Abstract

An open letter to Corpus Barga on fascism: it is enigmatic because the most opposite contents appear in it — authoritarianism and revolt, antidemocracy without restoring any past — but every real thing is contradictory under analysis. Like the stick submerged in water, the phenomenon’s truth lies beyond its antagonistic appearances, and no political group is intelligible apart from the whole historical sentence.

Amigo Corpus Barga: concluye usted su viaje a través del fascismo con la sugestiva nota que publicaba El Sol bajo la muestra «La rebelión de las camisas». Esta nota es la más sugestiva, porque consiste en una interrogación. ¿Qué es el fascismo? —pregunta usted. Ahora bien, el signo de interrogación dibuja sobre el papel un lazo de gaucho tendido hacia los pies de todos los incautos descifradores de enigmas. Como usted sabe muy bien, yo pertenezco modestamente a este gremio, cuyos máximos representantes han sido siempre los cuadradores del círculo y los cazadores de esfinges. No logro, pues, reprimir mi instinto de interpretación y dejo complacido que el lazo de su pregunta haga presa en mí, a pesar de que no he estado en Italia hace muchos años y poseo muy pocos datos sobre el fascismo. Todo será que me equivoque una vez más. Pero el ideólogo no debe temer la posibilidad del error, como al buen guerrero no le causa sorpresa la herida.

El fascismo tiene un cariz enigmático, porque aparecen en él los contenidos más opuestos. Afirma el autoritarismo, y a la vez organiza la rebelión. Combate la democracia contemporánea y, por otra parte, no cree en la restauración de nada pretérito. Parece proponerse la forja de un Estado fuerte y emplea los medios más disolventes, como si fuera una facción destructora o una sociedad secreta. Por cualquier parte que tomemos el fascismo hallamos que es una cosa, y a la vez la contraria, es A y no A. Pero esto no es una condición extraordinaria que sea peculiar al fascismo. Todas las cosas reales son contradictorias si se las analiza un poco. Como dice Ulrico de Hutten de sí mismo en el drama romántico que lleva su nombre:

Yo no soy un libro hecho con reflexión;

yo soy un hombre con mi contradicción.

Por esto son problemas, cuestiones, todas las cosas. El problema es la contradicción. Ser A o no ser A; he aquí el problema. To be or not to be; that is the question. El ejemplo escolar lo declara luminosamente: el palo sumergido en el agua, a los ojos es quebrado, y es recto al tacto. Como ambos atributos coliden radicalmente, resultará que se anulan, es decir, que la verdad del palo está más allá de sus manifestaciones antagónicas.

Lo propio acontece con el fascismo. Entre las definiciones de él que usted cita, encuentro una sobremanera modesta que pone usted en boca de los profesores a la alemana. Según ella, el fascismo «es un fenómeno histórico». ¿Por qué la desdeña usted tanto? No puede decirse menos del fascismo; pero, al menos, eso que se dice es indubitable. El fascismo es un fenómeno histórico, como el palo quebrado es un fenómeno óptico. Y ocurre con todo fenómeno, que su verdadera naturaleza está fuera de él, detrás de él. Los fenómenos o apariencias son el vocabulario que lo real adopta para hacer su presentación. La luz que vemos es un lenguaje biológico que han aprendido las fuerzas electromagnéticas para entenderse con nosotros. Parejamente, el fascismo, lo que dicen y hacen los fascistas, lo que ellos creen ser, no constituye su verdadera realidad. En cada fenómeno colaboran todos los demás. Por esta razón es ilusorio buscar en él sólo su auténtico sentido. Un grupo político no es más que una palabra suelta, y sólo adquiere una significación completa cuando se reúne a las palabras de los otros grupos y se integra la frase histórica.

Una de las paradojas más inevitables es que en la batalla, el vencedor, para vencer, necesita que el vencido le ayude. Es una abstracción hablar de la fuerza de un ejército. La fuerza de un ejército depende de la del otro, y uno de sus ingredientes es la debilidad del enemigo. Cabe decir que la mitad de nuestro ser radica en lo que sean los demás, y no se debiera olvidar que nuestro perfil depende en buena parte del hueco que los demás nos dejen.

En rigor, todo perfil es doble, y la línea que lo dibuja es, más bien, sólo la frontera entre ambos. Si de la línea miramos hacia dentro de la figura, vemos una forma cerrada en sí misma, a lo que podemos llamar un dintorno. Si de la línea miramos hacia fuera, vemos un hueco limitado por el espacio infinito en derredor. A esto podemos llamar el contorno.

Sin contorno no habría dintorno, y por esta razón no puede definirse claramente un fenómeno histórico, si, después de decir lo que él es, no añadimos lo que es su ambiente.

Hay casos en que basta con enunciar el dintorno de un movimiento político. En las épocas normales y bien constituidas, la realidad histórica se ha creado un vocabulario de apariencias que expresa adecuadamente su oculta intimidad. Así, hace cincuenta años, los llamados liberales eran, en efecto, liberales, y conservadores los conservadores. Pero en otras épocas —y a ellas pertenece la actual—, la realidad histórica ha cambiado sin haber conseguido aún crear su nuevo lenguaje. Entonces, las apariencias son forzosamente equívocas, y en vez de constituir un idioma que expresa directamente la realidad, se traban en un jeroglífico que la oculta.

El fascismo y los productos similares de otras fábricas aparecen de hecho combatiendo las fuerzas que solían llamarse liberales y democráticas. Pero a nadie sorprende que éstas sean atacadas, puesto que no han dejado de serlo nunca. Recuerde cada cual sus primeras impresiones en la hora de explotar el fascismo o sus congéneres, y advertirá que la sorpresa, antes que a éstos, se dirigía a la conducta de aquellas otras fuerzas. Al preguntarnos qué es el fascismo, la primera contestación que todos nos hemos dado era una segunda pregunta: «¿qué hacen los liberales, los demócratas?» Como si cierto instinto intelectual nos hiciera sospechar que la clave de la situación, lo esencial del fenómeno, el síntoma más original, no estaba tanto en la acción del fascismo como en la inacción del liberalismo. Nuestra atención transitaba instintivamente del dintorno al contorno.

El caso no tiene nada de insólito. Yo le diría a usted que esta necesidad de definir un movimiento político más por su contorno que por su dintorno no la he sentido por primera vez con ocasión del fascismo, sino mucho antes, bajo el influjo de determinadas lecturas históricas. Se trata de una experiencia que cualquiera puede hacer sin gran dificultad. Léase un libro sobre historia romana. El lector advertirá que más o menos va entendiendo el desarrollo de los sucesos hasta llegar al año 70, antes de Cristo, que es, próximamente, la época en que aparece Julio César. En aquel punto empiezan a ponerse oscuras las cosas. Y, sin embargo, es el período de toda la historia romana que ha llegado a nosotros con mayor número de datos. Podemos reconstruir casi día por día la serie de los acontecimientos con palabras de sus propios actores. No obstante, no acertamos a comprender por qué avanza, de triunfo en triunfo, el movimiento representado por César.

