Abstract

From two sentences of Primo de Rivera — “the Dictatorship is beginning to wear out” and “its enormous strength is that it can set its own terms for handing over power” — both true, Ortega draws a third truth: it is national reality that is contradictory, since the worn-out government faces no concrete opinion at all, only nothingness, and must create its own successor out of nothing.

En un mismo número del periódico ABC escribe el presidente del Gobierno un artículo sobre la situación de la Dictadura y contesta en un comunicado de la Oficina de Censura a otro artículo del formidable periodista don José Cuartero. Ambas producciones del dictador forman un solo cuerpo; ambas procuran definir la situación en el día de la fecha. De su total, acoto estas dos frases: «La Dictadura comienza a estar gastada». He aquí una. «La mejor prueba de la fuerza enorme que conserva la Dictadura es que se permite señalarse a sí misma plazos y condiciones para traspasar sus poderes. ¿Cuándo ningún Gobierno, fuera ni dentro de España, se vio en tal caso?» He aquí la otra. No se puede negar que ambas frases dicen la verdad, por tanto, que dicen dos verdades. Sólo cabría —para apurar la exactitud— alguna reserva sobre que dentro de España ningún Gobierno haya gozado de esa capacidad superabundante y paradójica que consiste en ser dueño hasta de su propia desaparición. Pero, en cambio, es tan verídico no haber acontecido eso a ningún Gobierno fuera de España, que queda de sobra compensada la leve imprecisión.

Yo creo, no obstante, que si el general Primo de Rivera hubiera escrito ambas frases una tras otra y en continuidad, como aquí van acotadas, la pluma se le habría quedado un segundo en el aire como punzando una reflexión alada que de su unión levanta el vuelo. Y habría luego tachado la una o la otra, indiferentemente. No porque no sean verdad, sino precisamente porque lo son. Pues al serlo de consuno significan una tercera cosa, que, aunque es también una verdad irrebatible y más fundamental que las otras dos y causa de las otras dos, el general, por vez primera en su vida, habría sentido pavor y habría ordenado a su aguerrido vocabulario una retirada táctica.

Que un Gobierno esté gastado y que, sin embargo, conserve fuerza bastante para decidir con holgado albedrío su retirada y su sustitución son dos especies que en cualquier parte del mundo parecerían contradictorias: sería verdadera la una y falsa la otra. Un polemista que propendiese a lo inane tomaría de aquí pie para demostrar que el dictador había incurrido en contradicción, y se quedaría tan satisfecho. Mas sería falso atribuir al presidente la contradicción justamente cuando expresa dos puras verdades. Porque, repitámoslo una vez más, no es posible descalificar ninguna de esas dos proposiciones: se imponen ambas con pareja e ineluctable evidencia. Una y otra son la realidad misma. De suerte que lo contradictorio es la realidad nacional. Y ésta es la tercera cosa que las dos frases al reunirse dejan ver: que nuestra realidad nacional es contradictoria, inconcebible. Pues se da, en efecto, el caso de que un Gobierno, al gastarse, no encuentra ante sí ni siquiera una opinión hostil, pero concreta, orgánica, aunque no organizada; un ambiente preciso que, no queriendo lo presente, quiera para el futuro algo determinado, discernible, con perfil y fisonomía. En vez de esto halla sólo la pura nada. Y por ello tiene que realizar con sus propias fuerzas la faena mágica de reducirse a sí mismo a la nada, y de paso que se autoaniquila, crear de la nada su sustituto. He aquí una situación que difícilmente se habrá dado en ningún otro punto del planeta.

El hecho es de tal amplitud y gravedad, que parece obligado recalcarlo. Cuando se repara en esto, todo lo demás —la existencia de una Dictadura, la urgencia de un retorno a la legalidad— toma un aire frívolo y anecdótico. Con lo cual no se escatima un adarme a la importancia enorme que eso «demás» tiene, sino que simplemente se lo coloca en el lugar y tamaño que dentro del paisaje le corresponde.

