Abstract

A reply to a letter from the Count: freedom cannot be willed alone, any more than one can will a woman’s profile without the flesh that sustains it — Ortega cites Marx and, through him, Hegel: liberalism is the tendency that clings to the abstract and is always defeated by the concrete. The liberal must nationalise freedom and have a national politics, which the Spanish left has never had.

No se inquiete usted, conde. Con no haber muchas, hay más probabilidades de que se forme ese frente único constitucional, apadrinado por usted, que el otro frente recomendado por mí. Yo pido demasiado: pido que las gentes cambien de ideas y sustituyan las que tienen, anquilosadas y simples, por otras más flexibles y complicadas. Llevo, pues, las de perder. No tiene usted más que leer los periódicos de estos días y hallará con satisfacción que casi todos los «intelectuales» coinciden en lo esencial con usted y se oponen a mí. La doctrina de libertad que insinúa en su carta y los simpáticos aspavientos que hace usted frente a la reacción invasora son canónicos para todas las «izquierdas» —salvo, y me interesa subrayarlo, los socialistas. El socialismo, ultimogénito del pasado, es el primer partido donde aparecen algunas facciones de la política futura, y por lo mismo azara tanto a los liberales, que no le hallan tan liberal como ellos quisieran. Tampoco el socialismo quiere la libertad ante todo, la libertad sola, porque ha aprendido de Carlos Marx, el cual lo aprendió de Hegel, que la libertad sin más no es más que un abstracto. Decía este filósofo que en el proceso histórico, donde se va elaborando la liberación humana, «el liberalismo es la tendencia que se aferra a la abstracción; sobre él triunfa siempre lo concreto, y lo mantiene en perpetua bancarrota».

La libertad es una cosa que no se puede querer sola, como no se puede querer solo el perfil de una mujer sin la carne que lo sostiene. Para querer libertades es menester, por lo menos, querer además los medios de ejercerlas y asegurarlas. En España poseíamos, mal que bien, una sombra de libertades con la antigua Constitución y el antiguo Parlamento. Pero es el caso que estos soportes no debían ser muy firmes cuando tan galanamente nos han sido extirpadas aquellas libertades. Y ahora, en nombre de éstas, me pide usted que vuelva a la Constitución y al Parlamento que se las dejaron arrebatar. ¡Qué cosas tiene usted, conde!

De suerte, que aun mirando el caso desde el punto de vista exclusivo del afán de libertades, resulta imprescindible ocuparse de otras cuestiones que no son liberalismo abstracto. Para conseguir eficazmente una misma libertad en Inglaterra, en Francia y en España será forzoso inventar medios diferentes, porque las tres razas lo son. Por esto decía yo que el adjetivo liberal no basta para definir una política. El liberal tiene que nacionalizar la libertad, y consecuentemente necesita una política nacional, que es lo que no han tenido nunca las izquierdas españolas, y por no tenerla han sido barridas del área histórica.

No puede haber en España libertad mientras que las instituciones que la proclamen no gocen de plena autoridad, y no tendrán autoridad mientras no sean respetables, y no serán respetables mientras no sean sinceras y eficientes, y no serán sinceras y eficientes si se preocupan sólo de ser liberales y no se ocupan de la existencia nacional, de sus otros problemas más urgentes. A la postre no se afirman en ningún país más instituciones que las que le llevan al triunfo, las que aumentan su vitalidad.

España es el único pueblo donde se ha tolerado que las «izquierdas» hablen sólo de sus problemas privados, de sus adjetivos diferenciales y no se interesen en las necesidades históricas de la nación. La consecuencia ha sido que pierdan todo arraigo en los sentimientos espontáneos de la población y acaben por hablar sólo a su parroquia interior, sin intentar siquiera, perdido el imprescindible orgullo, convencer a los de fuera.

¿Qué quiere usted, conde? Si ser liberal significa hacer lo que ustedes han hecho en su tiempo y lo que a destiempo siguen haciendo hoy las «izquierdas» —a saber, parlotear sobre la libertad—, yo soy resueltamente iliberal. Pero conste que mi iliberalismo consiste, no en desear menos libertades que ustedes, sino en desear a la vez muchas otras cosas.

Es incompatible con la sutileza de los tiempos creer que se ha hecho todo en política, cuando se ha verbalizado sobre liberalismo y democracia —suponiendo, como tantas veces he dicho, que muchos liberales y demócratas tengan una idea clara de lo que es liberalismo y lo que es democracia. Hace falta algo más, conde. Hace falta penetrarse bien de lo que es España y resolverse a atacar sus enfermedades más añejas, dando a su cuerpo, por vez primera, una organización dinámica que la empuje hacia una vida vibrante y noble. Mientras reine la insondable chabacanería reinante en España que nos han dejado las «derechas» y las «izquierdas» del siglo XIX, no ha lugar a hablar de libertad y de democracia, como tampoco de autoridad y de respeto a la ley, en suma, de ninguna cosa seria.

Vea usted por qué yo no puedo estar sino con quien venga resuelto a reformar hondamente las instituciones españolas, a dislocar la arcaica estructura de la nación con la mira de apretar a la raza y forzarla a dar un brinco sobre la historia. Sin esto, la libertad no me interesa nada, porque será no más que una palabra. De tal libertad digo lo que Cristina de Suecia decía de su corona cuando la abdicó: Non mi bisogna e non mi basta.

En cuanto al anómalo colapso que el mínimum de buenos usos sufre ahora, no logra preocuparme. Tal vez me ha habituado la antigua Constitución, con su Parlamento y todo, a pasarme largas temporadas sin los derechos del hombre. Usted mismo, conde, ha demostrado con frecuencia su amor a las libertades —de la manera que el verdugo al ahorcado—, suspendiéndolas.

DEL REALISMO EN POLÍTICA

Si he reclamado, conde, un amplio margen para hablar de política como «intelectual», no crea usted que busco un expediente merced al cual eludir los problemas más inmediatos y, por lo mismo, más difíciles. En este punto tiene toda la razón su carta, y para defenderlo me hallará usted siempre a su vera. En política, por muy de «intelectual» que sea, no puede haber cerros de Úbeda. La línea en que termina el área de la política podrá estar todo lo lejos que se quiera, cuanto más mejor, porque ello mide el radio de nuestra previsión; pero la línea en que empieza nos es rigorosamente impuesta y no deja juego a nuestro albedrío e inspiración: es la línea que en cada instante pisan nuestros pies. Es el «aquí» y el «ahora». Una generación, en cuyo regazo ha caído el egregio don que representa la teoría de la relatividad —para no citar sino este fruto, el más conocido y glorioso de la ciencia actual—, tiene que perseguir dondequiera el utopismo como una inepcia, como una inmoralidad y como un anacronismo. Ésta es la gran corrección que nuestro tiempo va a hacer a las ideas políticas del siglo XIX, corrección de que se derivan todas las demás. Porque en el siglo XIX casi todas las ideas y emociones políticas eran precisamente utópicas —lo mismo las progresistas que las reaccionarias. Aquellas gentes no encontraban sabor a la política si no comenzaba por proponer algún absurdo, perfectamente irrealizable o por su extravagancia o por su simplismo. (Recuérdese que uno de los proyectos de Constitución elaborados en 1790 comenzaba: «Todos los franceses serán felices»). Las gentes se apresuraban a definirse por sus atributos más discrepantes, y no les parecía grotesco denominarse «izquierdistas» o «derechistas», amputando así cada cual la otra mitad de sí mismo. Sin estos tragos de aguardiente, nuestros abuelos no se entonaban para la política. Romanticismo es embriaguez, y la política romántica empezaba por un deleitoso frenesí. Claro está que al llegar al Poder y ponerse a gobernar, les nacía una súbita cordura, y sus actos de gobernantes contradecían sus gesticulaciones de la oposición. Es el sino de todos los utopistas necesitar una doble política, según que estén en el Gobierno o en la oposición —como los escolásticos usaban una «doble verdad», que les permitía sostener una cosa en filosofía y otra en teología.

Esta duplicidad es la que empieza a parecernos tan poco ingeniosa como poco moral. Sobre todo, al hombre de treinta años para abajo le repugna el político frenético. Eso de hacer cuadros plásticos de rigorismo en la oposición para luego supeditarse a las necesidades que implica todo Gobierno tenía algún sentido cuando la política era un espectáculo; pero hoy la política y la guerra han perdido visualidad. Son ambas faena de severidad y de precisión. Por eso es inadmisible toda actitud política —aunque sea «intelectual»— que no contenga dentro de sí, a manera de regulador, el punto de vista del gobernante. Y más que nadie está obligado a contar con este freno, que es a la vez un método, el publicista.

En este sentido —ello le demostrará que no escatimo el esfuerzo de aproximarme a usted— la única política estimable es la política realista. Pero conviene no dejar este término a la intemperie, sin abrigo de aclaraciones, expuesto a contraer las significaciones más nocivas.

