A polemical reply to Cambó: Ortega recapitulates the three points of his earlier article (Cambó’s haughtiness, the claim that European politics now reduces to concrete rather than constituent problems, monetary stabilization) and answers the ‘psychograph’ Cambó draws of him, citing his own writings on the electoral regime. Hubiera preferido dejar al señor Cambó la última palabra —al menos en lo que de mí depende. Por muchas razones. Una de ellas es eludir el carácter de match personal que su contestación da a esta disputa. Cuando aprietan tan gravemente como ahora urgencias de toda la nación, repugna mucho distraer la atención pública en combates de hombre a hombre. Me importa, por lo mismo, hacer constar que en mi artículo «Los problemas concretos» no se rozaba la persona del señor Cambó sino en tres puntos, que significaban a la vez y con estricta contigüidad problemas objetivos de nuestra nación. Uno era salir al frente de la superlativa impertinencia y las ínfulas de injustificada altanería con que en artículos y notas recientes se ha dirigido al país el señor Cambó, repartiendo a diestra y siniestra denuestos y desdenes —intentando provocar hostilidades entre clases sociales, entre ciudades— sin tomarse el trabajo de probar sus afirmaciones y negaciones. En este vicio logró contaminar al duque de Maura, que se acostumbraba indebida y gratuitamente a parejo libertinaje. (Sólo como detalle muy secundario, pero que debo refrescar ante el lector, recordaré que este señor, desde una altitud intelectual sobremanera problemática, se permitía calificar de «frases hueras» las que con entrañable preocupación de la grave crisis nacional algunos escribíamos. Esas supuestas «frases hueras» anunciaban lo que hoy es ya un hecho notorio y sentenciado: el error de la política que fue encomendada al señor Berenguer).
Otro punto era la afirmación exorbitante de que hoy la política se reducía en todas las partes de Europa a problemas concretos y no «constituyentes».
El tercero, ejemplo de la anterior generalización, se refería al problema de la moneda, e insinuaba cómo por no ofrecer el señor Cambó confianza al país en una política integral, no podría intentar siquiera la política «concreta» de la estabilización.
A esos tres puntos añadía mi sorpresa y mi censura por el hecho de que se quisiese afrontar la situación presente de la vida pública con un partido formado muy principalmente por hombres de negocios.
A todo ello responde el señor Cambó resumiendo poco menos que toda mi existencia y dibujando una psicografía de mi persona, tal vez acertada en lo que tiene de juicio, pero contraria radicalmente a la verdad en cuantos hechos enuncia. Así, ejemplifica mi facultad espléndida de contradecirme o de ser tornadizo y voltario, mostrando que ahora, precisamente ahora, me preocupo del régimen electoral, mientras antes me traía sin cuidado. No obstante, salen ahora, reunidos en volumen con el título La redención de las provincias, los diecisiete artículos que en el año 1927 dediqué a una reforma del Poder público, centrada íntegramente en el análisis histórico de nuestro procedimiento electoral, cosa que en tal forma nunca se había hecho. Y esos artículos no eran sino ampliación de las ideas expuestas en otra serie publicada uno o dos años antes en homenaje a don Antonio Maura, cuya muerte estaba reciente. Y no sólo eso; sino que en mis libros antiguos se halla todo un esquema donde se intenta aclarar la historia entera de Roma —¡nada menos!— al hilo del problema electoral. De suerte, que éste sin ventura que soy yo, presunto olvidadizo de la importancia del régimen electoral, es, casualmente y quizá, el escritor que más importancia le ha dado y que ha querido inclusive transportarlo de la política actual a la filosofía de la Historia. Si en un tema tan circunscrito y simple opera el señor Cambó con tan poco empeño en ser verídico, va a ser forzoso someter a lazareto y visado todas sus frases y datos.
Pareja inadaptación a los hechos e injusticia en la fórmula manifiesta al llamarme dilettante de la política. Por la sencillísima razón de que en pura verdad yo no he sido nunca ni siquiera eso. Dilettante vale tanto como «aficionado», y yo he sido siempre muy desaficionado a la política. Cualquiera que ignorase por completo mi biografía imaginará que yo he andado de por vida entrando y saliendo de la política, como ha acontecido al señor Cambó cuando creyó debido desatender unos años —sin abandonarla— su profesión de hombre público para vacar a edificarse una fortuna.
Más de una vez he citado, al propósito de mi relación con la política, una frase de Schlegel, que me impresionó mucho cuando la leí por vez primera: «Para lo que se tiene gusto se tiene genio». Como yo no sentía jamás gusto por la política, me era ello síntoma sobrado de que no tenía dotes. Pero España, esta España a cuya aventura he ligado desde niño mi existencia personal, me imponía cierta atención a la vida pública. En cada sazón he procurado reducir ésta a lo que sentía ser mi deber inexcusable. Hasta ahora, con rara continuidad, he creído que estaba obligado sólo a meditar y escribir sobre temas políticos, sobre la estructura del pueblo español, de su pasado y el gálibo preferible de su futuro. He esperado cuarenta y siete años para convencerme de que era preciso arriesgar más por el destino público de España y que debía entregarme, bien que en compromiso muy definido, a la áspera intemperie de las luchas políticas, aun quitándome horas de las que necesito para mí. ¡Esto es lo que el verídico y constructivo señor Cambó llama diletantismo político! Yo creía que en mi actitud política había sido, frente a unos y a otros, constante, pertinaz: por lo menos lo he sido en rechazar carteras, una de las cuales me ofrecía el señor Cambó en febrero o marzo del pasado, no sé bien en cuál mes de ambos, porque, como estos políticos sin diletantismo ofrecen muchas, tiene uno un poco de lío en la cabeza.
Esta convicción de poseer escasas dotes para el ejercicio plenario de la gobernación ha hecho que me preocupe mucho de descubrir otros hombres mejor pertrechados que yo o cuidar de ellos cuando eran ya notorios. Como hace dieciséis años que en España no hay propiamente vida pública normal, es inevitable que el número de hombres mínimamente aptos para regir el país sea escasísimo. Uno de ellos era, sin duda, el señor Cambó. Lo era, a pesar de sus lacras —como son su peligrosa manía de intervenir en negocios acromegálicos, su insuficiente cultura, su falta de efusión. En cambio, se dan en el señor Cambó dos condiciones que, aisladas, son dos defectos, pero juntas forman el esqueleto de un hombre de gobierno: ser duro, tenaz, con poca alma y propender a combinaciones quiméricas. Aquello hace al hombre compacto; esto impide la anquilosis. Añádase que el señor Cambó era uno de los poquísimos personajes políticos granados en toda una generación. Por la tradición de su política regional, nervio auténtico de toda su historia y del futuro español, no había quedado en incrustación dentro de los viejos partidos, y por su distancia a lo constituido podía en el momento actual ponerse al frente de la reforma estatal a que —¡por fin!— inexorablemente vamos. He aquí por qué yo he procurado en la cuantía bien angosta de mis medios mantener en franquía al señor Cambó cuando acabó la primera Dictadura. Porque mostró súbitamente el señor Cambó la más extraña urgencia de ocupar el Poder, siempre —¡claro está!— que no hubiera Cortes y que no pudiese levantarse frente a él Indalecio Prieto. Yo le instaba a demorar su entrega al régimen vigente, a que esperase la reacción del país y fuese entonces lo que por su tradición política podía y debía haber sido: el «conductor» de España en esta hora de gran viraje. Claro es que era ineludible un previo abandono de los negocios y el resuelto canje de algunos gestos provincianos por otros mejor adaptados a grandes horizontes. Yo he esperado en esta esperanza hasta que pocas semanas ha el señor Cambó desertaba resueltamente de su alto destino y contribuía a fundar un partido de vía estrecha.
He aquí cómo no me duelen prendas y puedo contar al público el contenido de esas conversaciones ahora exhumadas por el señor Cambó. Cotéjese lo dicho con el artículo «Los problemas concretos» y se notará el ajuste preciso. En esta su contestación, que es más bien un puro ataque o, si se empeña, un contraataque, finge suponer que en mi artículo allanaba yo lo que es sustancial y valioso en su pasado, como pretende hacerlo con el mío. Compárese esta ficción con mi texto y pase el caso a sentencia.