Y no se diga que ese vacío es producto natural de haber estado durante seis años suspendidas las libertades públicas. Esta suspensión ha contribuido, sin duda, a evacuar más ese vacío. Pero no nos hagamos ilusiones: esa suspensión no explica el hecho a que aquí se alude. No echo de menos movimientos organizados de opinión, gritos, protestas, levantamientos, etcétera. Su ausencia podía muy bien excusarse por la presión del Poder público. El Estado actual posee en todas partes de Europa y América medios tales, que si él no quiere, la opinión no puede tomar esas formas. (Éste es uno de los grandes problemas planteados al porvenir de Europa por la perfección misma a que la máquina de su Estado llega hoy). Pero nadie puede dudar que no era menester ninguna de esas manifestaciones plásticas de la opinión pública. Bastaba con que la gente, esa cosa tan vaga pero tan decisiva que se llama la gente, tuviese dentro de sí, en su secreta intimidad, una opinión sobre la situación pública de España; bastaba con que el español medio hubiese tomado una actitud íntima ante lo que ha pasado, pasa y va a pasar en España, para que eso que echamos de menos existiese, constase inequívocamente en la atmósfera. El espíritu es materia flúida que, en definitiva, y sobre todo en casos extremos como el presente, no necesita cauces preparados ni artefactos o facilidades externas para manifestarse. Por ser flúido acierta siempre a rezumar, y el estado íntimo de opinión que tenga la persona traspira de ella e impregna el aire, como la humedad de las corrientes subterráneas asciende por capilaridad a la superficie. No nos hagamos, repito, ilusiones: si no consta hoy una opinión orgánica y concreta sobre el inmediato porvenir nacional, no es porque no ha podido expresarse, sino porque no la tienen los españoles.

Esto, esto es lo que con un frenesí de veracidad es preciso declarar, porque eso, eso es lo grave.

Pero conviene precisar más. La responsabilidad fabulosa de no tener una opinión sobre su propio destino recae sobre toda la nación. Pero, claro está, se reparte según las densidades de las distintas capas sociales. Que el pastorcito de los pedregales sorianos, hincado al cierzo entre sus merinas; que el labrador manchego o catalán, oblicuo sobre el surco, no tenga una opinión sobre el inmediato destino público de una nación es cosa sobremanera venial. De aquella responsabilidad le alcanza muy poco —al pastorcico un pedazo tan pequeño como el mendrugo que lleva en su zurrón. Pero, ¡diablo!, al banquero, al industrial, al magistrado, al poderoso comerciante, al «aristócrata» de Rolls y cock-tail, al catedrático, al obispo, al provincial de frailes, al ingeniero, al médico de trapío…, a esos les corresponde un enorme gravamen de responsabilidad. No cito al político, ni al periodista, ni a esos otros seres, por lo visto tremebundos, incalificables, ictiosáuricos, que por llamarles lo peor se les suele hoy llamar «intelectuales». No los cito, porque, en primer lugar, su oficio es la política y, mejor o peor, opinan; pero además porque todos ellos juntos no son ni tienen por qué ser más que un minúsculo rincón del cuerpo nacional. Y lo intolerable es que el banquero, el industrial, el magistrado, etcétera, crean que son los políticos, los periodistas y los «intelectuales» quienes tienen que tomar concreta actitud ante los destinos del país, pero no ellos. Su misión es, por lo visto, no tener opinión, esperar a que la tengan esos grupos a quienes desprecian, y cuando la hayan emitido no hacerles el menor caso.

Es menester revolverse enérgicamente contra ese parasitismo histórico de las clases «superiores», que, en efecto, hoy por hoy, como ayer por ayer, son y fueron el torso de la nación, y en orden de representación, beneficio y responsabilidad puede decirse que la nación misma. Son las eternas ausentes de los destinos nacionales. Son lo que verdaderamente significa una excepción en el globo terráqueo. Porque ellas son así, puede darse el caso de que en España una Dictadura tenga que hacerlo todo por sus propias fuerzas, hasta gastarse rozándose consigo misma, tenga que hacer todo por sí, venir, quedarse y hasta irse.

In the same issue of the newspaper ABC the president of the Government writes an article on the situation of the Dictatorship and replies, in a communiqué from the Censorship Office, to another article by the formidable journalist don José Cuartero. Both productions of the dictator form a single body; both seek to define the situation as of the date. From their totality I set aside these two sentences: «The Dictatorship is beginning to be worn out». There is one. «The best proof of the enormous strength the Dictatorship still possesses is that it allows itself to set itself terms and conditions for transferring its powers. When was any Government, within or outside Spain, ever placed in such a case?» There is the other. It cannot be denied that both sentences speak the truth, therefore that they speak two truths. One could only —to press exactness— make some reservation as to whether within Spain any Government has enjoyed that superabundant and paradoxical capacity which consists in being master even of one’s own disappearance. But, on the other hand, it is so true that this has happened to no Government outside Spain, that the slight imprecision is more than compensated.