Do not be uneasy, Count. Since there are not many, there is more likelihood that that single constitutional front, sponsored by you, should form than the other front recommended by me. I ask too much: I ask that people change their ideas and substitute those they have, rigidified and simple, with others more flexible and complicated. I carry, then, the losing hand. You have only to read the newspapers of these days and you will find with satisfaction that almost all the «intellectuals» coincide in essentials with you and oppose me. The doctrine of liberty you insinuate in your letter and the sympathetic gestures you make before the invading reaction are canonical for all the «lefts» — save, and I am interested in underlining it, the socialists. Socialism, youngest child of the past, is the first party where some factions of future politics appear, and for that very reason it alarms the liberals so much, who do not find it as liberal as they would like. Neither does socialism want liberty above all, liberty alone, because it has learned from Karl Marx, who learned it from Hegel, that liberty without more is nothing but an abstract. This philosopher said that in the historical process, where human liberation is being elaborated, «liberalism is the tendency that clings to abstraction; over it the concrete always triumphs, and keeps it in perpetual bankruptcy».

Liberty is a thing that cannot be willed alone, just as one cannot will only the profile of a woman without the flesh that sustains it. To will liberties it is necessary, at least, to will also the means of exercising and securing them. In Spain we possessed, for better or worse, a shadow of liberties with the old Constitution and the old Parliament. But it is the case that these supports could not have been very firm when those liberties have been so gallantly extirpated from us. And now, in their name, you ask me to return to the Constitution and the Parliament that let them be snatched away. What things you have, Count!

So that, even looking at the case from the exclusive point of view of the longing for liberties, it turns out to be indispensable to occupy oneself with other questions that are not abstract liberalism. To achieve effectively the same liberty in England, in France and in Spain it will be necessary to invent different means, because the three races are different. For this reason I said that the adjective liberal does not suffice to define a politics. The liberal has to nationalize liberty, and consequently needs a national politics, which is what the Spanish lefts have never had, and for not having it they have been swept from the historical area.

There can be no liberty in Spain while the institutions that proclaim it do not enjoy full authority, and they will not have authority while they are not respectable, and they will not be respectable while they are not sincere and efficient, and they will not be sincere and efficient if they worry only about being liberal and do not occupy themselves with national existence, with its other more urgent problems. In the end no institutions are affirmed in any country except those that lead it to triumph, those that increase its vitality.

Spain is the only people where it has been tolerated that the «lefts» speak only of their private problems, of their differential adjectives, and do not interest themselves in the historical necessities of the nation. The consequence has been that they lose all root in the spontaneous sentiments of the population and end up speaking only to their inner parish, without even attempting, having lost the indispensable pride, to convince those outside.

What do you want, Count? If being liberal means doing what you did in your time and what the «lefts» today continue doing out of season — namely, chattering about liberty — I am resolutely illiberal. But let it stand that my illiberalism consists not in desiring fewer liberties than you, but in desiring at the same time many other things.

It is incompatible with the subtlety of the times to believe that everything has been done in politics when one has verbalized about liberalism and democracy — supposing, as I have so many times said, that many liberals and democrats have a clear idea of what liberalism is and what democracy is. Something more is needed, Count. One needs to penetrate well into what Spain is and resolve to attack its oldest diseases, giving its body, for the first time, a dynamic organization that pushes it toward a vibrant and noble life. While the unfathomable shoddiness reigning in Spain that the «rights» and «lefts» of the nineteenth century have left us rules, there is no place to speak of liberty and democracy, nor of authority and respect for the law, in sum, of anything serious.

You see why I cannot be except with whoever comes resolved to reform profoundly the Spanish institutions, to dislocate the archaic structure of the nation with the aim of tightening the race and forcing it to give a leap over history. Without this, liberty interests me not at all, because it will be no more than a word. Of such liberty I say what Christina of Sweden said of her crown when she abdicated it: Non mi bisogna e non mi basta.

As for the anomalous collapse that the minimum of good usages now suffers, it does not manage to worry me. Perhaps the old Constitution, with its Parliament and all, has accustomed me to spend long seasons without the rights of man. You yourself, Count, have often demonstrated your love of liberties — in the manner that the executioner loves the hanged man — suspending them.

OF REALISM IN POLITICS

If I have claimed, Count, a wide margin to speak of politics as an «intellectual», do not believe that I seek a device by which to elude the most immediate and, for that very reason, most difficult problems. On this point your letter is entirely right, and to defend it you will always find me at your side. In politics, however much of an «intellectual» one may be, there can be no hills of Ubeda. The line where the area of politics ends may be as far away as one wishes, the farther the better, because it measures the radius of our foresight; but the line where it begins is rigorously imposed on us and leaves no play to our will and inspiration: it is the line that at each instant our feet tread. It is the «here» and the «now». A generation, into whose lap has fallen the egregious gift represented by the theory of relativity — to cite but this fruit, the most known and glorious of current science — must pursue utopianism everywhere as an ineptitude, as an immorality and as an anachronism. This is the great correction our time is going to make to the political ideas of the nineteenth century, a correction from which all the others derive. Because in the nineteenth century almost all political ideas and emotions were precisely utopian — the progressive as much as the reactionary. Those people found no savor in politics unless it began by proposing some absurdity, perfectly unrealizable either by its extravagance or by its simplism. (Recall that one of the draft Constitutions elaborated in 1790 began: «All Frenchmen will be happy»). People hurried to define themselves by their most discrepant attributes, and did not find it grotesque to call themselves «leftists» or «rightists», thus amputating each one the other half of himself. Without these swigs of brandy, our grandparents did not get in the mood for politics. Romanticism is intoxication, and romantic politics began with a delightful frenzy. Of course, on reaching Power and setting about governing, a sudden sanity was born in them, and their acts as rulers contradicted their gesticulations from the opposition. It is the fate of all utopians to need a double politics, according to whether they are in Government or in the opposition — as the scholastics used a «double truth», which allowed them to maintain one thing in philosophy and another in theology.

This duplicity is what is beginning to seem to us as little ingenious as little moral. Above all, to the man of thirty and under, the frenetic politician is repugnant. That business of making plastic pictures of rigorism in the opposition in order then to subject oneself to the necessities that every Government implies made some sense when politics was a spectacle; but today politics and war have lost visibility. Both are labor of severity and precision. For this reason every political attitude is inadmissible — even if it is «intellectual» — that does not contain within itself, by way of regulator, the point of view of the ruler. And more than anyone, the publicist is obliged to count on this brake, which is at once a method.

In this sense — which will show you that I do not stint the effort to approach you — the only estimable politics is realist politics. But it is advisable not to leave this term out in the open, without shelter of clarifications, exposed to contracting the most noxious meanings.

Non si preoccupi, conte. Con non essercene molte, ci sono più probabilità che si formi quel fronte unico costituzionale, patrocinato da voi, che l’altro fronte raccomandato da me. Io chiedo troppo: chiedo che le genti cambino idee e sostituiscano quelle che hanno, anchilosate e semplici, con altre più flessibili e complicate. Porto, dunque, le cose perdenti. Non ha che da leggere i giornali di questi giorni e troverà con soddisfazione che quasi tutti gli «intellettuali» coincidono nell’essenziale con voi e si oppongono a me. La dottrina di libertà che insinuate nella vostra lettera e i simpatici sussulti che fate dinanzi alla reazione invadente sono canonici per tutte le «sinistre» — salvo, e mi interessa sottolinearlo, i socialisti. Il socialismo, ultimogenito del passato, è il primo partito dove appaiono alcune fazioni della politica futura, e per ciò stesso inquieta tanto i liberali, che non lo trovano così liberale come vorrebbero. Nemmeno il socialismo vuole la libertà prima di tutto, la libertà sola, perché ha imparato da Carlo Marx, il quale lo imparò da Hegel, che la libertà senza altro non è che un astratto. Diceva questo filosofo che nel processo storico, dove si va elaborando la liberazione umana, «il liberalismo è la tendenza che si aggrappa all’astrazione; su di esso trionfa sempre il concreto, e lo mantiene in perpetua bancarotta».

La libertà è una cosa che non si può volere da sola, come non si può volere solo il profilo di una donna senza la carne che lo sostiene. Per volere libertà è necessario, per lo meno, volere inoltre i mezzi di esercitarle e assicurarle. In Spagna possedevamo, così così, un’ombra di libertà con l’antica Costituzione e l’antico Parlamento. Ma è il caso che questi supporti non dovevano essere molto solidi quando così galantemente ci sono state estirpate quelle libertà. E ora, in nome di queste, mi chiedete che ritorni alla Costituzione e al Parlamento che si lasciarono portar via. Che cose avete, conte!