En lo anterior he querido aceptar el papel de reo, aunque no soy yo el político-hombre de negocios, sino el señor Cambó; aunque no soy yo el que pretenda reducir la política a problemas concretos ni quien ha estado o está en el ministerio de Hacienda. Y de estas cosas precisamente se trataba. Sin embargo, he querido contestar a los ataques del señor Cambó dándoles yo mismo un aire de cuestiones políticas que no tienen, pues son, a lo sumo, apreciaciones sobre mi carácter intelectual, sobre mi versatilidad y extremada presunción.

I would have preferred to leave the last word to Señor Cambó —at least in what depends on me. For many reasons. One of them is to elude the character of personal match that his reply gives to this dispute. When the urgencies of the whole nation press as gravely as now, it is very repugnant to distract public attention in man-to-man combats. It matters to me, therefore, to state that in my article “Los problemas concretos” the person of Señor Cambó was not touched except in three points, which signified at once and with strict contiguity objective problems of our nation. One was to go out to meet the superlative impertinence and the airs of unjustified haughtiness with which, in recent articles and notes, Señor Cambó has addressed the country, dealing out insults and disdain to right and left —attempting to provoke hostilities between social classes, between cities— without taking the trouble to prove his affirmations and negations. In this vice he managed to contaminate the Duke of Maura, who was becoming accustomed unduly and gratuitously to such libertinage. (Only as a very secondary detail, but one which I must refresh before the reader, I will recall that this gentleman, from a very problematic intellectual altitude, allowed himself to qualify as “empty phrases” those which, with intimate concern for the grave national crisis, some of us wrote. Those supposed “empty phrases” announced what today is already a notorious and decided fact: the error of the policy that was entrusted to Señor Berenguer).
Another point was the exorbitant affirmation that today politics was reduced in every part of Europe to concrete and not “constituent” problems.
The third, an example of the previous generalization, referred to the problem of the currency, and insinuated how, because Señor Cambó did not offer the country confidence in an integral policy, he could not even attempt the “concrete” policy of stabilization.
To those three points I added my surprise and my censure for the fact that one should wish to confront the present situation of public life with a party formed very mainly of businessmen.
To all this Señor Cambó replies by summarizing little less than my whole existence and drawing a psychography of my person, perhaps accurate in what it has of judgment, but radically contrary to the truth in as many facts as it enunciates. Thus, he exemplifies my splendid faculty of contradicting myself or of being changeable and volatile, showing that now, precisely now, I concern myself with the electoral regime, while before it left me indifferent. Nevertheless, there now appear, gathered in a volume with the title La redención de las provincias, the seventeen articles which in the year 1927 I devoted to a reform of the public Power, centred entirely on the historical analysis of our electoral procedure, a thing which in such form had never been done. And those articles were only an amplification of the ideas set out in another series published one or two years before in homage to don Antonio Maura, whose death was recent. And not only that; but in my old books there is found a whole scheme where the entire history of Rome is attempted to be clarified —nothing less!— along the thread of the electoral problem. So that this unlucky fellow who is myself, presumed forgetter of the importance of the electoral regime, is, by chance and perhaps, the writer who has given it most importance and who has wished even to transport it from present politics to the philosophy of History. If in so circumscribed and simple a theme Señor Cambó operates with so little care to be truthful, it will be necessary to subject all his phrases and data to quarantine and visa.
A like failure to adapt to the facts and injustice in the formula is manifest in calling me a dilettante of politics. For the very simple reason that in pure truth I have never been even that. Dilettante amounts to “amateur”, and I have always been very much a non-amateur of politics. Anyone who completely ignored my biography will imagine that I have gone through life entering and leaving politics, as happened to Señor Cambó when he believed it his due to neglect for a few years —without abandoning it— his profession of public man in order to devote himself to building himself a fortune.
More than once I have cited, apropos of my relation with politics, a phrase of Schlegel which impressed me very much when I first read it: “For that for which one has taste one has genius.” Since I never felt taste for politics, it was an all-too-sufficient symptom to me that I had no gifts. But Spain, this Spain to whose adventure I have linked since childhood my personal existence, imposed on me a certain attention to public life. In each season I have tried to reduce this to what I felt to be my inexcusable duty. Until now, with rare continuity, I have believed myself obliged only to meditate and write on political themes, on the structure of the Spanish people, of its past and the preferable gauge of its future. I have waited forty-seven years to convince myself that it was necessary to risk more for the public destiny of Spain and that I should give myself, albeit in a very defined commitment, to the harsh exposure of political struggles, even taking away hours of those I need for myself. This is what the truthful and constructive Señor Cambó calls political dilettantism! I believed that in my political attitude I had been, before one and all, constant, pertinacious: at least I have been so in refusing ministries, one of which Señor Cambó offered me in February or March of last year, I do not know well in which of the two months, because, since these politicians without dilettantism offer many, one has a bit of a mess in one’s head.
This conviction of possessing scant gifts for the full exercise of governing has made me concern myself greatly with discovering other men better equipped than I, or with caring for them when they were already notorious. Since for sixteen years there has not properly been normal public life in Spain, it is inevitable that the number of men minimally apt to rule the country is extremely scarce. One of them was, without doubt, Señor Cambó. He was, in spite of his defects —such as his dangerous mania for intervening in acromegalic businesses, his insufficient culture, his lack of effusion. On the other hand, in Señor Cambó there are two conditions which, isolated, are two defects, but together form the skeleton of a man of government: to be hard, tenacious, with little soul, and to incline toward chimerical combinations. The former makes the man compact; the latter prevents ankylosis. Add that Señor Cambó was one of the very few full-grown political figures of an entire generation. By the tradition of his regional policy, the authentic nerve of all his history and of the Spanish future, he had not remained an incrustation inside the old parties, and by his distance from the established order he could at the present moment place himself at the head of the State reform toward which —at last!— we inexorably go. Here is why I have tried, in the very narrow extent of my means, to keep Señor Cambó clear and unobstructed when the first Dictatorship ended. Because Señor Cambó suddenly showed the strangest urgency to occupy Power, always —of course!— provided there were no Cortes and that Indalecio Prieto could not rise against him. I urged him to delay his surrender to the existing regime, to await the reaction of the country and then to be what by his political tradition he could and should have been: the “leader” of Spain in this hour of great turn. It is clear that a previous abandonment of business was ineluctable, and the resolute exchange of some provincial gestures for others better adapted to great horizons. I have waited in this hope until a few weeks ago Señor Cambó resolutely deserted his high destiny and contributed to founding a narrow-gauge party.
Here is how I do not begrudge the pawns and can tell the public the content of those conversations now exhumed by Señor Cambó. Let what is said be compared with the article “Los problemas concretos” and the precise adjustment will be noticed. In this his reply, which is rather a pure attack or, if he insists, a counter-attack, he feigns to suppose that in my article I smoothed over what is substantial and valuable in his past, as he pretends to do with mine. Let this fiction be compared with my text and let the case pass to judgment.
In the foregoing I have wished to accept the role of defendant, although I am not the politician-businessman, but Señor Cambó; although I am not the one who attempts to reduce politics to concrete problems nor the one who has been or is in the Ministry of Finance. And of these things precisely it was a question. Nevertheless, I have wished to reply to Señor Cambó’s attacks by giving them myself an air of political questions that they do not have, since they are, at most, appreciations of my intellectual character, of my versatility and extreme presumption.