La dificultad que hallamos es idéntica a la que sentimos ante el fascismo. Más que triunfar César sobre los demás, nos parece que son los demás quienes dejan triunfar a César. Al verle prescindir, una tras otra, de las instituciones establecidas, no podemos menos de preguntarnos qué hacían los republicanos, o, mejor dicho, por qué no hacían nada los republicanos. Pues en ningún momento vemos que la situación de César sea, por sí misma, suficientemente sólida. Al contrario, nos parece constantemente en peligro y como en el aire. Cuando intentamos hacer balance de las fuerzas positivas con que contaba, aunque no las juzguemos desdeñables, no nos bastan para explicar su victoria.

No quiero decir con esto que la época de César sea como la nuestra. No creo que las épocas históricas puedan nunca identificarse. Pero sí pienso que el tiempo de César y el nuestro tienen algunos factores comunes, nada vagos, sino, por el contrario, muy concretos, al lado de otros completamente opuestos. De aquí que sea útil comparar, no ambas épocas, sino estrictamente ese grupo de factores comunes a una y a otra. Para darle un nombre, podría decirse: fascismo y cesarismo tienen, como supuesto común, el previo desprestigio de las instituciones establecidas.

Sobre este desprestigio, que no es exclusivo a Italia, se ha hablado mucho, pero sin reconocerle la debida importancia. Se supone que es un hecho superficial, transitorio, originado en abusos particulares de estos o de los otros hombres encargados de ejercer los diferentes poderes, de suerte que una simple corrección de tales abusos traería nueva autoridad y como virginidad a los usos.

Yo creo, por el contrario, que se trata del síntoma más grave en toda la vida pública contemporánea. Procede de modificaciones radicales en las ideas y los sentimientos del europeo, y él va a ser el agente secreto de todo el largo proceso en que ahora ingresan las naciones continentales, quién sabe si también Inglaterra.

CONTOUR AND INTERIOR

Friend Corpus Barga: you conclude your journey through fascism with the suggestive note that El Sol published under the heading «The Rebellion of the Shirts». This note is the most suggestive, because it consists of a question. What is fascism? —you ask. Now, the question mark draws on the paper a gaucho’s lasso stretched toward the feet of all the incautious decipherers of enigmas. As you know very well, I belong modestly to this guild, whose greatest representatives have always been the squarers of the circle and the hunters of sphinxes. I do not manage, then, to repress my instinct of interpretation and complacently let the lasso of your question make its prey of me, although I have not been in Italy for many years and possess very few data about fascism. It will all be that I err once more. But the ideologue must not fear the possibility of error, just as the good warrior is not surprised by the wound.

Fascism has an enigmatic look, because in it the most opposed contents appear. It affirms authoritarianism, and at the same time organizes rebellion. It combats contemporary democracy and, on the other hand, does not believe in the restoration of anything past. It seems to propose the forging of a strong State and employs the most dissolving means, as if it were a destructive faction or a secret society. From whatever side we take fascism we find that it is one thing, and at the same time the contrary, it is A and not A. But this is not an extraordinary condition peculiar to fascism. All real things are contradictory if they are analyzed a little. As Ulrich von Hutten says of himself in the romantic drama that bears his name:

I am not a book made with reflection;

I am a man with my contradiction.

For this reason all things are problems, questions. The problem is the contradiction. To be A or not to be A; there is the problem. To be or not to be; that is the question. The school example declares it luminously: the stick submerged in water is broken to the eyes, and is straight to the touch. As both attributes collide radically, it will result that they cancel each other out, that is, that the truth of the stick lies beyond its antagonistic manifestations.

The same happens with fascism. Among the definitions of it that you cite, I find one exceedingly modest that you put in the mouths of the professors German-style. According to it, fascism «is a historical phenomenon». Why do you disdain it so much? Less cannot be said of fascism; but, at least, what is said is indubitable. Fascism is a historical phenomenon, as the broken stick is an optical phenomenon. And it happens with every phenomenon that its true nature is outside it, behind it. Phenomena or appearances are the vocabulary that the real adopts to make its presentation. The light we see is a biological language that the electromagnetic forces have learned in order to get along with us. Likewise, fascism, what the fascists say and do, what they believe themselves to be, does not constitute their true reality. In every phenomenon all the others collaborate. For this reason it is illusory to seek in it only its authentic meaning. A political group is nothing more than a loose word, and it only acquires a complete signification when it is joined to the words of the other groups and the historical sentence is integrated.

One of the most inevitable paradoxes is that in battle, the victor, in order to conquer, needs the vanquished to help him. It is an abstraction to speak of the strength of an army. The strength of an army depends on that of the other, and one of its ingredients is the weakness of the enemy. It can be said that half of our being resides in what others are, and one should not forget that our profile depends in good part on the gap that others leave us.

In rigor, every profile is double, and the line that draws it is, rather, only the frontier between the two. If from the line we look toward the inside of the figure, we see a form closed in upon itself, which we may call an interior. If from the line we look toward the outside, we see a hollow limited by the infinite space around. This we may call the contour.

Without contour there would be no interior, and for this reason a historical phenomenon cannot be clearly defined if, after saying what it is, we do not add what its environment is.

There are cases in which it is enough to enunciate the interior of a political movement. In normal and well-constituted epochs, historical reality has created for itself a vocabulary of appearances that adequately expresses its hidden intimacy. Thus, fifty years ago, the so-called liberals were, in effect, liberals, and conservatives the conservatives. But in other epochs —and to them the present one belongs—, historical reality has changed without having yet managed to create its new language. Then, appearances are forcibly equivocal, and instead of constituting an idiom that directly expresses reality, they are woven into a hieroglyph that conceals it.

Fascism and the similar products of other factories appear in fact combating the forces that used to be called liberal and democratic. But no one is surprised that these are attacked, since they have never ceased to be so. Let each one recall his first impressions at the hour when fascism or its congenera exploded, and he will notice that the surprise, before being directed at these, was directed at the conduct of those other forces. In asking ourselves what fascism is, the first answer that we all gave ourselves was a second question: «what are the liberals, the democrats doing?» As if a certain intellectual instinct made us suspect that the key to the situation, the essential of the phenomenon, the most original symptom, lay not so much in the action of fascism as in the inaction of liberalism. Our attention passed instinctively from the interior to the contour.

The case has nothing unusual about it. I would tell you that this necessity of defining a political movement more by its contour than by its interior I have not felt for the first time on the occasion of fascism, but much earlier, under the influence of certain historical readings. It is a question of an experience that anyone can make without great difficulty. Let one read a book on Roman history. The reader will notice that he goes more or less understanding the development of events until reaching the year 70 before Christ, which is, approximately, the epoch in which Julius Caesar appears. At that point things begin to grow dark. And, nevertheless, it is the period of all Roman history that has come down to us with the greatest number of data. We can reconstruct almost day by day the series of events with the words of their own actors. Nevertheless, we do not manage to understand why the movement represented by Caesar advances, from triumph to triumph.

The difficulty we find is identical to the one we feel before fascism. More than Caesar triumphing over the others, it seems to us that it is the others who let Caesar triumph. Seeing him do away with, one after another, the established institutions, we cannot help asking ourselves what the republicans were doing, or, better said, why the republicans were doing nothing. For at no moment do we see that Caesar’s situation is, by itself, sufficiently solid. On the contrary, it seems to us constantly in danger and as if in the air. When we try to make a balance of the positive forces on which he counted, although we do not judge them contemptible, they do not suffice to explain his victory.