I believe, however, that had General Primo de Rivera written both sentences one after the other and in continuity, as they are set apart here, his pen would have paused a second in the air as if pricking a winged reflection that takes flight from their union. And he would then have struck out one or the other, indifferently. Not because they are not true, but precisely because they are. For being so in unison they signify a third thing, which, although it too is an irrefutable truth and more fundamental than the other two and cause of the other two, would have made the general feel, for the first time in his life, dread, and would have ordered his warlike vocabulary a tactical retreat.

That a Government is worn out and yet retains enough strength to decide with ample freedom its withdrawal and its replacement are two things that anywhere in the world would seem contradictory: one would be true and the other false. A polemicist inclined to the inane would take from this a pretext to show that the dictator had fallen into contradiction, and would remain quite satisfied. But it would be false to attribute contradiction to the president precisely when he expresses two pure truths. Because, let us repeat it once more, it is not possible to disqualify either of these two propositions: both impose themselves with equal and ineluctable evidence. Each and both are reality itself. So that what is contradictory is the national reality. And this is the third thing that the two sentences, when they meet, let us see: that our national reality is contradictory, inconceivable. For it does, in effect, happen that a Government, as it wears out, finds before it not even a hostile but concrete, organic opinion, though unorganized; a precise atmosphere that, not willing the present, wills for the future something determinate, discernible, with profile and physiognomy. Instead of this it finds only pure nothingness. And for that reason it must perform with its own forces the magical task of reducing itself to nothing, and, in the very act of self-annihilation, create from nothing its substitute. Here is a situation that can scarcely have occurred at any other point on the planet.

The fact is of such amplitude and gravity that it seems obligatory to stress it. When one takes note of this, everything else —the existence of a Dictatorship, the urgency of a return to legality— takes on a frivolous and anecdotal air. By which not an atom is detracted from the enormous importance that that «rest» possesses; it is simply placed in the position and size that befits it within the landscape.

And let it not be said that that void is the natural product of the public liberties having been suspended for six years. This suspension has no doubt contributed to emptying that void further. But let us not deceive ourselves: that suspension does not explain the fact alluded to here. I do not miss organized movements of opinion, shouts, protests, uprisings, etc. Their absence could very well be excused by the pressure of public Power. The present State possesses in every part of Europe and America such means that, if it does not will it, opinion cannot take those forms. (This is one of the great problems posed to the future of Europe by the very perfection that the machine of its State reaches today). But no one can doubt that none of those plastic manifestations of public opinion was necessary. It sufficed that people, that thing so vague yet so decisive called people, should carry within themselves, in their secret intimacy, an opinion about the public situation of Spain; it sufficed that the average Spaniard should have taken an intimate attitude toward what has happened, is happening, and is going to happen in Spain, for that which we miss to exist, to register unequivocally in the atmosphere. The spirit is a fluid matter which, in the end, and above all in extreme cases like the present, needs no prepared channels or external artifacts or facilities in order to manifest itself. Because it is fluid it always manages to ooze through, and the intimate state of opinion that a person holds transpires from him and impregnates the air, as the moisture of subterranean currents rises by capillarity to the surface. Let us not deceive ourselves, I repeat: if today there does not register an organic and concrete opinion about the immediate national future, it is not because it has not been able to express itself, but because the Spaniards do not have it.

This, this is what must be declared with a frenzy of truthfulness, because this, this is the grave thing.

But it is fitting to be more precise. The fabulous responsibility of having no opinion about one’s own destiny falls upon the whole nation. But, of course, it is distributed according to the densities of the different social strata. That the little shepherd of the stony wastes of Soria, braced against the north wind among his merinos; that the Castilian or Catalan farmer, bent over the furrow, should have no opinion about the immediate public destiny of a nation is a thing supremely venial. From that responsibility very little falls to him —to the little shepherd a piece as small as the crust he carries in his scrip. But, damn it!, to the banker, the industrialist, the magistrate, the powerful merchant, the «aristocrat» of Rolls and cocktail, the professor, the bishop, the provincial of the friars, the engineer, the dashing physician…, to those there falls an enormous burden of responsibility. I do not cite the politician, nor the journalist, nor those other beings, seemingly terrible, unclassifiable, ichthyosaurian, whom, to call them the worst name, people today are wont to call «intellectuals». I do not cite them, because, in the first place, their trade is politics and, better or worse, they hold opinions; but also because all of them together are not, nor need they be, anything more than a minuscule corner of the national body. And what is intolerable is that the banker, the industrialist, the magistrate, etc., should believe that it is the politicians, the journalists, and the «intellectuals» who have to take a concrete attitude toward the destinies of the country, but not they. Their mission is, apparently, to have no opinion, to wait until those groups they despise have one, and once they have emitted it, to pay not the slightest attention to them.