Avrei preferito lasciare al signor Cambó l’ultima parola —almeno per quanto dipende da me. Per molte ragioni. Una di esse è eludere il carattere di match personale che la sua risposta dà a questa disputa. Quando premono tanto gravemente come ora le urgenze di tutta la nazione, ripugna molto distrarre l’attenzione pubblica in combattimenti uomo a uomo. Mi importa, perciò, far constare che nel mio articolo «Los problemas concretos» non si toccava la persona del signor Cambó se non in tre punti, che significavano al tempo stesso e con stretta contiguità problemi oggettivi della nostra nazione. Uno era andare incontro alla superlativa impertinenza e alle arie di ingiustificata alterigia con cui in articoli e note recenti il signor Cambó si è rivolto al paese, spargendo a destra e a manca ingiurie e sdegni —tentando di provocare ostilità tra classi sociali, tra città— senza prendersi la briga di provare le sue affermazioni e negazioni. In questo vizio riuscì a contagiare il duca di Maura, che si abituava indebitamente e gratuitamente a pari libertinaggio. (Solo come dettaglio molto secondario, ma che devo rinfrescare dinanzi al lettore, ricorderò che questo signore, da un’altitudine intellettuale oltremodo problematica, si permetteva di qualificare come «frasi vuote» quelle che con intima preoccupazione della grave crisi nazionale alcuni di noi scrivevano. Quelle presunte «frasi vuote» annunciavano ciò che oggi è già un fatto notorio e sentenziato: l’errore della politica che fu affidata al signor Berenguer).
Altro punto era l’affermazione esorbitante che oggi la politica si riduceva in tutte le parti d’Europa a problemi concreti e non «costituenti».
Il terzo, esempio della precedente generalizzazione, si riferiva al problema della moneta, e insinuava come, per non offrire il signor Cambó fiducia al paese in una politica integrale, non potrebbe tentare neppure la politica «concreta» della stabilizzazione.
A quei tre punti aggiungevo la mia sorpresa e la mia censura per il fatto che si volesse affrontare la situazione presente della vita pubblica con un partito formato molto principalmente da uomini d’affari.
A tutto ciò risponde il signor Cambó riassumendo poco meno che tutta la mia esistenza e disegnando una psicografia della mia persona, forse azzeccata in ciò che ha di giudizio, ma contraria radicalmente alla verità in quanti fatti enuncia. Così, esemplifica la mia splendida facoltà di contraddirmi o di essere mutevole e voltario, mostrando che ora, proprio ora, mi preoccupo del regime elettorale, mentre prima me ne importava nulla. Nondimeno, escono ora, raccolti in volume col titolo La redención de las provincias, i diciassette articoli che nell’anno 1927 dedicai a una riforma del Potere pubblico, incentrata integralmente sull’analisi storica del nostro procedimento elettorale, cosa che in tale forma non si era mai fatta. E quegli articoli non erano che ampliamento delle idee esposte in un’altra serie pubblicata uno o due anni prima in omaggio a don Antonio Maura, la cui morte era recente. E non solo questo; ma nei miei libri antichi si trova tutto uno schema dove si tenta di chiarire la storia intera di Roma —niente meno!— al filo del problema elettorale. Di modo che questo signore senza ventura che sono io, presunto smemorato dell’importanza del regime elettorale, è, casualmente e forse, lo scrittore che più importanza gli ha dato e che ha voluto addirittura trasportarlo dalla politica attuale alla filosofia della Storia. Se in un tema così circoscritto e semplice opera il signor Cambó con così poco impegno a essere veridico, sarà forzoso sottoporre a lazzaretto e visto tutte le sue frasi e dati.
Pari disadattamento ai fatti e ingiustizia nella formula si manifesta nel chiamarmi dilettante della politica. Per la semplicissima ragione che in pura verità io non sono mai stato neppure quello. Dilettante vale quanto «amatore», e io sono stato sempre molto disaffezionato alla politica. Chiunque ignorasse completamente la mia biografia immaginerà che io sia andato per tutta la vita entrando e uscendo dalla politica, come è accaduto al signor Cambó quando credette dovuto disattendere per alcuni anni —senza abbandonarla— la sua professione di uomo pubblico per dedicarsi a costruirsi una fortuna.
Più di una volta ho citato, al proposito del mio rapporto con la politica, una frase di Schlegel, che mi impressionò molto quando la lessi per la prima volta: «Per ciò per cui si ha gusto si ha genio». Poiché io non sentivo mai gusto per la politica, ciò mi era sintomo fin troppo che non avevo doti. Ma la Spagna, questa Spagna alla cui avventura ho legato da bambino la mia esistenza personale, mi imponeva una certa attenzione alla vita pubblica. In ogni stagione ho procurato di ridurre questa a ciò che sentivo essere il mio dovere inescusabile. Finora, con rara continuità, ho creduto di essere obbligato solo a meditare e scrivere su temi politici, sulla struttura del popolo spagnolo, del suo passato e del gálibo preferibile del suo futuro. Ho aspettato quarantasette anni per convincermi che era necessario rischiare di più per il destino pubblico della Spagna e che dovevo consegnarmi, sia pure in un impegno molto definito, all’aspra intemperie delle lotte politiche, anche togliendomi ore di quelle che mi occorrono per me. Questo è ciò che il veridico e costruttivo signor Cambó chiama dilettantismo politico! Io credevo che nella mia attitudine politica fossi stato, contro gli uni e gli altri, costante, pertinace: per lo meno lo sono stato nel rifiutare ministeri, uno dei quali mi offriva il signor Cambó in febbraio o marzo dell’anno scorso, non so bene in quale dei due mesi, perché, siccome questi politici senza dilettantismo ne offrono molti, uno ha un po’ di confusione in testa.
Questa convinzione di possedere scarse doti per l’esercizio pieno del governo ha fatto sì che mi preoccupassi molto di scoprire altri uomini meglio attrezzati di me o di curarli quando erano già notori. Poiché da sedici anni in Spagna non c’è propriamente vita pubblica normale, è inevitabile che il numero di uomini minimamente adatti a reggere il paese sia scarsissimo. Uno di essi era, senza dubbio, il signor Cambó. Lo era, nonostante le sue tare —come sono la sua pericolosa mania di intervenire in affari acromegalici, la sua cultura insufficiente, la sua mancanza di effusione. In cambio, si danno nel signor Cambó due condizioni che, isolate, sono due difetti, ma insieme formano lo scheletro di un uomo di governo: essere duro, tenace, con poca anima, e propendere a combinazioni chimeriche. Quello rende l’uomo compatto; questo impedisce l’anchilosi. Si aggiunga che il signor Cambó era uno dei pochissimi personaggi politici maturi di un’intera generazione. Per la tradizione della sua politica regionale, nervo autentico di tutta la sua storia e del futuro spagnolo, non era rimasto incastonato dentro i vecchi partiti, e per la sua distanza da ciò che è costituito poteva nel momento attuale mettersi alla testa della riforma dello Stato a cui —finalmente!— inesorabilmente andiamo. Ecco perché io ho procurato, nella quantità ben angusta dei miei mezzi, di mantenere in franchigia il signor Cambó quando finì la prima Dittatura. Perché mostrò improvvisamente il signor Cambó la più strana urgenza di occupare il Potere, sempre —è chiaro!— che non ci fossero Cortes e che non potesse levarsi contro di lui Indalecio Prieto. Io lo esortavo a ritardare la sua consegna al regime vigente, ad aspettare la reazione del paese e a essere allora ciò che per la sua tradizione politica poteva e doveva essere: il «conduttore» della Spagna in quest’ora di grande svolta. Chiaro è che era ineludibile un previo abbandono degli affari e il risoluto scambio di alcuni gesti provincionali con altri meglio adattati a grandi orizzonti. Io ho sperato in questa speranza finché poche settimane fa il signor Cambó disertava risolutamente il suo alto destino e contribuiva a fondare un partito di via stretta.
Ecco come a me non duole scoprire le carte e posso raccontare al pubblico il contenuto di quelle conversazioni ora esumate dal signor Cambó. Si confronti il detto con l’articolo «Los problemas concretos» e si noterà l’aggiustamento preciso. In questa sua risposta, che è piuttosto un puro attacco o, se si ostina, un contrattacco, finge di supporre che nel mio articolo io spianassi ciò che è sostanziale e prezioso nel suo passato, come pretende di fare col mio. Si confronti questa finzione col mio testo e si passi il caso a sentenza.