I do not mean by this that Caesar’s epoch is like ours. I do not believe that historical epochs can ever be identified. But I do think that Caesar’s time and ours have some common factors, nothing vague, but, on the contrary, very concrete, alongside others completely opposed. Hence it is useful to compare, not both epochs, but strictly that group of factors common to one and the other. To give it a name, one could say: fascism and Caesarism have, as a common presupposition, the prior discredit of the established institutions.

About this discredit, which is not exclusive to Italy, much has been said, but without recognizing the importance it deserves. It is supposed to be a superficial, transitory fact, originated in particular abuses of these or those men charged with exercising the different powers, so that a simple correction of such abuses would bring new authority and, as it were, virginity to the usages.

I believe, on the contrary, that it is a question of the gravest symptom in all contemporary public life. It proceeds from radical modifications in the ideas and sentiments of the European, and it is going to be the secret agent of the whole long process into which the continental nations now enter, who knows if England too.

Questa nota è la più suggestiva, perché consiste in un’interrogazione. Che cos’è il fascismo? —domandate voi. Ora, il segno d’interrogazione disegna sulla carta un laccio da gaucho teso verso i piedi di tutti gli incauti decifratori di enigmi. Come voi sapete benissimo, io appartengo modestamente a questa corporazione, i cui massimi rappresentanti sono stati sempre i quadratori del cerchio e i cacciatori di sfingi. Non riesco, dunque, a reprimere il mio istinto d’interpretazione e lascio compiaciuto che il laccio della vostra domanda faccia preda di me, malgrado che non sia stato in Italia da molti anni e possieda pochissimi dati sul fascismo. Tutto sarà che mi sbagli ancora una volta. Ma l’ideologo non deve temere la possibilità dell’errore, come al buon guerriero la ferita non causa sorpresa.

Il fascismo ha un aspetto enigmatico, perché vi appaiono i contenuti più opposti. Afferma l’autoritarismo, e a un tempo organizza la ribellione. Combatte la democrazia contemporanea e, d’altra parte, non crede nella restaurazione di nulla di pretérito. Sembra proporsi la forgia di uno Stato forte e impiega i mezzi più dissolventi, come se fosse una fazione distruttrice o una società segreta. Da qualunque parte prendiamo il fascismo troviamo che è una cosa, e a un tempo la contraria, è A e non A. Ma questa non è una condizione straordinaria che sia peculiare al fascismo. Tutte le cose reali sono contraddittorie se le si analizza un poco. Come dice Ulrico di Hutten di sé stesso nel dramma romantico che porta il suo nome:

Io non sono un libro fatto con riflessione;

io sono un uomo con la mia contraddizione.

Per questo sono problemi, questioni, tutte le cose. Il problema è la contraddizione. Essere A o non essere A; ecco il problema. To be or not to be; that is the question. L’esempio scolastico lo dichiara luminosamente: il bastone immerso nell’acqua, agli occhi è spezzato, ed è diritto al tatto. Siccome entrambi gli attributi collidono radicalmente, risulterà che si annullano, cioè, che la verità del bastone sta al di là delle sue manifestazioni antagoniste.

Lo stesso accade col fascismo. Tra le definizioni di esso che voi citate, trovo una oltremodo modesta che voi mettete in bocca ai professori alla tedesca. Secondo essa, il fascismo «è un fenomeno storico». Perché la sdegnate tanto? Non si può dir meno del fascismo; ma, almeno, ciò che si dice è indubitabile. Il fascismo è un fenomeno storico, come il bastone spezzato è un fenomeno ottico. E accade con ogni fenomeno che la sua vera natura sta fuori di esso, dietro di esso. I fenomeni o apparenze sono il vocabolario che il reale adotta per fare la sua presentazione. La luce che vediamo è un linguaggio biologico che le forze elettromagnetiche hanno imparato per intendersi con noi. Parimenti, il fascismo, ciò che dicono e fanno i fascisti, ciò che essi credono di essere, non costituisce la loro vera realtà. In ogni fenomeno collaborano tutti gli altri. Per questa ragione è illusorio cercare in esso soltanto il suo autentico senso. Un gruppo politico non è che una parola isolata, e soltanto acquista una significazione completa quando si riunisce alle parole degli altri gruppi e si integra la frase storica.

Una delle paradossi più inevitabili è che nella battaglia, il vincitore, per vincere, ha bisogno che il vinto lo aiuti. È un’astrazione parlare della forza di un esercito. La forza di un esercito dipende da quella dell’altro, e uno dei suoi ingredienti è la debolezza del nemico. Cabe dire che la metà del nostro essere risiede in ciò che siano gli altri, e non si dovrebbe dimenticare che il nostro profilo dipende in buona parte dal vuoto che gli altri ci lascino.

In rigore, ogni profilo è doppio, e la linea che lo disegna è, piuttosto, soltanto la frontiera tra entrambi. Se dalla linea guardiamo verso il dentro della figura, vediamo una forma chiusa in sé stessa, a ciò che possiamo chiamare un dintorno. Se dalla linea guardiamo verso il fuori, vediamo un vuoto limitato dallo spazio infinito in derredò. A questo possiamo chiamare il contorno.

Senza contorno non ci sarebbe dintorno, e per questa ragione non può definirsi chiaramente un fenomeno storico, se, dopo aver detto ciò che esso è, non aggiungiamo ciò che è il suo ambiente.

Ci sono casi in cui basta enunciare il dintorno di un movimento politico. Nelle epoche normali e ben costituite, la realtà storica si è creata un vocabolario di apparenze che esprime adeguatamente la sua occulta intimità. Così, cinquant’anni fa, i cosiddetti liberali erano, in effetto, liberali, e conservatori i conservatori. Ma in altre epoche —e a esse appartiene l’attuale—, la realtà storica è cambiata senza essere ancora riuscita a creare il suo nuovo linguaggio. Allora, le apparenze sono forzosamente equivoche, e invece di costituire un idioma che esprime direttamente la realtà, si tramano in un geroglifico che la occulta.

Il fascismo e i prodotti simili di altre fabbriche appaiono di fatto combattendo le forze che solevano chiamarsi liberali e democratiche. Ma nessuno si sorprende che queste siano attaccate, poiché non hanno smesso di esserlo mai. Ricordi ciascuno le sue prime impressioni nell’ora di esplodere il fascismo o i suoi congeneri, e avvertirà che la sorpresa, prima che a questi, si dirigeva alla condotta di quelle altre forze. Nel domandarci che cos’è il fascismo, la prima risposta che tutti ci siamo dati era una seconda domanda: «che fanno i liberali, i democratici?» Come se un certo istinto intellettuale ci facesse sospettare che la chiave della situazione, l’essenziale del fenomeno, il sintomo più originale, non stesse tanto nell’azione del fascismo quanto nell’inazione del liberalismo. La nostra attenzione transitava istintivamente dal dintorno al contorno.