Di modo che, anche guardando il caso dal punto di vista esclusivo dell’ansia di libertà, risulta imprescindibile occuparsi di altre questioni che non sono liberalismo astratto. Per conseguire efficacemente una stessa libertà in Inghilterra, in Francia e in Spagna sarà necessario inventare mezzi diversi, perché le tre razze lo sono. Per questo dicevo io che l’aggettivo liberale non basta per definire una politica. Il liberale deve nazionalizzare la libertà, e conseguentemente ha bisogno di una politica nazionale, che è ciò che non hanno mai avuto le sinistre spagnole, e per non averla sono state spazzate via dall’area storica.

Non può esserci in Spagna libertà mentre le istituzioni che la proclamano non godano di piena autorità, e non avranno autorità mentre non siano rispettabili, e non saranno rispettabili mentre non siano sincere ed efficienti, e non saranno sincere ed efficienti se si preoccupano solo di essere liberali e non si occupano dell’esistenza nazionale, dei suoi altri problemi più urgenti. Alla fine non si affermano in nessun paese più istituzioni di quelle che lo portano al trionfo, quelle che aumentano la sua vitalità.

La Spagna è l’unico popolo dove si è tollerato che le «sinistre» parlino solo dei loro problemi privati, dei loro aggettivi differenziali e non si interessino alle necessità storiche della nazione. La conseguenza è stata che perdano ogni radicamento nei sentimenti spontanei della popolazione e finiscano per parlare solo alla loro parrocchia interiore, senza tentare nemmeno, perduto l’imprescindibile orgoglio, di convincere quelli di fuori.

Che cosa vuole, conte? Se essere liberale significa fare ciò che avete fatto voi nel vostro tempo e ciò che a controtempo seguono facendo oggi le «sinistre» — cioè, chiacchierare sulla libertà —, io sono risolutamente illiberale. Ma consti che il mio illiberalismo consiste, non nel desiderare meno libertà di voi, ma nel desiderare a un tempo molte altre cose.

È incompatibile con la sottigliezza dei tempi credere che si sia fatto tutto in politica, quando si è verbalizzato su liberalismo e democrazia — supponendo, come tante volte ho detto, che molti liberali e democratici abbiano un’idea chiara di ciò che è liberalismo e di ciò che è democrazia. Serve qualcosa di più, conte. Serve penetrarsi bene di ciò che è la Spagna e risolversi ad attaccare le sue malattie più antiche, dando al suo corpo, per la prima volta, un’organizzazione dinamica che la spinga verso una vita vibrante e nobile. Mentre regni l’insondabile pacchianeria regnante in Spagna che ci hanno lasciato le «destre» e le «sinistre» del secolo XIX, non c’è luogo a parlare di libertà e di democrazia, come nemmeno di autorità e di rispetto alla legge, in somma, di nessuna cosa seria.

Vedete perché io non posso stare se non con chi venga risoluto a riformare profondamente le istituzioni spagnole, a dislocare l’arcaica struttura della nazione con la mira di stringere la razza e forzarla a dare un balzo sopra la storia. Senza questo, la libertà non mi interessa per nulla, perché non sarà più che una parola. Di tale libertà dico ciò che Cristina di Svezia diceva della sua corona quando l’abdicò: Non mi bisogna e non mi basta.

Quanto all’anomalo collasso che il minimo di buoni usi soffre ora, non riesce a preoccuparmi. Forse mi ha abituato l’antica Costituzione, col suo Parlamento e tutto, a passarmi lunghe stagioni senza i diritti dell’uomo. Voi stesso, conte, avete dimostrato con frequenza il vostro amore alle libertà — alla maniera che il boia all’impiccato —, sospendendole.

DEL REALISMO IN POLITICA

Se ho reclamato, conte, un ampio margine per parlare di politica come «intellettuale», non crediate che cerco un espediente grazie al quale eludere i problemi più immediati e, per ciò stesso, più difficili. In questo punto ha tutta la ragione la vostra lettera, e per difenderlo mi troverete sempre al vostro fianco. In politica, per quanto «intellettuale» sia, non possono esserci monti di Ubeda. La linea in cui termina l’area della politica potrà stare tutto lontano che si voglia, quanto più meglio, perché ciò misura il raggio della nostra previsione; ma la linea in cui comincia ci è rigorosamente imposta e non lascia gioco al nostro arbitrio e alla nostra ispirazione: è la linea che in ogni istante calpestano i nostri piedi. È il «qui» e l’«ora». Una generazione, nel cui grembo è caduto l’egregio dono che rappresenta la teoria della relatività — per non citare che questo frutto, il più conosciuto e glorioso della scienza attuale —, deve perseguire dovunque l’utopismo come un’inettitudine, come un’immoralità e come un anacronismo. Questa è la grande correzione che il nostro tempo farà alle idee politiche del secolo XIX, correzione da cui si derivano tutte le altre. Perché nel secolo XIX quasi tutte le idee ed emozioni politiche erano precisamente utopiche — tanto le progressiste quanto le reazionarie. Quelle genti non trovavano sapore alla politica se non cominciava col proporre qualche assurdità, perfettamente irrealizzabile o per la sua stravaganza o per il suo semplicismo. (Ricordisi che uno dei progetti di Costituzione elaborati nel 1790 cominciava: «Tutti i francesi saranno felici»). Le genti si affrettavano a definirsi per i loro attributi più discrepanti, e non trovavano grottesco denominarsi «sinistrorsi» o «destrorsi», amputando così ciascuno l’altra metà di sé stesso. Senza questi sorsi di acquavite, i nostri nonni non si entonavano per la politica. Romanticismo è ebbrezza, e la politica romantica cominciava con un delizioso furore. Chiaro è che arrivando al Potere e mettendosi a governare, nasceva loro una subitanea saviezza, e i loro atti di governanti contraddicevano le loro gesticolazioni dell’opposizione. È il destino di tutti gli utopisti aver bisogno di una doppia politica, secondo che siano nel Governo o nell’opposizione — come gli scolastici usavano una «doppia verità», che permetteva loro di sostenere una cosa in filosofia e un’altra in teologia.

Questa duplicità è quella che comincia a sembrarci tanto poco ingegnosa quanto poco morale. Soprattutto, all’uomo di trent’anni in giù ripugna il politico frenetico. Quel fare quadri plastici di rigorismo nell’opposizione per poi subordinarsi alle necessità che implica ogni Governo aveva un qualche senso quando la politica era uno spettacolo; ma oggi la politica e la guerra hanno perduto visualità. Sono entrambe fatica di severità e di precisione. Per questo è inammissibile ogni atteggiamento politico — benché sia «intellettuale» — che non contenga dentro di sé, a maniera di regolatore, il punto di vista del governante. E più di chiunque altro è obbligato a contare con questo freno, che è a un tempo un metodo, il pubblicista.

In questo senso — ciò vi dimostrerà che non lesino lo sforzo di avvicinarmi a voi — l’unica politica stimabile è la politica realista. Ma conviene non lasciare questo termine all’intemperie, senza riparo di chiarimenti, esposto a contrarre le significazioni più nocive.

Política realista no puede querer decir política de intereses. Eso sería más bien una política materialista o de egoísmos. Es falso que la realidad se componga sólo de afanes interesados. Si damos una palmada dentro de nosotros, veremos que levantan el vuelo pasiones del más vario plumaje, y que junto a egoísmos baten sus alas generosidades; junto a apetitos, entusiasmos.

Política realista tampoco significa idolatría de los hechos consumados y renuncia a modificar lo ya existente. Más que un hecho, es la realidad un flujo donde al lado de la forma madura y hoy vigente despierta un germen que mañana triunfará y se arrastra caduco un resto del ayer. De aquí que el verdadero sentido de la política realista, más que en aceptar la realidad, consiste en hacerla.

Esto es, a mi juicio, lo decisivo. Política realista es política de realización. La realización es el mandamiento supremo que define el área política. No va en contra del ideal, sino que le impone concreción y disciplina. La antigua «política de ideas» pretendía, sin más, que los hechos viniesen a ajustarse a las ideas nacidas por generación espontánea en las cabezas. Como esto es imposible, el político idealista vivía perpetuamente en posición falsa. El realismo es más exigente: nos invita a que transformemos la realidad según nuestras ideas; pero, a la vez, a que pensemos nuestras ideas en vista de la realidad, a que extraigamos el ideal, no subjetivamente de nuestras cabezas, sino objetivamente de las cosas. Toda cosa concreta —una nación, por ejemplo— contiene, junto a lo que hoy es, el perfil ideal de su posible perfección. Y este ideal, el de la cosa, no el nuestro, es el verdaderamente respetable. El ideal subjetivo anda siempre cerca de ser un capricho o una manía.

Como en todos los demás órdenes de la cultura, le ha llegado al idealismo la hora de ausentarse de la política. El idealismo político no es ya más que la forma laica de la beatería.