In quanto sopra ho voluto accettare il ruolo di reo, sebbene non sia io il politico-uomo d’affari, ma il signor Cambó; sebbene non sia io colui che pretende di ridurre la politica a problemi concreti né chi è stato o è al ministero delle Finanze. E di queste cose precisamente si trattava. Tuttavia, ho voluto rispondere agli attacchi del signor Cambó dando io stesso loro un’aria di questioni politiche che non hanno, poiché sono, al massimo, apprezzamenti sul mio carattere intellettuale, sulla mia versatilità ed estrema presunzione.
El hecho de no tener yo pasado de actuación política, y el señor Cambó uno largo y nutrido, da a mi posición en este match una ventaja excesiva: es difícil atacarme y me es fácil defenderme. Pero me repugna aprovechar esa ventaja negativa que no he ganado por haber hecho, sino por no haber hecho, se entiende, política; por eso trato las objeciones a lo La Bruyère que se hacen a mi carácter con igual patetismo que si me dijesen cómo siendo yo hombre público había discutido el pago al Tesoro de unos impuestos.
Esto por lo que hace a mí; pero ahora sigamos con el señor Cambó.

Dice el señor Cambó en su contestación:
«Todas las agrias censuras que me dedica mi ilustre amigo parten del supuesto de que yo soy el inspirador y conductor de un movimiento político que tiene por bandera la exaltación exclusiva de los “problemas concretos” (que, según el señor Ortega, son aquéllos que afectan a los problemas materiales), repudiando los “problemas abstractos”, entre los cuales figuran los problemas de derecho público y de orden moral y cultural.
»Pero ¿de qué palabra, de qué texto, de qué referencia ha podido sacar el señor Ortega y Gasset que yo haya dicho jamás semejante majadería?»
Con la habilidad de un prestímano que en el circo convierte una palmatoria en un conejo albar, quiere aquí el señor Cambó sugerir a sus lectores que yo he entendido el «concretismo» del partido del centro como una reducción de su programa político a los problemas materiales. Pero es lo cierto que mi artículo mostraba cómo el intento de esta política «concreta» se dirigía más bien a escamotear los problemas «integrales», suscitando una polvareda de problemas «particulares». De materia y de espíritu no se hablaba una palabra. Tomé como ejemplo la moneda por ser la cuestión que manipula con más gracia el señor Cambó y que constituye efectivamente un tema serio, grave, urgente; pero sin motejarlo yo de problema «material», en el sentido peyorativo de la palabra. Para mí, lo económico no es «material», en oposición a espiritual. Mi obra combate siempre el trasnochado «idealismo» —en la ciencia, en la política y en la vida privada. Pero lo que se quiere es producir la «desmaterialización», el escamoteo, del gran asunto español a la hora presente: la necesidad de crear un nuevo Estado. Para ello se emplean todos los medios, se tergiversa despreocupadamente lo que dice el adversario, se levanta polvo en derredor a fin de oscurecer y cegar a las gentes. Pero nosotros nos opondremos tenazmente a ese confusionismo, para no tener que decir como el romance:
Con la grande polvareda
perdimos a Don Beltrane.
El señor Cambó ha dicho en 10 de diciembre, aunque ahora se resista a admitirlo, que es preciso abandonar los problemas políticos y adscribirse a los problemas concretos:
«Hoy precisa buscar la colaboración de los hombres capaces, vengan de donde vinieren, que puedan coincidir en la apreciación de problemas reales y concretos, ante los cuales las divergencias de criterio, por el hecho de ser conmensurables, puedan ser reducidas y eliminadas…»
«Cuando están planteados en España tantos y tan importantes problemas, que sólo pueden tener adecuada solución en el Parlamento, la convocatoria de Cortes constituyentes significaría la postergación de aquellos problemas para que el Parlamento consumiera todas sus energías en debates puramente políticos de orden constitucional».
Aquí los problemas políticos de que se quiere prescindir son taxativamente los constitucionales, que por lo visto no están planteados en España.
Pero más aún: en 13 de diciembre remachaba:
«La realidad presente nos dice que hoy el problema de la forma de gobierno no interesa, excepto España, a ningún país civilizado, ni de Europa ni de América. En todos ellos (monarquías o repúblicas) son los formidables problemas sustantivos de la hora presente los que absorben la atención de gobernantes y gobernados».
Ver que cosa semejante se aseveraba me produjo estupor. Porque media Europa se compone hoy de repúblicas recentísimas, calentitas aún de su natividad, no bien seguras aún de su perduración. En ninguna etapa histórica han caído juntas más monarquías. Donde la Monarquía se ha conservado, como en Italia, el cambio de «forma de gobierno» ha sido aún más radical, porque no es aceptable llamar «forma de gobierno» al hecho de que subsista la figura de un Rey. Sobre esto he de hablar pronto con algún pormenor, aunque ya dije lo esencial en 1914 (véase Vieja y nueva política). En América del Sur, las endémicas revoluciones toman ahora el carácter de transformaciones constitucionales y cambio en las «formas de gobierno», que antes no solían tener. Y si el señor Cambó conociese más a fondo la política, por ejemplo, de los Estados Unidos y no se atuviese a lo palmario y al dato periodístico, se miraría mucho antes de asegurar que no esté inclusive el lóbulo norte del nuevo continente en vísperas de transformar la «forma» de su Estado (véase la serie de estudios que he comenzado a publicar en La Nación, de Buenos Aires, con el título «Los “nuevos” Estados Unidos», y que procuraré extractar para el público peninsular).
Hubiera el señor Cambó dicho inversamente: En España está planteado un enorme problema de Estado que urge atacar frente a frente y con magnanimidad; pero es ineludible radicar en él todos los otros problemas técnicos, minuciosos y más grises, impidiendo así que la emotividad política suscitada por la gran cuestión civil se consuma en vagos ardores —que hubiera dicho esto, sobre todo que con sus grandes medios lo hubiese hecho, llamando a las gentes todas hacia un movimiento de reconstrucción nacional, y habría estado él al nivel de sí mismo y yo quieto en mi rincón o movilizado en filas. Pero en vez de esto ha dicho y ha hecho una gran frivolidad y nos deja temer que no siente la historia de España como hay que sentirla para gobernarla: íntegramente, con su esplendor y su miseria.
Decía yo en mi artículo, después de dar al viento mi entusiasmo por los hombres de negocios que no son sino hombres de negocios:
«Pero otra cosa es que esos hombres de negocios estén en el Poder, y en vez de hacer sus negocios los compliquen con la política. Por ejemplo: no obtiene España la menor ventaja de que sea ministro de Hacienda el señor Ventosa, que es a la par vicepresidente de la Chade. Y menos todavía cuando en ese ministerio existe un expediente sobre tributación de la Chade. Rechazo toda insinuación maligna que pretenda rebasar lo más mínimo la significación estricta de esas palabras; pero la significación estricta de esas palabras quiero que conste de la manera más taxativa. Yo no admito dentro de mí el pensar mal gratuitamente de nadie; pero como español protesto de que se me obligue a pensar bien de situaciones nacionalmente delicadas. Por eso, porque ni es lícito pensar mal ni es aceptable que se nos obligue a pensar bien, es por lo que no pueden estar en el Poder los hombres de negocios».
A lo que el señor Cambó ha contestado:
«Aprovecha el señor Ortega la ocasión que le deparan los artículos que me dedica para dirigir al ministro de Hacienda, señor Ventosa, un ataque embozado, con todas las apariencias de una insidia. El señor Ortega conoce íntimamente al señor Ventosa, y estoy seguro que tiene de él la misma opinión que cuantos le conocen y le tratan. El señor Ortega, precisamente por su amistad con el señor Ventosa, tiene el deber heroico de acusarle cara a cara si tiene noticia de que ha realizado un acto reprobable. Si no la tiene, si no puede acusarle, las líneas que ha escrito, no son dignas de él; todos sus amigos las habrán leído con pena, y él mismo es imposible que sienta, en relación con este acto, aquella interior satisfacción que es juicio decisivo para los hombres de espíritu recto y de conciencia limpia».
Esto es —no necesito interpretárselo al lector— un insulto que el señor Cambó me dirige. Es un insulto retórico de aquéllos que antaño solían disparar los políticos bravucones, como el calamar lanza su tinta para escabullirse al amparo de la turbiedad que él mismo ha emanado.