Il caso non ha nulla di insolito. Io vi direi che questa necessità di definire un movimento politico più per il suo contorno che per il suo dintorno non l’ho sentita per la prima volta in occasione del fascismo, ma molto prima, sotto l’influsso di determinate letture storiche. Si tratta di un’esperienza che chiunque può fare senza grande difficoltà. Si legga un libro sulla storia romana. Il lettore avvertirà che più o meno va capendo lo svolgimento degli avvenimenti fino ad arrivare all’anno 70 avanti Cristo, che è, approssimativamente, l’epoca in cui appare Giulio Cesare. In quel punto cominciano a farsi oscure le cose. E, tuttavia, è il periodo di tutta la storia romana che è giunto fino a noi col maggior numero di dati. Possiamo ricostruire quasi giorno per giorno la serie degli avvenimenti con parole dei loro stessi attori. Nondimeno, non riusciamo a comprendere perché avanzi, di trionfo in trionfo, il movimento rappresentato da Cesare.

La difficoltà che troviamo è identica a quella che sentiamo di fronte al fascismo. Più che trionfare Cesare sugli altri, ci sembra che siano gli altri quelli che lasciano trionfare Cesare. Nel vederlo prescindere, una dopo l’altra, dalle istituzioni stabilite, non possiamo fare a meno di domandarci che cosa facevano i repubblicani, o, meglio detto, perché non facevano nulla i repubblicani. Poiché in nessun momento vediamo che la situazione di Cesare sia, per sé stessa, sufficientemente solida. Al contrario, ci sembra costantemente in pericolo e come nell’aria. Quando tentiamo di fare il bilancio delle forze positive con cui contava, sebbene non le giudichiamo spregevoli, non ci bastano per spiegare la sua vittoria.

Non voglio dire con questo che l’epoca di Cesare sia come la nostra. Non credo che le epoche storiche possano mai identificarsi. Ma sì penso che il tempo di Cesare e il nostro abbiano alcuni fattori comuni, nulla affatto vaghi, ma, al contrario, molto concreti, accanto ad altri completamente opposti. Di qui che sia utile confrontare, non entrambe le epoche, ma strettamente quel gruppo di fattori comuni all’una e all’altra. Per dargli un nome, si potrebbe dire: fascismo e cesarismo hanno, come presupposto comune, il previo screditamento delle istituzioni stabilite.

Su questo screditamento, che non è esclusivo dell’Italia, si è parlato molto, ma senza riconoscergli la dovuta importanza. Si suppone che sia un fatto superficiale, transitorio, originato in abusi particolari di questi o di quegli uomini incaricati di esercitare i diversi poteri, di maniera che una semplice correzione di tali abusi porterebbe nuova autorità e come verginità agli usi.

Io credo, al contrario, che si tratti del sintomo più grave in tutta la vita pubblica contemporanea. Procede da modificazioni radicali nelle idee e nei sentimenti dell’europeo, ed esso sarà l’agente segreto di tutto il lungo processo in cui ora entrano le nazioni continentali, chi sa se anche l’Inghilterra.

De todos modos, no se aclara suficientemente un movimiento político de alto bordo mientras no se encuentra un hecho lo bastante radical y subterráneo para que puedan derivarse de él a un tiempo la fisonomía de ese movimiento y la de sus contrarios. Todos los fenómenos de una época son hermanos uterinos, aunque sean hermanos enemigos. Y es preciso explorar hasta que hallemos su común cuenca maternal.

II

ILEGITIMIDAD

No creo, pues, que lo más interesante del fascismo se haga patente cuando se le mira por dentro. Por su dintorno, el fascismo es un partido autoritario, como lo son otros muchos; confusamente antidemocrático, como lo venían siendo todas las derechas e izquierdas extremas; nacionalista, como otra media docena de grupos, y revolucionario, como los comunistas, socialistas, realistas, carlistas, etc. Es más interesante la fisonomía que el fascismo presenta cuando se le mira desde fuera y se atiende exclusivamente a lo que de hecho es, no a la canción interior que él canta. Entonces vemos destacar dos caracteres, uno de los cuales, el más importante, no he visto que haya sido suficientemente subrayado. Estos caracteres son la violencia y la ilegitimidad. De ambos, es el primero consecuencia del segundo, y sólo en unión con éste adquiere un significado peculiar. Porque la violencia venía siendo predicada por otros partidos y, más o menos, ejercida a su hora por casi todos.

En cambio, es el fascismo ilegítimo, cabría decir, ilegitimista, en un sentido privativo, verdaderamente extraño y casi paradójico. Todo movimiento revolucionario se adueña del poder ilegítimamente; pero lo curioso en el fascismo es que, no sólo se adueña del poder ilegítimamente, sino que, una vez establecido en él, lo ejerce también con ilegitimidad. Esto le diferencia radicalmente de todos los demás movimientos revolucionarios. Quien no advierta la importancia de este síntoma no podrá, a mi juicio, hacerse cargo del significado genuino que el fascismo tiene como fenómeno histórico, y tenderá deplorablemente a emparejarlo con otros hechos contemporáneos, sobremanera heterogéneos. Así, el señor Cambó, en su reciente libro En torno al fascismo, comienza por aproximar —siguiendo el declive mental más próximo— fascismo y bolchevismo. Esto es un desliz que luego prácticamente rectifica el señor Cambó, renunciando a extraer ninguna consecuencia útil de ese paralelismo, en su análisis del hecho italiano.

Por mi parte, desde que el bolchevismo apareció he sostenido que se trata de un movimiento completamente inconexo con la política europea, específicamente ruso, en la medida en que Rusia no es Europa, y donde sólo hay de europeo cierto repertorio de teorías; tal vez fuera mejor decir de terminologías.

El bolchevismo, como todos los movimientos propiamente revolucionarios, tritura ilegalmente un estado legal a fin de instaurar otro. Sus partidarios creen ejercer hoy el poder en nombre de una legitimidad fundada en razones jurídicas, tan firmes como las que más, las cuales, a su vez, se presentan sostenidas por toda una ética y aun por toda una concepción del universo. El Gobierno soviético usa de la violencia para asegurar su derecho; pero no hace de aquélla su derecho.

Por el contrario, el fascismo no pretende instaurar un nuevo derecho, no se preocupa de dar fundamento jurídico a su poder, no consagra su actuación con título alguno ni teoría ninguna política. Mussolini ha procurado conservar el aparato parlamentario, pero no con ánimo de fingir una legitimidad para su magistratura. Siempre ha hecho constar que conservaría el Parlamento mientras fuese dócil. Le sirve, pues, para obtener una continuidad administrativa, no un nexo jurídico con principios constitucionales de legalidad. La legitimidad es la fuerza consagrada por un principio. El fascismo gobierna con la fuerza de sus camisas —las 300.000 camisas de fuerza—, y cuando se le pregunta por su principio de derecho, señala sus escuadras de combatientes. La camisa negra, o CN, es como el HP, o caballo de fuerza, la unidad dinámica de la política italiana, pero no un principio de derecho político. No pretende el fascismo gobernar con derecho; no aspira siquiera a ser legítimo. Ésta es, a mi juicio, su gran originalidad, por lo menos su peculiaridad; yo añadiría: su profundidad y su virtud.