Recordemos, por vía de ejemplo, un menudo hecho acontecido bajo el último Gobierno anterior al golpe de Estado. El caso es ejemplar, por lo mismo que se refiere a materia parva. En aquel Gobierno participaban los reformistas. Durante años y años habían éstos estentorizado en la oposición declarando que ellos no nombrarían nunca alcaldes de Real orden. Cuando el caso llegó, los reformistas nombraron alcaldes de Real orden. Como yo conozco de cerca las personas que representaban en el Gobierno al reformismo, me consta, sin que quede poro a la duda, que les costó mucho mayor sacrificio nombrar los alcaldes y seguir en el Poder, que les hubiera supuesto dejar el Poder y ser fieles a sus reiteradas declaraciones. Esto elimina del ejemplo todo sentido de censura a las personas, y lo deja limpio como paradigma de una falsa posición en política.

Y yo pregunto: ¿Qué es lo que está mal en aquel hecho? ¿Haber nombrado los alcaldes? De ninguna manera. La circunstancia obligaba a ello. Para mí lo indebido no fue el acto de entonces, sino las ideas de antes. Lo que no me parece lícito es haber dado utópicamente a la cuestión de los alcaldes una solución ideal y haber hecho de ésta un principio. Que esto era un error lo demuestra el hecho de que personas cuyo desprendimiento me es notorio tuvieron que faltar a él. Y esto es lo que, con todo respeto a esas personas, necesito juzgar inmoral. No es sólo inmoral faltar de hecho a la norma ideal, sino también establecer una norma ideal a que luego es forzoso faltar. Como yo no trato con este recuerdo de vejar a nadie, añadiré, si es preciso, que fueron inmorales por exceso de bondad. Para mí es lo mismo quedarse corto que pasarse.

En el siglo XVIII publicó un extremeño cierto volumen en folio sobre la competencia de los «alcaldes de cuadrilla». La obra se divide en varios libros, cuyos títulos suenan así:

Libro I.— De Dios.

Libro II.— De la creación del mundo.

Libro III.— De la institución de los alcaldes de cuadrilla.

Este libro podía haberlo escrito un reformista.

Contra esta desviación idealista es preciso combatir en nombre, precisamente, de una moral pública más rigorosa. En el siglo pasado sólo se atendía para juzgar la ejemplaridad de un hombre si sus actos estaban de acuerdo con sus ideas; ahora hay que exigir también lo inverso: que sus ideas concuerden con los hechos. No sólo hay que cuidar lo que se hace, sino lo que se piensa. El idealismo es pecado. No hay principios generales honestos en política; en política sólo son honestos los actos concretos. Lo demás es cuadro plástico y gestos de santón suburbano.

Como ve usted, mi contestación a su carta se complica y prolonga. Me preguntaba usted cuál era mi ideario, y yo, ni corto ni perezoso, se lo expongo. Veremos si es usted tan gentil conmigo cuando yo le vuelva a preguntar: Bueno, conde, ¿cuál es su política?

Ni debe fastidiarle con exceso esta prolijidad mía. Cuantos más artículos escriba para responderle, mayor concurrencia se irá formando a su lado. Ya tengo a legiones frente a mí. Hace poco tiempo quise dar una conferencia en Zaragoza y la autoridad me lo impidió. Semanas después fui a dar otra en la capital andaluza, y el obispo, en combinación con el rector de la Universidad, que es un neo berroqueño, hicieron lo imposible para impedirlo. Ahora todos los liberales están irritados conmigo. «Derechas» e «izquierdas», las dos Iglesias, me excomulgan, cada cual desde su mano.

Todo ello es gran síntoma de que voy por buen camino. Porque en la política que ahora viene, «derechas» e «izquierdas» son cantidades muy secundarias y, en cierto modo, inexistentes. «Derechas» e «izquierdas» no son todo el mundo. «Derechas» e «izquierdas» son unos cuantos fantasmas mancos del pasado.

NO ES TANTA LA PRISA

Creo que el régimen de libertades y la democracia son formas del derecho político, tan indeleblemente inscritas en la sensibilidad europea, que no cabe imaginar en serio ninguna institución estable que se les oponga. Las mismas «extremas derechas» y «extremas izquierdas», que presumen poder prescindir de ellas, las llevan disueltas en la sangre, y el día en que, abandonando su modesta posición de crítica, quisiesen establecer instituciones, se verían obligadas a aceptarlas.

Esto que creo respecto de toda Europa —Rusia no es Europa—, lo creo también respecto de España. Contra todo lo que se dice y es ya legendario, he visto que nuestro pueblo es tan liberal y tan demócrata como cualquiera otro, no más, pero tampoco menos. Sólo que nuestro pueblo es hoy sobremanera inculto y falto de vitalidad. Su liberalismo y su democratismo tienen que ser, por fuerza, incultos y sin arrestos. Tendría gracia que la debilidad nacional, patente en todo lo demás, no se manifestase en la acción política.

Pero es completamente un error suponer que la «reacción» posee gran vigor en España. Las faldas de cuatro beatas y las haldas de seis jesuitas no juntan energía bastante para mandar cantar a un ciego. Es, por lo menos, ilusorio creer que sumadas todas las fuerzas reaccionarias del país, son suficientes para esa enorme obra que sería establecer un régimen firme, normal, duradero. La verdad de esto parecería evidente el día en que la supuesta «reacción» pretendiese dar un paso decisivo.

Esta convicción me hace repugnar el gesto plañidero, amanerado y como inseguro de sí mismo que siempre han adoptado los liberales titulares, en vez de tener el orgullo de no acordarse de que son liberales y demócratas ni de que existen liberalismo y democracia, como no se acuerda uno en el hervor de la obra cotidiana de que existe el aire que respiramos.

Sin embargo, en España, como en Italia —en principio puede un día u otro acaecer cosa análoga en Francia, Alemania e Inglaterra—, se ha suspendido de pronto y radicalmente el ejercicio de las libertades y el imperio de la democracia. Este enrarecimiento súbito de la atmósfera, esta disnea de libertades nos obliga a reflexionar sobre el suceso. Por lo pronto, no a indignarnos, no a hacer aspavientos en la tertulia privada o en letra de molde, sino a reflexionar sobre lo que ha pasado. Es posible que sentir un excesivo bochorno nos lleve a dar demasiada importancia a un episodio, frente al cual no es hora de ejecutar acción ninguna. Ponga cara mustia el que se satisfaga con poner cara mustia. A mí me urge más hacerme bien cargo de lo que ha pasado y de su porqué. La coyuntura inspira antes que indignación otras emociones más tibias y socráticas.

Realist politics cannot mean a politics of interests. That would rather be a materialist politics or of egoisms. It is false that reality is composed only of interested strivings. If we clap within ourselves, we shall see passions of the most varied plumage take flight, and that beside egoisms beat their wings generosities; beside appetites, enthusiasms.

Realist politics likewise does not mean idolatry of accomplished facts and renunciation of modifying what already exists. More than a fact, reality is a flow where beside the mature and today current form awakens a germ that tomorrow will triumph, and a remnant of yesterday drags itself caducous. Hence the true sense of realist politics, more than in accepting reality, consists in making it.

This is, in my judgment, the decisive thing. Realist politics is politics of realization. Realization is the supreme commandment that defines the political area. It does not go against the ideal, but imposes on it concreteness and discipline. The old «politics of ideas» pretended, without more, that facts should come to adjust themselves to ideas born by spontaneous generation in heads. Since this is impossible, the idealist politician lived perpetually in a false position. Realism is more demanding: it invites us to transform reality according to our ideas; but, at the same time, to think our ideas in view of reality, to extract the ideal, not subjectively from our heads, but objectively from things. Every concrete thing — a nation, for example — contains, beside what it is today, the ideal profile of its possible perfection. And this ideal, that of the thing, not ours, is the truly respectable one. The subjective ideal always goes near to being a caprice or a mania.

As in all the other orders of culture, the hour has come for idealism to absent itself from politics. Political idealism is no longer anything but the lay form of sanctimoniousness.

Let us recall, by way of example, a small fact that happened under the last Government prior to the coup d’état. The case is exemplary, precisely because it refers to a matter of little account. In that Government the reformists took part. For years and years they had declaimed in the opposition declaring that they would never appoint mayors by Royal order. When the case arrived, the reformists appointed mayors by Royal order. Since I know closely the persons who represented reformism in the Government, it is clear to me, without leaving a pore for doubt, that it cost them a much greater sacrifice to appoint the mayors and remain in Power than it would have cost them to leave Power and be faithful to their reiterated declarations. This removes from the example all sense of censure of the persons, and leaves it clean as a paradigm of a false position in politics.

And I ask: What is wrong in that fact? Having appointed the mayors? In no way. The circumstance obliged it. For me the undue thing was not the act of then, but the ideas of before. What does not seem to me licit is having given utopically to the question of the mayors an ideal solution and having made of it a principle. That this was an error is shown by the fact that persons whose selflessness is well known to me had to fail it. And this is what, with all respect to those persons, I need to judge immoral. It is not only immoral to fail in fact the ideal norm, but also to establish an ideal norm to which it is then forced to fail. Since I do not with this memory mean to vex anyone, I shall add, if necessary, that they were immoral through excess of goodness. For me it is the same to come up short as to overshoot.

