Se encuentra, pues, la vida de nuestra nación ante una peripecia de máximo calibre, y ahora se va a ver si los españoles son capaces, en serio, de hacer historia, si tienen magnanimidad. Porque con almas pequeñas no se hace historia; se hace, a lo sumo, «aldea». Es preciso que todos, cualesquiera sean nuestra doctrina y nuestro amor, intentemos ensanchar nuestras almas en las tres dimensiones de la reflexión mesurada, de la energía y del entusiasmo por los destinos de España.

Queramos o no, tenemos que forjar un nuevo Estado. Ya sé que hay quienes no quieren: ciertos grupos palatinos y de extrema «derecha», ciertos elementos con arma al costado. Pero el no querer no exime de pensar en si es posible no querer.

Supongamos un instante que renunciamos a crear enérgicamente un nuevo Estado, bien unido con la nación y pertrechado a la altura de los tiempos. ¿Qué pasaría entonces? ¿Se vislumbra algún medio, fuera de la magia, para que el Estado actual, que ha perdido por completo su normalidad histórica, pueda, en día más o menos próximo, reaparecer ungido de los prestigios nacionales que hoy le faltan? O, más crudamente dicho: ¿puede con ese Estado volver a ser normal la vida pública de los españoles? No se ve por qué vía. Al contrario, ese Estado sólo puede prolongar la ficción de su estabilidad aprovechándose en forma cada vez más extrema de los vicios nacionales, de la inercia del celtíbero, de la facilidad con que se deja sobornar. Pero estos usos, es decir, estos perennes abusos, son los que han descalificado al Poder público y han hecho que el Estado sea cada vez menos un Estado de la nación. Se ha empleado el Poder público, que es de todos —sus dineros y su fuerza coercitiva—, para sostener ficticiamente, y contra el deseo profundo de la inmensa mayoría, cierto sistema estatal. El cual, por lo mismo, dejaba de ser el Estado de todos y se convertía en un partido, en una facción. Para ello era menester soltar cotidianamente nuevo lastre de decoro, poner el Poder público al servicio de intereses particulares o amenazar con él abusivamente a los que no eran dóciles. Este arrastre a lo largo de un progresivo envilecimiento y debilitación de la existencia nacional es la única verosimilitud de pervivencia que el Estado actual posee.

Y entretanto bate la urgencia de la hora, por todos lados, a la nación. El resto del mundo se apresta a una vida dura y difícil que sobreviene. Todas las agilidades y solidaridades serían pocas para situar a España en forma frente al tiempo que amenaza. Para no citar sino un detalle. Contra lo que el vulgo cree, es el problema del cambio un mal muy secundario de nuestra substancia económica. Lo verdaderamente grave, lo gravísimo, es que necesitamos, de una manera radical y rapidísima, transformar de arriba abajo, íntegra, la producción nacional, por la sencilla razón de que el tipo de costo de esa producción es fantásticamente elevado sobre el nivel a que ha llegado en el resto del mundo. Esto sí que no es una frase, sino una terrible amenaza de ser aplastados. Y faena tal, ¿va a poderse acometer con un Estado en entredicho, que no ofrece la menor confianza a la mayoría de los españoles? Entre las cosas que es inminente hacer en nuestro país, esto es sólo un detalle, y bien se ve que es enorme. Porque, sin salirse de él, puede el lector imaginar toda la cantidad de otras cosas gigantes que es preciso hacer para cambiar el modo de la producción. Y esas cosas, ¿se van a hacer cuando, sin exagerar nada, las cuatro quintas partes de los hombres más hábiles que hay en España se niegan a aceptar el Estado actual, porque no se fían de él?

Reflexionen, pues, esos grupos que se obstinan en su noluntad, en su no querer una nueva forma de convivencia española. Y háganme un obsequio, que no sería cortés negarme, por lo sencillo y lo innocuo de la demanda: relean, si no la tienen fresca, la historia de las revoluciones en España y fuera de España. Verán que esa historia es siempre la misma. Hay una intentona, una conspiracioncita, un «pronunciamiento», que fácilmente el Gobierno domina y castiga. Fusilamientos, muchos fusilamientos. Pero otro día, otra intentona parecida, que también sofoca el Gobierno. Y así sucesivamente. El Gobierno se harta de triunfar, y un buen día se levanta más seguro que nunca. Pero he aquí que al llegar la prima noche, el Gobierno se ha desvanecido. Entre el angelus matinal y el vespertino, sin que se sepa cómo, ha triunfado la revolución, a pesar de innumerables fusilamientos.