It is necessary to revolt energetically against that historical parasitism of the «upper» classes, which, in effect, today as today, as yesterday as yesterday, are and were the torso of the nation, and in the order of representation, benefit, and responsibility may be said to be the nation itself. They are the eternal absentees from national destinies. They are what truly signifies an exception upon the globe. Because they are thus, it can come about that in Spain a Dictatorship has to do everything by its own forces, even to wearing itself out by rubbing against itself, has to do everything by itself, come, stay, and even go away.

Nello stesso numero del giornale ABC il presidente del Governo scrive un articolo sulla situazione della Dittatura e in un comunicato dell’Ufficio di Censura risponde a un altro articolo del formidabile giornalista don José Cuartero. Entrambe le produzioni del dittatore formano un corpo solo; entrambe cercano di definire la situazione nel giorno della data. Dal loro insieme, ritaglio queste due frasi: «La Dittatura comincia a essere logora». Eccone una. «La miglior prova dell’enorme forza che conserva la Dittatura è che si permette di assegnare a sé stessa termini e condizioni per trasferire i propri poteri. Quando mai alcun Governo, dentro o fuori della Spagna, si trovò in tal caso?» Eccone l’altra. Non si può negare che entrambe le frasi dicano la verità, quindi che dicano due verità. Si potrebbe soltanto —per esaurire l’esattezza— fare qualche riserva sul fatto che dentro la Spagna nessun Governo abbia goduto di quella capacità sovrabbondante e paradossale che consiste nell’essere padrone fino della propria scomparsa. Ma, d’altronde, è così veridico che ciò non sia accaduto a nessun Governo fuori della Spagna, che la lieve imprecisione resta più che compensata.

Io credo, tuttavia, che se il generale Primo de Rivera avesse scritto entrambe le frasi una dopo l’altra e in continuità, come qui sono ritagliate, la penna gli si sarebbe fermata un secondo in aria come per pungolare una riflessione alata che dal loro unirsi spicca il volo. E avrebbe poi cancellato l’una o l’altra, indifferentemente. Non perché non siano vere, ma proprio perché lo sono. Poiché essendolo di comune accordo significano una terza cosa, che, sebbene sia anch’essa una verità inconfutabile e più fondamentale delle altre due e causa delle altre due, il generale, per la prima volta in vita sua, avrebbe provato sgomento e avrebbe ordinato al suo agguerrito vocabolario una ritirata tattica.

Che un Governo sia logoro e che, tuttavia, conservi forza bastante per decidere con agio il proprio ritiro e la propria sostituzione sono due specie che in qualsiasi parte del mondo sembrerebbero contraddittorie: sarebbe vera l’una e falsa l’altra. Un polemista incline all’inane prenderebbe di qui lo spunto per dimostrare che il dittatore era incorso in contraddizione, e resterebbe così soddisfatto. Ma sarebbe falso attribuire al presidente la contraddizione proprio quando esprime due pure verità. Perché, ripetiamolo ancora una volta, non è possibile squalificare nessuna di queste due proposizioni: entrambe s’impongono con pari e ineluttabile evidenza. L’una e l’altra sono la realtà stessa. Sicché ciò che è contraddittorio è la realtà nazionale. E questa è la terza cosa che le due frasi, riunendosi, lasciano vedere: che la nostra realtà nazionale è contraddittoria, inconcepibile. Poiché si dà, in effetti, il caso che un Governo, logorandosi, non trovi dinanzi a sé nemmeno un’opinione ostile, ma concreta, organica, sebbene non organizzata; un ambiente preciso che, non volendo il presente, voglia per il futuro qualcosa di determinato, discernibile, con profilo e fisionomia. Invece di questo trova soltanto la pura nulla. E perciò deve compiere con le proprie forze la magica fatica di ridursi da sé alla nulla, e, mentre si autoannienta, creare dal nulla il proprio sostituto. Ecco una situazione che difficilmente si sarà data in nessun altro punto del pianeta.

Il fatto è di tale ampiezza e gravità che sembra obbligatorio ribadirlo. Quando ci si avvede di questo, tutto il resto —l’esistenza di una Dittatura, l’urgenza di un ritorno alla legalità— prende un’aria frivola e aneddotica. Con ciò non si toglie un grammo all’enorme importanza che quel «resto» ha, ma semplicemente lo si colloca nel luogo e nella misura che gli spetta nel paesaggio.