In the eighteenth century an Extremaduran published a certain folio volume on the competence of the «constables of the squad». The work is divided into several books, whose titles sound like this:

Book I.— Of God.

Book II.— Of the creation of the world.

Book III.— Of the institution of the constables of the squad.

This book could have been written by a reformist.

Against this idealist deviation it is necessary to fight in the name, precisely, of a more rigorous public morality. In the last century one attended only, to judge the exemplariness of a man, to whether his acts were in agreement with his ideas; now one must also demand the inverse: that his ideas agree with the facts. One must take care not only of what one does, but of what one thinks. Idealism is sin. There are no honest general principles in politics; in politics only concrete acts are honest. The rest is a plastic picture and the gestures of a suburban holy man.

As you see, my reply to your letter becomes complicated and prolonged. You asked me what my set of ideas was, and I, neither slow nor lazy, set it before you. We shall see if you are as gracious with me when I ask you again: Well, Count, what is your politics?

Nor should this prolixity of mine annoy you overmuch. The more articles I write to answer you, the larger a following will gather at your side. I already have legions before me. Not long ago I wanted to give a lecture in Zaragoza and the authority prevented me. Weeks later I went to give another in the Andalusian capital, and the bishop, in combination with the rector of the University, who is a neo blockhead, did the impossible to prevent it. Now all the liberals are irritated with me. «Rights» and «lefts», the two Churches, excommunicate me, each from its own hand.

All this is a great symptom that I am on the right path. Because in the politics that is now coming, «rights» and «lefts» are very secondary quantities and, in a certain way, nonexistent. «Rights» and «lefts» are not everybody. «Rights» and «lefts» are a few maimed ghosts of the past.

THE HASTE IS NOT SO GREAT

I believe that the regime of liberties and democracy are forms of political law, so indelibly inscribed in European sensibility, that no stable institution can seriously be imagined that opposes them. The very «extreme rights» and «extreme lefts», who presume to be able to do without them, carry them dissolved in their blood, and the day they, abandoning their modest position of criticism, should wish to establish institutions, they would find themselves obliged to accept them.

This which I believe with respect to all Europe — Russia is not Europe — I also believe with respect to Spain. Against everything that is said and is already legendary, I have seen that our people is as liberal and as democratic as any other, no more, but neither less. Only that our people is today exceedingly uncultured and lacking in vitality. Its liberalism and its democratism must, of necessity, be uncultured and without mettle. It would be absurd that the national weakness, patent in everything else, should not manifest itself in political action.

But it is completely an error to suppose that the «reaction» possesses great vigor in Spain. The skirts of four bigots and the coattails of six Jesuits do not gather enough energy to make a blind man sing. It is, at least, illusory to believe that all the reactionary forces of the country summed up are sufficient for that enormous work which would be to establish a firm, normal, durable regime. The truth of this would seem evident on the day the supposed «reaction» should attempt to take a decisive step.

This conviction makes me loathe the whimpering, affected and as if unsure of itself gesture that the titular liberals have always adopted, instead of having the pride of not remembering that they are liberals and democrats nor that liberalism and democracy exist, just as in the heat of daily work one does not remember that the air we breathe exists.

However, in Spain, as in Italy — in principle one day or another an analogous thing may happen in France, Germany and England — the exercise of liberties and the rule of democracy have been suddenly and radically suspended. This sudden rarefaction of the atmosphere, this dyspnea of liberties obliges us to reflect on the event. For the moment, not to become indignant, not to make gestures in the private gathering or in print, but to reflect on what has happened. It is possible that feeling excessive embarrassment leads us to give too much importance to an episode, before which it is not the hour to execute any action. Let him put a sad face who contents himself with putting a sad face. I am more urged to get well to the bottom of what has happened and its why. The conjuncture inspires rather than indignation other more tepid and Socratic emotions.

Politica realista non può voler dire politica di interessi. Sarebbe piuttosto una politica materialista o di egoismi. È falso che la realtà si componga solo di affanni interessati. Se battiamo un palmo dentro di noi, vedremo che levano il volo passioni del più vario piumaggio, e che accanto agli egoismi battono le ali generosità; accanto agli appetiti, entusiasmi.

Politica realista nemmeno significa idolatria dei fatti compiuti e rinuncia a modificare ciò che già esiste. Più che un fatto, la realtà è un flusso dove accanto alla forma matura e oggi vigente si desta un germe che domani trionferà e si trascina caduco un resto dell’ieri. Di qui che il vero senso della politica realista, più che nell’accettare la realtà, consista nel farla.

Questo è, a mio giudizio, il decisivo. Politica realista è politica di realizzazione. La realizzazione è il comandamento supremo che definisce l’area politica. Non va contro l’ideale, ma gli impone concretezza e disciplina. L’antica «politica di idee» pretendeva, senza altro, che i fatti venissero ad adattarsi alle idee nate per generazione spontanea nelle teste. Poiché questo è impossibile, il politico idealista viveva perpetuamente in posizione falsa. Il realismo è più esigente: ci invita a trasformare la realtà secondo le nostre idee; ma, a un tempo, a pensare le nostre idee in vista della realtà, a estrarre l’ideale, non soggettivamente dalle nostre teste, ma oggettivamente dalle cose. Ogni cosa concreta — una nazione, per esempio — contiene, accanto a ciò che oggi è, il profilo ideale della sua possibile perfezione. E questo ideale, quello della cosa, non il nostro, è il veramente rispettabile. L’ideale soggettivo va sempre vicino a essere un capriccio o una mania.

Come in tutti gli altri ordini della cultura, è giunta all’idealismo l’ora di assentarsi dalla politica. L’idealismo politico non è ormai più che la forma laica della baciapile.

Ricordiamo, a mo’ di esempio, un piccolo fatto accaduto sotto l’ultimo Governo anteriore al colpo di Stato. Il caso è esemplare, proprio perché si riferisce a materia piccola. In quel Governo partecipavano i riformisti. Per anni e anni avevano questi declamato nell’opposizione dichiarando che non avrebbero mai nominato sindaci di Real ordine. Quando il caso arrivò, i riformisti nominarono sindaci di Real ordine. Poiché io conosco da vicino le persone che rappresentavano nel Governo il riformismo, mi consta, senza che resti poro al dubbio, che costò loro molto maggior sacrificio nominare i sindaci e restare nel Potere, di quanto sarebbe loro costato lasciare il Potere ed essere fedeli alle loro reiterate dichiarazioni. Questo elimina dall’esempio ogni senso di censura alle persone, e lo lascia pulito come paradigma di una falsa posizione in politica.

E io domando: Che cosa c’è che non va in quel fatto? Aver nominato i sindaci? In nessuna maniera. La circostanza obbligava a ciò. Per me l’indebito non fu l’atto di allora, ma le idee di prima. Ciò che non mi pare lecito è aver dato utopicamente alla questione dei sindaci una soluzione ideale e aver fatto di questa un principio. Che questo era un errore lo dimostra il fatto che persone il cui distacco mi è notorio dovettero venirvi meno. E questo è ciò che, con tutto il rispetto a quelle persone, ho bisogno di giudicare immorale. Non è solo immorale mancare di fatto alla norma ideale, ma anche stabilire una norma ideale a cui poi sia forza mancare. Poiché io non tratto con questo ricordo di mortificare nessuno, aggiungerò, se è necessario, che furono immorali per eccesso di bontà. Per me è lo stesso restare corti che passare.

Nel secolo XVIII pubblicò un estremegno certo volume in folio sulla competenza dei «sindaci di squadra». L’opera si divide in vari libri, i cui titoli suonano così:

Libro I.— Di Dio.

Libro II.— Della creazione del mondo.

Libro III.— Della istituzione dei sindaci di squadra.

Questo libro avrebbe potuto scriverlo un riformista.

Contro questa deviazione idealista è necessario combattere in nome, precisamente, di una morale pubblica più rigorosa. Nel secolo passato si badava solo, per giudicare l’esemplarità di un uomo, se i suoi atti fossero d’accordo con le sue idee; ora bisogna esigere anche l’inverso: che le sue idee concordino con i fatti. Non solo bisogna curare ciò che si fa, ma ciò che si pensa. L’idealismo è peccato. Non ci sono principi generali onesti in politica; in politica sono onesti solo gli atti concreti. Il resto è quadro plastico e gesti di santone suburbano.

Come vede, la mia risposta alla vostra lettera si complica e si prolunga. Mi domandavate quale fosse il mio ideario, e io, né corto né pigro, ve lo espongo. Vedremo se sarete così gentile con me quando io vi ridomanderò: Bene, conte, qual è la vostra politica?