Pero es vano el empeño. El señor Cambó, que intimidaría con el menor de sus gestos audaces mi habitual timidez en la vida privada, no conseguirá nunca —siento hacérselo saber— intimidarme lo más mínimo cuando se trata de asuntos públicos. No, señor Cambó; un poco de mesura. Yo, en vez de inmutarme ante su insulto, voy a analizar tranquilamente su párrafo.
The fact that I have no past of political action, and Señor Cambó a long and rich one, gives to my position in this match an excessive advantage: it is difficult to attack me and easy for me to defend myself. But it is repugnant to me to take advantage of that negative advantage which I have not earned by having done, but by not having done, politics, that is; for that reason I treat the objections à la La Bruyère that are made to my character with the same pathos as if they told me how, being a public man, I had disputed the payment to the Treasury of some taxes.
This as far as concerns me; but now let us continue with Señor Cambó.

Señor Cambó says in his reply:
“All the bitter censures that my illustrious friend addresses to me proceed from the supposition that I am the inspirer and leader of a political movement whose banner is the exclusive exaltation of “concrete problems” (which, according to Señor Ortega, are those which affect material problems), repudiating the “abstract problems”, among which figure the problems of public right and of moral and cultural order.
“But from what word, from what text, from what reference has Señor Ortega y Gasset been able to draw that I have ever said such nonsense?""
With the skill of a conjurer who in the circus turns a candlestick into a white rabbit, Señor Cambó wishes here to suggest to his readers that I have understood the “concretism” of the centre party as a reduction of its political programme to material problems. But the truth is that my article showed how the attempt of this “concrete” policy was directed rather to spiriting away the “integral” problems, raising a dust-cloud of “particular” problems. Of matter and of spirit not a word was spoken. I took the currency as an example because it is the question Señor Cambó manipulates with the most grace and which effectively constitutes a serious, grave, urgent theme; but without my branding it a “material” problem, in the pejorative sense of the word. For me, the economic is not “material”, in opposition to the spiritual. My work always combats the out-of-date “idealism” —in science, in politics and in private life. But what is wanted is to produce the “dematerialization”, the spiriting away, of the great Spanish question at the present hour: the necessity of creating a new State. For this all means are employed, what the adversary says is carelessly misrepresented, dust is raised all around in order to obscure and blind people. But we will oppose ourselves tenaciously to that confusionism, so as not to have to say like the romance:
With the great dust-cloud
we lost Don Beltrane.
Señor Cambó has said on 10 December, although now he resists admitting it, that it is necessary to abandon political problems and attach oneself to concrete problems:
“Today it is necessary to seek the collaboration of capable men, come whence they may, who can coincide in the appreciation of real and concrete problems, before which the divergences of criterion, by the fact of being commensurable, can be reduced and eliminated…”
“When so many and such important problems are posed in Spain, which can only have adequate solution in Parliament, the convocation of constituent Cortes would signify the postponement of those problems so that Parliament might consume all its energies in purely political debates of constitutional order.”
Here the political problems that one wishes to dispense with are, taxatively, the constitutional ones, which apparently are not posed in Spain.
But more still: on 13 December he riveted it:
“Present reality tells us that today the problem of the form of government interests no civilized country, except Spain, neither of Europe nor of America. In all of them (monarchies or republics) it is the formidable substantive problems of the present hour that absorb the attention of rulers and ruled.”
Seeing that such a thing was asserted produced stupor in me. Because half of Europe is composed today of very recent republics, still warm from their birth, not yet well sure of their endurance. In no historical stage have more monarchies fallen together. Where the Monarchy has been preserved, as in Italy, the change of “form of government” has been even more radical, because it is not acceptable to call “form of government” the fact that the figure of a King subsists. About this I shall soon have to speak with some detail, although I already said the essential in 1914 (see Vieja y nueva política). In South America, the endemic revolutions now take on the character of constitutional transformations and change in the “forms of government”, which before they did not use to have. And if Señor Cambó knew more deeply the politics, for example, of the United States and did not cling to what is obvious and to the journalistic datum, he would think twice before assuring that even the northern lobe of the new continent is not on the eve of transforming the “form” of its State (see the series of studies that I have begun to publish in La Nación, of Buenos Aires, under the title “Los “nuevos” Estados Unidos”, and which I shall try to extract for the peninsular public).
If Señor Cambó had said inversely: In Spain there is posed an enormous problem of State which it is urgent to attack face to face and with magnanimity; but it is ineluctable to root in it all the other technical, meticulous and greyer problems, thus preventing the political emotivity aroused by the great civil question from being consumed in vague ardours —had he said this, above all had he with his great means done it, calling all people toward a movement of national reconstruction, and he would have been at the level of himself and I quiet in my corner or mobilized in the ranks. But instead of this he has said and has done a great frivolity and leaves us to fear that he does not feel the history of Spain as one must feel it in order to govern it: integrally, with its splendour and its misery.
I said in my article, after giving to the wind my enthusiasm for the businessmen who are nothing but businessmen:
“But it is another thing that those businessmen be in Power, and instead of doing their business they complicate it with politics. For example: Spain obtains not the least advantage from the fact that Señor Ventosa, who is at the same time vice-president of the Chade, is Minister of Finance. And still less when in that ministry there exists a file on the taxation of the Chade. I reject every malign insinuation that pretends to exceed in the least the strict signification of those words; but the strict signification of those words I want to be recorded in the most categorical manner. I do not admit within myself thinking evil gratuitously of anyone; but as a Spaniard I protest that I be obliged to think well of nationally delicate situations. For that reason, because it is neither licit to think evil nor acceptable that we be obliged to think well, it is for this that businessmen cannot be in Power.""
To which Señor Cambó has replied:
“Señor Ortega takes advantage of the occasion that the articles he devotes to me afford him to direct to the Minister of Finance, Señor Ventosa, a veiled attack, with all the appearances of an insidious design. Señor Ortega knows Señor Ventosa intimately, and I am sure he has of him the same opinion as all who know and treat him. Señor Ortega, precisely because of his friendship with Señor Ventosa, has the heroic duty of accusing him face to face if he has news that he has carried out a reprobate act. If he does not have it, if he cannot accuse him, the lines he has written are not worthy of him; all his friends will have read them with sorrow, and it is impossible that he himself feel, in relation to this act, that inner satisfaction which is the decisive judgment for men of upright spirit and clean conscience.""
This is —I do not need to interpret it for the reader— an insult that Señor Cambó addresses to me. It is a rhetorical insult of those which in olden days the blustering politicians used to fire off, as the squid launches its ink to slip away under cover of the murkiness it has itself emanated.
But the effort is vain. Señor Cambó, who would intimidate with the least of his audacious gestures my habitual timidity in private life, will never succeed —I am sorry to let him know— in intimidating me in the least when it comes to public affairs. No, Señor Cambó; a little moderation. I, instead of being discomposed before his insult, am going to analyze tranquilly his paragraph.
Il fatto di non avere io un passato di azione politica, e il signor Cambó uno lungo e nutrito, dà alla mia posizione in questo match un eccessivo vantaggio: è difficile attaccarmi e mi è facile difendermi. Ma mi ripugna approfittare di questo vantaggio negativo che non ho guadagnato per aver fatto, ma per non aver fatto, s’intende, politica; perciò tratto le obiezioni a la La Bruyère che si fanno al mio carattere con lo stesso patetismo che se mi dicessero come, essendo io uomo pubblico, avessi discusso il pagamento al Tesoro di alcune imposte.
Questo per quanto riguarda me; ma ora continuiamo col signor Cambó.

Dice il signor Cambó nella sua risposta:

»Ma da quale parola, da quale testo, da quale riferimento ha potuto trarre il signor Ortega y Gasset che io abbia mai detto simile sciocchezza?»
