Abstract

A press note (Luz, 9 June 1933) on the government crisis: not a normal crisis, since it touches the Republic’s future, and the coming six months are the only margin left for republican politics to nationalise itself. He asks for a ministry that, without hostility to the socialists, corrects the abandonment of public power to the whim of lesser authorities and party caciquismo. An occasional political document.

La crisis actual, cuyo planteamiento viene ya retrasado, y no por defecto de la Presidencia de la República, no puede ser tramitada como una crisis normal que se produjera dentro de un régimen hondamente arraigado y que tuviese a la espalda un prestigioso pretérito. No es, pues, una mera crisis de Gobierno y de grupos parlamentarios, sino que afecta muy seriamente al porvenir de la República. Los seis meses próximos son decisivos y representan el único margen de holgura que queda a la política republicana para conseguir de verdad nacionalizarse fundiéndose con los destinos de España. Quienes por no creerlo así, escatimen facilidades, que deben ser insólitas y casi ilimitadas, para la solución de la crisis, deberán en su fecha y hora, cargar con la responsabilidad íntegra y sin salpique para el prójimo de los resultados que acarree el desperdicio del próximo semestre.

Deberá llevársele a toda prisa con una actuación política que no pretenda contraponer a la legislación promulgada otra de signo contrario, pero que, en cambio, se ocupe a fondo en rectificar radicalmente, y desde la primera hora, no los modos de gobierno que han sido durante año y medio más o menos izquierdistas, cosa que, por sí no hubiera sido nefasta, sino el abandono del Poder público al albedrío de las autoridades inferiores, la política de la agresión desde las alturas del Ministerio, la ninguna magnanimidad en el aprovechamiento de los hombres aptos y su postergación por el caciquismo de partido, la incompetente ligereza en la facultad de decretar y el insistente propósito de ahuyentar de la República cuanto no fuese el segmento de una determinada clase o pequeños grupos de azar.

Es preciso que los partidos republicanos faciliten la formación de un ministerio que, sin hostilizar a las fuerzas socialistas, con entera lealtad hacia ellas y frente a ellas haga posible la iniciación de una política orientada a ensanchar las bases de opinión sobre que se apoya la República. El Gobierno que se propusiese esto enérgicamente y en todas sus dimensiones, beneficiaría, sin más, de tal satisfacción pública que no habría de ser problema la cuestión de personas.

Fuera sobremanera confuso ir, desde luego, a una disolución del Parlamento sin la intermisión de esta limitada etapa de Gobierno que permitiese preparar las fuerzas del país —preparación que no existe en ningún campo— para que unas nuevas elecciones pudiesen dar un resultado fértil y no meramente espasmódico. Pero claro es que corresponde al Parlamento mismo, con las facilidades que otorgue a la solución de esta grave crisis, justificar o impedir su propia perduración.

The current crisis, whose formulation is already belated, and not through any fault of the Presidency of the Republic, cannot be handled as a normal crisis arising within a deeply rooted regime with a prestigious past behind it. It is not, then, a mere crisis of Government and parliamentary groups, but one that very seriously affects the future of the Republic. The next six months are decisive and represent the only margin of latitude left to republican politics to succeed in truly nationalizing itself by merging with the destinies of Spain. Those who, for not believing this, stint the facilities —which must be unusual and almost unlimited— for the solution of the crisis, will have to bear, in their due time and place, the whole responsibility, without splashing any onto their neighbor, for the results that the waste of the coming semester will bring.

It must be conducted at top speed, with a political action that does not seek to set against the promulgated legislation another of the opposite sign, but which, on the contrary, devotes itself thoroughly to radically rectifying, and from the very first hour, not the modes of government that have been more or less leftist for a year and a half —a thing that by itself would not have been baneful— but the abandonment of public Power to the whim of the inferior authorities, the politics of aggression from the heights of the Ministry, the absence of all magnanimity in the use of able men and their relegation through party caciquism, the incompetent levity in the power to decree, and the persistent purpose of driving away from the Republic everything that was not the segment of a particular class or small fortuitous groups.

It is necessary that the republican parties facilitate the formation of a ministry that, without attacking the socialist forces, with complete loyalty toward them and before them, makes possible the initiation of a policy oriented toward widening the bases of opinion on which the Republic rests. The Government that proposed this energetically and in all its dimensions would benefit, without more, from such public satisfaction that the question of persons would not be a problem.

It would be excessively confused to proceed, straightaway, to a dissolution of Parliament without the interposition of this limited stage of Government that would allow preparing the forces of the country —preparation that does not exist in any field— so that new elections might give a fertile and not merely spasmodic result. But clearly it falls to Parliament itself, with the facilities it grants to the solution of this grave crisis, to justify or prevent its own continuation.

La crisi attuale, la cui impostazione viene già ritardata, e non per colpa della Presidenza della Repubblica, non può essere trattata come una crisi normale che si producesse dentro un regime profondamente radicato e che avesse alle spalle un prestigioso passato. Non è, dunque, una mera crisi di Governo e di gruppi parlamentari, ma tocca molto seriamente l’avvenire della Repubblica. I sei mesi prossimi sono decisivi e rappresentano l’unico margine di agio che resta alla politica repubblicana per riuscire davvero a nazionalizzarsi fondendosi con i destini di Spagna. Coloro che, per non crederlo così, lesinino le facilitazioni, che devono essere insolite e quasi illimitate, per la soluzione della crisi, dovranno, a suo tempo e luogo, caricarsi della responsabilità integra, e senza sconti per il prossimo, dei risultati che arrecherà lo spreco del prossimo semestre.

Dovrà condursi in tutta fretta con un’azione politica che non pretenda di contrapporre alla legislazione promulgata un’altra di segno contrario, ma che, in cambio, si occupi a fondo di rettificare radicalmente, e fin dalla prima ora, non i modi di governo che sono stati per un anno e mezzo più o meno di sinistra —cosa che, di per sé, non sarebbe stata nefasta—, ma l’abbandono del Pubblico Potere all’arbitrio delle autorità inferiori, la politica dell’aggressione dalle altezze del Ministero, la nessuna magnanimità nello sfruttamento degli uomini capaci e la loro postergazione a favore del caciquismo di partito, l’incompetente leggerezza nella facoltà di decretare e l’insistente proposito di allontanare dalla Repubblica tutto ciò che non fosse il segmento di una determinata classe o piccoli gruppi d’azzardo.

È necessario che i partiti repubblicani facilitino la formazione di un ministero che, senza osteggiare le forze socialiste, con intera lealtà verso di esse e di fronte ad esse, renda possibile l’inizio di una politica orientata ad allargare le basi di opinione su cui si appoggia la Repubblica. Il Governo che si proponesse questo con energia e in tutte le sue dimensioni, beneficerebbe, senz’altro, di una tale soddisfazione pubblica che la questione delle persone non sarebbe un problema.

Sarebbe oltremodo confuso andare, senz’altro, a uno scioglimento del Parlamento senza l’interposizione di questa limitata tappa di Governo che permettesse di preparare le forze del paese —preparazione che non esiste in nessun campo— affinché nuove elezioni potessero dare un risultato fecondo e non meramente spasmodico. Ma è chiaro che spetta al Parlamento stesso, con le facilitazioni che concederà alla soluzione di questa grave crisi, giustificare o impedire la propria durata.