Né deve infastidirvi troppo questa mia prolissità. Quanti più articoli scriva per rispondervi, maggiore concorrenza si andrà formando al vostro fianco. Ho già legioni dinanzi a me. Poco tempo fa volli tenere una conferenza a Saragozza e l’autorità me lo impedì. Settimane dopo andai a tenerne un’altra nella capitale andalusa, e il vescovo, in combinazione col rettore dell’Università, che è un neo borchioso, fecero l’impossibile per impedirlo. Ora tutti i liberali sono irritati con me. «Destre» e «sinistre», le due Chiese, mi scomunicano, ciascuna dalla propria mano.

Tutto ciò è gran sintomo che vado per la buona strada. Perché nella politica che ora viene, «destre» e «sinistre» sono quantità molto secondarie e, in certo modo, inesistenti. «Destre» e «sinistre» non sono tutto il mondo. «Destre» e «sinistre» sono alcuni fantasmi monchi del passato.

III

NON È TANTA LA FRETTA

Credo che il regime di libertà e la democrazia siano forme del diritto politico, così indelebilmente inscritte nella sensibilità europea, che non si può immaginare sul serio nessuna istituzione stabile che si opponga a esse. Le stesse «estreme destre» e «estreme sinistre», che presumono di poter farne a meno, le portano disciolte nel sangue, e il giorno in cui, abbandonando la loro modesta posizione di critica, volessero stabilire istituzioni, si vedrebbero obbligate ad accettarle.

Questo che credo riguardo a tutta l’Europa — la Russia non è Europa —, lo credo anche riguardo alla Spagna. Contro tutto ciò che si dice ed è già leggendario, ho visto che il nostro popolo è tanto liberale e tanto democratico come qualsiasi altro, non di più, ma nemmeno di meno. Solo che il nostro popolo è oggi oltremodo incolto e privo di vitalità. Il suo liberalismo e il suo democratismo devono essere, per forza, incolti e senza ardimenti. Sarebbe buffo che la debolezza nazionale, palese in tutto il resto, non si manifestasse nell’azione politica.

Ma è completamente un errore supporre che la «reazione» possieda grande vigore in Spagna. Le sottane di quattro bacchettone e le falde di sei gesuiti non riuniscono energia bastante per far cantare un cieco. È, per lo meno, illusorio credere che sommate tutte le forze reazionarie del paese, siano sufficienti per quell’enorme opera che sarebbe stabilire un regime fermo, normale, durevole. La verità di ciò parrebbe evidente il giorno in cui la supposta «reazione» pretendesse di fare un passo decisivo.

Questa convinzione mi fa ripugnare il gesto piagnucoloso, affettato e come insicuro di sé stesso che hanno sempre adottato i liberali titolari, invece di avere l’orgoglio di non ricordarsi di essere liberali e democratici né che esistono liberalismo e democrazia, come non ci si ricorda nel ribollire dell’opera quotidiana che esiste l’aria che respiriamo.

Tuttavia, in Spagna, come in Italia — in principio può un giorno o l’altro accadere cosa analoga in Francia, Germania e Inghilterra —, si è sospeso di colpo e radicalmente l’esercizio delle libertà e l’impero della democrazia. Questo improvviso rarefarsi dell’atmosfera, questa dispnea di libertà ci obbliga a riflettere sull’avvenimento. Per ora, non a indignarci, non a fare sussulti nella riunione privata o in lettera di stampa, ma a riflettere su ciò che è passato. È possibile che sentire un eccessivo imbarazzo ci porti a dare troppa importanza a un episodio, dinanzi al quale non è ora di eseguire azione alcuna. Metta faccia mesta chi si contenta di mettere faccia mesta. A me urge più farmi bene carico di ciò che è passato e del suo perché. La congiuntura ispira prima che indignazione altre emozioni più tiepide e socratiche.

Por muy bajo que se afore el liberalismo español, la facilidad con que se ha suspendido la Constitución y se ha volatilizado el Parlamento parece excesiva. Por otra parte, no se advierte que hayan hecho su presentación grandes fuerzas antiliberales capaces de instituir otro régimen perdurable. Todo ello nos obliga a pensar que, aunque hayan pagado el pato las libertades, el pato no es un triunfo de la reacción.

De esto están convencidos todos los «izquierdistas»; ¿por qué no lo reconocen? ¿Por qué en lugar de ello fingen atribuirlo a formidables poderes reaccionarios —como, a su vez, los jesuitas lo atribuyen todo a los masones? La razón es bien clara. Si las «izquierdas» reconociesen que la causa de lo acaecido no es un inexplicable incremento de la reacción, tendrían que reconocer la pura verdad, a saber: que en España, como en Italia, los causantes últimos —cualquiera que sea el detalle de la génesis— de este régimen extemporáneo son ellas mismas por haber dejado que sus instituciones —Parlamento y Gobierno— perdiesen el prestigio y la autoridad sin los cuales no hay forma política que se pueda sostener. Y como esto lo hemos anunciado docenas de veces antes de que acaeciese, tenemos derecho pleno a reiterarlo después de consumado. No han querido ustedes —ni los que han gobernado ni los que usufructuaban la oposición «radical»— poner seriamente mano a la obra de reformar poco a poco o brinco a brinco, como hubieran preferido, esas instituciones, y las han entregado indefensas al azar. No tienen ustedes calificación suficiente para presentarse ahora como los defensores oficiales de libertades que ustedes mismos han desamparado y desnutrido.

El caso es poco menos que increíble. Después de haber actuado años y años las «izquierdas», sea en el Gobierno, sea en las múltiples formas de la oposición, para obtener como resultado la situación actual, no se oye voz alguna entre ustedes que invite a una revisión táctica, de posiciones, de conceptos. Lejos de eso, la primera cosa que oímos es una inconcebible proposición de volver al mismo Parlamento. De modo que, después de un éxito tan lucido, después de haber errado, pretenden ustedes que rectifique el universo y se acomode nuevamente a sus añejos errores.

Esta ceguera, en que se revela haber resuelto Júpiter perderlos, me obliga a disociar mi liberalismo del de ustedes. Porque yo y otros queremos, por lo visto, de otra manera más firme las libertades; al menos estamos dispuestos a rectificar cien veces, tantas como sea menester, para conseguir nuevas instituciones liberales, a quienes nadie se atreva.

Y el hecho que necesariamente orienta a todo nuevo liberalismo en España es que la supresión del antiguo Parlamento se verificó con el asentimiento de la inmensa mayoría nacional. Este hecho no es una invención de nadie; fue un acontecimiento de perfecta autenticidad, y que ustedes ahora quieran darlo por no acaecido y, sin más, reclamen el retorno a la misma institución derrocada, nos descubre cuál ha sido el error capital de las «izquierdas»: ser ciegas y sordas para todo lo nacional; querer que la nación se adapte a ellas y no ellas a la nación.

La forma de aquel asentimiento no parece canónica a los liberales formalistas y, en efecto, no lo es. Pero es que se trata precisamente de un suceso en que se revela la insuficiencia de los cauces legales establecidos. Ese mismo asentimiento —cuyo hecho fue bien amplio y evidente— podían haberlo atraído sobre sí las «izquierdas». Todo lo subsecuente es ya materia sobre que la conciencia pública aparece mucho más dividida y problemática; pero aquel «no» al régimen inveterado fue prácticamente unánime. Sobre la dosis de injusticia y exageración que en aquel «no» había, al acusar a los hombres políticos de todas las desdichas nacionales, escribí en la hora más difícil un artículo que usted, conde, ha creído oportuno citar en el prólogo de su libro. Yo tendría, pues, que poner cien reparos a aquel movimiento de mis conciudadanos; pero lo que no se me ocurre es darlo por no sido en vista de que su forma fue jurídicamente defectuosa. En tiempos ilegítimos no hay para qué plantear cuestiones jurídicas que deben ser demoradas.

Toda actitud de hoy tiene, pues, que partir de dar satisfacción en alguna medida a aquel hecho enorme. Por eso, en vez de retornar de mala manera a un Parlamento que reanudaría la vieja historia con idénticas consecuencias, es preciso llegar a acuerdo sobre otra forma de Parlamento cuyo repertorio sea diferente del antiguo.

Con la propensión incorregible del «izquierdismo» a adoptar posturas de estatua heroica, se ha dado en decir que lo importante es volver lo antes posible a la libertad, sin preocuparse de más. Y tal vez al paleto, espectador de las figuras de cera en las ferias, le parezca tal actitud la más jacobina y conmovedora. Pero yo no logro pensar así. Sé que la libertad llegará irremisiblemente, hora antes u hora después, y lo que me preocupa es lo que se haga al día siguiente de su reaparición. Porque no es desmedida malicia temer que esta prisa por la libertad ampare el propósito de consolidar la urdimbre esencial del pasado. Todo antes que vivir un día más sin libertad —dicen muchos. Y yo enfrente: Todo antes que reinstalar la inercia nacional. Y desmenuzando el sentido de ambas fórmulas, sería curioso ver cuál contiene en infusión mayor dosis de liberalismo.