Con l’abilità di un prestigiatore che nel circo converte un candeliere in un coniglio bianco, vuole qui il signor Cambó suggerire ai suoi lettori che io ho inteso il «concretismo» del partito del centro come una riduzione del suo programma politico ai problemi materiali. Ma è certo che il mio articolo mostrava come il tentativo di questa politica «concreta» si dirigesse piuttosto a scantonare i problemi «integrali», suscitando un polverone di problemi «particolari». Di materia e di spirito non si parlava una parola. Presi come esempio la moneta per essere la questione che manipola con più grazia il signor Cambó e che costituisce effettivamente un tema serio, grave, urgente; ma senza tacciarlo io di problema «materiale», nel senso peggiorativo della parola. Per me, l’economico non è «materiale», in opposizione a spirituale. La mia opera combatte sempre il tramontato «idealismo» —nella scienza, nella politica e nella vita privata. Ma ciò che si vuole è produrre la «dematerializzazione», lo scantonamento, della grande questione spagnola all’ora presente: la necessità di creare un nuovo Stato. Per questo si impiegano tutti i mezzi, si travisa spensieratamente ciò che dice l’avversario, si solleva polvere attorno al fine di oscurare e accecare le genti. Ma noi ci opporremo tenacemente a questo confusionismo, per non dover dire come il romancero:
Con la grande polverata
perdemmo don Beltrane.
Il signor Cambó ha detto il 10 dicembre, sebbene ora si rifiuti di ammetterlo, che è necessario abbandonare i problemi politici e adscriversi ai problemi concreti:
«Oggi occorre cercare la collaborazione degli uomini capaci, vengano di dove vengano, che possano coincidere nell’apprezzamento di problemi reali e concreti, dinanzi ai quali le divergenze di criterio, per il fatto di essere commensurabili, possano essere ridotte ed eliminate…»
«Quando sono piantati in Spagna tanti e così importanti problemi, che solo possono avere adeguata soluzione in Parlamento, la convocazione di Cortes costituenti significherebbe la postergazione di quei problemi perché il Parlamento consumasse tutte le sue energie in dibattiti puramente politici di ordine costituzionale».
Qui i problemi politici di cui si vuole prescindere sono tassativamente i costituzionali, che per quanto pare non sono piantati in Spagna.
Ma ancora di più: il 13 dicembre ribadiva:
«La realtà presente ci dice che oggi il problema della forma di governo non interessa, eccetto la Spagna, a nessun paese civilizzato, né d’Europa né d’America. In tutti loro (monarchie o repubbliche) sono i formidabili problemi sostantivi dell’ora presente quelli che assorbono l’attenzione di governanti e governati».
Vedere che cosa simile si asseriva mi produsse stupore. Perché mezza Europa si compone oggi di repubbliche recentissime, ancora calduccie della loro nascita, non ancora ben sicure della loro permanenza. In nessuna fase storica sono cadute insieme più monarchie. Dove la Monarchia si è conservata, come in Italia, il cambiamento di «forma di governo» è stato ancora più radicale, perché non è accettabile chiamare «forma di governo» il fatto che sussista la figura di un Re. Su questo dovrò presto parlare con qualche dettaglio, sebbene abbia già detto l’essenziale nel 1914 (si veda Vieja y nueva política). In America del Sud, le endemiche rivoluzioni prendono ora il carattere di trasformazioni costituzionali e cambiamento nelle «forme di governo», che prima non solevano avere. E se il signor Cambó conoscesse più a fondo la politica, per esempio, degli Stati Uniti e non si attenesse all’ovvio e al dato giornalistico, ci penserebbe molto prima di assicurare che non sia addirittura il lobo settentrionale del nuovo continente alle viglie di trasformare la «forma» del suo Stato (si veda la serie di studi che ho cominciato a pubblicare in La Nación, di Buenos Aires, col titolo «Los “nuevos” Estados Unidos», e che procurerò di estrattare per il pubblico peninsulare).
Se il signor Cambó avesse detto inversamente: In Spagna è piantato un enorme problema di Stato che urge attaccare faccia a faccia e con magnanimità; ma è ineludibile radicare in esso tutti gli altri problemi tecnici, minuziosi e più grigi, impedendo così che l’emotività politica suscitata dalla grande questione civile si consumi in vaghi ardori —che avesse detto questo, soprattutto che con i suoi grandi mezzi lo avesse fatto, chiamando tutte le genti verso un movimento di ricostruzione nazionale, e sarebbe stato lui all’altezza di sé stesso e io quieto nel mio angolo o mobilitato in fila. Ma invece di questo ha detto e ha fatto una grande frivolezza e ci lascia temere che non senta la storia di Spagna come bisogna sentirla per governarla: integralmente, con il suo splendore e la sua miseria.
Dicevo io nel mio articolo, dopo aver dato al vento il mio entusiasmo per gli uomini d’affari che non sono che uomini d’affari:
«Ma altra cosa è che questi uomini d’affari siano al Potere, e invece di fare i loro affari li complichino con la politica. Per esempio: non ottiene la Spagna il minimo vantaggio dal fatto che sia ministro delle Finanze il signor Ventosa, che è a un tempo vicepresidente della Chade. E meno ancora quando in quel ministero esiste un fascicolo sulla tassazione della Chade. Respingo ogni insinuazione maligna che pretenda oltrepassare il minimo la significazione stretta di queste parole; ma la significazione stretta di queste parole voglio che consti nel modo più tassativo. Io non ammetto dentro di me il pensar male gratuitamente di nessuno; ma come spagnolo protesto che mi si obblighi a pensar bene di situazioni nazionalmente delicate. Perciò, perché né è lecito pensar male né è accettabile che ci si obblighi a pensar bene, è per questo che non possono stare al Potere gli uomini d’affari».
A ciò il signor Cambó ha risposto:
«Approfitta il signor Ortega dell’occasione che gli deparano gli articoli che mi dedica per dirigere al ministro delle Finanze, signor Ventosa, un attacco velato, con tutte le apparenze di un’insidia. Il signor Ortega conosce intimamente il signor Ventosa, e sono sicuro che ha di lui la stessa opinione di quanti lo conoscono e lo trattano. Il signor Ortega, precisamente per la sua amicizia col signor Ventosa, ha il dovere eroico di accusarlo faccia a faccia se ha notizia che ha realizzato un atto riprovevole. Se non l’ha, se non può accusarlo, le righe che ha scritto non sono degne di lui; tutti i suoi amici le avranno lette con pena, ed è impossibile che egli stesso senta, in relazione con questo atto, quella interiore soddisfazione che è giudizio decisivo per gli uomini di spirito retto e di coscienza pulita».
Questo è —non ho bisogno di interpretarglielo al lettore— un insulto che il signor Cambó mi dirige. È un insulto retorico di quelli che un tempo solevano scagliare i politici bravacci, come il calamaro lancia il suo inchiostro per dileguarsi all’amparo della torbidità che egli stesso ha emanato.
Ma è vano l’impegno. Il signor Cambó, che intimidirebbe con il minore dei suoi gesti audaci la mia abituale timidezza nella vita privata, non riuscirà mai —mi dispiace farglielo sapere— a intimidirmi minimamente quando si tratta di affari pubblici. No, signor Cambó; un po’ di misura. Io, invece di scompormi dinanzi al suo insulto, vado ad analizzare tranquillamente il suo paragrafo.
Hay en él la intención de presentarme como un hombre a quien la polémica política lleva a violar una amistad íntima. Mas es el caso que mi amistad con el señor Ventosa no tiene ese carácter, aunque yo lo desearía. Nuestro trato se ha reducido a seis u ocho encuentros en toda nuestra vida. Pero no se crea que va esto dicho con ánimo de volatilizar mi relación con este señor. Todo lo contrario. Lo digo para añadir en esta ocasión tan penosa, y cuando razones más fuertes que mi albedrío me obligan a vejarlo, que mi simpatía y estimación por su persona privada son muy superiores al grado de nuestra efectiva amistad.
