Abstract

An expository article: ‘sindicación’ renounces the instruments of democracy and aims at direct social pressure on capital, refusing to form a workers’ party. It is a practical tendency, not a political idea, and does not aspire to a new social order. Grafted onto it is syndicalism, which Spaniards, Ortega warns, take sides on without understanding.

La «sindicación», por el contrario, cree mejor desentenderse de los instrumentos actuales de la democracia y no aspira a triunfar mediante las instituciones políticas. Teme no poder ganar nunca las elecciones, impurificadas, a su juicio, por la situación privilegiada de las clases burguesas. Espera más de la presión social directa que ejerza el obrero sobre el capital, atacando a la producción misma, y quiere preparar, desde luego, al obrero para regir mañana, por sí mismo, la producción. De aquí que se niegue a formar un «partido político obrero». En cambio, asocia los trabajadores de cada ramo en un sindicato que asesta sus golpes en ciertos momentos a la totalidad de una industria.

Esta tendencia, que llamamos sindicativa, es la que hoy priva más y se va extendiendo por días, por horas, sobre toda España. Muy eficaz en el detalle de la lucha, no se preocupa de las cuestiones, por decirlo así, últimas de una nueva organización social. Es una tendencia práctica, no es una idea política; no aspira claramente a un nuevo orden social. Los «Sindicatos católicos», por ejemplo, se contentan con obtener mejoras para el obrero dentro del régimen capitalista.

Sobre esa fuerte, pero muda tendencia sindicativa, ha aparecido el «sindicalismo». La mayor parte de los españoles tienen a estas horas unas ideas muy vagas sobre qué sea el sindicalismo. A menudo sorprendemos a personas que se presentan como versadas en estas cuestiones, por lo menos, que adoptan actitudes políticas ante ellas —sea de simpatía, sea de repulsión— y que, en verdad, ignoran lo que es propiamente el sindicalismo. Esta situación de ignorancia, de puerilidad y, en consecuencia, de vaguedad frente a problema tan grave como el del sindicalismo, debe terminar. Ha llegado irremisiblemente el tiempo de que cada ciudadano se entere bien del asunto, y en vista de este conocimiento, resuelva sin equívocos su actitud.

The «syndication», on the contrary, thinks it better to disregard the present instruments of democracy and does not aspire to triumph through political institutions. It fears it may never win the elections, impurified, in its judgment, by the privileged situation of the bourgeois classes. It expects more from the direct social pressure that the worker may exert on capital, attacking production itself, and wants to prepare, from now on, the worker to govern tomorrow, by himself, production. Hence its refusal to form a «workers’ political party». Instead, it associates the workers of each branch in a syndicate that deals its blows at certain moments to the totality of an industry.

This tendency, which we call syndicative, is the one that today prevails most and is spreading by days, by hours, over all Spain. Very effective in the detail of the struggle, it does not concern itself with the questions, so to speak, ultimate, of a new social organization. It is a practical tendency, not a political idea; it does not clearly aspire to a new social order. The «Catholic Syndicates», for example, content themselves with obtaining improvements for the worker within the capitalist regime.

Upon that strong, but mute syndicative tendency, there has appeared the «syndicalism». Most Spaniards have at this hour very vague ideas about what syndicalism may be. Often we surprise persons who present themselves as versed in these questions, at least, who adopt political attitudes before them —whether of sympathy, whether of repulsion— and who, in truth, ignore what syndicalism properly is. This situation of ignorance, of puerility and, consequently, of vagueness before a problem as grave as that of syndicalism, must end. Irremediably has arrived the time that each citizen inform himself well of the matter, and in view of this knowledge, resolve without equivocation his attitude.

La «sindicazione», al contrario, crede meglio sbarazzarsi degli strumenti attuali della democrazia e non aspira a trionfare mediante le istituzioni politiche. Teme di non poter mai vincere le elezioni, impurificate, a suo giudizio, dalla situazione privilegiata delle classi borghesi. Si attende di più dalla pressione sociale diretta che l’operaio eserciti sul capitale, attaccando la produzione stessa, e vuole preparare, subito, l’operaio a reggere domani, da sé, la produzione. Di qui che si rifiuti di formare un «partito politico operaio». Invece, associa i lavoratori di ogni ramo in un sindacato che assesta i suoi colpi in certi momenti alla totalità di un’industria.

Questa tendenza, che chiamiamo sindicativa, è quella che oggi prevale di più e si va estendendo di giorno in giorno, di ora in ora, su tutta la Spagna. Molto efficace nel dettaglio della lotta, non si preoccupa delle questioni, per così dire, ultime di una nuova organizzazione sociale. È una tendenza pratica, non è un’idea politica; non aspira chiaramente a un nuovo ordine sociale. I «Sindacati cattolici», per esempio, si accontentano di ottenere miglioramenti per l’operaio dentro il regime capitalista.

Su questa forte, ma muta tendenza sindicativa, è apparso il «sindacalismo». La maggior parte degli spagnoli ha a quest’ora idee molto vaghe su che cosa sia il sindacalismo. Spesso sorprendiamo persone che si presentano come versate in queste questioni, per lo meno, che adottano atteggiamenti politici di fronte ad esse —sia di simpatia, sia di repulsione— e che, in verità, ignorano che cosa sia propriamente il sindacalismo. Questa situazione di ignoranza, di puerilità e, in conseguenza, di vaghezza di fronte a problema così grave come quello del sindacalismo, deve terminare. È arrivato irrimediabilmente il tempo che ogni cittadino si informi bene della faccenda, e in vista di questa conoscenza, risolva senza equivoci il suo atteggiamento.