Estamos un poco hartos de oír quejarse a las gentes, en épocas de censura previa, porque no pueden escribir, porque no pueden hablar, y ver que luego, al cesar la anomalía constitucional, no tenían nada que decir y no habían empleado las horas de silencio siquiera en pensar. Convendría que esta vez llenásemos el almacén para el día oportuno.

No; no ha llegado la hora de patetizar ni mucho menos. La reconstrucción de una España vigorosa y libre, por lo menos de un Estado cuyo mecanismo institucional se incorpore enérgico, imponiendo respeto a toda frivolidad interior, es cosa nada fácil y de que apenas se ha empezado a hablar. No creo imposible que buena parte de lo que conviene decir pueda aún hoy ser dicho, hinchiendo con cuidado hasta su máxima elasticidad el ámbito que la censura deje.

Si ahora se elabora un programa de reforma española suficientemente honda y con él se afronta el minuto peligrosísimo de reaparecer la libertad, se habrá ganado con creces el tiempo de libertad que ahora se pierde. Mientras ese programa que enlace reciamente un amplio grupo de voluntades no existe, muchas personas leales y precavidas preferirán que un velo de transitorias nieblas civiles oculte su ausencia.

Su carta salió al paso de unos artículos míos donde me propongo reiterar el desarrollo de un posible programa, enunciado ya en junio del año pasado. Si hubiera usted recordado lo que entonces escribí no se habría usted resuelto a calificar de negativa mi actitud, sino más suavemente de equivocada. Esto del «negativismo» es un lugar común, impropio de usted, con que desde hace diez años se sale al paso de cuanto escribimos los que, mejor o peor, hemos movilizado algunas ideas en España. Cuando usted dice: «Volvamos al usado Parlamento», cree usted haber dicho algo muy afirmativo. En cambio, si yo digo: «Vamos a la reforma de España, empezando desde luego la porción posible», lo califica usted de negativo. Esto es un poco arbitrario, conde. Combatamos unos con otros, forjando en cada caso nuestras armas, y usemos en la contienda los menos tópicos posibles. España ganaría mucho si —a la manera que los nobles sus privilegios en la aurora de la Revolución— hiciésemos los españoles una renuncia general a los tópicos.

Y ahora permítame usted que interrumpa este coloquio y prosiga mis observaciones sobre una política de aquí y de ahora. No sé si en ellas encontrará usted cosa que le parezca discreta; pero yo he de ensayar atraer la atención pública sobre algunas trasformaciones ineludibles a que es preciso someter nuestra nación si se quiere que, algún día, la libertad sea un uso continuado en España, y de paso que circule sangre por sus venas. Pero la carta que me dirigió destacando hacia mí su liberalismo me ha obligado a entretenerme en insinuar cómo es el mío.

Sabe usted que recibo siempre con provecho sus esclarecimientos de hombre experimentado, y que soy muy su amigo.

However low Spanish liberalism may set itself, the facility with which the Constitution has been suspended and the Parliament volatilized seems excessive. On the other hand, no great anti-liberal forces capable of instituting another enduring regime are seen to have made their appearance. All this obliges us to think that, although the liberties have paid the piper, the piper is not a triumph of the reaction.

Of this all the «leftists» are convinced; why do they not acknowledge it? Why instead of that do they feign to attribute it to formidable reactionary powers — as, in turn, the Jesuits attribute everything to the Freemasons? The reason is very clear. If the «lefts» acknowledged that the cause of what happened is not an inexplicable increase of the reaction, they would have to acknowledge the pure truth, namely: that in Spain, as in Italy, the ultimate causes — whatever the detail of the genesis — of this untimely regime are themselves for having let their institutions — Parliament and Government — lose the prestige and the authority without which there is no political form that can hold itself up. And since we announced this dozens of times before it happened, we have full right to reiterate it after it has been consummated. You have not wanted — neither those who governed nor those who enjoyed the «radical» opposition — to set seriously hand to the work of reforming little by little or leap by leap, as you would have preferred, those institutions, and you have handed them defenseless to chance. You have not sufficient qualification to present yourselves now as the official defenders of liberties that you yourselves have abandoned and starved.

The case is little less than incredible. After the «lefts» have acted for years and years, whether in Government, whether in the multiple forms of opposition, to obtain as a result the current situation, no voice is heard among you that invites a tactical revision, of positions, of concepts. Far from that, the first thing we hear is an inconceivable proposition to return to the same Parliament. So that, after such a brilliant success, after having erred, you pretend that the universe rectify itself and accommodate itself anew to your old errors.

This blindness, in which is revealed that Jupiter has resolved to ruin them, obliges me to dissociate my liberalism from yours. Because I and others want, evidently, in another firmer way the liberties; at least we are disposed to rectify a hundred times, as many as may be necessary, to obtain new liberal institutions, that no one dare touch.

And the fact that necessarily orients every new liberalism in Spain is that the suppression of the old Parliament was verified with the assent of the immense national majority. This fact is not an invention of anyone; it was an event of perfect authenticity, and that you now want to give it as not having happened and, without more, claim the return to the same overthrown institution, discovers for us what has been the capital error of the «lefts»: being blind and deaf to everything national; wanting the nation to adapt to them and not they to the nation.

The form of that assent does not seem canonical to the formalist liberals and, in effect, it is not. But it is precisely a question of an event in which the insufficiency of the established legal channels is revealed. That same assent — whose fact was very ample and evident — could have been drawn upon themselves by the «lefts». Everything subsequent is already matter on which public conscience appears much more divided and problematic; but that «no» to the inveterate regime was practically unanimous. On the dose of injustice and exaggeration that was in that «no», accusing the political men of all national misfortunes, I wrote in the most difficult hour an article that you, Count, have thought fit to cite in the prologue of your book. I should, then, have to put a hundred objections to that movement of my fellow citizens; but what does not occur to me is to give it as not having been in view that its form was juridically defective. In illegitimate times there is no reason to raise juridical questions that must be deferred.

Every attitude of today has, then, to start from giving satisfaction in some measure to that enormous fact. For this reason, instead of returning in a bad way to a Parliament that would resume the old history with identical consequences, it is necessary to reach agreement on another form of Parliament whose repertoire be different from the old.

With the incorrigible propensity of «leftism» to adopt postures of heroic statue, they have taken to saying that the important thing is to return as soon as possible to liberty, without worrying about more. And perhaps to the yokel, spectator of the wax figures at the fairs, such an attitude may seem the most Jacobin and moving. But I cannot manage to think so. I know that liberty will arrive irremissibly, an hour sooner or an hour later, and what worries me is what will be done the day after its reappearance. Because it is not excessive malice to fear that this haste for liberty shelters the purpose of consolidating the essential warp of the past. Anything before living one more day without liberty — many say. And I opposite: Anything before reinstalling national inertia. And mincing the sense of both formulas, it would be curious to see which contains in infusion the greater dose of liberalism.

We are a little tired of hearing people complain, in times of prior censorship, because they cannot write, because they cannot speak, and of seeing that then, when the constitutional anomaly ceased, they had nothing to say and had not employed the hours of silence even to think. It would be advisable that this time we fill the warehouse for the opportune day.

No; the hour has not come to become pathetic, far from it. The reconstruction of a vigorous and free Spain, at least of a State whose institutional mechanism incorporates itself energetically, imposing respect on all inner frivolity, is a thing not at all easy and of which one has barely begun to speak. I do not believe it impossible that a good part of what it is fitting to say can still today be said, swelling with care to its maximum elasticity the scope that the censorship leaves.

If now a sufficiently deep program of Spanish reform is elaborated and with it one faces the most dangerous moment of liberty’s reappearing, the time of liberty that is now lost will have been gained with interest. While that program that firmly binds a broad group of wills does not exist, many loyal and cautious persons will prefer that a veil of transitory civil mists conceal its absence.

Your letter came out to meet some articles of mine where I propose to reiterate the development of a possible program, enunciated already in June of last year. If you had remembered what I then wrote you would not have resolved to qualify my attitude as negative, but more gently as mistaken. This business of «negativism» is a commonplace, unworthy of you, with which for ten years one comes out to meet whatever we write, those of us who, better or worse, have mobilized some ideas in Spain. When you say: «Let us return to the used Parliament», you believe you have said something very affirmative. In exchange, if I say: «Let us go to the reform of Spain, beginning right away the possible portion», you qualify it as negative. This is a little arbitrary, Count. Let us combat each other, forging in each case our weapons, and let us use in the contest as few commonplaces as possible. Spain would gain much if — in the manner that the nobles renounced their privileges in the dawn of the Revolution — we Spaniards made a general renunciation of commonplaces.