Pero todo esto no tiene que ver con lo que yo escribí de él, y el melodramatismo del insulto que el señor Cambó me dirige, dejando intacta mi conciencia, recae, sin que yo lo quiera, sobre la suya. Pues fueren cuantos sean los quilates de mi amistad con el señor Ventosa, acaece que yo no tengo por qué acusarle cara a cara. Por la simple razón de que no le he acusado tampoco oblicuamente. Copiadas quedan arriba mis palabras. No cabe salvar más taxativamente el alcance de una censura. Porque de eso se trata: no de acusar, sino de censurar. Mas el señor Cambó, con una habilidad de abogadete subalterno, a que ha querido descender para amenguarse, aspira a confundir ambas cosas, como si se dirigiera a gente aldeana, que se pierde entre lo negro de lo impreso.
No, señor Cambó; mis palabras resumen con alguna precisión toda una doctrina formal sobre la actitud que a todo ciudadano le es obligado tomar frente a la actuación de los hombres de negocios en el Poder, actitud que un maestro tan lejano y sereno como Adam Smith nos recomienda. (Para decir —como el señor Cambó— que Adam Smith, el discípulo de David Hume y el amigo de Voltaire, era un reaccionario y defendía a los nobles contra la intrusión en el Gobierno de los simples burgueses, hace falta poseer de un tamaño descomunal lo que suelen llamarse agallas).
Que el señor Ventosa intervenga en negocios de monta no sólo es lícito, sino plausible. Que este señor sea ministro de Hacienda, también, porque sus condiciones lo justifican. Lo que he censurado —y ahora de nuevo censuro— es que quiera unir lo uno con lo otro. Y luego, con mayor especialización, censuro que se encargue de la cartera de Hacienda cuando en este ministerio existe desde hace tiempo un asunto sobre tributación —no se le llame «expediente»— que afecta a las sociedades que operan en el Extranjero, entre las cuales se halla la Chade. Porque ese asunto ha motivado deliberaciones y acuerdos de técnica administrativa y resoluciones de Gobierno en la etapa inmediatamente anterior a su ingreso en el ministerio. La Chade discutía sus intereses con perfecto derecho. Pero ya no es tan derecho que sus hombres se encarguen de la cartera de Hacienda, que ayer aboguen como particulares y hoy regenten como ministros. Por mucho que ejercite la táctica del calamar, no podrá el señor Cambó perturbar la diafanidad de la situación a que aludo y de la doctrina que defiendo.
¡Bueno fuera que bastase con la procacidad de un insulto para hipnotizar al ciudadano que quiere defender de presiones a la burocracia española! Y éste, éste es el trance de ahora. Yo no frecuento las oficinas públicas; mas podría asegurar por indicios suficientes que empieza a constituirse en el burócrata español un «alma profesional», una «disciplina íntima», cuyas dos dimensiones son: moral de servicio al Estado y seria competencia. Perdurarán aún grandes fallas del pasado y habrá todavía mucha obra muerta. Pero es indudable que la nueva burocracia quiere serlo de verdad. Y una burocracia con su moral específica y admirable, con su independencia profesional, es el supuesto del Estado contemporáneo. Pues bien: desde la primera dictadura esa burocracia se siente humillada y maltraída por el aumento pavoroso de las presiones extraestatales que recibe constantemente. Yo no soy más que un pequeño escritor del barrio de Salamanca; pero mientras la pluma sea dócil a mi mente he de defender como un jabato la nueva burocracia española frente a las asechanzas de los negociantes. Porque me importa mucho que España sea plenamente un Estado.
Claro es que no me refiero ahora especialmente ni al señor Ventosa ni al señor Cambó, sino in genere al político-hombre de negocios. Por eso me pareció un error que se formase el partido del centro sin la amplitud que sólo una fusión más total con la situación íntegra de España hubiera permitido. Aún a estas horas quiero confiar en una rectificación de su perfil. Recurro de sus promotores distraídos a sus promotores atentos.
Pase que formen parte de un grupo político algunos hombres de negocios; pero es preciso que queden de sobra compensados por otra fauna muy diferente. Recuérdese lo que Laboulaye decía del Parlamento francés: «Unos cuantos abogados son la sal de una Asamblea; pero que sean abogados sus cuatro quintas partes, ¡caray!, es demasiado». En el partido del centro predominan con grave desequilibrio los financieros. Haga el lector lo siguiente: tome un papel, escriba en él los nombres de las personas —individualmente respetables— que forman su plana mayor; al lado de cada nombre haga constar la denominación de los negocios en que intervienen, y verá que el total forma un tupido enrejado de intereses opuestos a los del Estado español.
Un punto razonable en la contestación del señor Cambó es proclamar la necesidad de concluir con la suspicacia como estado permanente de la opinión pública. Muchas veces he insistido yo en tema parecido desde mis primeros escritos. Pero es evidente que la eliminación de un estado de espíritu tan negativo y estéril, no se consigue ordenando, sin más, a los españoles que dejen de ser suspicaces, sino exigiendo a los políticos que dejen de ser hombres de negocios.
Éste es el asunto, y no mi conciencia. Ni la del señor Cambó ni la mía son cuestión de palabras. La conciencia está impresa en la vida de cada cual con letras mayúsculas y va gritada en el repertorio de nuestros actos visibles y tangibles. Por tanto, inútil hacer aspavientos de otrora y andar verbificando sobre la conciencia.

There is in it the intention of presenting me as a man whom political polemic leads to violate an intimate friendship. But it is the case that my friendship with Señor Ventosa does not have that character, although I would wish it. Our dealings have been reduced to six or eight encounters in all our life. But let it not be believed that this is said with the spirit of volatilizing my relation with this gentleman. Quite the contrary. I say it to add on this occasion so painful, and when reasons stronger than my will oblige me to vex him, that my sympathy and esteem for his private person are very superior to the degree of our effective friendship.
But all this has nothing to do with what I wrote about him, and the melodramatism of the insult that Señor Cambó addresses to me, leaving my conscience intact, falls back, without my wishing it, upon his. For however many may be the carats of my friendship with Señor Ventosa, it happens that I have no reason to accuse him face to face. For the simple reason that I have not accused him obliquely either. Copied above remain my words. It is not possible to safeguard more categorically the scope of a censure. Because that is what is at issue: not accusing, but censuring. But Señor Cambó, with the skill of a subaltern petifogger, to which he has wished to descend in order to belittle himself, aspires to confuse both things, as if he addressed rustic folk, who get lost between the black of print.
No, Señor Cambó; my words summarize with some precision a whole formal doctrine on the attitude that every citizen is obliged to take before the action of businessmen in Power, an attitude that so distant and serene a master as Adam Smith recommends to us. (To say —like Señor Cambó— that Adam Smith, the disciple of David Hume and the friend of Voltaire, was a reactionary and defended the nobles against the intrusion into Government of the simple bourgeois, one must possess of an enormous size what are usually called guts).
That Señor Ventosa intervenes in weighty businesses is not only licit but plausible. That this gentleman be Minister of Finance, too, because his conditions justify it. What I have censured —and now again I censure— is that he wishes to unite the one with the other. And then, with greater specialization, I censure that he takes charge of the Finance portfolio when in that ministry there exists for some time a matter on taxation —let it not be called a “file”— which affects the companies that operate abroad, among which is found the Chade. Because that matter has motivated deliberations and agreements of administrative technique and Government resolutions in the stage immediately prior to his entry into the ministry. The Chade discussed its interests with perfect right. But it is no longer so much its right that its men take charge of the Finance portfolio, that yesterday they plead as private individuals and today they manage as ministers. However much he exercises the tactic of the squid, Señor Cambó will not be able to disturb the diaphanousness of the situation to which I allude and of the doctrine I defend.
A fine thing it would be if the procacity of an insult sufficed to hypnotize the citizen who wants to defend the Spanish bureaucracy from pressures! And this, this is the present strait. I do not frequent public offices; but I could assure by sufficient indications that there is beginning to be constituted in the Spanish bureaucrat a “professional soul”, an “intimate discipline”, whose two dimensions are: morality of service to the State and serious competence. Great flaws of the past will still endure and there will still be much dead wood. But it is undoubted that the new bureaucracy wants to be one in truth. And a bureaucracy with its specific and admirable morality, with its professional independence, is the presupposition of the contemporary State. Well then: since the first dictatorship that bureaucracy feels humiliated and maltreated by the fearful increase of the extra-State pressures it constantly receives. I am nothing more than a small writer of the Salamanca district; but while the pen is docile to my mind I shall defend like a young wild boar the new Spanish bureaucracy against the snares of the traffickers. Because it matters very much to me that Spain be fully a State.
