Abstract
A passage from a political lecture on Antonio Maura: behind him there is a reality — the uncultured, ‘hysterical’ part of Spain, the inert weight of centuries — but that does not make him one; Maura is the typical figure of Restoration politics, defender of the parties’ rotation and of Spain as a question of public order. Hay un hombre en la política española que se diferencia de estos partidos, y frente al cual no hay otro remedio sino reconocer que lleva tras él una realidad. Es el señor Maura. Pero esta realidad que está tras él es, señores, la más terrible de España, es el peso inerte que lleva España desde hace siglos; es lo que ha ido quedando sobre el organismo de la raza de resultas de sus fracasos y de sus dolores; es toda esa parte inculta, apegada a las palabras más viejas, a las emociones más extremas; es todo ese trozo de la raza que yo llamaría el trozo histérico de España. Pero es una realidad; eso está ahí y con el señor Maura, y es lástima que no podamos decir que estando detrás de él una realidad es él una realidad.
Yo, sinceramente, señores, pensando en las fórmulas que podrían darse de la política del señor Maura, me he encontrado siempre con que tendría que presentarle como una figura típica de esa política restauradora.
El señor Maura (y dejemos las páginas oscuras de 1909) es el que ha afirmado siempre que España es una cuestión de orden público, que el gran problema de España es el Ministerio de la Gobernación, precisamente en lo que tiene de Ministerio de represión. Además, el señor Maura, cuando el señor Cambó en las Cortes últimas pedía que se rompiera para siempre el turno de los partidos, fue el defensor del turno de los partidos, síntoma típico de la Restauración; el señor Maura no ha defendido la competencia; el señor Maura cree en los jesuitas. Y hoy, aun en un momento de renovación por los dolores, deja que, más o menos en su nombre, se hable de «Dios, Patria y Rey», el lema de los carlistas. ¿Es que vamos a poder ir con la Divinidad como jefe de nuestros muñidores electorales?
La afirmación que hoy se hace de la política de 1909 consiste curiosamente en una operación de hacer entrar en lo que era muy poco muchas cosas que allí no estaban; la política de 1909 nos suena a los españoles normales, corrientes, vulgares, simplemente a un movimiento guerrero en África, a una revolución, ¿qué digo revolución?, a un conato de motín en Barcelona y a una represión. No nos suena a más.
There is a man in Spanish politics who differs from these parties, and before whom there is no other remedy but to recognize that he carries behind him a reality. It is Mr. Maura. But this reality that is behind him is, gentlemen, the most terrible in Spain, it is the inert weight that Spain has carried for centuries; it is what has been left upon the organism of the race as a result of its failures and its sorrows; it is all that uncultured part, attached to the oldest words, to the most extreme emotions; it is all that portion of the race that I would call the hysterical portion of Spain. But it is a reality; that is there and with Mr. Maura, and it is a pity that we cannot say that there being a reality behind him, he is a reality.
I, sincerely, gentlemen, thinking of the formulas that could be given of Mr. Maura’s policy, I have always found that I would have to present him as a typical figure of that restorative politics.
Mr. Maura (and let us leave aside the dark pages of 1909) is the one who has always affirmed that Spain is a question of public order, that the great problem of Spain is the Ministry of the Interior, precisely in what it has of a Ministry of repression. Moreover, Mr. Maura, when Mr. Cambó in the last Cortes asked that the rotation of parties be broken forever, was the defender of the rotation of parties, typical symptom of the Restoration; Mr. Maura has not defended competence; Mr. Maura believes in the Jesuits. And today, even in a moment of renewal through sorrows, he lets it be said, more or less in his name, «God, Fatherland and King», the motto of the Carlists. Are we going to be able to go with the Divinity as the head of our electoral wire-pullers?
The affirmation that today is made of the politics of 1909 consists curiously in an operation of making enter into what was very little many things that were not there; the politics of 1909 sounds to us normal, ordinary, vulgar Spaniards simply as a warlike movement in Africa, a revolution, what am I saying revolution?, an incipient riot in Barcelona and a repression. It does not sound to us as anything more.
C’è un uomo nella politica spagnola che si differenzia da questi partiti, e dinanzi al quale non c’è altro rimedio che riconoscere che porta dietro di sé una realtà. È il signor Maura. Ma questa realtà che sta dietro di lui è, signori, la più terribile di Spagna, è il peso inerte che la Spagna porta da secoli; è ciò che è andato rimanendo sull’organismo della razza in conseguenza dei suoi fallimenti e dei suoi dolori; è tutta quella parte incolta, attaccata alle parole più vecchie, alle emozioni più estreme; è tutto quel pezzo di razza che io chiamerei il pezzo isterico della Spagna. Ma è una realtà; questo c’è e col signor Maura, ed è un peccato che non possiamo dire che stando dietro di lui una realtà, è lui una realtà.
Io, sinceramente, signori, pensando alle formule che potrebbero darsi della politica del signor Maura, mi sono sempre trovato che dovrei presentarlo come una figura tipica di quella politica restauratrice.
Il signor Maura (e lasciamo le pagine oscure del 1909) è quello che ha sempre affermato che la Spagna è una questione di ordine pubblico, che il grande problema della Spagna è il Ministero dell’Interno, precisamente in ciò che ha di Ministero di repressione. Inoltre, il signor Maura, quando il signor Cambó nelle ultime Cortes chiedeva che si rompesse per sempre il turno dei partiti, fu il difensore del turno dei partiti, sintomo tipico della Restaurazione; il signor Maura non ha difeso la competenza; il signor Maura crede nei gesuiti. E oggi, anche in un momento di rinnovamento per i dolori, lascia che, più o meno in suo nome, si parli di «Dio, Patria e Re», il lema dei carlisti. Si potrà andare con la Divinità come capo dei nostri maneggioni elettorali?
L’affermazione che oggi si fa della politica del 1909 consiste curiosamente in un’operazione di fare entrare in ciò che era molto poco molte cose che lì non c’erano; la politica del 1909 suona a noi spagnoli normali, correnti, volgari, semplicemente come un movimento guerresco in Africa, una rivoluzione, che dico rivoluzione?, un conato di sommossa a Barcellona e una repressione. Non ci suona a più.