The life of our nation finds itself, then, before a peripety of maximum calibre, and now it will be seen whether the Spaniards are capable, seriously, of making history, whether they have magnanimity. Because with small souls one does not make history; one makes, at most, a «village». It is necessary that all of us, whatever our doctrine and our love may be, try to widen our souls in the three dimensions of measured reflection, of energy and of enthusiasm for the destinies of Spain.

Whether we want it or not, we have to forge a new State. I know well that there are those who do not want it: certain palatine groups and of the extreme «right», certain elements with a weapon at their side. But not wanting does not exempt one from thinking whether it is possible not to want.

Let us suppose for an instant that we renounce creating energetically a new State, well united with the nation and equipped at the height of the times. What would happen then? Is some means glimpsed, outside of magic, for the current State, which has completely lost its historical normality, to be able, on a more or less near day, to reappear anointed with the national prestiges that today it lacks? Or, more crudely said: can the public life of the Spaniards become normal again with that State? One does not see by which path. On the contrary, that State can only prolong the fiction of its stability by taking advantage, in an ever more extreme form, of the national vices, of the inertia of the Celtiberian, of the ease with which he lets himself be bribed. But these uses, that is, these perennial abuses, are what have disqualified the public Power and have made the State ever less a State of the nation. The public Power, which belongs to everyone —its monies and its coercive force—, has been employed to sustain fictitiously, and against the profound desire of the immense majority, a certain state system. Which, for that very reason, ceased to be the State of all and turned into a party, into a faction. For that it was necessary to release daily new ballast of decorum, to put the public Power at the service of particular interests or to threaten abusively with it those who were not docile. This dragging along a progressive debasement and weakening of the national existence is the only verisimilitude of survival that the current State possesses.

And meanwhile the urgency of the hour beats, on all sides, against the nation. The rest of the world prepares itself for a hard and difficult life that is coming. All the agilities and solidarities would be few to place Spain in form before the time that threatens. To cite but one detail. Contrary to what the vulgar believe, the problem of exchange is a very secondary evil of our economic substance. The truly grave thing, the gravest, is that we need, in a radical and most rapid manner, to transform from top to bottom, whole, the national production, for the simple reason that the cost type of that production is fantastically elevated above the level reached in the rest of the world. This indeed is not a phrase, but a terrible threat of being crushed. And such a task, is it going to be able to be undertaken with a State under challenge, which offers not the least confidence to the majority of the Spaniards? Among the things that it is imminent to do in our country, this is only a detail, and one sees well that it is enormous. Because, without leaving it, the reader can imagine the whole quantity of other gigantic things that it is necessary to do in order to change the mode of production. And those things, are they going to be done when, without exaggerating anything, four fifths of the most skilful men there are in Spain refuse to accept the current State, because they do not trust it?

Let those groups reflect, then, that insist on their noluntad, on their not wanting a new form of Spanish coexistence. And let them do me a favour, which it would not be courteous to deny me, for the simple and harmless nature of the request: let them reread, if they do not have it fresh, the history of the revolutions in Spain and outside Spain. They will see that that history is always the same. There is an attempt, a little conspiracy, a «pronunciamiento», which the Government easily dominates and punishes. Shootings, many shootings. But another day, another similar attempt, which the Government also smothers. And so successively. The Government grows weary of triumphing, and one fine day it rises more sure than ever. But behold that when the first night arrives, the Government has vanished. Between the morning angelus and the evening one, without its being known how, the revolution has triumphed, in spite of innumerable shootings.

Si trova, dunque, la vita della nostra nazione dinanzi a una peripezia di massimo calibro, e ora si andrà a vedere se gli spagnoli sono capaci, sul serio, di fare storia, se hanno magnanimità. Perché con anime piccole non si fa storia; si fa, a tutto al più, «villaggio». È necessario che tutti, quali che siano la nostra dottrina e il nostro amore, tentiamo di allargare le nostre anime nelle tre dimensioni della riflessione misurata, dell’energia e dell’entusiasmo per i destini della Spagna.

