave che si voglia; ma sempre dentro un’orbita di normalità sociale. È una puerilità supporre che la norma nella vita sia la pace. Finché crediamo che la lotta tra i partiti, tra le classi o altre raggruppazioni non sia il modo normale di convivenza collettiva, non riusciremo a distinguere il veramente anomalo quando si presenti. E ora si è presentato. Mi si permetta esprimere ancora una volta l’opinione che il problema nazionale posto nel 1917, e poi variamente rinnovato, non consiste in questo, che queste o quelle genti si siano rivoltate contro l’autorità del Potere pubblico, ma in questo, che, con tale motivo, abbiamo scoperto gli spagnoli che lo Stato manca di autorità positiva per far fronte alle forze di disgregazione.
Mi si obietterà che questo Governo ha mostrato possedere autorità sufficiente per con la sua sola presenza scacciare le sovversioni.
Senza dubbio, lo ha conseguito con le passate; ma avrà uguale fortuna con le venture? È da temere che no. Più che ogni altra cosa, la composizione di questo Governo dimostra che nessuno degli organi pubblici vigenti bastava da sé stesso a rendere effettivo il potere dello Stato, ed è stato necessario riunire i resti e i fondiglioli di autorità, non istituzionale, ma personale, che restavano in Spagna.
Per che? Semplicemente per contenere qualche ora la corrente di pubblica atomizzazione. Non è assurdo che la normalità di un popolo dipenda dalla presenza nel Governo di individui personalmente insostituibili? Un caso, una malattia, un cattivo intendimento reciproco può, entro ventiquattr’ore, distruggere il loro concorso. Che accadrebbe allora? Allora, credo io, vedrebbero i ciechi come, parlando sul serio, questo Governo non aveva risolto conflitto alcuno. Curare una malattia non è reprimere i sintomi di essa, ma annientare le cause di quei sintomi. Del medesimo modo, all’ora che corre, la malattia nazionale non consiste in questo, che le genti si arruffino contro lo Stato, ma in questo, che gli organismi dello Stato mancano di ogni prestigio, unica fonte, alla fin fine, di autorità normale.
Come è uso nella Trappa ricordarsi quotidianamente, gli uni gli altri, i monaci, l’amara certezza della morte, così, ogni giorno che dura questo Governo ci ricorda che lo Stato spagnolo vive in estrema e non corretta anormalità. Verso il 1835, l’erario spagnolo non offriva garanzia bastante ai banchieri del mondo per ottenere un prestito, e Mendizábal, che aveva banca aperta a Londra, dovette rischiare il suo credito personale per conseguirlo. Così ora vive il Potere pubblico spagnolo del credito di prestigio che abbiamo aperto i cittadini a poche persone.
E per se qualcosa mancasse, questo credito personale è oltremodo scarso.

Restava che all’ora di adesso la Spagna non è governata da istituzioni, ma da poche persone alle quali, in forza delle circostanze, abbiamo concesso i cittadini un’ampliazione di credito individuale. A questo siamo arrivati. Chi ha la colpa? Senza dubbio, non la ho io, non la ha il gruppo di scrittori che da dieci anni viene annunciando il crollo inevitabile della Spagna ufficiale; cioè, di quegli organismi incaricati delle funzioni specificamente collettive. I nostri sforzi sono stati inutili. Nessuno ci ha dato retta. Io mi domando se nel nostro paese si sia data retta qualche volta a chi non ha in suo favore altra cosa che aver pensato a lungo su ciò di cui parla. Ma sia di ciò quel che vuole, non interessa ora l’indagine di chi ha la colpa. Purché si riconoscesse il fatto anonimo del peccato, potremmo contentarci.
Quando nel giugno del 1917 si sbandarono i militari, cercarono con gli occhi gli spagnoli un organismo pubblico capace di far fronte all’atteggiamento dell’Esercito. E trovarono che né il Parlamento né il Governo avevano vigore sufficiente per dominare la sovversione. Per trattarsi di una classe armata, c’era da supporre che quando l’Esercito si insubordina nessun’altra istituzione possa imporsi. Ma accadde che poco dopo i portalettere, gli inermi e incruenti uomini postali, si ribellarono a loro volta, e né il Parlamento, né il Governo, né l’Esercito stesso poterono ridurli. Questo che chiamiamo società è, a quanto si vede, cosa più sottile e complessa del semplice gioco di forze brute. Nella vita contemporanea, la forza materiale a stento ha qualche efficienza sopra le lotte interiori di una società. La contesa si produce tra poteri spirituali e si risolve, secondo una meccanica psicologica, dove le energie combattenti sono i prestigi. Il potere di maggior prestigio assorbe invisibilmente l’altro, e torna con perfetto automatismo l’equilibrio sociale.