Ahora se comprende el papel singularísimo que representa la violencia fascista y que la diferencia de las demás. En el fascismo, la violencia no se usa para afirmar e imponer un derecho, sino que llena el hueco, sustituye la ausencia de toda legitimidad. Es el sucedáneo de una legalidad inexistente. Y esto, rigorosamente entendido. Porque no se trata tampoco de que el fascismo caiga en la trivialidad de decir: la violencia, la fuerza es derecho. Esta afirmación es, nadie lo ignora, una de tantas teorías jurídicas, uno de tantos principios legitimadores. Lo que otorga un altísimo rango como síntoma histórico al hecho italiano es que nos presenta el gobierno de un poder ilegítimo «como tal». Toda preocupación por consagrar mediante un derecho el ejercicio del poder está sustituida por la mera declaración de un motivo: «hay que salvar a Italia». Y esto, que baste un motivo, que no haga falta ni siquiera la pretensión de un derecho para que un partido triunfe y se afirme y sea aceptado de hecho por una nación contemporánea, es, cuanto más se mira, lo sorprendente, lo sintomático, lo esencial del fascismo como fenómeno histórico.

Porque venimos de una época —dos siglos— que se caracterizaba por todo lo contrario; una edad dotada de la más extrema hiperestesia jurídica; un tiempo de fervor, casi de misticismo legalista; la etapa humana que ha vivido más intensamente del «constitucionalismo», es decir, del legitimismo.

Todos los demás rasgos del fascismo se encuentran repetidos en ese pasado de dos centurias; sólo éste es completamente nuevo. Pues el propio anarquismo del siglo XIX, que niega la ley, el principio de constitución, la «arquía», la niega a su vez por razones y por principios morales y políticos; es decir, consagra y legitima teóricamente su legitimismo.

Por ser tan inaudito el hecho del triunfo fascista —que significa el hecho de la «ilegitimidad constituida, establecida»— es por lo que instintivamente nos preguntamos: ¿Cómo las demás fuerzas sociales, que han sido hasta ahora entusiastas de la ley, no logran oponerse a esa victoria del caos jurídico? Y una respuesta se incorpora, espontánea, en nuestra mente: «Por la sencilla razón de que hoy no existen fuerzas sociales importantes que posean vivaz ese entusiasmo»; o, lo que es lo mismo, porque hoy no existe en las naciones continentales ninguna forma de legitimidad que satisfaga e ilusione a los espíritus. No es dudoso que en el momento que aparezca un nuevo principio de ley política capaz de entusiasmar sin vacilaciones a un grupo social, el fascismo se evaporará automáticamente. Esto nos aclararía de un golpe la paradójica situación. Si nadie cree firmemente en ninguna forma política legal, si no existe ninguna institución que enardezca los corazones, es natural que triunfe quien francamente se despreocupa de todas ellas y va derecho a ocuparse de otras cosas. Entonces resultaría que la fuerza de las camisas fascistas consiste más bien en el escepticismo de liberales y demócratas, en su falta de fe en el antiguo ideal, en su descamisamiento político. Y la ilegitimidad extraña que practica el fascismo sería, pura y simplemente, un signo de que la sociedad entera se halla exenta de normas legítimas. Su triunfo se debería, pues, a que representa con sinceridad y energía la realidad total del espíritu público. La gran política, decía Fichte, consiste sólo en «expresar lo que es», en dar forma externa a la profunda realidad oculta en los corazones. Con unos u otros aditamentos o reservas, hoy todo el mundo presiente que las «formas establecidas» de democracia y liberalismo han degenerado hasta convertirse en meros vocablos. El fascismo ha tenido la resolución de declarar ese secreto y comportarse en consecuencia. Por eso ha vencido. En otro lugar de la historia hallaremos una declaración idéntica que produjo un resultado semejante.

Y si se mira la Europa continental, se advierte que el poder legítimo está, dondequiera, apoyado en telarañas y a merced del primer puño ilegítimo que quiera dar al traste con él.

Ante pareja situación, se me antoja que es igualmente inepto entonar elegías patéticas en honor de la legitimidad difunta como, en nombre de un falso realismo político, consagrar la fuerza, el hecho, como la auténtica legitimidad. El verdadero realismo desdeña los místicos formalismos, pero, a la vez, se abstiene de divinizar los hechos. El culto al hecho es una idolatría, un formalismo como cualesquiera otros. Al temperamento realista le importa sólo abrir bien los ojos para intentar sorprender el maravilloso enigma de la realidad y extraer de lo que averigüe hoy fértiles sugestiones para mañana.

Una consideración realista de esta clase es la que nos descubre bajo el ademán afirmativo del fascismo su carácter predominantemente negativo. Su aparente fuerza consiste realmente en la debilidad de los demás.

In any case, a political movement of high standing is not sufficiently clarified until a fact is found radical and subterranean enough for the physiognomy of that movement and that of its opposites to be derivable from it at the same time. All the phenomena of an epoch are uterine brothers, although they may be enemy brothers. And it is necessary to explore until we find their common maternal basin.

II

ILLEGITIMACY

I do not believe, then, that the most interesting thing about fascism becomes patent when it is looked at from within. By its interior, fascism is an authoritarian party, as many others are; confusedly antidemocratic, as all the extreme right wings and left wings had been coming to be; nationalist, like another half dozen groups, and revolutionary, like the communists, socialists, royalists, Carlists, etc. More interesting is the physiognomy that fascism presents when it is looked at from outside and attention is given exclusively to what in fact it is, not to the inner song it sings. Then we see two characters stand out, one of which, the most important, I have not seen sufficiently emphasized. These characters are violence and illegitimacy. Of the two, the first is a consequence of the second, and only in union with it acquires a peculiar meaning. Because violence had been preached by other parties and, more or less, practiced in its hour by almost all.

In contrast, fascism is illegitimate, one might say, illegitimist, in a privative sense, truly strange and almost paradoxical. Every revolutionary movement seizes power illegitimately; but the curious thing in fascism is that not only does it seize power illegitimately, but that, once established in it, it also exercises it with illegitimacy. This differentiates it radically from all the other revolutionary movements. Whoever does not notice the importance of this symptom will not be able, in my judgment, to take account of the genuine meaning that fascism has as a historical phenomenon, and will deplorably tend to pair it with other contemporary facts, exceedingly heterogeneous. Thus, Mr. Cambó, in his recent book On Fascism, begins by bringing together —following the nearest mental slope— fascism and Bolshevism. This is a slip that Mr. Cambó later practically corrects, renouncing the extraction of any useful consequence from that parallelism, in his analysis of the Italian fact.

For my part, ever since Bolshevism appeared I have maintained that it is a question of a movement completely disconnected from European politics, specifically Russian, in the measure in which Russia is not Europe, and where of European there is only a certain repertoire of theories; perhaps it would be better to say of terminologies.

Bolshevism, like all properly revolutionary movements, illegally grinds up a legal state in order to institute another. Its partisans believe they exercise power today in the name of a legitimacy founded on juridical reasons, as firm as the firmest, which, in turn, present themselves supported by an entire ethics and even by an entire conception of the universe. The Soviet Government uses violence to secure its right; but it does not make of it its right.