Vogliamo o no, dobbiamo forgiare un nuovo Stato. Già so che vi sono quelli che non vogliono: certi gruppi palatini e di estrema «destra», certi elementi con arma al fianco. Ma il non volere non esime dal pensare se è possibile non volere.

Supponiamo un istante che rinunciamo a creare energicamente un nuovo Stato, bene unito con la nazione e pertrecchiato all’altezza dei tempi. Che cosa succederebbe allora? Si intravede qualche mezzo, fuori della magia, perché lo Stato attuale, che ha perduto per completo la sua normalità storica, possa, in giorno più o meno prossimo, riapparire unto dei prestigi nazionali che oggi gli mancano? O, più crudamente detto: può con quello Stato tornare a essere normale la vita pubblica degli spagnoli? Non si vede per quale via. Al contrario, quello Stato solo può prolungare la finzione della sua stabilità approfittandosi in forma ogni volta più estrema dei vizi nazionali, dell’inerzia del celtibero, della facilità con cui si lascia corrompere. Ma questi usi, cioè, questi perenni abusi, sono quelli che hanno squalificato il Potere pubblico e hanno fatto che lo Stato sia ogni volta meno uno Stato della nazione. Si è impiegato il Potere pubblico, che è di tutti —i suoi denari e la sua forza coercitiva—, per sostenere fittiziamente, e contro il desiderio profondo dell’immensa maggioranza, certo sistema statale. Il quale, per lo stesso, cessava di essere lo Stato di tutti e si convertiva in un partito, in una fazione. Per ciò era necessario scaricare quotidianamente nuova zavorra di decoro, mettere il Potere pubblico al servizio di interessi particolari o minacciare con esso abusivamente quelli che non erano docili. Questo trascinamento lungo un progressivo avvilimento e debilitazione dell’esistenza nazionale è la sola verosimiglianza di pervivenza che lo Stato attuale possiede.

E in tanto batte l’urgenza dell’ora, da tutti i lati, alla nazione. Il resto del mondo si appresta a una vita dura e difficile che sopravviene. Tutte le agilità e solidarietà sarebbero poche per situare la Spagna in forma dinanzi al tempo che minaccia. Per non citare che un dettaglio. Contro ciò che crede il volgo, è il problema del cambio un male molto secondario della nostra sostanza economica. Il veramente grave, il gravissimo, è che abbiamo bisogno, in maniera radicale e rapidissima, di trasformare da cima a fondo, integra, la produzione nazionale, per la semplice ragione che il tipo di costo di quella produzione è fantasticamente elevato sopra il livello a cui è arrivato nel resto del mondo. Questo sì che non è una frase, ma una terribile minaccia di essere schiacciati. E tale lavoro, andrà a potersi intraprendere con uno Stato in discussione, che non offre la minima confidenza alla maggioranza degli spagnoli? Tra le cose che è imminente fare nel nostro paese, questo è solo un dettaglio, e bene si vede che è enorme. Perché, senza uscirsene, può il lettore immaginare tutta la quantità di altre cose gigantesche che è necessario fare per cambiare il modo della produzione. E quelle cose, si andranno a fare quando, senza esagerare nulla, i quattro quinti degli uomini più abili che vi sono in Spagna si negano ad accettare lo Stato attuale, perché non si fidano di lui?

Riflettano, dunque, quei gruppi che si ostinano nella loro nolontà, nel loro non volere una nuova forma di convivenza spagnola. E mi facciano un regalo, che non sarebbe cortese negarmi, per il semplice e l’innocuo della domanda: rileggano, se non la hanno fresca, la storia delle rivoluzioni in Spagna e fuori di Spagna. Vedranno che quella storia è sempre la stessa. Vi è un tentativo, una piccola cospirazione, un «pronunciamiento», che facilmente il Governo domina e castiga. Fucilazioni, molte fucilazioni. Ma un altro giorno, un altro tentativo simile, che anche soffoca il Governo. E così successivamente. Il Governo si sazia di trionfare, e un bel giorno si leva più sicuro che mai. Ma ecco che all’arrivare della prima notte, il Governo si è svanito. Tra l’angelus matinale e il vespertino, senza che si sappia come, ha trionfato la rivoluzione, a dispetto di innumerevoli fucilazioni.