No importa mucho que una institución se corrompa siempre que queden otras sanas y ungidas de autoridad. Apoyándonos en cualquiera de éstas, podremos disciplinar, corregir y curar la institución decadente. Pero la verdadera cuestión española es que no existe organismo nacional ninguno que ejerza sobre los españoles ese supremo influjo espiritual, mezcla de respeto y esperanza, con el que pueda renovarse y reconstruirse el resto de la contextura pública. Esto es, en mi entender, lo que debería repetirse a la mañana todo español consciente. No es, pues, cuestión de derechas, ni de izquierdas, ni de zurdas: es una cuestión previa que se plantea de idéntico modo para todo corazón patriota y reflexivo.
Repasemos una vez más la lamentable cadena: no pueden tener autoridad los Gobiernos porque el Parlamento de que nacen y donde se apoyan no la tiene. Y no la tiene porque los organismos locales o centrales, administrativos y de justicia, que intervienen en los comicios, han perdido, con sus prevaricaciones o con su inepcia, el respeto de las gentes. Lo propio acontece con los órganos de la opinión que en toda sociedad normal sirven para suplir las deficiencias de los órganos de poder. Ha dejado torpemente la Prensa que se evapore su potencia sugestiva, y hoy no logra conmover a las muchedumbres ni hacerse oír en la hora de peligro.
Y en tanto, la vida de los españoles crece en complejidad y se hace más intensa. Se trabaja más, se gana más, se goza más. La provincia se va incorporando frente a Madrid. El capital se condensa en núcleos industriales cada vez más numerosos. Los obreros extienden su red de organizaciones defensivas. El mundo, en torno, frenético de vitalidad, ahora guerrera, mañana creadora, aprieta nuestra existencia y nos invita con nuevos problemas a nuevas decisiones.
Parece, pues, llegado el instante para que la nación española dé en todos sentidos el máximum de su rendimiento histórico. ¿Cómo ha de darlo si su estructura nacional no funciona, si es una máquina anquilosada y burlesca que, lejos de multiplicar y reunir los esfuerzos individuales, los entorpece, derrama y aniquila? Los españoles han mejorado fabulosamente en los últimos veinte años; pero España, España es más fantasma que nunca.
No se concibe, en verdad, qué placer sentimos en conservar intactos unos organismos públicos que los ciudadanos unánimemente desprecian. Y sin embargo, apenas se habla concretamente de alguna innovación profunda —la descentralización, por ejemplo—, todos son espantos, como si el régimen hasta ahora vigente nos hubiera abrumado de glorias y satisfacciones.
Vano será cuanto se emprenda, mientras no triunfe, del Bidasoa al Guadalete, una gigantesca voluntad de ensayo y novedad. La España viva tiene, en lo económico y en lo espiritual, unas dimensiones mucho mayores que la vieja España oficial de la Restauración y la Regencia. ¿Por qué no labramos otra a la medida?
Si alguna vez se ha postulado un cambio de régimen público por necesidad, que no por capricho, es ahora. No se trata de volcar sobre el cuerpo español modas legislativas que en nada le son afines. Todo lo contrario: se trata de evitar el absurdo con que pretendemos conservar bajo los músculos de un hombre el esqueleto de un niño.
Nuestro Parlamento, nuestros ministros, nuestros funcionarios, nuestra Prensa, nuestra Universidad, perpetúan su gesto aldeano, ruin e inelegante, mientras el industrial, el obrero, el agricultor, el artista han viajado, han sustituido antiguas por nuevas ideas, aspiran a una vida más ágil y más amplia. De esta nueva España real, que está ahí, fuera de la arqueología oficial y oficiosa, hay que extraer el nuevo esquema de organización.
La pura belleza arquitectónica repudia caprichosos ornamentos. Un edificio es bello cuando sus fachadas expresan, con sus formas, el sistema de fuerzas que mantiene en pie la construcción. Hallar la manera de exteriorizar la realidad interior es el secreto de toda arquitectura. Debemos añadir que lo es asimismo de toda política.