On the contrary, fascism does not pretend to institute a new right, does not concern itself with giving juridical foundation to its power, does not consecrate its action with any title or any political theory. Mussolini has tried to preserve the parliamentary apparatus, but not with the intent of feigning a legitimacy for his magistracy. He has always made it known that he would preserve the Parliament as long as it was docile. It serves him, then, to obtain an administrative continuity, not a juridical nexus with constitutional principles of legality. Legitimacy is force consecrated by a principle. Fascism governs with the force of its shirts —the 300,000 straitjacket shirts—, and when asked for its principle of right, it points to its squads of combatants. The black shirt, or CN, is like the HP, or horsepower, the dynamic unit of Italian politics, but not a principle of political right. Fascism does not pretend to govern with right; it does not even aspire to be legitimate. This is, in my judgment, its great originality, at least its peculiarity; I would add: its depth and its virtue.

Now is understood the most singular role that fascist violence plays and that differentiates it from the others. In fascism, violence is not used to affirm and impose a right, but fills the gap, substitutes for the absence of all legitimacy. It is the surrogate of a nonexistent legality. And this, rigorously understood. Because neither is it a question of fascism falling into the triviality of saying: violence, force, is right. This affirmation is, no one is ignorant of it, one of the many juridical theories, one of the many legitimating principles. What confers a very high rank as a historical symptom on the Italian fact is that it presents us with the government of an illegitimate power «as such». Every concern for consecrating through a right the exercise of power is replaced by the mere declaration of a motive: «Italy must be saved». And this —that a motive should suffice, that not even the pretension of a right should be needed for a party to triumph and assert itself and be accepted in fact by a contemporary nation— is, the more one looks at it, the surprising, the symptomatic, the essential of fascism as a historical phenomenon.

Because we come from an epoch —two centuries— that was characterized by quite the contrary; an age endowed with the most extreme juridical hyperesthesia; a time of fervor, almost of legalistic mysticism; the human stage that has lived most intensely off «constitutionalism», that is, off legitimism.

All the other traits of fascism are found repeated in that past of two centuries; only this one is completely new. For even the anarchism of the nineteenth century, which denies the law, the principle of constitution, the «archism», denies it in turn for reasons and for moral and political principles; that is, it consecrates and legitimates theoretically its legitimism.

Because the fact of the fascist triumph —which signifies the fact of «constituted, established illegitimacy»— is so unheard-of, it is why we instinctively ask ourselves: How do the other social forces, which have until now been enthusiasts of the law, fail to oppose that victory of juridical chaos? And an answer incorporates itself, spontaneously, in our mind: «For the simple reason that today there do not exist important social forces that possess that enthusiasm with liveliness»; or, which is the same, because today there exists in the continental nations no form of legitimacy that satisfies and captivates the spirits. There is no doubt that at the moment a new principle of political law capable of enthusiastically winning over, without hesitation, a social group appears, fascism will automatically evaporate. This would clarify for us at a stroke the paradoxical situation. If no one firmly believes in any legal political form, if there exists no institution that fires the hearts, it is natural that he triumphs who frankly is unconcerned with all of them and goes straight to attend to other things. Then it would turn out that the strength of the fascist shirts consists rather in the skepticism of liberals and democrats, in their lack of faith in the old ideal, in their political shirtlessness. And the strange illegitimacy that fascism practices would be, purely and simply, a sign that the entire society finds itself free of legitimate norms. Its triumph would be owed, then, to its representing with sincerity and energy the total reality of the public spirit. Great politics, said Fichte, consists only in «expressing what is», in giving external form to the profound reality hidden in hearts. With one or another addendum or reservation, today everyone has a presentiment that the «established forms» of democracy and liberalism have degenerated to the point of becoming mere words. Fascism has had the resolution to declare that secret and to behave accordingly. For that reason it has conquered. In another place of history we shall find an identical declaration that produced a similar result.

And if one looks at continental Europe, one notices that legitimate power is, everywhere, supported on spiderwebs and at the mercy of the first illegitimate fist that wants to make an end of it.

Faced with such a situation, it seems to me that it is equally inept to intone pathetic elegies in honor of the defunct legitimacy as, in the name of a false political realism, to consecrate force, the fact, as the authentic legitimacy. True realism disdains the mystical formalisms, but, at the same time, abstains from deifying facts. The worship of the fact is an idolatry, a formalism like any other. To the realist temperament it matters only to open the eyes wide to try to surprise the marvelous enigma of reality and to extract from what it ascertains today fertile suggestions for tomorrow.

A realistic consideration of this kind is what reveals to us beneath the affirmative gesture of fascism its predominantly negative character. Its apparent strength really consists in the weakness of the others.

In ogni modo, non si chiarisce sufficientemente un movimento politico d’alto bordo finché non si trova un fatto abbastanza radicale e sotterraneo perché possano derivarsi da esso a un tempo la fisionomia di quel movimento e quella dei suoi contrari. Tutti i fenomeni di un’epoca sono fratelli uterini, sebbene siano fratelli nemici. Ed è preciso esplorare finché troviamo la loro comune cuenca materna.

II

ILLEGITTIMITÀ

Non credo, dunque, che il più interessante del fascismo si faccia patente quando lo si guarda per dentro. Per il suo dintorno, il fascismo è un partito autoritario, come lo sono molti altri; confusamente antidemocratico, come lo venivano essendo tutte le destre e sinistre estreme; nazionalista, come un’altra mezza dozzina di gruppi, e rivoluzionario, come i comunisti, socialisti, realisti, carlisti, ecc. È più interessante la fisionomia che il fascismo presenta quando lo si guarda dal di fuori e si attende esclusivamente a ciò che di fatto è, non alla canzone interiore che esso canta. Allora vediamo spiccare due caratteri, uno dei quali, il più importante, non ho visto che sia stato sufficientemente sottolineato. Questi caratteri sono la violenza e l’illegittimità. Di entrambi, è il primo conseguenza del secondo, e soltanto in unione con questo acquista un significato peculiare. Perché la violenza veniva essendo predicata da altri partiti e, più o meno, esercitata alla sua ora da quasi tutti.

Invece, è il fascismo illegittimo, si potrebbe dire, illegittimista, in un senso privativo, veramente strano e quasi paradossale. Ogni movimento rivoluzionario si impadronisce del potere illegittimamente; ma il curioso nel fascismo è che, non soltanto si impadronisce del potere illegittimamente, ma che, una volta stabilito in esso, lo esercita anche con illegittimità. Questo lo differenzia radicalmente da tutti gli altri movimenti rivoluzionari. Chi non avverta l’importanza di questo sintomo non potrà, a mio giudizio, farsi carico del significato genuino che il fascismo ha come fenomeno storico, e tenderà deplorevolmente ad accoppiarlo con altri fatti contemporanei, oltremodo eterogenei. Così, il signor Cambó, nel suo recente libro Intorno al fascismo, comincia per avvicinare —seguendo il declive mentale più prossimo— fascismo e bolscevismo. Questo è uno scivolone che poi praticamente rettifica il signor Cambó, rinunciando a estrarre alcuna conseguenza utile da quel parallelismo, nella sua analisi del fatto italiano.

