Abstract
A programme for the ‘new politics’: widen the concept of politics beyond elections and parliament, putting the nation’s vitality before the conquest of government. It distinguishes the Spanish State from Spanish society and declares that, should they conflict, society is to be served against the State.

La nueva política, todo eso que, en forma de proyecto y de aspiración, late vagamente dentro de todos nosotros, tiene que comenzar por ampliar sumamente los contornos del concepto político. Y es menester que signifique muchas otras actividades sobre la electoral, parlamentaria y gubernativa; es preciso que, trasponiendo el recinto de las relaciones jurídicas, incluya en sí todas las formas, principios e instintos de socialización. La nueva política es menester que comience a diferenciarse de la vieja política en no ser para ella lo más importante, en ser para ella casi lo menos importante la captación del gobierno de España, y ser, en cambio, lo único importante el aumento y fomento de la vitalidad de España. De suerte que llegará un día (¿quién lo duda?) en que, con unos u otros hombres, la nueva política ganará sus elecciones y tendrán gentes de su espíritu las varas de alcaldes; pero esto no pesará en su satisfacción ni un adarme más que el haber conseguido, por ejemplo, que se publique un buen libro de anatomía o de electricidad, o haber hecho que se forme por los labriegos perdidos en el áspero rincón de una montaña una Sociedad agrícola de resistencia.
Con esto está dicho que el Estado español, es decir, el buen compás jurídico, el formalismo oficial, el orden público, en una palabra, no es precisamente a quien nosotros deseamos servir en última instancia. Es más; si el Estado español fuera el que se hallara enfermo por errores de esto que se ha llamado política, entonces probablemente no tendríamos por qué considerarnos obligados moralmente a servir en la vida pública. Lo malo es que no es el Estado español quien está enfermo por externos errores de política sólo; que quien está enferma, casi moribunda, es la raza, la sustancia nacional, y que, por tanto, la política no es la solución suficiente del problema nacional porque es éste un problema histórico. Por tanto, esta nueva política tiene que tener conciencia de sí misma y comprender que no puede reducirse a unos cuantos ratos de frívola peroración ni a unos cuantos asuntos jurídicos, sino que la nueva política tiene que ser toda una actitud histórica. Ésta es una diferencia esencial. El Estado español y la sociedad española no pueden valernos igualmente lo mismo, porque es posible que entren en conflicto, y cuando entren en conflicto es menester que estemos preparados para servir a la sociedad frente a ese Estado, que es sólo como el caparazón jurídico, como el formalismo externo de su vida. Y si fuera, como es para el Estado español, como para todo Estado, lo más importante el orden público, es menester que declaremos con lealtad que no es para nosotros lo más importante el orden público, que antes del orden público hay la vitalidad nacional.
The new politics, all that which, in the form of project and aspiration, vaguely stirs within all of us, must begin by enormously widening the contours of the political concept. And it is necessary that it mean many other activities besides the electoral, parliamentary and governmental one; it is necessary that, crossing the precinct of juridical relations, it include within itself all the forms, principles and instincts of socialization. The new politics must begin to differentiate itself from the old politics in not being for it the most important thing, in being for it almost the least important thing the seizure of the government of Spain, and being, instead, the only important thing the increase and fostering of the vitality of Spain. So that a day will come (who doubts it?) in which, with these or those men, the new politics will win its elections and people of its spirit will hold the mayors’ staffs; but this will not weigh in its satisfaction one jot more than having achieved, for example, that a good book of anatomy or electricity be published, or having brought it about that the farmworkers lost in the harsh corner of a mountain should form an agricultural resistance society.
With this it is said that the Spanish State, that is, the good juridical compass, the official formalism, the public order, in a word, is not precisely he whom we wish to serve in the last instance. What is more; if the Spanish State were the one found ailing through errors of what has been called politics, then probably we would not have to consider ourselves morally obliged to serve in public life. The trouble is that it is not the Spanish State which is ailing through external errors of politics alone; that she who is ailing, almost moribund, is the race, the national substance, and that, therefore, politics is not the sufficient solution of the national problem because this is a historical problem. Therefore, this new politics must have consciousness of itself and understand that it cannot be reduced to a few moments of frivolous peroration nor to a few juridical affairs, but that the new politics must be an entire historical attitude. This is an essential difference. The Spanish State and the Spanish society cannot be worth equally the same to us, because it is possible that they enter into conflict, and when they enter into conflict it is necessary that we be prepared to serve society against that State, which is only like the juridical shell, like the external formalism of its life. And if it were, as it is for the Spanish State, as for every State, the most important thing public order, it is necessary that we declare with loyalty that for us the most important thing is not public order, that before public order there is the national vitality.
La nuova politica, tutto ciò che, in forma di progetto e di aspirazione, palpita vagamente dentro di tutti noi, deve cominciare col dilatare grandemente i contorni del concetto politico. Ed è necessario che significhi molte altre attività oltre quella elettorale, parlamentare e governativa; è necessario che, varcando il recinto delle relazioni giuridiche, includa in sé tutte le forme, i principî e gli istinti di socializzazione. La nuova politica è necessario che cominci a differenziarsi dalla vecchia politica nel non essere per essa la cosa più importante, nell’essere per essa quasi la cosa meno importante la conquista del governo di Spagna, ed essere, invece, l’unica cosa importante l’aumento e il fomento della vitalità della Spagna. Di guisa che verrà un giorno (chi ne dubita?) in cui, con questi o quegli uomini, la nuova politica vincerà le sue elezioni e avranno genti del suo spirito le bacchette dei sindaci; ma questo non peserà nella sua soddisfazione neppure un adarme più dell’aver conseguito, per esempio, che si pubblichi un buon libro di anatomia o di elettricità, o dell’aver fatto sì che dai contadini perduti nell’aspro angolo di una montagna si formi una Società agricola di resistenza.
Con ciò è detto che lo Stato spagnolo, cioè il buon compasso giuridico, il formalismo ufficiale, l’ordine pubblico, in una parola, non è precisamente colui che noi desideriamo servire in ultima istanza. Anzi; se lo Stato spagnolo fosse quello che si trovasse malato per errori di ciò che si è chiamato politica, allora probabilmente non avremmo per che cosa considerarci obbligati moralmente a servire nella vita pubblica. Il male è che non è lo Stato spagnolo quello che è malato per esterni errori di politica soltanto; che chi è malata, quasi moribonda, è la razza, la sostanza nazionale, e che, pertanto, la politica non è la soluzione sufficiente del problema nazionale perché è questo un problema storico. Pertanto, questa nuova politica deve avere coscienza di sé stessa e comprendere che non può ridursi a qualche momento di frivola perorazione né a qualche affare giuridico, ma che la nuova politica deve essere tutta una attitudine storica. Questa è una differenza essenziale. Lo Stato spagnolo e la società spagnola non possono valerci egualmente lo stesso, perché è possibile che entrino in conflitto, e quando entrino in conflitto è necessario che siamo preparati a servire la società contro quello Stato, che è soltanto come il guscio giuridico, come il formalismo esterno della sua vita. E se fosse, come è per lo Stato spagnolo, come per ogni Stato, la cosa più importante l’ordine pubblico, è necessario che dichiariamo con lealtà che non è per noi la cosa più importante l’ordine pubblico, che prima dell’ordine pubblico c’è la vitalità nazionale.