De treinta años a esta parte, la sociedad española se ha transformado profundamente. Intentemos dotarla de una nueva estructura pública. La mecánica de nuestro pueblo es hoy muy otra que en tiempos de la Regencia: han aparecido nuevas fuerzas, se han desvanecido no pocas, antaño dominantes; la proporción de las energías ha variado. Traigamos todo esto a expresión política y entonces veremos cómo España funciona.

It matters not much that an institution be corrupted provided there remain others sound and anointed with authority. Leaning on any of these, we shall be able to discipline, correct and cure the decadent institution. But the true Spanish question is that there exists no national organism that exercises over the Spaniards that supreme spiritual influence, a mixture of respect and hope, with which the rest of the public fabric may renew and rebuild itself. This is, in my understanding, what every conscious Spaniard should repeat to himself every morning. It is not, then, a question of the right, nor of the left, nor of the left-handed: it is a prior question that poses itself in identical mode for every patriotic and reflective heart.
Let us run through once more the lamentable chain: the Governments cannot have authority because the Parliament from which they are born and on which they lean does not have it. And it does not have it because the local or central organisms, administrative and judicial, that intervene in the elections, have lost, with their prevarications or with their ineptitude, the respect of the people. The same happens with the organs of opinion that in every normal society serve to supply the deficiencies of the organs of power. The Press has clumsily let its suggestive power evaporate, and today it does not succeed in moving the multitudes nor in making itself heard in the hour of danger.
And in the meantime, the life of the Spaniards grows in complexity and becomes more intense. More is worked, more is earned, more is enjoyed. The province goes incorporating itself vis-à-vis Madrid. Capital condenses into ever more numerous industrial nuclei. The workers extend their network of defensive organizations. The world, around, frenetic with vitality, now warlike, tomorrow creative, presses our existence and invites us with new problems to new decisions.
It seems, then, that the instant has arrived for the Spanish nation to give in all directions the maximum of its historical yield. How is it to give it if its national structure does not function, if it is an ankylosed and burlesque machine that, far from multiplying and gathering the individual efforts, hampers, spills and annihilates them? The Spaniards have improved fabulously in the last twenty years; but Spain, Spain is more of a ghost than ever.
One cannot conceive, in truth, what pleasure we feel in keeping intact public organisms that the citizens unanimously despise. And however, barely is there concrete talk of some deep innovation —decentralization, for example—, all are frights, as if the regime in force until now had overwhelmed us with glories and satisfactions.
Vain will be whatever is undertaken, until there triumphs, from the Bidasoa to the Guadalete, a gigantic will of trial and novelty. The living Spain has, in the economic and in the spiritual, dimensions much greater than the old official Spain of the Restoration and the Regency. Why do we not fashion another to measure?
If ever a change of public regime has been postulated by necessity, and not by caprice, it is now. It is not a matter of tipping over the Spanish body legislative fashions that in nothing are akin to it. Quite the contrary: it is a matter of avoiding the absurdity with which we pretend to keep under the muscles of a man the skeleton of a child.
Our Parliament, our ministers, our functionaries, our Press, our University, perpetuate their village-like, mean and inelegant gesture, while the industrialist, the worker, the farmer, the artist have traveled, have substituted ancient for new ideas, aspire to a more agile and ampler life. From this new real Spain, which is there, outside the official and officious archaeology, there must be extracted the new schema of organization.
Pure architectural beauty repudiates capricious ornaments. A building is beautiful when its facades express, with their forms, the system of forces that keeps the construction standing. To find the way of exteriorizing the inner reality is the secret of all architecture. We must add that it is likewise so of all politics.
From thirty years to this side, the Spanish society has been profoundly transformed. Let us attempt to endow it with a new public structure. The mechanics of our people is today very other than in the times of the Regency: new forces have appeared, not a few, once dominant, have vanished; the proportion of the energies has varied. Let us bring all this to political expression and then we shall see how Spain functions.