It is clear that I do not refer now especially either to Señor Ventosa or to Señor Cambó, but in genere to the politician-businessman. For that reason it seemed to me an error that the centre party should be formed without the amplitude that only a more total fusion with the integral situation of Spain would have permitted. Even at this hour I want to trust in a rectification of its profile. I appeal from its distracted promoters to its attentive promoters.
Let it pass that some businessmen form part of a political group; but it is necessary that they remain more than compensated by another very different fauna. Let it be remembered what Laboulaye said of the French Parliament: “A few lawyers are the salt of an Assembly; but that four-fifths of it be lawyers, by golly!, that is too much.” In the centre party the financiers predominate with a grave imbalance. Let the reader do the following: take a paper, write on it the names of the persons —individually respectable— who form its general staff; beside each name let him record the denomination of the businesses in which they intervene, and he will see that the total forms a dense grating of interests opposed to those of the Spanish State.
A reasonable point in Señor Cambó’s reply is to proclaim the necessity of putting an end to suspicion as a permanent state of public opinion. Many times have I insisted on a similar theme since my first writings. But it is evident that the elimination of so negative and sterile a state of mind is not achieved by ordering, without more, the Spaniards to stop being suspicious, but by requiring the politicians to stop being businessmen.
This is the matter, and not my conscience. Neither Señor Cambó’s nor mine is a question of words. Conscience is printed in the life of each one in capital letters and goes shouted in the repertoire of our visible and tangible acts. Therefore, useless to make the old fuss and to go verbifying about conscience.

C’è in esso l’intenzione di presentarmi come un uomo che la polemica politica porta a violare un’amicizia intima. Ma è il caso che la mia amicizia col signor Ventosa non ha quel carattere, sebbene io lo desidererei. Il nostro rapporto si è ridotto a sei o otto incontri in tutta la nostra vita. Ma non si creda che questo vada detto con animo di volatilizzare la mia relazione con questo signore. Tutto il contrario. Lo dico per aggiungere in questa occasione così penosa, e quando ragioni più forti del mio albedrio mi obbligano a vessarlo, che la mia simpatia e stima per la sua persona privata sono molto superiori al grado della nostra effettiva amicizia.
Ma tutto questo non ha a che vedere con ciò che io scrissi di lui, e il melodrammatismo dell’insulto che il signor Cambó mi dirige, lasciando intatta la mia coscienza, ricade, senza che io lo voglia, sulla sua. Poiché, per quanti siano i carati della mia amicizia col signor Ventosa, accade che io non ho perché accusarlo faccia a faccia. Per la semplice ragione che non l’ho accusato neppure obliquamente. Copiate restano sopra le mie parole. Non c’è modo di salvare più tassativamente la portata di una censura. Perché di questo si tratta: non di accusare, ma di censurare. Ma il signor Cambó, con un’abilità da avvocatuccio subalterno, a cui ha voluto discendere per rimpicciolirsi, aspira a confondere entrambe le cose, come se si rivolgesse a gente paesana, che si perde tra il nero della stampa.
No, signor Cambó; le mie parole riassumono con qualche precisione tutta una dottrina formale sull’atteggiamento che a ogni cittadino è obbligato prendere di fronte all’azione degli uomini d’affari al Potere, atteggiamento che un maestro così lontano e sereno come Adam Smith ci raccomanda. (Per dire —come il signor Cambó— che Adam Smith, il discepolo di David Hume e l’amico di Voltaire, era un reazionario e difendeva i nobili contro l’intrusione nel Governo dei semplici borghesi, bisogna possedere di una taglia smisurata ciò che si sogliono chiamare fegato).
Che il signor Ventosa intervenga in affari di monta non solo è lecito, ma plausibile. Che questo signore sia ministro delle Finanze, anche, perché le sue condizioni lo giustificano. Ciò che ho censurato —e ora di nuovo censuro— è che voglia unire l’uno con l’altro. E poi, con maggior specializzazione, censuro che si incarichi del portafoglio delle Finanze quando in questo ministero esiste da tempo una questione sulla tassazione —non la si chiami «fascicolo»— che tocca le società che operano all’Estero, tra le quali si trova la Chade. Perché quella questione ha motivato deliberazioni e accordi di tecnica amministrativa e risoluzioni di Governo nella fase immediatamente anteriore al suo ingresso nel ministero. La Chade discuteva i suoi interessi con perfetto diritto. Ma non è più tanto diritto che i suoi uomini si incarichino del portafoglio delle Finanze, che ieri difendano come privati e oggi reggano come ministri. Per molto che eserciti la tattica del calamaro, non potrà il signor Cambó perturbare la diafanità della situazione a cui alludo e della dottrina che difendo.
Sarebbe bella che bastasse la proacità di un insulto per ipnotizzare il cittadino che vuole difendere dalle pressioni la burocrazia spagnola! E questo, questo è il frangente di ora. Io non frequento gli uffici pubblici; ma potrei assicurare per indizi sufficienti che comincia a costituirsi nel burocrate spagnolo un’«anima professionale», una «disciplina intima», le cui due dimensioni sono: morale di servizio allo Stato e seria competenza. Perdureranno ancora grandi falle del passato e ci sarà ancora molta opera morta. Ma è indubbio che la nuova burocrazia vuole esserlo davvero. E una burocrazia con la sua morale specifica e ammirevole, con la sua indipendenza professionale, è il presupposto dello Stato contemporaneo. Ebbene: dalla prima dittatura quella burocrazia si sente umiliata e maltrattata per l’aumento pauroso delle pressioni extra-statali che riceve costantemente. Io non sono che un piccolo scrittore del quartiere di Salamanca; ma finché la penna sarà docile alla mia mente devo difendere come un cinghialetto la nuova burocrazia spagnola di fronte alle insidie dei trafficanti. Perché mi importa molto che la Spagna sia pienamente uno Stato.
Chiaro è che non mi riferisco ora specialmente né al signor Ventosa né al signor Cambó, ma in genere al politico-uomo d’affari. Perciò mi parve un errore che si formasse il partito del centro senza l’ampiezza che solo una fusione più totale con la situazione integra della Spagna avrebbe permesso. Ancora a queste ore voglio confidare in una rettifica del suo profilo. Ricorro dai suoi promotori distratti ai suoi promotori attenti.
Passi che facciano parte di un gruppo politico alcuni uomini d’affari; ma è necessario che restino fin troppo compensati da un’altra fauna molto diversa. Si ricordi ciò che Laboulaye diceva del Parlamento francese: «Alcuni avvocati sono il sale di un’Assemblea; ma che siano avvocati i suoi quattro quinti, cavolo!, è troppo». Nel partito del centro predominano con grave squilibrio i finanziari. Faccia il lettore la cosa seguente: prenda un foglio, vi scriva i nomi delle persone —individualmente rispettabili— che formano il suo stato maggiore; accanto a ogni nome faccia constare la denominazione degli affari in cui intervengono, e vedrà che il totale forma una fitta grata di interessi opposti a quelli dello Stato spagnolo.
Un punto ragionevole nella risposta del signor Cambó è proclamare la necessità di finirla con la suspicacia come stato permanente dell’opinione pubblica. Molte volte ho insistito io su tema simile dai miei primi scritti. Ma è evidente che l’eliminazione di uno stato di spirito così negativo e sterile non si consegue ordinando, senz’altro, agli spagnoli di smettere di essere sospettosi, ma esigendo dai politici che smettano di essere uomini d’affari.
Questo è l’argomento, e non la mia coscienza. Né quella del signor Cambó né la mia sono questione di parole. La coscienza è impressa nella vita di ciascuno con lettere maiuscole e va gridata nel repertorio dei nostri atti visibili e tangibili. Perciò, inutile fare spaventi d’altri tempi e andare verbificando sulla coscienza.