And now allow me to interrupt this colloquy and to continue my observations on a politics of here and now. I do not know if in them you will find anything that seems to you discreet; but I have to attempt to draw public attention to some ineludible transformations to which it is necessary to subject our nation if we want that, one day, liberty be a continued usage in Spain, and in passing that blood circulate through its veins. But the letter you addressed to me, highlighting toward me your liberalism, has obliged me to entertain myself in insinuating how mine is.

You know that I always receive with profit your clarifications of an experienced man, and that I am very much your friend.

Per quanto in basso si ponga il liberalismo spagnolo, la facilità con cui si è sospesa la Costituzione e si è volatilizzato il Parlamento sembra eccessiva. D’altra parte, non si avverte che abbiano fatto la loro presentazione grandi forze antiliberali capaci di istituire un altro regime perdurabile. Tutto ciò ci obbliga a pensare che, benché abbiano pagato il fio le libertà, il fio non è un trionfo della reazione.

Di questo sono convinti tutti i «sinistrorsi»; perché non lo riconoscono? Perché invece di ciò fingono di attribuirlo a formidabili poteri reazionari — come, a loro volta, i gesuiti attribuiscono tutto ai massoni? La ragione è ben chiara. Se le «sinistre» riconoscessero che la causa di ciò che è accaduto non è un inspiegabile incremento della reazione, dovrebbero riconoscere la pura verità, cioè: che in Spagna, come in Italia, i causanti ultimi — qualunque sia il dettaglio della genesi — di questo regime intempestivo sono esse stesse per aver lasciato che le loro istituzioni — Parlamento e Governo — perdessero il prestigio e l’autorità senza i quali non c’è forma politica che si possa sostenere. E poiché questo lo abbiamo annunciato dozzine di volte prima che accadesse, abbiamo pieno diritto di reiterarlo dopo che è avvenuto. Non avete voluto voi — né quelli che hanno governato né quelli che usufruivano l’opposizione «radicale» — mettere seriamente mano all’opera di riformare a poco a poco o a balzi, come avrebbero preferito, queste istituzioni, e le avete consegnate inermi al caso. Non avete qualificazione sufficiente per presentarvi ora come i difensori ufficiali di libertà che voi stessi avete disamparato e denutrito.

Il caso è poco meno che incredibile. Dopo aver agito anni e anni le «sinistre», sia nel Governo, sia nelle molteplici forme dell’opposizione, per ottenere come risultato la situazione attuale, non si ode voce alcuna tra voi che inviti a una revisione tattica, di posizioni, di concetti. Lungi da ciò, la prima cosa che sentiamo è un’inconcepibile proposizione di tornare allo stesso Parlamento. Di modo che, dopo un successo così lucente, dopo aver errato, pretendete voi che l’universo si rettifichi e si accomodi di nuovo ai vostri antichi errori.

Questa cecità, in cui si rivela che Giove ha risolto di perderli, mi obbliga a dissociare il mio liberalismo dal vostro. Perché io e altri vogliamo, a quanto pare, in altra maniera più ferma le libertà; per lo meno siamo disposti a rettificare cento volte, tante quante sia necessario, per conseguire nuove istituzioni liberali, a cui nessuno osi.

E il fatto che necessariamente orienta ogni nuovo liberalismo in Spagna è che la soppressione dell’antico Parlamento si verificò con l’assentimento dell’immensa maggioranza nazionale. Questo fatto non è un’invenzione di nessuno; fu un avvenimento di perfetta autenticità, e che voi ora vogliate darlo per non accaduto e, senza altro, reclamare il ritorno alla stessa istituzione rovesciata, ci scopre quale sia stato l’errore capitale delle «sinistre»: essere cieche e sorde per tutto il nazionale; volere che la nazione si adatti a esse e non esse alla nazione.

La forma di quell’assentimento non sembra canonica ai liberali formalisti e, in effetti, non lo è. Ma si tratta precisamente di un avvenimento in cui si rivela l’insufficienza dei canali legali stabiliti. Quello stesso assentimento — il cui fatto fu ben ampio ed evidente — avrebbero potuto attirarlo su di sé le «sinistre». Tutto il conseguente è ormai materia sulla quale la coscienza pubblica appare molto più divisa e problematica; ma quel «no» al regime inveterato fu praticamente unanime. Sulla dose di ingiustizia ed esagerazione che in quel «no» c’era, accusando gli uomini politici di tutte le disdette nazionali, scrissi nell’ora più difficile un articolo che voi, conte, avete creduto opportuno citare nel prologo del vostro libro. Io avrei, dunque, da mettere cento appunti a quel movimento dei miei concittadini; ma ciò che non mi viene in mente è darlo per non avvenuto in vista che la sua forma fu giuridicamente difettosa. In tempi illegittimi non c’è per che cosa porre questioni giuridiche che devono essere rimandate.

Ogni atteggiamento di oggi ha, dunque, da partire dal dare soddisfazione in qualche misura a quel fatto enorme. Per questo, invece di tornare in mala maniera a un Parlamento che riannoderebbe la vecchia storia con identiche conseguenze, è necessario arrivare ad accordo su un’altra forma di Parlamento il cui repertorio sia diverso dall’antico.

Con la propensione incorreggibile del «sinistrismo» ad adottare posture di statua eroica, si è dato a dire che l’importante è tornare al più presto possibile alla libertà, senza preoccuparsi di più. So che la libertà arriverà irrimediabilmente, un’ora prima o un’ora dopo, e ciò che mi preoccupa è ciò che si farà il giorno dopo della sua riapparizione. Perché non è smodata malizia temere che questa fretta per la libertà ampare il proposito di consolidare l’ordito essenziale del passato. Tutto prima che vivere un giorno di più senza libertà — dicono molti. E io di fronte: Tutto prima che reinstalare l’inerzia nazionale. E sminuzzando il senso di entrambe le formule, sarebbe curioso vedere quale contiene in infusione maggior dose di liberalismo.

Siamo un poco stanchi di sentire lamentarsi le genti, in epoche di censura previa, perché non possono scrivere, perché non possono parlare, e vedere che poi, al cessare dell’anomalia costituzionale, non avevano nulla da dire e non avevano impiegato le ore di silenzio nemmeno a pensare. Converrebbe che questa volta riempissimo il magazzino per il giorno opportuno.

No; non è arrivata l’ora di patetizzare né molto meno. La ricostruzione di una Spagna vigorosa e libera, per lo meno di uno Stato il cui meccanismo istituzionale si incorpori energico, imponendo rispetto a ogni frivolità interiore, è cosa niente affatto facile e di cui appena si è cominciato a parlare. Non credo impossibile che buona parte di ciò che conviene dire possa ancora oggi essere detto, gonfiando con cura fino alla sua massima elasticità l’ambito che la censura lasci.

Se ora si elabora un programma di riforma spagnola sufficientemente profonda e con esso si affronta il minuto pericolosissimo di riapparire della libertà, si sarà guadagnato con creces il tempo di libertà che ora si perde. Mentre quel programma che leghi saldamente un ampio gruppo di volontà non esista, molte persone leali e previdenti preferiranno che un velo di transitorie nebbie civili occulti la sua assenza.

La vostra lettera è uscita incontro ad alcuni miei articoli dove mi propongo di reiterare lo sviluppo di un possibile programma, enunciato già nel giugno dell’anno scorso. Se aveste ricordato ciò che allora scrissi non vi sareste risolto a qualificare come negativa la mia attitudine, ma più dolcemente come sbagliata. Questo del «negativismo» è un luogo comune, indegno di voi, con cui da dieci anni si esce incontro a quanto scriviamo quelli che, meglio o peggio, abbiamo mobilitato alcune idee in Spagna. Quando voi dite: «Torniamo al solito Parlamento», credete di aver detto qualcosa di molto affermativo. Invece, se io dico: «Andiamo alla riforma della Spagna, cominciando subito la porzione possibile», lo qualificate come negativo. Questo è un poco arbitrario, conte. Combattiamo gli uni con gli altri, forgiando in ogni caso le nostre armi, e usiamo nella contesa il meno luoghi comuni possibile. La Spagna guadagnerebbe molto se — alla maniera che i nobili i loro privilegi nell’aurora della Rivoluzione — facessimo gli spagnoli una rinuncia generale ai luoghi comuni.

E ora permettetemi che interrompa questo colloquio e prosegua le mie osservazioni sopra una politica del qui e dell’ora. Non so se in esse troverete cosa che vi sembri discreta; ma io ho da provare ad attirare l’attenzione pubblica sopra alcune trasformazioni ineludibili a cui è necessario sottomettere la nostra nazione se si vuole che, un giorno, la libertà sia un uso continuato in Spagna, e di passaggio che circoli sangue per le sue vene. Ma la lettera che mi dirigeste evidenziando verso di me il vostro liberalismo mi ha obbligato a intrattenermi a insinuare com’è il mio.