Non importa molto che un’istituzione si corrompa purché ne restino altre sane e unte di autorità. Appoggiandoci a una qualsiasi di queste, potremo disciplinare, correggere e curare l’istituzione decadente. Ma la vera questione spagnola è che non esiste organismo nazionale alcuno che eserciti sugli spagnoli quel supremo influsso spirituale, mescolanza di rispetto e speranza, col quale possa rinnovarsi e ricostruirsi il resto della contestura pubblica. Questo è, a mio intendere, ciò che dovrebbe ripetersi ogni mattina ogni spagnolo consapevole. Non è, dunque, questione di destre, né di sinistre, né di mancine: è una questione previa che si pone di identico modo per ogni cuore patriota e riflessivo.
Ripassiamo ancora una volta la lamentevole catena: non possono avere autorità i Governi perché il Parlamento da cui nascono e dove si appoggiano non la ha. E non la ha perché gli organismi locali o centrali, amministrativi e di giustizia, che intervengono nei comizi, hanno perduto, con le loro prevaricazioni o con la loro inezia, il rispetto delle genti. Lo stesso accade con gli organi dell’opinione che in ogni società normale servono a supplire le deficienze degli organi di potere. Ha lasciato goffamente la Stampa che si evapori la sua potenza suggestiva, e oggi non riesce a commuovere le folle né a farsi sentire nell’ora di pericolo.
E in tanto, la vita degli spagnoli cresce in complessità e si fa più intensa. Si lavora di più, si guadagna di più, si gode di più. La provincia va incorporandosi di fronte a Madrid. Il capitale si condensa in nuclei industriali ogni volta più numerosi. Gli operai estendono la loro rete di organizzazioni difensive. Il mondo, attorno, frenetico di vitalità, ora guerriera, domani creatrice, stringe la nostra esistenza e ci invita con nuovi problemi a nuove decisioni.
Pare, dunque, arrivato l’istante perché la nazione spagnola dia in tutti i sensi il maximum del suo rendimento storico. Come deve darlo se la sua struttura nazionale non funziona, se è una macchina anchilosata e burlesca che, lungi dal moltiplicare e riunire gli sforzi individuali, li intorpidisce, li sparge e li annienta? Gli spagnoli sono migliorati favolosamente negli ultimi vent’anni; ma la Spagna, la Spagna è più fantasma che mai.
Non si concepisce, in verità, che piacere sentiamo nel conservare intatti degli organismi pubblici che i cittadini unanimemente disprezzano. E tuttavia, appena si parla concretamente di qualche innovazione profonda —la decentralizzazione, per esempio—, tutti sono spaventi, come se il regime finora vigente ci avesse colmato di glorie e soddisfazioni.
Vano sarà quanto si intraprenda, finché non trionfi, dal Bidasoa al Guadalete, una gigantesca volontà di prova e novità. La Spagna viva ha, nell’economico e nello spirituale, dimensioni molto maggiori della vecchia Spagna ufficiale della Restaurazione e della Reggenza. Perché non ne lavoriamo un’altra a misura?
Se qualche volta si è postulato un cambio di regime pubblico per necessità, e non per capriccio, è ora. Non si tratta di rovesciare sul corpo spagnolo mode legislative che in nulla gli sono affini. Tutto il contrario: si tratta di evitare l’assurdo con cui pretendiamo conservare sotto i muscoli di un uomo lo scheletro di un bambino.
Il nostro Parlamento, i nostri ministri, i nostri funzionari, la nostra Stampa, la nostra Università, perpetuano il loro gesto paesano, meschino e inelegante, mentre l’industriale, l’operaio, l’agricoltore, l’artista hanno viaggiato, hanno sostituito antiche con nuove idee, aspirano a una vita più agile e più ampia. Da questa nuova Spagna reale, che è lì, fuori dall’archeologia ufficiale e ufficiosa, bisogna estrarre il nuovo schema di organizzazione.
La pura bellezza architettonica ripudia capricciosi ornamenti. Un edificio è bello quando le sue facciate esprimono, con le loro forme, il sistema di forze che mantiene in piedi la costruzione. Trovare la maniera di esteriorizzare la realtà interiore è il segreto di ogni architettura. Dobbiamo aggiungere che lo è ugualmente di ogni politica.
Da trent’anni a questa parte, la società spagnola si è trasformata profondamente. Tentiamo di dotarla di una nuova struttura pubblica. La meccanica del nostro popolo è oggi molto altra che ai tempi della Reggenza: sono apparse nuove forze, si sono dileguate non poche, un tempo dominanti; la proporzione delle energie è variata. Portiamo tutto questo a espressione politica e allora vedremo come la Spagna funziona.