E non si dica che quel vuoto è prodotto naturale dell’essere state sospese per sei anni le libertà pubbliche. Questa sospensione ha contribuito, senza dubbio, a evacuare maggiormente quel vuoto. Ma non facciamoci illusioni: quella sospensione non spiega il fatto cui qui si allude. Non rimpiango movimenti organizzati d’opinione, grida, proteste, sollevamenti, eccetera. La loro assenza poteva benissimo essere scusata dalla pressione del Potere pubblico. Lo Stato attuale possiede in tutte le parti d’Europa e d’America mezzi tali che, se esso non vuole, l’opinione non può prendere quelle forme. (Questo è uno dei grandi problemi posti all’avvenire dell’Europa dalla perfezione stessa a cui oggi giunge la macchina del suo Stato). Ma nessuno può dubitare che non fosse necessaria nessuna di quelle manifestazioni plastiche dell’opinione pubblica. Bastava che la gente, quella cosa tanto vaga ma tanto decisiva che si chiama gente, avesse dentro di sé, nella sua segreta intimità, un’opinione sulla situazione pubblica della Spagna; bastava che lo spagnolo medio avesse preso un atteggiamento intimo dinanzi a ciò che è accaduto, accade e accadrà in Spagna, perché ciò che rimpiangiamo esistesse, risultasse inequivocabilmente nell’atmosfera. Lo spirito è materia fluida che, in definitiva, e soprattutto nei casi estremi come il presente, non ha bisogno di canali preparati né di artefatti o facilitazioni esterne per manifestarsi. Per essere fluido riesce sempre a trasudare, e lo stato intimo d’opinione che la persona ha traspira da essa e impregna l’aria, come l’umidità delle correnti sotterranee sale per capillarità alla superficie. Non facciamoci, ripeto, illusioni: se oggi non consta un’opinione organica e concreta sull’immediato avvenire nazionale, non è perché non ha potuto esprimersi, ma perché gli spagnoli non ce l’hanno.

Questo, questo è ciò che con una frenesia di veridicità occorre dichiarare, perché questo, questo è il grave.

Ma conviene precisare meglio. La favolosa responsabilità di non avere un’opinione sul proprio destino ricade su tutta la nazione. Ma, chiaro, si ripartisce secondo le densità dei diversi strati sociali. Che il pastorello dei sassosi terreni di Soria, confitto al cierzo tra le sue merine; che il contadino manchego o catalano, obliquo sul solco, non abbia un’opinione sull’immediato destino pubblico di una nazione è cosa oltremodo veniale. Di quella responsabilità gli tocca molto poco —al pastorello un pezzo tanto piccolo come il tozzo che porta nella sua bisaccia. Ma, diamine!, al banchiere, all’industriale, al magistrato, al potente commerciante, all’«aristocratico» da Rolls e cock-tail, al professore universitario, al vescovo, al provinciale dei frati, all’ingegnere, al medico in voga…, a costoro spetta un enorme gravame di responsabilità. Non cito il politico, né il giornalista, né quegli altri esseri, per quanto si vede tremebondi, incalificabili, ittiosaurici, che per chiamarli col peggiore dei nomi si suole oggi chiamare «intellettuali». Non li cito, perché, in primo luogo, il loro mestiere è la politica e, meglio o peggio, opinano; ma inoltre perché tutti loro insieme non sono né hanno bisogno di essere altro che un minuscolo angolo del corpo nazionale. E l’intollerabile è che il banchiere, l’industriale, il magistrato, eccetera, credano che siano i politici, i giornalisti e gli «intellettuali» a dover prendere atteggiamento concreto dinanzi ai destini del paese, ma non loro. La loro missione è, a quanto pare, non avere opinione, aspettare che l’abbiano quei gruppi che disprezzano, e quando l’hanno emessa non fare loro il minimo conto.

Occorre rivoltarsi energicamente contro questo parassitismo storico delle classi «superiori», che, in effetti, oggi come oggi, come ieri come ieri, sono e furono il torso della nazione, e in ordine di rappresentanza, beneficio e responsabilità si può dire la nazione stessa. Sono le eterne assenti dai destini nazionali. Sono ciò che veramente significa un’eccezione nel globo terrestre. Perché sono così, può darsi il caso che in Spagna una Dittatura debba fare tutto con le proprie forze, fino a logorarsi sfregandosi contro sé stessa, debba fare tutto da sé, venire, restare e persino andarsene.