Per parte mia, da quando il bolscevismo apparve ho sostenuto che si tratta di un movimento completamente sconnesso con la politica europea, specificamente russo, nella misura in cui la Russia non è l’Europa, e dove c’è soltanto di europeo un certo repertorio di teorie; forse sarebbe meglio dire di terminologie.

Il bolscevismo, come tutti i movimenti propriamente rivoluzionari, tritura illegalmente uno stato legale al fine d’instaurare un altro. I suoi partigiani credono di esercitare oggi il potere in nome di una legittimità fondata su ragioni giuridiche, così ferme come le più ferme, le quali, a loro volta, si presentano sostenute da tutta un’etica e perfino da tutta una concezione dell’universo. Il Governo sovietico usa della violenza per assicurare il suo diritto; ma non fa di quella il suo diritto.

Al contrario, il fascismo non pretende instaurare un nuovo diritto, non si preoccupa di dare fondamento giuridico al suo potere, non consacra la sua attuazione con titolo alcuno né teoria alcuna politica. Mussolini ha procurato di conservare l’apparato parlamentare, ma non con animo di fingere una legittimità per la sua magistratura. Ha sempre fatto constare che conserverebbe il Parlamento finché fosse docile. Gli serve, dunque, per ottenere una continuità amministrativa, non un nesso giuridico con principî costituzionali di legalità. La legittimità è la forza consacrata da un principio. Il fascismo governa con la forza delle sue camicie —le 300.000 camicie di forza—, e quando gli si domanda per il suo principio di diritto, indica le sue squadre di combattenti. La camicia nera, o CN, è come l’HP, o cavallo di forza, l’unità dinamica della politica italiana, ma non un principio di diritto politico. Non pretende il fascismo governare con diritto; non aspira nemmeno a essere legittimo. Questa è, a mio giudizio, la sua grande originalità, per lo meno la sua peculiarità; io aggiungerei: la sua profondità e la sua virtù.

Ora si comprende il ruolo singolarissimo che rappresenta la violenza fascista e che la differenzia dalle altre. Nel fascismo, la violenza non si usa per affermare e imporre un diritto, ma riempie il vuoto, sostituisce l’assenza di ogni legittimità. È il succedaneo di una legalità inesistente. E questo, rigorosamente inteso. Perché non si tratta nemmeno di che il fascismo cada nella trivialità di dire: la violenza, la forza è diritto. Questa affermazione è, nessuno lo ignora, una delle tante teorie giuridiche, uno dei tanti principî legittimanti. Ciò che conferisce un altissimo rango come sintomo storico al fatto italiano è che ci presenta il governo di un potere illegittimo «come tale». Ogni preoccupazione per consacrare mediante un diritto l’esercizio del potere è sostituita dalla mera dichiarazione di un motivo: «bisogna salvare l’Italia». E questo, che basti un motivo, che non faccia bisogno nemmeno la pretesa di un diritto perché un partito trionfi e si affermi e sia accettato di fatto da una nazione contemporanea, è, quanto più si guarda, lo sorprendente, il sintomatico, l’essenziale del fascismo come fenomeno storico.

Perché veniamo da un’epoca —due secoli— che si caratterizzava per tutto il contrario; un’età dotata della più estrema iperestesia giuridica; un tempo di fervore, quasi di misticismo legalista; la tappa umana che ha vissuto più intensamente del «costituzionalismo», cioè, del legittimismo.

Tutti gli altri tratti del fascismo si trovano ripetuti in quel passato di due centurie; soltanto questo è completamente nuovo. Poiché lo stesso anarchismo del secolo XIX, che nega la legge, il principio di costituzione, l’«archia», la nega a sua volta per ragioni e per principî morali e politici; cioè, consacra e legittima teoricamente il suo legittimismo.

Per essere così inaudito il fatto del trionfo fascista —che significa il fatto della «illegittimità costituita, stabilita»— è per cui istintivamente ci domandiamo: Come le altre forze sociali, che sono state finora entusiaste della legge, non riescono a opporsi a quella vittoria del caos giuridico? E una risposta si incorpora, spontanea, nella nostra mente: «Per la semplice ragione che oggi non esistono forze sociali importanti che posseggano vivace quell’entusiasmo»; o, che è lo stesso, perché oggi non esiste nelle nazioni continentali alcuna forma di legittimità che soddisfi e illuda gli spiriti. Non è dubbio che nel momento in cui appaia un nuovo principio di legge politica capace di entusiasmare senza esitazioni un gruppo sociale, il fascismo si evaporerà automaticamente. Questo ci chiarirebbe di un colpo la paradossale situazione. Se nessuno crede fermamente in alcuna forma politica legale, se non esiste alcuna istituzione che infiammi i cuori, è naturale che trionfi chi francamente si dispreoccupa di tutte esse e va dritto a occuparsi di altre cose. Allora risulterebbe che la forza delle camicie fasciste consiste piuttosto nello scetticismo di liberali e democratici, nella loro mancanza di fede nell’antico ideale, nel loro s-camicarsi politico. E l’illegittimità strana che pratica il fascismo sarebbe, pura e semplicemente, un segno che l’intera società si trova esente di norme legittime. Il suo trionfo si dovrebbe, dunque, a che rappresenta con sincerità ed energia la realtà totale dello spirito pubblico. La grande politica, diceva Fichte, consiste soltanto nell’«esprimere ciò che è», nel dare forma esterna alla profonda realtà occulta nei cuori. Con gli uni o gli altri additamenti o riserve, oggi tutto il mondo presagisce che le «forme stabilite» di democrazia e liberalismo sono degenerate fino a convertirsi in meri vocaboli. Il fascismo ha avuto la risoluzione di dichiarare quel segreto e comportarsi in conseguenza. Per questo ha vinto. In altro luogo della storia troveremo una dichiarazione identica che produsse un risultato simile.

E se si guarda l’Europa continentale, si avverte che il potere legittimo è, ovunque, appoggiato su ragnatele e a mercé del primo pugno illegittimo che voglia mandarlo a rotoli.

Di fronte a pari situazione, mi si fa intendere che è egualmente inepto intonare elegie patetiche in onore della legittimità defunta come, in nome di un falso realismo politico, consacrare la forza, il fatto, come l’autentica legittimità. Il vero realismo sdegna i mistici formalismi, ma, a un tempo, si astiene dal divinizzare i fatti. Il culto del fatto è una idolatria, un formalismo come qualunque altro. Al temperamento realista importa soltanto aprire bene gli occhi per tentare di sorprendere il meraviglioso enigma della realtà ed estrarre da ciò che accerti oggi fertili suggestioni per domani.

Una considerazione realista di questa classe è quella che ci scopre sotto l’atteggiamento affermativo del fascismo il suo carattere predominantemente negativo. La sua apparente forza consiste realmente nella debolezza degli altri.

Así se explica que, siendo por completo dueño del presente, tenga el fascismo que vivir al día y a nadie se le ocurra verlo proyectado sobre el futuro. Ni siquiera teóricamente conseguimos imaginar una forma futura y estable de organización política derivándose de él. Es un resultado y no un comienzo, una táctica y no una solución.

El fascismo y sus similares administran certeramente una fuerza negativa, una fuerza que no es suya —la debilidad de los demás. Por esta razón son movimientos esencialmente transitorios, lo cual no quiere decir que duren poco.

Esta manera de interpretar el caso italiano nos evita caer en un error que hoy veo aceptado por casi todo el mundo. El hecho de que en Rusia y en Italia un grupo reducido de ciudadanos se haya apoderado de la gobernación, ha sido ocasión para que, generalizando, se diga que la historia política es siempre obra de minorías resueltas y compactas. Con esto se quiere insinuar que un puñado de hombres decididos puede siempre hacerse dueño del poder público. Me sorprende que el propio señor Cambó haya acogido también, sin la oportuna cautela, este lugar común de reciente forja. Porque tal pensamiento es falso. Precisamente en la vida política no pueden nunca alcanzar un triunfo normal las minorías. Para vencer tienen que convertirse, de uno u otro modo, en mayorías. En la política decide siempre el torso social y ejerce el poder quien logra representarlo. Cabe, sin duda, un golpe de mano, una sorpresa, que entregue el Estado efímeramente a unos aventureros, los cuales concluyen pronto en la horca.

Pero bolchevistas y fascistas —que sólo en esto se parecen— no son unos aventureros.

El papel en política de las minorías coherentes es cosa más complicada que todo eso. Sin ellas no puede existir un vigoroso organismo de Estado; pero ellas no se bastan para crearlo o manejarlo. Sólo puede imaginarse una situación en que, efectivamente, a un puñado de hombres le es fácil adueñarse del poder público: cuando éste es res nullius, cuando el resto del cuerpo social no se siente solidario de él, cuando nadie estima las instituciones vigentes. Entonces, claro está, cualquiera que tenga alguna resolución y no se ande con miramientos podrá echar mano de un Gobierno que todos, en rigor, han desamparado. Pero esto nos lleva a una regla contradictoria de la que el susodicho lugar común formula: basta que una minoría resuelta se haga dueña del poder público para poder afirmar que la vida política en ese país atraviesa una etapa de gravísima anormalidad. Cuando más indómito vea al fascismo ejercer la gobernación, peor pensaré de la salud política de Italia. No hay salud política cuando el Gobierno no gobierna con la adhesión activa de las mayorías sociales. Tal vez por esto la política me parece siempre una faena de segunda clase.

Thus is explained that, being completely master of the present, fascism has to live from day to day and no one thinks of seeing it projected upon the future. Not even theoretically do we manage to imagine a future and stable form of political organization deriving from it. It is a result and not a beginning, a tactic and not a solution.

Fascism and its like administer with accuracy a negative force, a force that is not theirs —the weakness of others. For this reason they are essentially transitory movements, which does not mean that they last a short time.

This manner of interpreting the case of Italy spares us from falling into an error that today I see accepted by almost everyone. The fact that in Russia and in Italy a reduced group of citizens has seized hold of government has been an occasion for saying, generalizing, that political history is always the work of resolute and compact minorities. With this one wants to insinuate that a handful of determined men can always make itself master of public power. It surprises me that Mr. Cambó himself has also welcomed, without the opportune caution, this commonplace of recent forging. Because such a thought is false. Precisely in political life minorities can never achieve a normal triumph. In order to conquer they have to convert themselves, in one way or another, into majorities. In politics the social torso always decides, and he who manages to represent it exercises power. A coup de main, a surprise, is undoubtedly possible, one that delivers the State ephemerally to a few adventurers, who soon end on the gallows.

But Bolsheviks and fascists —who resemble each other only in this— are not adventurers.

The role in politics of coherent minorities is a thing more complicated than all that. Without them a vigorous organism of State cannot exist; but they do not suffice to create or manage it. Only a situation can be imagined in which, in effect, it is easy for a handful of men to seize hold of public power: when this is res nullius, when the rest of the social body does not feel itself solidary with it, when no one esteems the institutions in force. Then, clearly, anyone who has some resolution and does not stand on ceremony will be able to lay hold of a Government that everyone, in rigor, has abandoned. But this leads us to a rule contradictory to the one the aforementioned commonplace formulates: it is enough that a resolute minority make itself master of public power to be able to affirm that political life in that country is passing through a stage of most grave abnormality. The more untamed I see fascism exercising government, the worse I shall think of Italy’s political health. There is no political health when the Government does not govern with the active adhesion of the social majorities. Perhaps for this reason politics always seems to me a second-class task.

Così si spiega che, essendo per completo padrone del presente, abbia il fascismo da vivere alla giornata e a nessuno venga in mente di vederlo proiettato sul futuro. Nemmeno teoricamente riusciamo a immaginare una forma futura e stabile di organizzazione politica che si derivi da esso. È un risultato e non un cominciamento, una tattica e non una soluzione.

Il fascismo e i suoi simili amministrano accertatamente una forza negativa, una forza che non è loro —la debolezza degli altri. Per questa ragione sono movimenti essenzialmente transitori, il che non vuol dire che durino poco.

Questa maniera di interpretare il caso italiano ci evita di cadere in un errore che oggi vedo accettato da quasi tutto il mondo. Il fatto che in Russia e in Italia un gruppo ridotto di cittadini si sia impadronito del governo, è stata occasione perché, generalizzando, si dica che la storia politica è sempre opera di minoranze risolute e compatte. Con questo si vuole insinuare che un pugno di uomini decisi può sempre farsi padrone del potere pubblico. Mi sorprende che il signor Cambó stesso abbia accolto anche, senza l’opportuna cautela, questo luogo comune di recente forgia. Perché tal pensiero è falso. Precisamente nella vita politica non possono mai raggiungere un trionfo normale le minoranze. Per vincere devono convertirsi, in un modo o nell’altro, in maggioranze. Nella politica decide sempre il torso sociale ed esercita il potere chi riesce a rappresentarlo. È possibile, senza dubbio, un colpo di mano, una sorpresa, che consegni lo Stato effimeramente a certi avventurieri, i quali concludono presto nella forca.

Ma bolscevisti e fascisti —che soltanto in questo si somigliano— non sono degli avventurieri.

Il ruolo in politica delle minoranze coerenti è cosa più complicata di tutto ciò. Senza di esse non può esistere un vigoroso organismo di Stato; ma esse non bastano per crearlo o maneggiarlo. Soltanto può immaginarsi una situazione in cui, effettivamente, a un pugno di uomini è facile impadronirsi del potere pubblico: quando questo è res nullius, quando il resto del corpo sociale non si sente solidale di esso, quando nessuno stima le istituzioni vigenti. Allora, chiaro è, chiunque abbia qualche risoluzione e non vada con tanti riguardi potrà mettere mano a un Governo che tutti, in rigore, hanno abbandonato. Ma questo ci porta a una regola contraddittoria di quella che il suddetto luogo comune formula: basta che una minoranza risoluta si faccia padrona del potere pubblico per poter affermare che la vita politica in quel paese attraversa una tappa di gravissima anormalità. Quando più indomito veda il fascismo esercitare il governo, peggio penserò della salute politica dell’Italia. Non c’è salute politica quando il Governo non governa con l’adesione attiva delle maggioranze sociali. Forse per questo la politica mi sembra sempre una faccenda di seconda classe.
